LEADER OF "ORINATS YERKIR" DID NOT GIVE A CLEAR ANSWER ON HIS FURTHER ACTIONS

Yerevan /Mediamax/. Leader of "Orinats Yerkir" party (OYP), former
presidential candidate of Armenia Artur Baghdasarian stated in
Yerevan today that he "in a few days will present his further steps
and the final decision of the party on the results of the presidential
elections".

Artur Baghdasarian said this in a news conference in Yerevan, which
he attended an hour late. Mediamax notes that Artur Baghdasarian
had first promised to call a news conference and give assessments to
the present situation the day after the elections, on February 20,
however he met with the media representatives only today.

OYP Leader stated that he is considering the possibility of turning
into the Constitutional Court of Armenia to contest the results of
the presidential elections. He stated that his doubts are conditioned
by the fact that "the judicial authority is directly dependent on the
authorities and one cannot not have many hopes for a fair decision".

Commenting on the post-election situation, Artur Baghdasarian
stated that he condemns both the actions of Levon Ter-Petrosian,
who proclaimed himself a President, "who gained 65% of electors’
votes", and the actions of the authorities, which "imprison people
on dubious charges".

Artur Baghdasarian stated that he does not deny the fact that
Ter-Petrosian and Sarkisian gained a sufficient number of votes, he
"however, cannot accept his third place".

"All the three of us together gained 90% of electors’ votes, and
the second round was inevitable. OYP welcomes the striving of Levon
Ter-Petrosian’s supporters to defend their votes, but after the
tactless statements against me, the members of our party are offended
and do not wish to join this movement", Artur Baghdasarian stated.

He noted that the outcome of the situation is in a political dialogue,
which he is already holding with Levon Ter-Petrosian. Leader of OYP
considered it "improper" to reveal the contents of the talks, stating
that he does not want to hurry and will present his further plans in
2-3 days.

Medical Supply Stepanakert Policlinic Delivered

Yerevan, February 21, 2008 – The Armenia Fund small and large-scale project
developments follow one another at a quick pace. This is to inform of the
latest medical supply – equipment, office and hygiene items – delivery to
the Stepanakert Clinic (Nagorno Karabakh) by the Armenia Fund working group
in mid February.

The supply worth $464.779, packed in 920 boxes, was passed over to the
Stepanakert Policlinic through the Ministry of Health of Nagorno Karabakh.
The initiative was solely sponsored by Project C.U.R.E through the Armenia
Fund USA Eastern Affiliate.
As a consequence of the Artsakh conflict, the country was devastated, and
there was a pressing need for an up-to-date healthcare institution. Through
its East Coast Affiliate the Armenia Fund launched on construction of the
Stepanakert Policlinic. In March 2006, a modern building, equipped with a
diagnostic center and necessary facilities was in place. To ensure adequate
medical service, the Fund also held in-service medical staff and
administrative personnel trainings.
"The necessary maintenance work in the policlinic is limited to replacing
the door handles and broken glasses," the newly appointed Executive Director
Karine Atayan told the Fund working group visiting the policlinic within the
Project Condition Survey of the Armenia Fund projects for 2002-2007. The
visit coincided with the bothersome time of lack of running water from the
water network, but that had not affected the hygiene and sanitary conditions
of the clinic; the management made sure that the policlinic water tanks were
regularly stocked up with water necessary to take care of the policlinic’s
needs.
According to Ms. Atayan, as of December 2007, 83,815 people underwent
general therapeutic treatment, 24,228 were screened and examined and 26,492
had laboratory tests.
"I believe good conditions in a medical institution are vital to the
recovery of patients. It is more important though, that the Karabakh
residents feel confident about the healthcare service in their country. This
is the reason for which the Fund also embarked on the full renovation of the
Hadrut Regional Hospital which is to completed in mid 2008," says Vahe
Aghabegians, the executive director of the Armenia Fund.

Armenia: Sarkisian Poll Triumph Challenged

Opposition promises mass protests after official candidate declared
president.

The official results in Armenia’s presidential elections show a
first-round victory for Prime Minister Serzh Sarkisian, but the
opposition is crying foul and calling protests to contest the
verdict.

Figures, released by the central electoral commission, show Sarkisian
having received almost 53 per cent of the vote, with his main rival
former President Levon Ter-Petrosian picking up 21.5 per cent. Former
speaker of parliament Artur Baghdasarian was awarded 12 per cent of
the vote, with the other six candidates far behind.

Outgoing president and fellow Karabakh Armenian Robert Kocharian, a
close associate of Sarkisian’s for more than 20 years, was quick to
congratulate Sarkisian on his victory and made a call for unity.

`It’s important that in the period after the elections every citizen
of Armenia is aware that the president of the republic cannot divide
society into `us’ and `them’,’ said Kocharian. `I am sure that Serzh
Sarkisian, elected to the post of president, can unite society and
create an atmosphere of mutual understanding and tolerance.’

However, on February 20, the opposition, which disputed the results
organised a rally and mass march through the streets of Yerevan. Tens
of thousands of demonstrators filled the whole of the city’s main
avenue, Mashtots, chanting `fight, fight to the end’, `Levon is
president’, and `Serzhik, leave!’ as they walked through the city to
the central electoral commission. Some stayed on Yerevan’s Freedom
Square into the evening.

The electoral commission said that around 70 per cent of voters – or
1,670,000 of an electorate of 2,230,000 – had cast their ballots.

Ter-Petrosian told his supporters that according to his calculations
the number of people who had voted was actually 1.1 million and that
a lot of false ballot papers had been put in boxes.

`Our fight will not stop till our final victory,’ said Nikol
Pashinian, one of Ter-Petrosian’s campaign team. `We will never
surrender the Republic of Armenia and we will not give our children
up to the jackals of Kocharian and Serzh.’

Differing exit-polls clouded the waters. One by the British firm,
Populus, was close to the official result, giving Sarkisian 57 per
cent and Ter-Petrosian 17 per cent. However, critics pointed out that
the exit poll was commissioned by the pro-government Public
Television and the data came from the pro-government Armenian
Sociological Association.

Another poll, by the non-governmental organisation Alliance, gave
Ter-Petrosian 38 per cent of the vote and Sarkisian 35 per cent. A
third poll by the organisation Alfa GA said that Ter-Petrosian had
won – but the Armenian justice ministry said Alfa GA was not a
registered organisation.

With such a lot at stake, everyone was keen to hear the verdict of
the 600 international observers who, along with local observers, were
monitoring the poll. They basically backed the official results.
The joint observer mission from the Council of Europe and
Organisation for Security and Cooperation in Europe said in a
statement that the conduct of the election was `mostly in line with
the country’s international commitments, although further
improvements are necessary’.
`Compared to the previous presidential elections, significant
progress was noted with regard to the preparation and conduct of the
electoral process," said Marie Anne Isler, head of the European
parliament contingent within the OSCE mission.

This was an unusually bitter election which culminated in violent
incidents and clashes on February 19, polling day.

Supporters of the opposition registered complaints about voters being
bribed, people voting twice and ballot-stuffing. There were several
reports that opposition proxies – sent to represent their candidates
at polling stations – had been beaten up.

Member of parliament Armen Martirosian and Lusine Barsegian, a
correspondent for the opposition newspaper Haikakak Zhamanak, said
they were beaten at a polling station in the district of Erebuni,
where they were recording alleged falsifications. Barsegian said her
camera and dictaphone were seized from her.

The prime minister’s campaign headquarters declared that these
incidents had been staged by Ter-Petrosian’s supporters in order to
discredit their candidate. Sarkisian’s spokesman Edvard Sharmazanov
told IWPR that Ter-Petrosian’s campaign was arranging for its own
proxies to be beaten and then relaying this information to friendly
media outlets. `The aim is clear, to cast a shadow on the elections,’
he said.

General prosecutor’s office press secretary Sonya Truzian said that
20 complaints had been received about violations and seven criminal
charges had been opened, but that most of the violations had been
committed by supporters of Ter-Petrosian.

The Orinats Yerkir party of third-placed candidate Artur Baghdasarian
issued a statement calling for a recount in more than 200 polling
stations where falsifications had been alleged.

`We declare that attempts to prevent a review of the final results of
the elections with violations of the constitution and law of the
Republic of Armenia carry a danger of public disorder,’ said the
opposition party.

YEREVAN, FEBRUARY 24, NOYAN TAPAN. By the February 23 decree of the
Armenian president Robert Kocharian, 3 high-ranking diplomats were
relieved of their posts and deprived of their diplomatic ranks.
According to a press release submitted to NT by the RA president’s
press service, Armen Bayburdian was relieved of his post as deputy
foreign minister of the Republic of Armenia and deprived of the
diplomatic rank of ambassador extraordinary and plenipotentiary, Levon
Khachatrian was relieved of his post as Ambassador Extraordinary and
Plenipotentiary of the RA in Kazakhstan, plurastically – in Kyrzhystan
and deprived of the diplomatic rabk of abassador extraordinary and
plenipotentiary, Ruben Shugarian was relieved of his post as Ambassador
Extraoridinary and Plenipotentiary in Italy, pluralistically – in
Portugal and Spain and was deprived of the diplomatic rank of
ambassador extraordinary and plenipotentiary.

To recap, the above mentioned diplomats, as well the Armenian envoy in
Ukraine, advisor Razmik Khumarian made a statement on February 23
(which was read at a rally of the forces in support of Levon
Ter-Petrosian), which in particular reads: "remaining devoted to the
rank of an Armenian ambassador, being guided by a sense of
responsibility to the Republic of Armenia and the Armenian people,
being concerned over the current situation in Armenia, deeply
respecting the suffrage of Armenian citizens and being convinced that
the only president elected through free and fair elections may deal
with the challenges facing our country in the international field in
the best way and substantially raise our compatriots who have risen to
struggle for establishment of real democracy in Armenia. Underlining
the necessity of maintaining the stability and social acoord in the
country, we appeal to our compatriots, especially the respresentatives
of all the structures responsible for ensuring the public order and
peace in the country not to yield to the temptation to solve problems
by force".

To recap, by a presidential decree, the February 22 petition of the RA
prosecutor general Aghvan Hovsepian to relieve his deputy Gagik
Jhangirian of his post and expel him from the prosecutor’s system was
granted, as by making a speech at a rally of the first Armenian
president’s supporters in Freedom Square and stating his support for L.
Ter-Petrosian, G. Jhangirian "grossly violated the requirement of the
law", according to which, "a prosecutor may not be a member of any
party or be involved in politics in any other way; under any
circumstances a prosecutor must display political restraint and
neutrality".

Prosecutor General, made a speech at the February 22 mass meeting of RA
presidential candidate Levon Ter-Petrosian and the forces supporting
him. In his words, Levon Ter-Petrosian should no longer be introduced
as first president as the latter has been elected third President of
the republic, Gagik Jhangirian called people to stand for their votes
and finally establish authorities of law in Armenia. He mentioned
that those guilty are to answer for the cases of Talin and Ashtarak
(the scuffle, which took place on the day of the election) and not
"the defendant to become aggrieved and vice versa."

YEREVAN, FEBRUARY 21, NOYAN TAPAN. As a result of the recalculation
of the results of the RA presidential elections held on February
19 made in Polling Station 9/31, considerable violations have been
recorded. In particular, during the first calculation Serge Sargsian
has received 709 votes, and after the recalculation the number
changed into 395. This information was provided by Nikol Pashinian,
a member of the pre-electoral headquarters of Levon Ter-Petrosian,
during the rally held in the Freedom Square on February 21.

Nikol Pashinian stated that the authorities are given a a period
of time, which is defined by law, for calling to accout those, who
imposed violence on journalists, observers and empowered people,
as well as those, who made electoral falsifications. Otherwise,
"we will do what we should."

Arshak Banukhchian, the Deputy Director of Matenadaran (Armenian
repository of ancient manuscripts), also made a speech at the rally
and called the intellectuals "for joining the national movement and
standing for their future."
