ANOTHER REQUEST FOR FACTS

It appears that more and more people are demanding facts on the
administrative and criminal consolidation in Armenia. Besides Tigran
Torosyan, the speaker of the National Assembly, the speaker of
President Kocharyan is also demanding evidence of the criminal. In
the press conference he disagreed that the government in Armenia is
joining the criminal contingent. Like Tigran Torosyan several days
ago, Victor Soghomonyan announced August 31 that everyone is speaking
about the criminal but nobody offers facts or names as evidence of
existence of the criminal.

Considering that the speaker of the president presents the viewpoint
of the president only, as he confesses, it means that Robert
Kocharyan needs facts on the criminal. In other words, either Robert
Kocharyan does not consider as criminal what the public considers
criminal or Robert Kocharyan is not aware of the situation and is
not informed. Both variants are possible, but the situation can be
corrected. Therefore, it is necessary that the president come in touch
with the public more often than with the people who are considered
criminal by the public, and in this case he will not need facts on
the criminal. The public will offer him the facts for free.

However, only in case the public becomes convinced that these facts
are not for covering up as it has been the case so far but for taking
action on. At the procuracy, of course.

Members of the banned Kurdistan Workers Party, or PKK, have threatened
to blow up gas pipelines from Turkey to Iran unless Ankara agrees to
a cease-fire.

"Last Saturday, two Turkish jets shelled some of our bases in the
little Qandil," Haval Welat, a PKK official, told Sunday’s edition of
Iraq’s independent Aso newspaper. "The leadership has warned Turkey
and Iran to stop the military incursion. Otherwise, we will blow up the
gas pipelines linking Turkey and Iran as a first step of retaliation."

He also said Turkey had rejected the PKK’s call for a cease-fire.

Both Turkey and the United States regard the PKK as a terrorist
organization. The group is fighting for an independent Kurdish state
encompassing parts of Turkey, Iran and Syria and Armenia.

Iran, with an estimated 970 trillion cubic feet in proven natural
gas reserves, is the world’s No. 2 in reserves; Russia is No. 1.

Turkey is one of the largest customers of Iranian natural gas. In
2002, the two countries inaugurated a pipeline link. Exports of
Iranian natural gas to Turkey could reach 960 million cubic feet
per day by 2007, according to the Energy Information Administration,
the U.S. Department of Energy’s data arm.

Iran sees Turkey as a conduit for the sale of natural gas to Europe.

(ArmInfo) – On August 31 – September 13 the delegation of the
International Monetary Fund (IMF) will visit Armenia. The delegation
will be lead by Hassan Al-Atrasha, head of the Armenian quarter
of Department for Middle East and Central Asia. During the visit
the process of realizing the economic growth and poverty reduction
programs will be discussed, reports Trend.

To be reminded, in the frameworks of the poverty reduction program
Armenia is to receive SDR 23 million ($32,8 million). The credit is
to granted for 10 year term with 0,5% annual interest rate.

ARMENIAN GENOCIDE MEMORIAL TO BE BUILT IN DOWNTOWN LAS VEGAS

LAS VEGAS, NEVADA – The Armenian Community of Las Vegas, Nevada is
pleased to announce the formation of the Armenian Genocide Memorial
Committee comprised of local Armenians dedicated to the erection of
an Armenian Genocide Memorial in Las Vegas.

After several meetings with Mayor Oscar Goodman and Councilwoman Lois
Tarkanian, wife of famous UNLV basketball coach Jerry Tarkanian,
the Committee is pleased to announce the commitment of the City of
Las Vegas to dedicate land located in Centennial Plaza in downtown Las
Vegas on the corner of Fourth & Lewis Streets, between the Clark County
Courthouse and the United States District Court House. Mayor Goodman
announced Las Vegas’ commitment and the location of the Memorial at
the annual April 24 commemoration, which was also attended by all
three Nevada Congressmen, Rep. Porter, Rep. Berkley and Rep. Gibbons,
as well as a representative from Senator John Ensign’s office.

The site selected for the new Armenian Genocide Memorial is a well
traversed area in a business and legal district near the famous
Fremont Street Experience, a very fitting location for a monument
of such importance. It will be seen by thousands of people a day,
which makes it very unique among Armenian Genocide memorials, which
are often located in remote parks or upon church property. It is
important for all Armenians across the United States to support
this important Monument, which will serve to educate Armenians and
non-Armenians alike of the horrors of the Armenian Genocide.

The budget for this historical Monument has been set at $150,000. The
Committee is also accepting designs for the new Memorial. Interested

Man convicted in road-rage killing of US documentary filmmaker

A former truck driver who was arrested in Armenia and returned to
California was convicted of first-degree murder for a vicious freeway
road-rage killing of documentary filmmaker Michael Craven.

Jurors deliberated for more than two hours Friday before reaching
a decision. They also convicted Shahen Eghia Keshishian, 34, of
vehicular manslaughter with gross negligence and leaving the scene
of an accident.

He is scheduled to be sentenced Sept. 27.

Keshishian ran down Craven, 44, with a black GMC Suburban on April
29, 2000. The killing came after a road rage confrontation along the
Hollywood Freeway.

Craven had been driving on the freeway after dinner with a friend
when the Suburban pulled up and eggs were thrown. One of the drivers
had apparently cut in front of the other.

Authorities believe Craven pulled to the side of the freeway to
confront Keshishian, who stopped behind him. A passenger in the
Suburban then threw a beer bottle at Craven’s Jeep.

Craven was then run over and he died a short time later at a hospital.

Keshishian was charged June 23, 2000, with Craven’s slaying, and
charged separately by federal authorities in November 2000 with
unlawful flight to avoid prosecution.

Keshishian was hiding in Armenia and was arrested in late 2004 for
overstaying his visa. He was subsequently extradited to the United
States.

Glendale police said his extradition marked the first time someone
from Armenia was handed to U.S. authorities to be returned to face
criminal charges.

Miss Caucasus-2006 beauty contest participants’ photos to be taken on
occupied Azeri lands

Beauty contest Miss-Caucasus 2006 will be held in Yerevan Academic
Opera and Ballet Theatre on September 2.

Azerbaijan will not participate in the contest, APA reports.

The contest will be broadcasted by Georgian and Armenian televisions
and also by MIR Interstate Broadcasting Company. The photos of
contest participants will be taken in Armenian-occupied Azerbaijani
province of Nagorno Karabakh.

The winner of the contest will get a crown decorated with precious
stones and money grant as well as the right for participating in Miss
Tourism-2006 in Czechia.
Armenians hold this type of contest for the second time.

Azerbaijani Culture and Tourism Ministry official Intigam Humbatov
told the APA that Azerbaijan has not received an invitation for the
contest.

"They are pursuing their crafty policy under the name of cultural
events. We must not allow them to continue this policy. This contest
is of not state interest, and that is why we will not appeal to
definite bodies for that," he said.

Armenian Sand, Lake Sevan & Korf Come Together

ARMENIAN SAND, LAKE SEVAN & KORF COME TOGETHER

Armenian korfballers met recently to trial-out a national beach
korfball tournament.

The first Armenian korfball tournament to take place on sand was held
on August 15, on the shores of the picturesque lake Sevan.

Despite a large number of the korfball community engaged in summer
holiday pursuits, the interest in the tournament was outstanding. In
total 8 teams lined up for this inaugural event consisting of 2
veteran line-ups, 2 senior selections and 4 youth teams. For most of
the players this was their first taste of the sand and korf cocktail
and for the newly inducted it was hard for them to come to grips
with playing on this energy-sapping surface. The only players with
experience in playing on sand were the veteran players, who were able
to use their prior experience to good effect.

Participating teams were split into two pools, one senior grade pool
and a second youth grade pool. Though the two senior teams (players of
the national team) were favourites to duke it out for title honours
the veterans showed that they are still able to foot it with their
senior counterparts.

After the official tournament an unplanned game between senior and
veteran selections took place. This encounter proved to be the most
interesting game of the day, a struggle of two generations. It also
provided an excellent learning opportunity for the younger players.

Beside the beach korfball matches there were water-korfball games
and the participants thoroughly enjoyed themselves engaging in a
combination of gameplay and social activities set for the day.

The KFA hopes to organise an international beach korfball tournament
in the same place next year.

Beirut, 21 August: The Change and Reform Bloc held its weekly meeting
under Gen Michel Awn at his home in Al-Rabiyah. During the meeting,
the conferees discussed the current situation in the country. After the
meeting, a statement was released and was read by Chamber of Deputies
member Ghassan Mukhaybir. The statement welcomed "the deployment of
the Lebanese army in southern Lebanon, and the preparedness that
certain countries have expressed to participate in the additional
UN Interim Force in Lebanon, UNIFIL. UNIFIL troops are being sent to
Lebanon in implementation of UN Security Council Resolution 1701 to
assist the Lebanese army in extending the government’s authority to
southern Lebanon to defend the land and the people and keep law and
order. The statement said the bloc is in favour of the Armenian stand
opposing participation of Turkish forces in UNIFIL."

The statement questioned the "reason for the absence of any reaction
by the international community to Israel’s breach of the UN resolution,
as Israeli forces carried out a landing operation in the Buday area in
Al-Biqa plain. It also highlighted the absence of any international
reaction to Israel’s continued threats to Lebanon, the blockade of
the Lebanese ports, airports and entry points, and prevention of the
Lebanese army from deploying up to the Blue Line under unacceptable
pretexts and conditions."

The statement also questioned the "seriousness and credibility of
the international community’s support for the Lebanese government,
noting that the Lebanese government has done all it can, dealing,
positively and seriously, with Resolution 1701. In particular,
the Lebanese government has displayed unequivocal commitment to
preventing the firing of rockets at Israel and to keeping law and
order in southern Lebanon and throughout Lebanon."

The statement reasserted the stand of the Change and Reform
Bloc, calling for the "creation of a strong, democratic state that
represents, thoroughly, fairly and even-handedly, the various Lebanese
forces and segments in keeping with the National Accord Document. This
will restore confidence in the state as the sole point of reference
for national decision-making, particularly with regard to peace and
war decisions." The statement said: "All that the Change and Reform
Bloc sees of the current majority are slogans without practice. This
indicates that the current majority has its own concept of a state
based on monopolizing power and bypassing the principle of consensual
democracy and effective participation. This majority also unilaterally
makes decisions, thus breaching the constitution and scuttling national
accord. Lebanon today is in dire need of cementing its domestic unity
to confront the serious forthcoming stage, which requires the creation
of a collective authority that is capable of making major decisions
and implementing them, i.e. peace, war and reconstruction."

With regard to reconstruction, management of the aid and grants,
and the use of foreign support in these fields, the statement said:
"Previous experience was not encouraging; therefore, we demand an
effective, transparent and reliable mechanism for monitoring the use of
aid and preventing exploitation, deviation, sharing, selectivity and
unilateralism." The statement called on the government to "quickly
prepare a list of priorities for the exceptional needs urgently
required at this stage. It called on the Chamber of Deputies to play
its monitoring and legislative role in this respect."

The statement called on the government "to deposit in the Foreign
Ministry or the Chamber of Deputies documents of the official minutes
of all the talks it held with international envoys in and outside
Lebanon, including the visits and consultations that the Lebanese
government’s envoys held in foreign capitals during the Israeli
aggression against Lebanon, in preparation for informing the Lebanese
people on this stage leading to the issuance of Resolution 1701".

The statement called for "forming a parliamentary committee to
interrogate Acting Interior Minister Ahmad Fatfat and Brig-Gen
Adnan Dawud, commander of the security force in the south, over the
ramifications surrounding the Marj Uyun Barracks case".

The statement called on the Lebanese people "to pay no attention to
attempts at intimidation and exaggeration, to which certain people
resort to pit them against one another and foment suspicion among
them". It stressed that Lebanon will rise from this war stronger,
more cohesive and with firmer national unity to build a prosperous,
safe and stable future.

After the meeting, the following question-and-answer session took
place between Deputy Mukhaybir and journalists:

Asked how the Change and Reform Bloc reads the repeated Israeli
threats of a second round of war, Mukhaybir said: "The bloc sees
all these statements as part of the media war being launched by
Israel simultaneously with its military war. At this stage, Lebanon’s
administration and diplomats should respond to the Israel threat with
a united national stand, particularly regarding the deployment of the
Lebanese army in the south and quickly facilitating the deployment of
international forces along with the Lebanese army in the south. We
support this approach, and our stand in this respect was clear in
the statement we released. This is part of the bloc’s response to any
threat. In this fragile stage, we must strengthen Lebanon’s position
leading to the implementation of Resolution 1701."

Asked about the objective of the Bloc’s demand for publishing
the negotiation sessions between the government and international
envoys, Mukhaybir said: "From the standpoint of activating the role
of the chamber of deputies and people’s role in monitoring all that
is taking place, we considered that the political and diplomatic
talks that accompanied the governments diplomatic effort abroad are
important. This is particularly true if the talks are conveyed to the
Foreign Relations Committee in the Chamber of Deputies to enhance the
monitoring role o both the chamber of deputies and the people. This
will also enhance our role as a monitorial opposition bloc at the
Chamber of Deputies. At the same time, we call for cooperation and
unity among all the Lebanese people without a monitoring opposition
role in the creation of democracy."

Asked about the case of Brig-Gen Dawud and the ramifications of this
case, Mukhaybir said: "Even when the interior minister handed the
report on this case to Chamber of Deputies Speaker Nabih Birri, the
interior minister wished that the latter would take the appropriate
measures regarding this case. What we deem appropriate is to explain to
the public the case beyond the text of the report that Speaker Birri
received. We hope that a parliamentary committee will be formed to
follow up the ramifications of this case in order to raise the morale
of the Lebanese army and security forces so that the security forces
will not have to face similar incidents in the future."

Asked if the bloc fears for the Lebanese army in the south, Mukhaybir
said: "We do not fear for the Lebanese army, nor any adverse reaction
from the Lebanese people in the south. There is fear of renewed
Israeli attacks against the Lebanese army and citizens. Along with
others parties, we seek to prevent repetition of similar aggressive
wars in the future. We hope that the latest war will be the last,
so that we can strengthen Lebanon’s independence and the unity of
the Lebanese people."

Andzhey Kaspsik, OSCE acting chairman’s special envoy, is heading to
Slovenia upon completion of his visit to Yerevan and Nagorno-Karabakh,
Trend reports with reference to Kaspsik office in Baku.

On August 27-28 the international conference "Caspian-2008" is held
in Ljubljana.

At the conference are expected prominent political leaders and
international experts, among which President of Azerbaijan Ilham
Aliyev, Slovenian Prime Minister Janez Jansha, OSCE acting chairman
Karel de Gucht, deputy Prime Minister of Georgia Georg Baramidze,
Armenian Foreign Minister Vardan Oskanyan and so.

Fuad Ismayilov, Azerbaijani ambassador to Austria and representative
to OSCE, told Trend the meeting between Azeri President Ilham Aliyev
and OSCE acting chairman Karel de Gucht may take place for discussion
of fires at occupied grounds of Azerbaijan.

Mr Kaspsik is returning to Baku next week.

UNHCR High Commissioner to Arrive in Armenia

UNHCR HIGH COMMISSIONER TO ARRIVE IN ARMENIA

YEREVAN, AUGUST 18, ARMENPRESS: UNHCR High Commissioner Antonio
Guterres will pay a working visit to Armenia on August 20.

Armenian Foreign Ministry press service said that during his two-day
visit the high commissioner will meet with the President of Armenia
Robert Kocharian, Foreign Minister Vartan Oskanian, His Holiness
Catholicos Karekin II.

He is also expected to visit Armenian province of Lori and UN Armenian
Office.
