Making a return to competitive rugby after close to a decade, Armenians
SC made a triumphant return to the India Rugby scene by winning the
inaugural All India Under-19, 7-a-side Rugby tournament 2007, organized
by Indian Rugby Football Union (IRFU), by beating hosts Bombay Gymkhana
19-0 to win the Cup Final at the Bombay Gymkhana on Sunday.

In the Plate Finals another local team in the Magicians ensured at
least one title for Mumbai after they beat the Delhi Hurricans 10-5
in a close game. The Magicians took the lead with a pacy try from
Rehmudin Sheikh. Arin Dagar’s try called out their lead in the send
half. However the Magicians dug deep and Rehmudin Sheikh scored a
match winning and title winning try. The Delhi Lions romped home to
a 40-0 victory in Bowl Cup against Young Rugby Club on the back of
a terrific performance from Jeremy Eri.

Earlier in the day, in the Cup semi Bombay Gym continued to dominate
their games. Superior tackling helped them overcome Calcutta Cricket
and Football Club (CC & FC). Their superior pace also helped as they
got the better of CC & FC. In the second semi Armenians tamed Jungle
Crow (Kolkatta) with a mix of some flashy moves and raw power.

Armenians won the game to set up a title clash with the hosts.

The finals saw the two unbeaten teams, Bombay Gymkhana and Armenians
in the tournament go head to head. The first three minutes saw the
ball deadlocked in the centre of the field with neither team making
any headway. A mistake by the hosts allowed the Armenians in and
their pace allowed Ejmin Shahijani to score the first try of the
game. Shahijani converted the try to send the Armenians into halftime
with the score at 7-0. The Armenians continued to apply pressure on
the hosts and a few long kicks exposed a few chinks in the Bombay
Gymkhana armour. Armen Markarian and Armen Apelian made full use of
the mistakes of their opponents to score a try each. Apelian also
converted to give Armenians a 19-0 win.

The Armenian coach, David Purdy was ecstatic after his teams win
saying, "The team played really well and made me proud. They did all
that I had asked them to do and that was the reason we won."

Harrowing doesn’t begin to describe Kenderian’s 10-year ordeal. After
living in Chicago for two years, the 17-year-old Armenian Christian
Iraqi went home in 1980 to visit his estranged father. While there,
he was forced into the Iraqi navy during Saddam Hussein’s war with
Iran. When Saddam invaded Kuwait in 1990, he was press-ganged back
into the navy. Then things got worse. Kenderian writes
matter-of-factly, with the stoicism of someone who has endured the
seemingly unendurable. But his story is mind-blowing enough to keep
you turning the pages. B+

Dink son, three other journalists charged with Insulting Turkishness

Murdered newspaper editor’s son and three other journalists charged
with `insulting Turkish identity’

Reporters Without Borders condemns the decision to prosecute Arat
Dink, the son of slain Turkish-Armenian journalist Hrant Dink, and
three other journalists employed by his newspaper, the weekly Agos,
for `insulting Turkish identity’ under article 301 of the criminal
code.

The Istanbul prosecutor’s office requested a six-month prison
sentence for Arat Dink when he appeared in court yesterday in
Istanbul as his father’s successor as editor of Agos. The three other
Agos journalists charged with him are Serkis Seropyan, Aydin Engin
and Karin Karakashli. Dink’s father was gunned down outside the
newspaper on 19 January.

`Once again we have to denounce the use of article 301 of the
criminal code, which is a threat to freedom of expression,’ Reporters
Without Borders said. `A prosecution was also initiated against Erdal
Dogal, one of the Dink family’s lawyers on 7 June.’

Agos’ staff is being prosecuted for republishing an interview Hrant
Dink gave to Reuters in July 2006 in which he referred to the 1915
Armenian genocide and urged Armenians `to turn now towards the new
blood of independent Armenia, which alone is capable of freeing them
from the weight of the Diaspora.’

Prior to his murder, Hrant Dink received a six-month suspended
sentence for these comments, which the newspaper reproduced as part
of a series entitled `The Armenian Identity.’

The trial of 18 people accused of participating in Hrant Dink’s
murder is due to open in Istanbul on 2 July.

Son Of Slain Turkish-Armenian Journalist Threatened With Jail

Prosecutors called Thursday for a prison sentence of up to three years
for the son of a murdered Turkish-Armenian journalist for reproducing
an interview his father gave confirming the Armenian genocide.

The public affairs ministry accuses Arat Dink, editor of the bilingual
Turkish-Armenian weekly Agos, and his colleague Serikis Seropyan, of
"denigrating the Turkish national identity".

In a July 2006 edition of Agos, they reproduced an interview Hrant
Dink gave to a news agency in which he declared that the massacre of
Armenians committed between 1915 and 1917 in southeastern Anatolia
constituted a genocide.

"Of course I say this is a genocide. Because the result itself
identifies what it is and gives it a name. You can see that a people
who have been living on these lands for 4,000 years have disappeared.

This is self-explanatory," Hrant Dink, then editor of Agos, had said.

At Thursday’s hearing Dink accused judges of contributing to his
father’s death by making him a target thanks to their high-profile
judicial proceedings.

"I think it is primitive, absurd and dangerous to consider as an
insult to Turkish identity the recognition of a historic event as a
genocide," he said, quoted by the Anatolia news agency.

Prosecutors said he should be sentenced to between six months and
three years in jail.

Hrant Dink, 52, was himself branded a "traitor" by nationalists for
urging open debate on the massacres of Armenians under the Ottoman
Empire which he labelled as genocide.

He was last year given a six-month suspended sentence for insulting
"Turkishness" and faced more charges before being shot dead in January
outside the offices of Agos, where he was editor at the time.

The massacre remains a major bone of contention between Armenia and
Turkey and two countries and they have not established diplomatic
ties since Armenia broke away from the Soviet Union in 1991.

Ogun Samast, 17, has confessed to shooting Dink. He and 18 other
accomplices will be tried from the beginning of July over the murder,
believed to have been committed with ultra-nationalist motives.

House Appropriations Committee Upholds Subcommittee Action

The full House Appropriations Committee upheld its subcommittee’s
decision to maintain military aid parity between Armenia and Azerbaijan
in the Fiscal Year (FY) 2008 Foreign Operations Bill. The legislation,
which allocates $3.5 million in military assistance to both countries,
sends a clear message to the Administration, which called for
asymmetrical assistance with a proposed $2 million increase over
Armenia, reports the Armenian Assembly of America.

Specifically, the Committee approved $3 million in Foreign Military
Financing (FMF) and $500,000 in International Military Education and
Training (IMET) in funding for each country. In addition, the Committee
approved $68 million in economic assistance to Armenia, a nearly $35
million jump from the Administration’s request, but less than the
nearly $75 million Congress appropriated in FY 2007. Lawmakers also
slated up to $6 million in humanitarian aid for Nagorno Karabakh and
renewed its strong support for confidence-building measures among the
parties to the Nagorno Karabakh conflict. Specifically, the report
language states:

"The Committee continues its strong support for confidence-building
measures among the parties to the Nagorno-Karabakh conflict. The
Committee expects the Department of State to use its authority
under section 498B of the Foreign Assistance Act as necessary to
carry out such programs. The Committee continues to be concerned
about the plight of the victims of the Nagorno-Karabakh conflict,
and recommends that up to $6,000,000 should be made available to
address ongoing humanitarian needs in Nagorno-Karabakh.

The Committee has included renewed authority for the President to
provide humanitarian assistance to the region, notwithstanding the
restrictions of Section 907 of the FREEDOM Support Act. The bill
language is unchanged from previous years."

"This bill provides important funding for Armenia and Karabakh and
maintains parity in military assistance to Armenia and Azerbaijan,"
said Reps. Frank Pallone, Jr. (D-NJ) and Joe Knollenberg (R-MI),
co-chairs of the Armenian Caucus. "We are also pleased that economic
aid to Armenia exceeds the Administration’s request and will continue
working with our colleagues to ensure that it meets last year’s
funding level of nearly $75 million."

The bill also provides $1.8 billion for the Millennium Challenge
Account program (MCA). Armenia, based on its record of performance
in key indicators, is a recipient of MCA with a five-year $235.65
million compact to reduce rural poverty and increase agricultural
productivity. During the mark-up, Congressman Knollenberg offered an
amendment to increase funding for this program, citing its importance
and noting the success of Armenia, including its recently held
parliamentary elections. Knollenberg stated in reference to Armenia’s
performance that it was "extremely favorable and gives Armenia a plus
up for the future."

"We thank the Appropriations Committee Chairman David Obey (D-WI)
and his colleagues for supporting provisions passed last week by the
State, Foreign Operations Subcommittee led by Chairwoman Nita M. Lowey
(D-NY) and Ranking Member Frank R. Wolf (R-VA)," said Assembly
Executive Director Bryan Ardouny, who attended today’s markup on
Capitol Hill. "We will continue to work with the House and Senate
Appropriations Committee members to strengthen the US-Armenia and
US-Karabakh relationships and to ensure the best possible outcome
for these two young democracies."

Vimpelcom Signed Camel-Roaming Contract With ArmenTel

VIMPELCOM SIGNED CAMEL-ROAMING CONTRACT WITH ARMENTEL

Vimpelcom signed Camel-roaming contract with ArmenTel, an Armenian
cellular operator, said in the announcement of Ukrainian RadioSystems
(URS), operates as Beeline.

Also URS subscribers, staying in Armenia would be able to use another
national cellular operator- K-Telecom.

At present the service is available for all URS subscribers in 29
countries. Camel-roaming technology let the subscribers use the phone
abroad in the same way as in the domestic network.

In the middle of May Vimpelcom signed equal agreements with Mobitel
(Georgia), Mobistar (Belgium) and Areeba (Cyprus)

Ukrainian Radio System OJSC (Vimpelcom’s 100% subsidiary enterprise)
renders cellular communication services under Beeline brand since
April 2006. Company’s cellular communication net cover 549 cities
and 8 thd rural localities.

VimpelCom ranks second among cellular operators of Russia and the
CIS. It provides services for more than 50 million users. Telenor
(26.6% shares) and Alfa-Group (35.8%) are Vimpelcom’s largest
shareholders. Above 40% shares are floated on the New-York Stock
Exchange. The company has issued 51281022 ordinary shares and 6426600
preferred shares; Alfa holds all the preferred stock.

Vimpelcom’s net profit under US GAAP made $277.3 mil in IQ 2007, that
is 84.6% more then in the same period of previous year ($150.2 mil).

In IVQ 2006 company’s net profit made $197.95 mil. Thus the company’s
net profit rode 40% in relation to IVQ 2006. Revenues made $1.488 bln,
that is 59% more then in 2006 ($936.167 mil). OIBDA rose by 58.8%
to $766.417 mil. OIBDA margin made 51.5%

Serbia’s current political weakness, coupled by France’s more
pro-U.S. stance resulting from Nicolas Sarkozy’s presidential and
legislative wins, offers Kosovo’s nationalists a chance to obtain
independence. On June 12, however, Belgrade declared that Serbia would
annul every unilateral decision on Kosovo and called for the strict
respect of international law. This means that Serbia will only accept
a U.N. Security Council decision — thus implicitly suggesting that
Russia will have its say on the issue.

Sarkozy and German Chancellor Angela Merkel, while preserving good
relations with Moscow, have adopted a firmer stance toward the
Kremlin, and have sent signals to Washington that can be interpreted
as a green light for Kosovo’s emancipation from Serbia. While it is
true that during the Heiligendamm G8 meeting Nicolas Sarkozy proposed
(unsuccessfully) that the issue be re-discussed in six months, France
and Germany will not oppose Kosovo’s bid for independence; rather,
they will try to appease Serbia (proposing a fast-track admission to
the E.U.) and Russia (with a negotiation that appears to be tough at
the moment).

After the 1999 war against Slobodan Milosevic’s former Yugoslavia,
European decision-makers became disenchanted with the effects of
state proliferation in the Balkans and would probably not oppose a
federal solution to the Serbian-Kosovo dispute. However, they also
fear that a protracted stalemate on the issue may favor the outburst
of new conflicts between the Serbs and the Albanians.

U.S. President George W. Bush declared during his recent trip to Europe
(marked by a visit to Albania) that the "time for Kosovo’s independence
is now." Washington approves of Kosovo’s desire of national sovereignty
since it would be the logical end of a process that began in 1999
with N.A.T.O.’s military operations against Belgrade, in addition
to weakening Moscow’s grip on its last western Balkans rampart:
orthodox Serbia.

In the current geopolitical context of U.S.-Russia competition for
influence in Eastern Europe, the Trans-Caucasus and Central Asia,
giving the western Balkans access to a more pro-Atlantic European
Union is an important political objective for Washington. The United
States is working at shaping an Adriatic-Black Sea-Caspian Sea axis
that could have important economic and geostrategic consequences
by easing Western and Central European access to Caspian resources
while allowing N.A.T.O. to enhance its military-strategic control of
southeastern Europe.

As the Franco-German axis continues its rapprochement with London and
Washington, Kosovo’s ambitions are receiving more support from the
European Union. However, the road map to Pristina’s independence
remains to be defined, and three big issues will dominate the
U.S.-European agenda in the western Balkans.

First of all, Serbia’s rising social-nationalist bloc may become
stronger in Belgrade, thus further weakening the incumbent fragile
pro-Western government. As a consequence, the E.U. will need to rapidly
implement a comprehensive political strategy to accompany the process
of yet another Serbian territorial loss. Also, if Belgrade feels
betrayed by the West, it could re-ignite ethnic bickering in Bosnia
(where numerous Serbs live).

Second, Moscow’s assistance to centrifugal forces in Moldova (the
Russian-speaking Transdniester region) and Georgia (Abkhazia and
South Ossetia) will likely increase further. Moscow is unlikely
to support any U.N. resolution on Kosovo’s independence unless the
Euro-U.S. combine gives concessions on sensitive issues where Moscow
is involved (Ukraine, Georgia, and even the Iranian nuclear crisis).

The price to pay for Kosovo’s independence may end up being
considerable for the West.

Additionally, Kosovo’s current status as a de jure independent entity
and its graduation to a fully-recognized state can also destabilize
a careful diplomatic rapprochement between Azerbaijan and Armenia
over the status of Nagorno-Karabakh, an ethnically Armenian enclave
in western Azerbaijan. Nagorno-Karabakh’s de facto status as an
independent state depends on Armenia’s support and at least tacit
Russian assistance. Nagorno-Karabakh’s leadership may look to Kosovo
as an inspiration and push once again for full recognition. This may
draw a very definitive and punishing response from Azerbaijan, which
is now much stronger militarily and politically thanks to significant
petroleum reserves and exports.

Third, Kosovo’s economic viability will also need to be assessed.

Montenegro, which detached from Serbia in 2006, has benefited from its
access to the Adriatic Sea as tourism and coastal resorts represent
a growth market for international consumers and investors.

However, Kosovo’s geography is not as promising as Montenegro’s.

Moreover, Kosovo’s attractiveness for European businesses will need
to be enhanced.

If the Western powers are unable to define a successful
political-economic framework for Pristina’s likely independence, the
ghosts of Greater Albania (the unification of all ethnic Albanians
in the Balkans) will probably appear, with possible destabilizing
consequences for the Former Yugoslav Republic of Macedonia and Greece
as well.

The bottom line is that Europe should take Kosovo and the western
Balkans seriously. Russia is now stronger than in 1999 and will try
to use the Kosovo issue as a bargaining chip on sensitive issues. In
addition, the uneasy construction of a fluid and effective regional
economic system that will help old and new states to find their way
in the global economy appears a crucial foundation for political and
geopolitical stability there.

Expect the E.U. powers to try to keep the United States engaged in
the region while seeking reconciliation with Moscow. Also, look for
separatism to remain strong in Moldova and Georgia in the coming years.

toughen its stance in the issue of the Nagorno Karabakh conflict
settlement. Commenting on the latest meeting between Armenian and Azeri
Presidents in St. Petersburg, head of the Azerbaijani presidential
administration’s international relations department Novruz Mamedov
said, "in this case the Azerbaijani State can use its leadership
in the region". Mamedov said, "Azerbaijan will toughened his stance
over the Nagorno Karabakh issue towards Armenia, the OSCE Minsk Group
Co-Chairs, international organizations and the world community. It
is necessary to demand a concrete position from them".

He stated that the sides decided to continue negotiations on the
level of foreign ministers. At the same time Novruz Mamedov did not
comment on the further process of events on the peaceful solution
of the conflict. He said, "if the international community does not
express a concrete opinion and make proposals, the question of military

On June 12 the Hayeli Club hosted Kiro Manoyan, who is in charge
of the Office of Hay Dat and Political Affairs of the ARF Bureau,
and the former prime minister of Armenia Hrant Bagratyan, to discuss
issues related to the Karabakh conflict. The media reported that the
presidential candidate Bako Sahakyan is not eligible because he did not
reside in Karabakh permanently over the past ten years. Our reporter
inquired from the spokesmen what the consequences of registration of
an ineligible candidate in Karabakh will be.

The ARF Dashnaktsutyun supports Bako Sahakyan. The representative of
the ARF Dashnaktsutyun Kiro Manoyan declined to comment on the laws
of Karabakh, but asked: "What did this man do in Moscow? For whom
did he work?" We reminded Kiro Manoyan that Bako Sahakyan used to be
the representative of the National Security of Armenia, not Karabakh,
to the capital of Russia.

"So is it illegal to live in Armenia to run in the presidential
election in Karabakh?" Kiro Manoyan asked. Hrant Bagratyan thinks there
is a problem. "People from Karabakh can do anything they want, whereas
we cannot." Hrant Bagratyan says the provision on permanent residency
was set down in the Constitution but not in the legislation, and if
the issue is reported to the Constitutional Court, the "Constitutional
Court will make a decision depending on whom it wants to please."

The Office of the Personal Representative of the OSCE
Chairman-in-Office has addressed a letter to the leadership of the NKR
Ministry of Foreign Affairs, asking to render assistance in organizing
a monitoring on June 13 at the contact line of the armed forces of
Nagorno Karabakh and Azerbaijan near Karakhanbeyli settlement of
Fizuli region.

NKR Ministry of Foreign Affairs informs that the leadership of
the Ministry has agreed to assist the OSCE Mission to carry out the
monitoring from the positions of the NKR Defense Army and provide for
necessary security guarantees. From the Karabakhi side the monitoring
group will be accompanied by representatives of the Ministries of
Foreign Affairs and Defense.
