361.4 TONS OF HUMANITARIAN AID BROUGHT TO ARMENIA IN JANUARY, 2007

YEREVAN, MARCH 23, NOYAN TAPAN. 361 tons of goods at the total cost of
2.05 mln U.S. dollars, instead of correspondingly 1 mln 557.7 thousand
dollars and 155.6 tons indexes of the same month of the previous year,
were brought to Armenia in January, 2007, as humanitarian aid.
According to data of the RA National Statistical Service, textiles
made 34.9% , equipment and apparatus made 16.1%, and different
industrial goods made 15.8% of the got assistance.

Institute of National Strategic Researches of RA Defence Ministry has
lately become member of Working Group of Black Sea Region of
Consortium of Defence Academies and Institutes of Security Researches
of NATO Scientific-Research Council. Noyan Tapan was informed about it
from RA Defence Ministry. It is mentioned that during last year
Armenian Institute of National Strategic Researches successfully
played the role of Secretariate of Interdepartmental Commission of
Armenian National Security Strategy.

Controversy over cross grows amid church’s reopening

In advance of the opening of the newly restored Armenian Akhtamar
Church on Lake Van, a new controversy has emerged in Ankara over
whether or not the church’s steeple should have a metal cross placed
on it.

Akhtamar Church has undergone restoration that was undertaken at the
behest of Prime Minister Recep Tayyip Erdogan and Minister of Culture
and Tourism Atilla Koc. The church will be reopened to the public at
a special ceremony on March 29.

Meanwhile, Patriarch Mesrob II, the spiritual leader of the Armenian
Orthodox community in Turkey, has sent a written request to the
Culture and Tourism Ministry asking that a cross, prepared by the
Armenian Patriarchate itself, be placed on the steeple of the
Akhtamar Church. The sentiments in the letter from Partriarch Mesrob
are echoed in a similar letter sent by a group of Armenian
intellectuals and artists to the ministry.

With no answer yet forthcoming regarding what is to be done about the
cross, the Ministry of Culture and Tourism has reportedly sent
letters to the Foreign Ministry to obtain further views on the
matter. Whether or not the cross will be placed atop Akhtamar Church
in advance of the March 29 opening appears to depend on the views on
this matter expressed by authorities at the Foreign Ministry.

While the Ministry of Culture and Tourism intends for the
1,100-year-old church on Lake Van’s Akhtamar Island to be opened to
the public as a "museum," the Armenian community is pressing for the
church to be available for religious services. On the subject of the
placement of the metal cross atop the church, Patriarch Mesrob
references past photographs of the historical church as the reason
why the ministry should allow the cross to be placed there.

"A cross can be clearly seen on the steeple of the church in all old
photographs of it." The official name of the church also arises in
the content of Mesrob’s letter, with the patriarch referring to the
church as " Lake Van’s Agtamar Island Surp Hac Armenian Church."

Within this framework, the Armenian patriarch also suggests that
annual September Sacred Cross Festival be called the Agtamar
Festival, noting that this would have the additional advantage of
drawing local and foreign tourists to the area, with choral groups
from Istanbul and folkloric dancers from Van adding to the content of
the festival.

The patriarch’s letter also focuses on the possible religious
services that might take place at Akhtamar Church during the Sacred
Cross Festival, explaining, "There could be a religious service in
the church’s old nave, followed by choral groups and folklore
groups."

Patriarch Mesrob’s letter ends by noting that he is "praying to dear
Allah for the continued success" of the ministry’s restoration
efforts. In a separate letter on the subject, a group of Armenian
intellectuals and artists request that Akhtamar Church, which they
refer to as "Ahdamar Church," be turned over permanently to the
Armenian community in Turkey. They also note that a cross similar to
the one found on the church must be placed there again, and that even
if the church is not to be opened for religious services, the cross
must still be placed there as a part of restoration efforts.

Oskanian defiant

Representing Armenia at the March 29 opening of the restored Van Lake
Akhtamar Church will be Armenia’s Deputy Minister of Culture and
Youth Affairs Gagik Gurijian.

Speaking Thursday at a press conference, Armenian Foreign Minister
Vartan Oskanian said that Turkey was attempting to influence the
international community by holding a public opening of Akhtamar
Church. Oskanian also reiterated that in order for relations between
the two countries to normalize, Turkey needed to open its borders
with Armenia. Akhtamar Church was built by architect Kesis Manuel on
the orders of Armenian King Gakik I between AD 915-921. The church
has a central dome with four leaf-like wings coming out in a cross
shape. It is made of red "tufa" brick.

The Special Representative of the European Union for the South
Caucasus Peter Semneby arrived in Yerevan on a one-day visit
today. During the visit he will have meetings with the leadership of
the republic.

Next month the EU Special Representative intends to visit
Azerbaijan. Visit to Nagorno Karabakh is also envisaged. Let us remind
that Semneby visited Armenia earlier this month.

Parents have to pay 15 lari instead of 8 lari per month for their kids
to attend kindergartens. This is due to ammendments made to Georgia
regulations on November 11, 2006. Accordingly, the kindergartens have
gained the status of juridical persons.

"We have formed our regional regulations affirmed by Akhalkalak
region. In compliance with the above mentioned we have become a
separate institution with our own balance, own seal, bank account and
stamp,’ informed Margarita Alvertsyan, director of #2 Kindergarten
in Akhaltskha region.

Before this decision he kindergartens used to be under the
subordination of Ministry of Education and Science in Georgia,
whereas it is now under local regional committee.

Due to the present regulations, each worker should be paid full staff
which is 160 lari (about 95 USD); the director’s salary is 200 lari
(about 118 USD).

Namely, the funding and technical secure are fulfilled by regional
budget and parental payments, as well as additional financial
resources.

(SomaliNet) Somalia has overtaken Iraq as the world’s most dangerous
country for minority groups, a study has found.

"A new government in Somalia has raised hopes for democracy, but it
is also a uniquely dangerous time," said MRG’s director Mark Lattimer.

"There is the spectre of a return of large-scale clan violence – and
groups that supported the old order are now under tremendous threat."

He added.

Sudan, Afghanistan and Burma followed in the global survey by the
Minority Rights Group International (MRG).

It alleges the US ignored abuses of minorities in countries supporting
the US "war on terror" including Pakistan, Turkey and Israel. "US
allies have managed to barter their support for the war on terror
in return for having their human rights records ignored," said
Mr. Lattimer.

Sudan is the third worst offender, said the State of the World’s
Minorities report, because of the violence in Darfur.

Minority groups in Iraq including Christians, Yezidis and Mandaeans
face targeted killings, abductions and torture.

The group’s study links tensions in Turkey surrounding the EU
accession process to a surge in religious and nationalist extremism
behind attacks on minorities – such as the murder of Turkish-Armenian
writer Hrant Dink at the end of 2006.

The MRG also blames the "war on terror" for a rise in anti-Muslim
attacks and intimidation within the European Union affecting millions
of ethnic Arabs, South Asians and other Muslim minorities.

Democratic Party of Artsakh (DPA) Central Council has circulated a
message informing of the beginning of political consultations "to
verify the party’s stand at the forthcoming Presidential elections".

Discussions at the level of the Central Council and Democracy faction
at the National Assembly, DPA city and regional councils are to be
held, DE FACTO own correspondent in Stepanakert reports.

According to the message, before the day of the Nagorno-Karabagh
Republic President’s elections is fixed, the discussions’ outcomes
will be summed up, while at the stage of the candidates’ nomination
the extraordinary congress of the Party will promulgate the DPA
common position.

DPA Central Council voiced readiness to hold such consultations with
other political forces of Nagorno-Karabagh, taking into consideration
that "the challenges of today and tomorrow require the unity of will
and consolidation".

According to the information received at the NKR Central Electoral
Commission, a package of amendments to the Electoral Code to bring
it in line with the Constitution was presented to the NKR National
Assembly. After the Parliament has approved the amendments in the
course of one of its next sittings, the process of preparation for
the Presidential elections will start.

Two years ago NKR President Arkady Ghukasyan criticized in a public
meeting the Ministry of Health. He stated that the health sector is
corrupt. Minister Lazaryan was given two months to tackle this problem,
otherwise she had to resign.

KarabakhOpen asked Zoya Lazaryan if she accepts the criticism of the
president, and how she evaluates the state of corruption in the health
sector. "If the president of the country criticizes, he has reason
to. I do not reject the accusations. I do not want to justify this
phenomenon but I cannot generalize because a few unconscientious
people who are found not only in the health sector by the way,
blemish the work of the whole system," Zoya Lazaryan said.

The minister said after this meeting corresponding steps were
taken, namely checking, stricter control. A hot line was set for
complaints. At hospitals the patients fill in special forms. According
to the minister, the latter two measures were not effective because
"people are passive and are not open enough".

"There is progress, of course. But I cannot say that corruption has
been eliminated in the health sector. I think the Ministry of Health
cannot tackle this problem alone. It needs the support of the society,"
Zoya Lazaryan said.

The HSBC Bank Armenia is moving to a new building (Teryan 66), and
the former place of the head office is occupied by the second branch
of the bank in Yerevan (V.Sargsyan 9).

Today, the press service of the Central Bank of Armenia told ArmInfo
that by CBA Chairman Tigran Sargsyan’s decision dated March 19, the
HSBC Bank Armenia’s new regulations with the new address of the head
office have been registered, and the former address of the bank has
been assigned to its new branch by another decision.

According to the source, on the same day a decision was taken to
register two regional branches of the ArmBusinessBank – "Vanadzor"
and "Talin".

To note, by Jan 1, 2007, each of the mentioned banks had one branch
in Yerevan.

TURKEY’S POWER LIES IN ITS HISTORICAL DEPTH

Aware of its strategic depth since the years of the Cold War era,
and using every opportunity to turn this asset into a profit in the
international power markets, in recent years Turkey has been rapidly
gaining consciousness as regards its cultural and historical depth.

The fact that Turkey’s history is not limited to 85 years and that
it is in reality profound and straddles a colossal geography is
now becoming embedded in the national consciousness, signaling
reconciliation with the past.

Up until a few years ago neither the Malazgirt Victory of the Seljuk
Turks in 1071, which opened the gates of Anatolia for the Turks,
nor the conquest of Ýstanbul on May 29, 1453, which began a new
era in world history, nor other great victories of the Ottoman era
were as recognized as they deserved to be and were not celebrated in
a way befitting their glory. A weird historical understanding that
limits Turks’ history to that of the Turkish Republic — which can be
considered very short in comparison to the vast history of the Turks —
and that disregards the pre-republic Turkish history was prevalent.

This approach, which had a principle of sullying and denigrating
Turkish history before the republic at every opportunity and which
ignored it when it was unable to denigrate it, was an elitist one
denying its roots and descent. As the effect of this misconstrued
understanding started to wane in recent years the familiarity of the
Turkish people with their history, of which they should be proud, and
with their cultural depth, a natural concomitant of such consciousness,
began to increase. Also as the new generations reclaimed the historical
victories the self-confidence of the Turkish people grew stronger
and in turn they started endeavoring to secure themselves a more
deserving place in the balance of international power. Nor would it
be meaningless to evaluate Turkey’s heading forward in the recent
years from this perspective.

For instance until several years ago the anniversary of the Canakkale
Victory, which gave a whole new direction to world history, would be
passed off with insipid celebrations. While the fact of how profoundly
this victory had affected world history was confined to a couple of
titles existing only on the unlovable pages of history coursebooks
that students were made to memorize, we would watch with envy the
dawn services on the Gallipoli Peninsula held enthusiastically by an
annually growing number of the children and grandchildren of Anzacs,
whose nonsensical adventures, into which they had been dragged by
their colonial rulers, ended in a crushing defeat. During those years
the memorial cemeteries of Anzacs were well maintained whereas ours
were forlorn, alone and doleful.

As the Turkish people delved further back into the depths of their
historical greatness, which had long been kept from them with great
care on the pretext of a "revolutionary reasoning," the tide turned;
the Canakkale War Memorial was visited by some 3 million Turks in 2006,
whereas this figure was a mere 300,000 only a couple of years ago.

With a desire to see the lands where their ancestors, most of whom
were very young, had sacrificed their lives in a selfless manner
that changed the flow of the world history forever by stopping the
Allied Forces that attempted to take Canakkale with an incomparably
greater number of soldiers and arms, some 3 million people converged
on Canakkale. They offered prayers to the spirit of their grandfathers.

As people visited the tombs of their grandfathers the ideals of these
sublime-spirited people visited and filled the minds and hearts of
the visitors. The state did not turn a blind eye to this sensitivity
and improved the war cemeteries and completed infrastructural works
to make these sites more accessible.

Turkey will grow stronger to the extent it leans on the power springing
from the depths of its history. Actually in recent years we have
come to realize that reducing Turkish history to an Independence War
and the history of reforms, however important they may be, serves no
one. How saddening it is to see that the Turkish education system’s
"imprisoning" Turkish history and the developments during World
War I in a few titles chosen with great care in an attempt to keep
emotions against other nations in check while ignoring very important
pages in history provides Armenians with an advantage in their fight
to extract an ferocious national identity from their enmity against
Turks. How strange it is that they have started pressurizing Turkey
with their unsubstantiated genocide claims which they "over decorated"
with historical lies!

The pre-republic era did not cease to exist by being considered
non-existent. On the contrary the responsibility stemming from their
historical and cultural depth did not leave Turks, although they
attempted to escape it. Is there any among you who cannot see the new
responsibilities loaded on the back of Turkey by each new development
of the last 15 years in the Caucasus, the Balkans and the Middle East?
