PROFESSOR RICHARD HOVANNISIAN IN ACTIVE FIRST QUARTER

During the first quarter of 2007, Professor Richard G. Hovannisian, AEF
Chair in Modern Armenian History at UCLA, has continued to maintain an
intense schedule of lectures, conferences, and interviews relating to the
Armenian Studies. He has at the same time maintained a full teaching load
in his popular UCLA courses in Armenian history and on the comparative
study of genocide.

Atlanta-Stockholm-San Francisco-Zurich

Hovannisian attended the annual conference of the American
Historical Association in Atlanta, January 4-7. As president of the Society
for Armenian Studies (SAS), he also took part in meetings of groups
affiliated with the AHA and laid plans there for SAS participation with
organized panels in the next AHA conference which will be held in
Washington, D.C. in January 2008.

The following weekend, January 12-13, Dr. Hovannisian was in
Stockholm, Sweden, where he spoke to the Council of Swedish Armenian
organizations on the changing landscape of historic Western Armenia. The
community is made up of Armenians speaking a variety of languages,
including those who know only Kurdish, Turkish, or Swedish. Hovannisian’s
bilingual presentation and illustrated talk helped to reach all segments of
the audience. At the same time, he became better acquainted with the
translation into Swedish and placing on the worldwide web of his selected
works, an initiative of Mr. Vahagn Avedian, a computer specialist in
Uppsala. He is the web master of the informative web site

On January 27, Dr. Hovannisian spent an hour on Horizon
Television in a cultural program, Gragan Yeter, hosted by Ms. Monet Airian,
a former student and poet. The following day he was at St. John Armenian
Church in San Francisco at the invitation of Father Sarkis Petoyan for an
all-community luncheon and his presentation on impressions of the historic
homelands now in eastern Turkey.

On February 3, Richard Hovannisian was in Zurich for a talk to
the Switzerland-Armenia Association. The event was coordinated by Mr.
Sarkis Shahinian, an architect who was highly instrumental in the release
by Time Magazine in Europe of the DVD on the Armenian Genocide and who with
several others is currently leading a campaign in Switzerland against
genocide deniers. Among his collaborators is Mr.David Ekchian, who with his
wife Lilit hosted Hovannisian and the conference organizers at a
post-lecture dinner and discussion.

Clark Library and Pepperdine University

On February 9-10, Dr. Hovannisian was an invited guest at the
historic Clark Library in Los Angeles for a conference on Imperial Models
in the Early Modern World, during which the management of differences in
the Ottoman, Hapsburg, Iberian, and other imperial states was the subject
of exploration and discussion.

On February 11-12, Hovannisian was a featured speaker at an
international conference Genocide and Religion: Victims, Perpetrators,
Bystanders, and Resisters, sponsored by the Pepperdine Law School Institute
on Law, Religion, and Ethics. Addressing a large audience of legal
scholars, academics, human rights activists, and students, Hovannisian
assessed the degree to which religion was a contributing factor in the
Armenian Genocide, the religious components of pre-genocidal Ottoman
society, and the exploitation of religion by the Young Turk nationalists.

Western Diocese and NAASR

On the evening of February 16, Professor Hovannisian was honored
by Archbishop Hovnan Derderian and the Western Diocese of the Armenian
Church in a rich cultural and culinary event, with analyses of
Hovannisian’s life and work by former students and now professors, Barlow
Der Mugrdechian of California State University, Fresno, and Vahram
Shemmassian, California State University, Northridge. The immediate
occasion for the event was the publication of the sixth volume in the
series, Historic Armenian Cities and Provinces, with the papers for each
volume revised and edited by Hovannisian. The volumes now include
Van/Vaspurakan; Baghesh/Bitlis and Taron/Mush; Tsopk/Kharpert;
Karin/Erzerum; Sebastia/Sivas; and Tigranakert/Diarbekir and Edessa/Urfa.
Professor Der Mugrdechian adeptly presented Hovannisian’s life from his
youth in the San Joaquin Valley to his past and present academic pursuits.
Shemmassian discussed the importance of each province and volume in the
series, before Hovannisian himself reflected on his career and the advances
and challenges in Armenian studies.

Richard Hovannisian flew to Boston on February 23 to present an
illustrated lecture sponsored by the National Association of Armenian
Studies and Research in a standing room audience at the First Armenian
Church in Belmont, Massachusetts. He was introduced by NAASR president Ms
Nancy Kolligian and the director of programs and publications, Mr. Marc
Mamigonian. Hovannisian’s recent books were featured at the NAASR bookstore
during the post-lecture reception.

Hrant Dink Memorial at UCLA

Professor Hovannisian returned to UCLA on February 25 for a memorial
tribute and program on dedicated to the life and works of Hrant Dink. On
Hovannisian’s initiative, a collective of Turkish students, the
Organization of Istanbul Armenians (OIA), and the UCLA Armenian Studies
Program, Near Eastern Languages Department, Center for Jewish Studies, and
Center for Near Eastern Studies participated in the memorial program: Hrant
Dink: His Legacy and His Challenge. The overflow audience of more than 500
students, faculty, and community members participated in a moving program
that was opened by Richard Hovannisian followed by a minute of silence with
accompanying memorial music. Speakers included Mr. Simon Acilac of the OIA,
Ms. Zeynep Turkyilmaz of the Initiative of Turkish Students, Professor
David Myers, Director of the Jewish Studies Center, Professor Ayse Gul
Altinay of Sabanci University in Istanbul, and UCLA alumnus Dr. Rupen
Cetinyan. A video tribute was prepared by Stepan Partamian and a moving
musical program with violin and duduk was followed by the traditional
"helva" in memory of the departed.
London and Geneva

The pace of activities has continued into the month of March,
with presentations in the Kensington Library of London sponsored by the
Armenian Institute on March 3. The Institute’s president, Dr. Susan Pattie,
discussed the importance of the series that Hovannisian edits on Historic
Armenian Cities and Provinces, and then invited the professor to recount
first hand experiences and impressions in those regions. A post-lecture
dinner was hosted by Mr. Adom and Mrs. Sella Tenjoukian.

On March 4, Richard and Vartiter Hovannisian flew to Geneva to
take part in a gathering sponsored by the Armenian Church and nearly all
the Armenian organizations of Switzerland. As the event came on the eve of
the test case in the Swiss courts involving a denier of the Armenian
Genocide, Hovannisian outlined the typical denial arguments in a
comparative perspective and pointed to the continuing harm that denial
causes to survivors and successive generations. He also reflected on issues
that still need to be resolved in the study of the actual decision-making
processes and execution of the genocide. The afternoon program was attended
by Armenians from all parts of Switzerland as well as numerous city and
canton officials from Geneva and the ambassador of the Republic of Armenia,
Mr. Zohrab Mnatsakanyan. The initial verdict of the court that tried the
case in Lausanne two days later found the denier guilty and imposed a token
symbolic fine, although there is little doubt that the perpetrator side
will take the case to courts of appeal and continue to mount pressure on
the federal government of Switzerland.

Returning to Los Angeles, Hovannisian was in the Avedissian Hall
of Ferrahian High School on the evening of March 9. The program sponsored
by the Anahid chapter of the Armenian Relief Society featured his
power-point presentation with historical commentary on the sites visited in
historic Western Armenia with Dr. Vartiter K. Hovannisian, Professor Fatma
Muge Gocek, and the Armenian editor of Agos, Mr. Sarkis Seropian, during
the summer of 2006.

The Armenian Communities of the Indian Ocean

On the weekend of March 16-18, Hovannisian organized with Dr.
Sebouh Aslanian the sixteenth in the UCLA series on historic Armenian
cities, provinces, and communities. The conference, Ebb and Flow of the
Armenian Communities of the Indian Ocean, brought together scholars from
Armenia, Europe, Mexico, and the United States to consider the active and
colorful commercial, intellectual, and philanthropic history of the
Armenian communities of India and South Asia. During the conference, which
was sponsored by UCLA’s AEF Chair in Armenian History, International
Institute, Near Eastern Center, History Department, and AGBU Southern
California District Committee Professor Hovannisian presented the story of
a number of prominent Armenian civic leaders in India and introduced a film
about Sir Catchick Paul Chater, who rose from humble origins in Calcutta to
become a towering figure in the development of the Hong Kong colony, where
even today a park and street bear his name. His large bequest to the
Armenian Holy Church of Nazareth in Calcutta has helped to maintain the
church and the Armenian College and Philanthropic Academy (Mardasiarkan
Jemaran). All conference participants were hosted to special dinner with
AEF members by Mr. and Mrs. Hacop and Hilda Baghdassarian.

Saint Mary’s of Maryland

Richard Hovannisian completed his engagements of the first
quarter of the year on March 28-29 with meetings with students and faculty
and a public lecture at St. Mary’s College in St. Mary’s City, Maryland
(the state’s first capital) at the invitation of Professor Bjorn Krondorfer
of the Department of Religious Studies. Hovannisian’s presentation in the
college’s distinguished lecturer series, titled "Must We Still Remember?
The Armenian Genocide as Prototype," addressed many of the issues with
which students in the fields of religion, philosophy, and history have been
confronting.

BAKU: Minsk Group Co-Chairs To Inform OSCE Of Situation With Nagorno

MINSK GROUP CO-CHAIRS TO INFORM OSCE OF SITUATION WITH NAGORNO-KARABAKH

Azerbaijan, Baku / corr. Trend A.Ismayilova / A meeting of the
OSCE Permanent Council is currently being held in Vienna with the
participation of the OSCE Minsk Group Co-chairs to resolve the
Nagorno-Karabakh conflict.

The Azerbaijani Ambassador to Vienna, Fuad Ismayilov, reported that
the co-chairs are not expected to deliver a speech at the meeting.

The mediators will address a meeting of the Permanent Council in
November, on the eve of the OSCE Council of Ministers meeting.

On 30 March the OSCE Minsk Group is scheduled to give a news
conference. They will inform members of the Council and the OSCE
Chairman-in-office, Migel Anhel Maratinos on the situation regarding
the Nagorno-Karabakh conflict.

US tops the super growth company league table for third year

The US tops the Grant Thornton International Super Growth Index for the
third year running. 44% of US companies hit ‘super growth1’ status, an
increase of 5% over the previous year. The Index measures the country
with the highest proportion of "super growth" companies.

This year Armenia (38%) has replaced India in second position. Indian
companies suffered a dramatic drop to 14th in the table as the country’s
proportion of super growth companies halved from 34% to 15%. Ireland has
maintained a top five ranking (29%; No.3) and is joined by the UK
(26%/No.4) and South Africa (25%; No.5), up from tenth position last
year.

Other significant climbers in the Super Growth Index include Russia
which has moved from 29th to 18th in the rankings; the Philippines from
23rd to 8th; Argentina from 27th to 15th; Italy from 30th to 21st.

Hong Kong – the other strong performer in 2006 at third place, has
fallen out of the top ten this year – coming in at number 11. Other
fallers in the chart include Malaysia from 8th to 26th and New Zealand
from 15th to 28th – its worst performance in four years.

The Super Growth Index 2007, now in its fourth year, is a unique
research project which forms part of the Grant Thornton International
Business Report (IBR). The report covers the opinions of 7,200 privately
held businesses in 32 countries and represents 81% of global GDP.

A ‘super growth’ company is one which has grown considerably more than
the average measured against key indicators including turnover and
employment.

Said, Alex MacBeath global leader of privately held business services
for Grant Thornton International, "The most significant finding from
this year’s survey is how two of last year’s strongest performers, India
and Hong Kong have fallen so considerably in the table. We expected
continued strong performance and maybe that one of them would possibly
take top spot this year. However, the US continues to defy predictions
and has not only retained the top slot but consolidated their position
by a further 5%. It is also very interesting to see Russia and the
Philippines jump from 29th to 18th and 23rd to 8th respectively."

When percentages of super growth companies year on year are compared, it
is interesting to see that economies such as Hong Kong and India have
fallen from 34% to 18% and 34% to 15% respectively. While the
Philippines (7% to 21%) and Russia (4% – 14%) have both grown
considerably.

MacBeath continued, "We should not necessarily consider that a drop in
the number of super growth companies is a bad thing for an individual
economy. Growth in employee numbers and turnover can only realistically
be expected to grow rapidly for a limited time before responsible
businesses take stock and review their growth strategies. What we might
be seeing now is a consolidation in Hong Kong and India with those super
growth businesses of the last few years perhaps concentrating on
profitability rather than simply on high levels of growth.

"Conversely, businesses in the Philippines and Russia could be
considered as being in a different stage of their economic expansion
with growth in employee numbers and turnover a component element of
their emergence as global economies."

Trends

more of an opportunity for their company, compared with 55% of all
businesses in the survey
a.. super growth companies say the availability of a skilled
workforce is considered to be a greater constraint than for companies in
general (44% compared with 36%)
a.. red tape and regulation is another major concern for one in
three (32%) super growth companies
a.. super growth companies are considerably less constrained in
their ability to raise long-term finance with just 13% quoting this as a
problem compared with 21% of companies overall.

Akhtamar Church To Be Reopened Today

The Armenian Church of the Holy Cross on Akhtamar Island in Lake
Van will be opened in Turkey today. Turkey has invited 277 guests
from foreign countries to participate in the opening ceremony. To
avoid security problems the Governor of Van Ozdemir Chakajak has
undertaken high-level security measures. 1 000 policemen will guard
the opening ceremony. Chief of security services of Van Salih Kesmez
told reporters that the safety of the highway from the airport to
Akhtamar Island has been reinforced. "In case of necessity police
helicopters will render assistance from air," he said.

diasporas conduct ideological war against Azerbaijan and Azerbaijanis
all over the world, as well as in Russia. It may be explained as
unbridled theft by the Armenians, of rich historical and cultural
heritage of the Azeri people, including national music, cuisine, works
of art and many other things,. Fabricating the history and culture
is the key direction of Armenians’ activities," the Minister of Culture

In addition, he said that the aggressive military action of the
Armenians in the territories of Azerbaijan against the Azerbaijanis
have now transferred to ideological war and therefore the Armenian
diasporas carry out active anti-Azerbaijani activities all over the
world. " Azerbaijan needs time to prove that the military actions
between Azerbaijan and Armenia have not occurred in just one centimeter
of the Armenian territories. The military actions have happened in
the territories of Azerbaijan and as a result, the Azerbaijan land
has been captured.

At present, the policy of appropriating the music, national cuisine,
national culture, works of the Azerbaijani composers and painters,
etc. is a continuous ideological fight. We need to become more active,
but the media should also do more. Music DVDs are already issued,
but this should be disseminated by individual persons. We have not
had the opportunity to issue large numbers of DVDs to be spread
worldwide. The reality of the situation needs to be publicized. We
invite foreign media representatives to Azerbaijan. At the moment,
the media representatives of France are in Azerbaijan and the
journalists from Germany will visit in the near future. We do not
support falsification, we support the truth. But everyone inaccurately
blames the State, the Azerbaijani diasporas should also be active
everywhere, especially in Russia. It needs to uphold its ideological
fight on all fronts," the Minister said.

Garayev stressed that a monument has been erected in Yerevan
for the musical instrument of Azerbaijan (balaban) and the
measures to propagate the culture of Azerbaijan are response
measures. "The activities of Armenia in the sphere of culture are
the open continuation of the occupant policy of Armenia state and the
saturated idea "Great Armenia from sea to sea". Recently the President
of Azerbaijan, Ilham Aliyev, stated that the present territories of
Armenia are the old lands of Azerbaijan (Irevan khanate). 180 years
ago we sheltered Armenians in the territories of Azerbaijan and in
response we have received aggression from them.

This year we will celebrate the 125th anniversary of the creation
of the Irevan Theatre which testifies that 70% of the population of
Armenia were Azerbaijanis at that time and that the Azerbaijanis have
created this theatre. Therefore, it does not need to be surprised at
the tricks of the Armenians, but to be more active and participate
in all measures," the Minister underlined.

Speaking about the results of his visit to Moscow, Garayev said that
he held a number of useful meetings with the Culture Minister of
Russia, Alexander Sokolov, Head of the Federal Agency for Culture
and Cinematography, Mikhail Shvidkim, Head of the Agency’s Moscow
Department, Khudyakov. Garayev stressed that he has been invited to
attend the jubilee of Mistislav Rastrapovich who will be honored with
the presence of the Azerbaijan President, Ilham Aliyev. In addition,
Garayev said that the Year of Russia successfully took place in
Azerbaijan. He said that the Year of Azerbaijan will take place in
2008 in Germany.

"In April the Culture Days of Azerbaijan will be held in Moscow,
Samara, Chelyabinsk, Saint-Petersburg, Krasnodar and other cities
of Russia. We have discussed two projects on joint movies and the
cinematographers of Azerbaijan will be represented at the International
Cinematographic Film Festival in Moscow. In addition, a very important
agreement has been reached with regards to bibliography and museum
work. Moreover, preparation is made for the cultural conference
which will take place in Baku. We have reached an agreement on a
State student exchange between Azerbaijan and Russia," Garayev said.

Garayev underlined that he attended two tourism exhibitions in
Moscow and held productive talks with the heads of four large tourism
companies in Russia.

The Minister said that the Culture Days of Azerbaijan will be held
in Moscow between 16 and 19 April and Culture Days of Moscow in
Azerbaijan in September.

Attending the conference, the Department Chief of Federal Agency
for Culture Azerbaijan is the closet spiritual colleague of Russia,"
she said.

Wilson: US stance will not change

While Turkish officials who gathered in Washington to attend a
conference expressed hope that the Armenian genocide resolution
pending in the US Congress would not pass, the US ambassador showed
support.

"Everything has been said already, God willing, the resolution won’t
pass," said Deputy Chief of General Staff Gen. Ergin Saygun, who
attended a reception at the Turkish Embassy in Washington prior to
the opening of the annual conference on US-Turkish relations
organized by various business associations led by American-Turkish
Council’s (ATC) to promote commercial and cultural relations between
the two countries.

"We don’t want this resolution to pass," said Ross Wilson who is the
US ambassador to Turkey, attending the reception in Washington,
adding that the US administration would not change its stance no
matter how the US Congress acted on the resolution.

US Secretary of State Condoleezza Rice and Defense Secretary Robert
Gates, with a letter sent to senior members of Congress, indicated
the damage that Turkish-US ties could suffer if the pending
resolution on Armenian claims of genocide at the hands of the Ottoman
Turks was passed.

The resolution was presented to the US House of Representatives
earlier this year though the timing of the vote has yet to be
decided. Turkey has warned that passage of the resolution would harm
strategic relations with the United States and undermine cooperation
in key regions across the world, in Afghanistan, Iraq and elsewhere.

Meanwhile, Rýfat Hisarcýklýoðlu, president of the Turkish Union of
Chambers and Commodity Exchanges (TOBB), commented that Americans
were wise and would not meddle with an issue that should be in the
hands of historians.

Message from Bush

The US and Turkey share mutual interests and improve global wealth
together has expressed US President George W. Bush, in a message sent
yesterday for the opening of the ATC conference. He also expressed
gratitude for the Turkish-Americans’ contribution to the American
culture.

OSCE ready to assist with holding Armenian parliamentary election
according to international standards

( PanARMENIAN ) – The forthcoming parliamentary election is
significant for Armenia and the OSCE is ready to assist with holding
it according to international standards. The OSCE attaches importance
to public awareness, head of the OSCE Yerevan Office, Ambassador
Vladimir Pryakhin said during the presentation of the manuals.

Two manuals dedicated to elections and titled `Guide for divisional
election committees’ and `On the electoral legislation and electoral
administration’ were issued with the assistance of the OSCE Yerevan
Office and the Italian government. The first manual is meant for the
RA CEC for the organization and conduction of trainings. The second
contains a detailed analysis of the RA Electoral Code.

`Both manuals are important for the development of Armenia’s election
system and raising of public awareness of elections,’ CEC chairman
Garegin Azaryan said.

Both manuals were published 20 thousand in number.

in Armenia Anthony Godfrey sent a message of
condolences on the death of the Armenian Prime
Minister Andranik Margarian.
An official from U.S. embassy in Armenia told
Armenpress that the message particularly said, "The
United States joins Armenians in mourning the untimely
loss of Prime Minister Andranik Margarian. We honor
Prime Minister Margarian’s lifelong contributions to
Armenian life, from his work with the dissident
National Unity Party during the 1960s and 1970s,
through independent Armenia’s emergence from Soviet
rule, and as the head of government since 2000.
The prime minister has been a valuable partner of
the United States, especially in his capacity as
Chairman of the Governing Council of the Millennium
Challenge Account – Armenia, which was built on a firm
organizational foundation. I would like to extend my
condolences to the Armenian people on this sad day."
