TURKEY CLOSES ITS AIRSPACE FOR ARMENIAN FLIGHTS

On Tuesday, November 13, Yerevan-Beirut ArmAvia flight was aborted
and the passengers returned to Zvartnots.

According to information, received by "Azg", the airplane turned
back soon after tacking off, being prohibited to cross Turkey’s
airspace. For that reason all ArmAvia flights from Yerevan to Beirut
are temporarily suspended.

"ArmAvia" Air Company informs that Yerevan-Beirut flights are still
available at Syrian airlines, which are not prohibited to cross the
air space of Turkey.

Armenian flights fly through Turkey’s airspace via route H50, which
was made available for Armenia due to the only and simple reason that
Azerbaijan likewise needed that route. Prime Minister of Turkey Recep
Tayyip Erdogan has mentioned this "bounty" made to Armenia on Turkey’s
part for many times, ever forgetting that in return Armenia agreed
to give Turkish and Azerbaijani flights access to its own airspace.

Turkey made an official statement about the November 13 event in
New York, in connection with the issue of H. Res. 106. It comes out
that Turkey’s threats are no longer a part of political blackmail or
provocations, but have become reality.

ANKARA – In an historic first address to a Muslim state parliament by
an Israeli president, Shimon Peres told Turkish lawmakers Tuesday that
Israel is ready to end its decades-long conflict with the Palestinians.

In the first speech by an Israeli president before a Muslim
legislature, Peres said, "Israel is determined to reach a two-state
solution."

Peres expressed the gratitude of Israel to the people in Turkey
who opened their doors to Jews when they were expelled from Spain in
1492. Turkish Sultan Beyazid II accepted Jews into the Ottoman Empire,
the predecessor of modern Turkey, after they were expelled from Spain.

"Here, they found a home of tolerance where they could freely
practice their religion," Peres said in his speech, given in Hebrew
and translated into Turkish. "I came here to express my gratitude
to Turkey."

Turkey also aided Jews fleeing the Holocaust, including Turkish
Jews abroad.

Turkey’s President Abdullah Gul and Palestinian Authority Chairman
Mahmoud Abbas were among those in the audience in Turkey’s 550-seat
Parliament.

Earlier Tuesday, Abbas expressed optimisim on the prospects for peace,
following a meeting with Peres in the Turkish capital.

"If peace comes and the occupation comes to an end, Israel will live
in a sea of peace," Abbas said at a joint news conference with Peres.

Abbas said his administration was preparing for the upcoming Middle
East conference in Annapolis, Maryland, aimed at relaunching peace
negotiations between the two sides after they broke down amid violence
seven years ago.

"We are working with our full force to ensure that the meeting in
Annapolis is a success," he said.

Turkey asks Peres for a Turkish Cypriot representative office in
Tel Aviv

Turkey has requested openning a Turkish Cypriot representative office
in Tel Aviv, according to Turkish President Abdullah Gul, who raised
the issue at his meeting with President Shimon Peres Monday.

Peres said he would have to discuss the matter with Israel’s Foreign
Ministry before replying.

The Israeli delegation to Turkey was surprised when Gul broached the
matter of Turkish Cyprus at the first meeting. In 1974, following a
coup against the democratic Cypriot government by the Greek military
junta then ruling in Athens, Turkey invaded Cyprus and occupied
the northern half of the island. In 1983 the Turkish minority there
declared independence, which is seen by the world, apart from Turkey,
as occupied territory of sovereign Cyprus.

Gul told Peres that Israel must halt settlement construction in
the West Bank if it wishes to seriously pursue peace efforts with
the Palestinians. "Israel’s security is important, but one can’t
ignore Palestinian problems," he said. "Israel must stop building
in settlements."

Palestinian leaders, he said, "spread out maps before me and show me
the settlement growth. It doesn’t leave me much to say on the matter."

Peres told a joint news conference that he believed that Israel could
currently make peace with the Palestinians, but cautioned that the
process might take time.

Gul told Peres that Damascus should be invited to the Annapolis peace
summit at the end of the month, and that Syrian President Bashar Assad
"is interested in real peace." Peres said "Assad needs to take action
that shows he is serious, and come to Jerusalem."

The two presidents also discussed U.S. congressional legislation –
to which Turkey is vehemently opposed – which labels the massacre of
Armenians during World War I as a genocide.

"It’s not a good idea to spoil relations between Turkey and Israel
because of events from 90 years ago," Gul told Peres, "but we can’t
stand a situation in which every half year the issue is raised in
the United States."

Regarding the Iranian nuclear threat, Peres told Gul that it is clear
that Iran, which claims its nuclear program is for peaceful purposes,
is actually trying to develop nuclear arms. Gul disagreed, but said
Turkey would not stand for Iran acquiring nuclear arms.

Peres requested that asked Gul send the Siloam inscription – describing
the tunnel digging in King Hezkiya’s days in 703 CE and now exhibited
in Archaeological Museum of Istanbul – to Jerusalem for Israel’s
60th anniversary.

Central Bank Of Armenia Increases Interest Rate As Inflation Acceler

CENTRAL BANK OF ARMENIA INCREASES INTEREST RATE AS INFLATION ACCELERATES IN OCTOBER

The board of the Central Bank of Armenia (CBA) decided to lift its
refinancing rate by 25 basis points to 5.25%, ARKA News reports. The
hike in the key policy rate follows an upward move of a similar
magnitude in October. Prior to this, the rate was left stable in
September and August after the CBA had taken the rate from 4.50%
to 4.75% in July.

The policy rate was last cut in April. The CBA made the monetary
tightening move in a bid to control inflationary pressure. The latest
data from the Armenian National Statistical Service show that consumer
prices increased by 5.7% year-on-year (y/y) in October, with the rate
accelerating considerably compared to the September and August rates
of 2.7% y/y and 1.6% y/y in August. The considerable strengthening
of inflation pressure was mainly brought about by food prices, which
surged by 9.2% y/y. Non-food prices decreased by 1% and service prices
increased by 3.2% y/y. Measured month-on-month (m/m), consumer prices
leapt by 3.1%, after advancing by 0.7% in September.

This development was driven by a surge of 5.6% in the price of food.

The cumulative growth of consumer prices over the first ten months
of the year came in at 3.0%, while the y/y growth of prices over the
January-October period amounted to 3.9%.

Significance:The board of the CBA has expressed concern over both
external and domestic sources of higher inflation, with the world
market prices for commodities presenting cost pressure on prices.

Indeed, in addition to energy prices, the world market price for,
for example, grain, is clearly reflected in inflation rates, due to
the strong bearing of food costs on Armenian inflation. Moreover,
prices are also being pushed upwards from the demand side, and the
CBA expects near-term inflationary pressure due to the strength of
domestic consumption and investment spending, as well as high budget
expenditures. This year’s state budget targets end-2007 inflation at
4%, with a band of 1.5 percentage point on either side. Global Insight
believes that the central bank’s 2007 inflation target at present
may still be within reach, even if risks threatening this target have
recently increased. The CBA is implementing inflation-targeting policy,
which has proved successful, even if implying the strong appreciation
of the dram exchange rate, in conditions of strong foreign remittance
and FDI inflows.

[Presenter Yelena Sidorenko] Turkish President Abdullah Gul has paid
his first official visit to Azerbaijan after his election. Following
the official welcoming ceremony at the presidential administration,
President Abdullah Gul had a one-to-one meeting with Azerbaijani
President Ilham Aliyev. Then the talks continued in the presence
of delegations.

Azerbaijani-Turkish relations are at a high level and cover all
spheres, President Ilham Aliyev said. The fact that Turkish President
Abdullah Gul paid his first official visit to Azerbaijan is the most
vivid example that mutual respect between the two countries is at
the highest level, he added.

Abdullah Gul started his speech by recalling [the late Azerbaijani
President] Heydar Aliyev’s idea of one nation – two states. We feel
at home. This is my first visit to a foreign country in the capacity
of Turkish president and this shows how much importance we attach to
Azerbaijan, end quote.

Following the expanded meeting, five documents on cooperation were
signed with the two presidents in attendance, including the declaration
of the two presidents on strategic partnership.

At a news conference held after that, Ilham Aliyev and Abdullah Gul
said Azerbaijan and Turkey have the same positions on all political
and economic matters.

[Ilham Aliyev speaking in Azeri at the news conference] Turkey’s
role in the Azerbaijan-Armenia conflict over Nagornyy Karabakh has
been very positive. It has always supported Azerbaijan’s just and
fair position and has made efforts to make the aggressors pull out
of Azerbaijani territory. We feel this support today and it gives
us extra strength. At the same time, Azerbaijan has always stood by
Turkey’s just policy. We resolutely condemn all groundless allegations
of the Armenian lobby and Armenia against Turkey. We expressed our
protest over the recent debates in the US House of Representatives
Committee on Foreign Affairs and the unfair decision that they
made [referring to the draft resolution on recognition of the 1915
Armenian genocide]. We believe that an end must be put to groundless
accusations against Turkey. They are neither historically justified,
nor politically significant. On all other matters, the Cyprus issue
[changes tack] – Azerbaijan has and will continue to display its
support to end the isolation of Northern Cyprus. This issue has to
be resolved fairly on the basis of the proposals of the United Nations.

We support Turkey’s struggle against terrorism, all operations against
the PKK terrorist organization. We will always stand by Turkey.

framework the joint steps that we can take for a peaceful solution
to all problems in the South Caucasus, starting with the Nagornyy
Karabakh conflict. We wish that the Nagornyy Karabakh is resolved
peacefully within the framework of Azerbaijan’s territorial integrity
and in line with international legal norms. I would like to emphasize
once more that Turkey is ready to provide as much support as it can
in order to achieve and maintain a lasting peace in the South Caucasus.

Turkey and Azerbaijan share the same position on achieving peace,
stability, prosperity and cooperation in the South Caucasus. I
thank brotherly Azerbaijan for the support it has extended to making
investments in and putting an end to the isolation of the Turkish
Republic of Northern Cyprus.

"I have recently visited Armenia and Georgia, but did not visit
Azerbaijan. When I received Armenian Foreign Minister in the Council
of Europe a year ago, he insistently invited me to his country.

This was my first visit to Armenia as Secretary General of the
Council of Europe. I visited Armenia as I could find some spare time
in my schedule," asked by APA correspondent why he visited Armenia
and Georgia but not Azerbaijan, Secretary General of the Council of
Europe Terry Davis replied at the press conference along with new
chairman of CE Committee of Ministers Jan Kubish.

Terry Davis said that he visited Georgia at the invitation of President
Mikhail Saakashvili.

"I attended the summit on Eastern Europe in Tbilisi. We spoke about
the "frozen conflicts" in the framework of the summit. The recent
happenings in Georgia started a little before my visit. I could concern
myself with the problem and exchange views with the sides. I have
not received an official invitation from Azerbaijan. If I receive
an invitation, I will accept it with great pleasure. I have been to
Azerbaijan several times and was always pleased with these visits,"
he said.

THE CATHOLICOS COMPLETES HIS PONTIFICAL VISIT

His Holiness Karekin II, Supreme Patriarch and Catholicos of all Armenians
completed his 5-week Pontifical Visit on Friday November 2 in Detroit, from
where he departed to Armenia. This hugely inspirational and unforgettable
visit – for both His Holiness and his flock – to the Eastern Diocese of the
Armenian Church of America took in 18 cities in 14 different states.

His Holiness was moved by the whole visit and shared his thoughts on the
visit to the Detroit parish, "I am leaving America and the Eastern Diocese’s

HIS EMINENCE ARCHBISHOP KHAJAG BARSAMIAN ATTENDS MEETING IN WASHINGTON, D.C.

Archbishop Khajag Barsamian attended a meeting of the Council of Religious
Institutions of the Holy Land on Monday November 5, 2007 at the Pope John
Paul II Cultural Center in Washington, D.C. Archbishop Khajag Barsamian
attended as one of the invited members of a small group of American
religious leaders to meet with the Council for a full day of discussion.
‘Creating an Active Role for Religious Leaders in Bringing Peace to the Holy
Land’ was the theme of the day. The Reverend Father Hovsep Garabedian from
St. Mary’s Armenian Church in Washington, D.C. was also present.

The 3 Primates of the Armenian Church of North America – His Eminence
Archbishop Khajag Barsamian, Primate of the Eastern Diocese of the Armenian

The installation service of the Diocesan Legate His Eminence Archbishop

NAGORNO-KARABAKH PRESIDENT TO VISIT THE DIOCESE

Bako Sahakyan, the recently elected president of Nagorno-Karabakh will be
welcomed at the Diocese of the Armenian Church of America (Eastern) on
Saturday November 10 at 2:30 p.m by His Eminence Archbishop Khajag
Barsamian and Mr. Garnik A. Nanagoulian, FAR’s Executive Director. President
Sahakyan is the third president of the Nagorno-Karabakh Republic.

ARCHBISHOP KHAJAG BARSAMIAN TO PRESIDE OVER DIVINE LITURTY AT ST. GREGORY
THE ENLIGHTENER ARMENIAN CHURCH

His Eminence Archbishop Khajag Barsamian, Primate of the Diocese of the
Armenian Church of America (Eastern) will celebrate the Divine Liturgy at
St. Gregory the Enlightener Armenian Church in White Plains this Sunday,
November 11 at 10:30 a.m. The Reverend Father Karekin Kasparian, Pastor,
will also serve on the altar. Archbishop Khajag Barsamian will present an
encyclical or Gontag and will ordain 6 acolytes. The encyclical will be
presented Mr. Krikor Pidedjian, a noted musician and musicologist, receiving
the St. Sahag and Mesrob medal for his many years of service and
contribution to Armenian music. Six young people will receive Minor Orders
of Acolytes, having participated in a rigorous program of preparation with
the Pastor.

A banquet honoring the newly ordained as well as all choir members, and in
particular, the recipient of the medal, will take place following church
services.

THE ARMENIAN CHURCH PARTICIPATES IN THE NATIONAL COUNCIL OF CHURCHES GENERAL
ASSEMBLY

Archbishop Vicken Aykazian headed the Armenian Church delegation at the
National Council of Churches General Assembly (NCC) alongside
representatives from 36 Churches – representing 45 million people worldwide.
This annual assembly began on Sunday November 4 at the Sheraton Hotel in New
Jersey. Global concerns such as war, poverty, AIDS and Middle East peace
were the subjects discussed. The assembly ends today, Thursday 8 November.
The NCC Plenary Meeting with 350 people took place at the Kavookjian Hall at
the Diocese at 2:00 p.m. today, followed by Archbishop Vicken’s Installation
Service.

Accompanying Archbishop Vicken Aykazian were the Very Reverend Father Papken
Anoushian from St. Thomas Armenian Church in Tenafly NJ, the Very Reverend
Father Aren Jebejian from St. Gregory the Illuminator Armenian Church in
Chicago IL, Reverend Father Shnork Souin from St. Mary Armenian Church in
Livingston NJ, Father Vartan Kasparian from LA, Yeretsgin Arpi Kouzouian

NEW ENGLAND REGIONAL SUNDAY SCHOOL SUPERINTENDENTS ASSOCIATION
MEETING/REGIONAL TEACHERS’ WORKSHOP

For the fifth time since its reorganization in April 2006, the dynamic
Association comprising 14 Sunday School Superintendents and
Co-Superintendents of the New England Region met on November 5 to discuss
issues of mutual concern as well as do some very productive networking. DYE
Christian Education Coordinator Elise Antreassian shared Diocesan resources
and joined them in planning a workshop for junior and senior high teachers,
among other projects. The Meeting was hosted by Holy Trinity Sunday School
of Cambridge, MA, the site of a 3-hour regional Teachers Workshop sponsored
by the Christian Education division of the DYE earlier that same day. Topic:
"Creating a Successful Team Ministry."

ARMENIAN SCHOOL GUIDEBOOK

The newly published bi-lingual Armenian School Guidebook was presented to
the Diocesan Armenian school principals and teachers during their recent
symposium in New York. It was also made available to clergy whose parish has
an Armenian school. In addition to Armenian language teaching methodology,
the guidebook has age appropriate instructional information on heritage
learning, tips for new teachers and schools, classical Armenian orthography,
discipline, a list of learning resources as well as the by-laws of the
diocesan Armenian schools. The guidebook proposes to "bridge the gap between
what we teach and what our students will learn." said the Armenian studies
coordinator.

KHRIMIAN LYCEUM

The Khrimian Lyceum students performed a play about Khrimian Hayrig based on
memoirs by Avetik Issahakian during the Pontifical visit youth event. The
Lyceum will host writer Vehanoush Tekian this Saturday to speak about
literature and writing in the context of the creative writing classes added
to the curriculum. The students, graduates of Armenian schools, have already
published writing in the media and their yearbook. In October, they visited
the Armenian Radio Hour station at Seton Hall University in NJ with their
director and teachers. Their taped interview was broadcast by the station
director, Vartan Abdo. The group also met with Chris Zakian, the managing
editor of the Armenian Reporter who spoke to them about writing and
journalism. The Khrimian Lyceum in Massachusetts continues its monthly
sessions with guest speakers such as Tom Vartabedian and Alan Semerdjian.

ACYOA SPONSORS REGIONAL CONFERENCE IN NEW ENGLAND

Creating an Armenian Christian home may be a challenge for today’s young
people, but the enthusiasm showed by the youth assembled at Holy Trinity
Church in Cambridge, MA last Saturday was a good indication that this lofty
goal is important to the next generation of Armenian families. Despite the
Nor’easter brewing outside, young adults from nine different parishes in the
Eastern Diocese assembled for the ACYOA’s New England regional conference,
"Creating an Armenian home in the 21st century."

Sessions focused on challenges in dating, romance, marriage, finance, and
more. "We chose this theme because we know young adults are interested in
interpersonal relationships and are beginning to think marriage and family,"
said Talin Hitik, Program Coordinator of the ACYOA Central Council. "We knew
it would be something they could all relate to."

On hand were several clergy members and Central Council members who guided
the participants in their thought-provoking discussions. The Midwest region
will host the next conference. It will take place on Saturday, December 8 at
St. Mesrob Church in Racine, Wisconsin. To register, contact

RUSSIAN TRANSLATION OF ACADEMICIAN PARIS HERUNI’S BOOK "ARMENIANS AND ANCIENT ARMENIA" BEING PREPARED FOR PUBLICATION

YEREVAN, NOVEMBER 9, NOYAN TAPAN. In the near future, RA NAS
Academician, Director of the Institute of Radiophysics Paris Heruni’s
book "Armenians and Ancient Armenia" will be published in Russian. As
the author mentioned at the November 9 press conference, in 2005 it
was published in English, and in 2006 it was translated and published
in Armenian. According to P. Heruni, the book is about the Armenian
nation, the restoration of its real prehistoric and ancient history,
the language, knowledge, national statehood beginning from 301. In
the words of the author, this work is the first scientific attempt to
prove that the Armenian civilization originating from the Armenian
mountainous land was the first one in the world and was the cradle
of all the rest civilizations.

The book consists of three parts: "Karahunj: Prehistorical miracle
in Armenia," " Analysis of the Armenian language," "Ancient history
of Armenia."

YEREVAN, NOVEMBER 7, NOYAN TAPAN. The previous power was not a
concentrated pyramid, there were serious contradictions, and in
addition to this, each was a political figure: Vazgen Sargsian, Vano
Siradeghian, and others, who could not obey resignedly. Even if any
of them pretended for building such a pyramid, he could not have. This
statement was made by Levon Ter-Petrosian, the first President of the
Republic of Armenia, during the meeting with the young held on November
3 in response to the question of how it happened that Robert Kocharian
and Serge Sargsian, who are on the top of the current "robber chief"
pyramid, came to power during his own tenure.

Levon Ter-Petrosian clarified in detail why he brought Serge Sargsian
and Robert Kocharian into Armenia many years ago and now proves
that "they should be said good-bye to." According to him, then
Serge Sargsian "was exiled" from Karabakh, where he had problems,
and was living in Moscow for already a year, as well as cooperating
with Vazgen Sargsian and some of the head officials of Karabakh
with regard to the supply of the army. In the qualification of
Levon Ter-Petrosian, then Serge Sargsian was doing useful and very
important work. "He was a skilful man and was more experienced than
we were, perhaps. He has always worked in the state apparatus and
had organizational capacities. Therefore, we invited him to Armenia,
trusted him the army of Armenia, and, let us be frank, he was a good
minister on all the posts he held: in the bodies of the security,
army,and the police," Levon Ter-Petrosian mentioned. However, in his
words, when too many ambitions arise in a person, the contradiction
of the person and his ambitions already becomes obvious.

Referring to Robert Kocharian, he mentioned that after the 1996 "noisy"
elections, there was a considerable lack of confidence towards the
authorities in Armenia. When inviting Robert Kocharian to Armenia,
Levon Ter-Petrosian took into consideration the circumstance that
he was a neutral personality, who "had not delivered or received
blows in the internal struggles" of Armenia. After being appointed
Prime Minister of the Republic of Armenia, Robert Kocharian, in the
words of Levon Ter-Petrosian, "performed very good work for a year,
very diligently, distinctly and productively." However, he changed
later and, according to the first president, the very changes prove
to be the difference between the previous and current authorities.

November 6 the delegation headed by the Defense Minister of the Islamic
Republic of Iran, Major General Mostafa Mohammad Najjar arrived in
Armenia on a three-day official visit.

November 7 Mostafa Mohammad Najjar had a meeting with RA Defense
Minister Michael Harutyunyan, followed by an official meeting in an
enlarged format.

The parties stated that the recent meeting between the Presidents of
the Islamic Republic of Iran and the Republic of Armenia will greatly
promote the deepening of economic and cultural relations between the
two countries, and will serve as an impetus for cooperation in the
military and military-technical spheres.

Emphasizing the high level of relations between Armenia and Iran, the
parties expressed willingness to develop the reciprocally beneficial
cooperation and intensify the mutual visits. The interlocutors
exchanged views on a number of regional and international issues,
particularly stressing that the two countries have cultural
similarities and can implement programs in the military and
military-technical fields, as well.

Speaking about the Karabakh conflict settlement, Major General
Mostafa Mohammad Najjar noted that Iran’s position on the issue has
not changed: the issue must be solved in a peaceful way.

The Defense Ministers of the two countries also discussed the
Armenian-Iranian relations in various spheres, the current state and
perspectives of cooperation.

genocide", Turkey’s Prime Minister Recep Erdogan said in the National
press-club in Washington.

As the FDCH e-MEDIA reports, Turkey’s PM said: "The Turkish principles
do not allow such a phenomenon as genocide". Moreover, he said,
investigation of the archive materials indicates that there is no
genocide that has taken place. "If the Armenians have documents in
their archives, they should make them available. And so should third
countries. And we should let political — the political experts, the
archaeologists, the historians, all of the experts, so that they can,
after looking at the documents, prepare a report.

If, indeed, this allegation of so-called genocide can be proven, we
are ready to settle with accounts with our history", R. Erdogan said.

Moreover, the PM said, Turkey "aims to reach a common understanding
of this painful period in our history". "But I, still, to date,
have not received a response to my letter of 2005, to RA President
Robert Kocharyan with suggestion to establish a joint historical
commission. So I told you what my suggestions — proposals were in
this letter, but since we have not received a response, there is
nothing I can say further on the subject", the Turkish politician
said. He added that it is his sincere wish that U.S. Congress does
not keep this resolution as a Sword of Damocles and does away with
the discussion of this resolution all together.

To recall, RA President Robert Kocharyan sent a reciprocal letter
to the Turkish PM with a counter offer to create a joint commission
at a governmental level. It was expected that among other issues,
the commission will be able to consider also the issue of creating
a commission of scientist-historians. RA president considers it
unacceptable to create a commission of scientists of the two countries,
which have no diplomatic relations.
