Tbilisi. April 14 (Prime-News) – Citizens of Armenia and Moldova were
arrested by the Border guards on the ferry "Mikhael Svetlov".

Prime news was told at MIA that during the passport control in Batumi
Port the border guards discovered the suspects had crossed the State
Border of Georgia illegally without official Border control from
"Adler".

Investigation is ongoing on the above-mentioned facts.

According to the results of monitoring of prices by the NKR National
Statistics Service, in March the prices of some foodstuffs went up.
Compared with the prices in March, September and December 2007, in
March 2008 the price of bread went up by 36.1 percent compared with
March, 27.9 percent compared with September and 8.5 percent compared
with December. The price for flour went up by 73.9 percent, 44.4
percent, 16.4 percent; noodles 14.2 percent, 13.8 percent, 3.1 percent;
rice 3.6 percent, 7.4 percent, 2.9 percent; beef 7.1 percent, 7.1
percent, 5.9 percent; animal fat 29.4 percent, 23.7 percent, 6.8
percent; vegetable oil went up by 59.6 percent compared with March,
50.9 percent compared with September, and went down by 3.5 percent
compared with December.

Compared with the CPI in December 2007, the CPI in March 2008 is 103.2
percent, foodstuffs (including alcohol and tobacco) 104.6 percent,
other goods 101.7 percent, services 101.2 percent. Among foodstuffs
increase was reported in potatoes 121.9 percent, bread 107.3 percent,
dairy products 104.7 percent, meat 104.6 percent, fruit 103.3 percent,
the NKR National Statistics Service reports.

Compared with the CPI in December 2007, in March 2008 the CPI was 102.5
percent in Stepanakert, 102.9 percent in Askeran, 103.9% percent in
Hadrut, 104.0 percent in Martakert, 104.3 percent in Martuni, 105.9
percent in Shushi and 103.7 percent in Berdzor.

Compared with the CPI in January to March 2007, in January to March
2008 the CPI was 109.2 percent, foodstuffs 114.9 percent, other goods
101.3 percent, services 102.8 percent, and compared with March 2007, in
March 2008 the CPI is 110.9 percent.

The main Armenian TV channels aired live the inauguration ceremony
of the newly elected Armenian president, SerzhSargsyan, on 9 April.

In its special live bulletin at 0800 gmt on 9 April, the Armenian
Public TV "Haylur" news showed theArmenian national flag, the main
copy of the Armenian constitution and an Armenian-language Bible of
the 7th centurybeing removed from the Presidential Palace to be taken
on separate vehicles to the National Theatre of Opera and Ballet where
the Armenian parliament held a special session to inaugurate the new
president. The symbols are used in theinauguration ceremony, and the
newly-elected president puts his right hand on the constitution and
the Bible when takingan oath.

The news bulletin then went on to present Serzh Sargsyan’s biography,
interviewing his former teachers,classmates, friends and state
officials who all praised Sargsyan as a patriot, a man of integrity
and honour.

The privately-owned Shant TV had a commentator in the studio who
was speaking about presidential inaugurationtraditions in various
countries.

The TV channels aired live the special session of the Armenian
parliament during which Sargsyan took an oath, thetext of which is
prescribed in the Armenian constitution and is unchangeable. Sargsyan
was followed by ArmenianCatholicos Garegin II, who blessed Sargsyan
after making his speech. Sargsyan then took the floor again and
delivered a speech, saying he would do his best to fulfil all the
pre-election promises he has given.

The inauguration ceremony wrapped up by a brief military parade
on the Freedom Square, next to the Theatre of Operaand Ballet, the
traditional venue for most protest demonstrations and rallies in the
recent history of Armenia.

The Massachusetts Municipal Association severed ties today with the
Anti-Defamation League’s embattled No Place For Hate program,
reigniting a debate that had gone quiet recently over the ADL’s
position on the World War I-era Armenian genocide.
In a unanimous vote, the board of directors at the MMA, a non-profit
advocacy group for Massachusetts cities and towns, expressed `strong
disapproval’ of the ADL for failing to unequivocally acknowledge the
Armenian genocide at a national meeting last November, according to a
statement released yesterday. "Unequivocal recognition," the MMA’s
board of directors said, `is both a matter of basic justice to its
victims as well as essential to the efforts to prevent future
genocides.’
`We think this is an issue on which there can be no equivocation,’
said Jonathan Hecht, a Watertown town councilor and member of the
MMA’s board of directors. `My personal view,’ he added, `is that No
Place For Hate is not credible as long as the ADL is unable to
unequivocally recognize the genocide.’
At least 12 Massachusetts communities have pulled out of the program
since last summer, beginning with Watertown, when it became known that
the ADL did not support legislation in Washington officially
recognizing the deaths of1.5 million Armenians at the hands of Ottoman
Turks between 1915-1918 as genocide. As towns began to sever ties,
and even the ADL’s regional leaders called for unequivocal
recognition, the national ADL issued a carefully worded statement
calling the deaths of Armenians at the hands of Turks `tantamount to
genocide.’
But critics quickly called for a stronger, clearer statement. And when
it did not come, local Armenian-Americans began lobbying others
communities, as well as the MMA, to stop participating in No Place
For Hate.
The MMA’s decision to do so today will send a "clear message" to
communities that still welcome the program, said Sharistan Melkonian,
chairperson of the Armenian National Committee of Eastern
Massachusetts. And the regional ADL conceded in a statement yesterday
that the vote was a disappointment. But Robert Trestan, the ADL’s
northeastern region civil rights counsel, did not believe the vote
would lead to still more communities pulling out of the program.
`I think that towns that have stuck with the program have realized
that the ADL has a tremendous amount to offer them,’ Trestan
said. `We’re in towns all over the state, and that’s what we want to
continue to do.’

An exhibition dedicated to the 90th anniversary of Armenian-Ukrainian
diplomatic relations opened at RA Ministry of Foreign Affairs
today. The opening ceremony featured the Deputy Foreign Minister
of Ukraine Konstantin Yeliseev, RA Deputy Foreign Minister Gegham
Gharibjanyan, Ukrainian Ambassador to Armenia Alexander Bozhko,
Armenian Ambassador to Ukraine Armen Khachatryan, representatives of
the Ukrainian community of Armenia and guests. The exhibition displays
documents, publications and photos evidencing about the diplomatic
relations between the two countries.

The Deputy Foreign Minister of Ukraine, Mr. Konstantin Yeliseev said
his visit evidences that Ukraine attaches great importance to its
close partnership relations with Armenia. According to him, today’s
exhibition provides a basis for optimism about close relations and
productive future cooperation. "Today I’m pleased to state that we have
passed a way of development of relations, where there is trust in the
future of partnership and cooperation. I have studied many documents
and got convinced that we are not building relations on an empty place
and a good ground was laid still in far 1918," Mr. Yeliseev noted.

RA Deputy Foreign Minister Gegham Garibjanyan also noted that
Armenian-Ukrainian diplomatic ties have very deep roots which were
established before the proclamation of the first Republic of Armenia.

exhibition dedicated to the 90th anniversary of establishment of the
Armenian-Ukrainian diplomatic relations.

Deputy Foreign Minister Gegham Gharibjanian and his Ukrainian
counterpart Konstantin Yeliseyev, diplomats, politicians and scientists
attended the exhibit of archives and photos presenting the history
of bilateral relations.

In his remarks, Mr Gharibjanian said that although Armenia and Ukraine
obtained independence not long ago, diplomatic relations between
the First Republic of Armenia and People’s Republic of Crimea were
established in 1918. "We have rich experience and will promote our
bilateral relations and cooperation within international structures,"
he said.

For his part, Mr Yeliseyev said the exhibition testifies of the
importance Ukraine attaches to relations with Armenia and partnership
in various fields. "The 90th university is not a mere formality.

This is the evidence of our friendship and basis for bright future,"
the Ukrainian Deputy Foreign Minister said.

The opening ceremony was followed by consultations on the forthcoming
session of the joint intergovernmental commission for economic
development.

It’s notable that with Ukraine ranking the third among Armenia’s trade
partners, the commodity turnover between the two countries amounted
to $250 million.

Hovannisian and Heritage MPs Welcome the Ago Group

Yerevan–Today the Heritage Party’s parliamentarians Larisa
Alaverdian, Anahit Bakhshian, Zaruhi Postanjian, Armen Martirosian,
Vardan Khachatrian, and Stepan Safarian met at the National Assembly
with the Ago Monitoring Group of the Council of Europe’s Committee of
Ministers. The visiting delegation was led by Sweden’s Ambassador to
the Council of Europe Per Sjögren. The Heritage MPs presented their
approaches onto the current post-election state of affairs in Armenia
and suggested some possible avenues for resolving this tense
situation.

The parties also discussed the Constitutional Court’s "state of
emergency" judgment on the presidential elections, the imperative for
an impartial and thorough investigation of the tragic events of March
1, the need for reforms in the country’s legislative field which
currently curtails the protection of human rights and fundamental
freedoms, and the duty to defend the rights of those who are
imprisoned because of their political views. The Heritage
parliamentarians also underscored those courses of action which must
be taken in order to settle the present legal-political crisis, as
manifested in the party’s recent public statements.

The same day, Raffi K. Hovannisian, leader of Heritage’s parliamentary
group and member of Armenia’s delegation to the Parliamentary Assembly
of the Council of Europe (PACE), also held an official meeting with
the Ago Group. The interlocutors emphasized the necessity for Armenia
to carry out its commitments to the Council of Europe and, more
specifically, to eliminate the legal and political arbitrariness
applied against its own citizens on the way to delivering the nation
to a truly democratic future.

Raffi Hovannisian also received Bulgarian Ambassador Todor Marinov
Staykov at the National Assembly and, later in the day, conducted a
separate meeting with the United Kingdom’s Ambassador Charles
Lonsdale.

World-renowned printmaker Garo Antreasian is a pillar of New Mexico’s
arts community. His beautifully installed "Garo Antreasian: Works
on Paper – 50 Years" exhibition at the Gerald Peters Gallery is a
stunning display of graphic design, impeccable draftsmanship and
userfriendly abstraction.

Antreasian was long associated with the Tamarind Institute of
Lithography and the University of New Mexico art department. Though
retired from teaching for many years Antreasian is remembered by
countless students who benefited from his demand for professionalism
and sweat equity skills development.

Antreasian and the late Clinton Adams co-founded the New Mexico
version of the Tamarind Institute of Lithography and turned it into an
international learning center and showcase for artists from around the
world. The original Tamarind Institute of Lithography was founded by
June Wayne in Los Angeles, whose studio was located on Tamarind Alley.

Antreasian’s works on paper are only a part of this prolific artist’s
production. Over the years he produced thousands of paintings and
mixed-media constructions. Though his style has roots in constructivism
and early 20th-century geometric abstraction, his strongest inspiration
can be found in his Armenian background that includes a blend of
Christian and Islamic symbolism.

Antreasian however does not fit into stereotypical cultural matrices.

It’s his comfort with embracing all before him that lends his work
its visual power and compositional authority.

"Armen’s Wallpiece, 2007" is an architectonic tour de force drawn with
charcoal on paper. This tall, vertical composition is designed with
interlocking triangles, rectangles and circles that form a skeletal
structure that might support a skyscraper.

The piece is rendered in an astonishing range of tones that eloquently
reveal the level of practice and skill development to which Antreasian
dedicated himself.

His charcoal drawings titled "Column E, 2000" and "Column F, 2000"
could be easily used as plans for three-dimensional sculptures. They
consist of characters stacked on top of one another and are both
anchored by dark solids that could be sculpture bases.

There are a number of other Antreasian works that could be used
as templates for sculpture including "Sign with Red Below," "Trio –
Plates I, II, III, 1997" and all four works from the "Structura Series"
of 1994.

Two quite different works reveal Antreasian’s sense of play. In
"Black Trees – Yellow Ground, 2000" and "Benin I, 2001" Antreasian
seems to be working directly with the real world as an observer of
trees and architecture. His trees have cactuslike qualities as well
as a kinship with calligraphy.

The architectonics of "Benin I" are presented with a sense of jaunty
humor. The horizontal centerline slightly offsets the vertical
structure lending the drawing an animated feeling.

Though these images are more or less recognizable they in fact come
from the realm of abstract thinking that informs all of Antreasian’s
work. In his notes on the show he mentions that titles are the result
of inevitable associations that the viewer may make but do not reflect
the intention or source of Antreasian’s vision.

In "Excelsior, 2001" Antreasian uses an intertwined herringbone
motif to create movement, tension and grace. The syncopated pattern
echoes sacred knots and other ancient motifs while being informed by
modernist art like that of Piet Mondrian.

Antreasian combined American Indian influence and cutting-edge
technology in "Ojo, 4/15, 1965," a brilliantly colored lithograph
with a nocturnal background. The central image is stretched across
the horizon and bleeds up and down the left and right edges.

The piece, though rooted in yarn ojos de Dios, also is reminiscent
of computerenhanced radio telescope images of the Milky Way gathered
by the large array outside of Socorro.

Art historical connections abound in Antreasian’s works including
a touch of Robert Motherwell in "Untitled 80.6.2, 9/16, 1980"
and "Mombassa, 1992". I find a hint of 1950s era Frank Stella in
"Untitled 76.5.3, 1979" a pinstripe piece. In "Untitled 79.6.4, 1979"
an acrylic on embossed paper we find triangular and linear forms like
those explored by Joseph Albers in the late 1940s.

Though these aforementioned artists may have triggered responses in
Antreasian his great body of work is too broad, skillfully executed
and highly personalized to be pigeonholed.

This is one of the most dynamic shows I’ve seen for a while and I
applaud the gallery for an installation that externally captures
the internal rhythms of Antreasian’s work. The placement and spacing
are excellent.

/PanARMENIAN.Net/ Turkey’s Constitutional Court is to start
deliberating the merits of an indictment from a senior prosecutor
on whether to hear a case calling for the banning of Turkey’s ruling
Justice and Development Party (AKP) Monday.

Last Friday, a report on the indictment was submitted to the
Constitutional Court was by a rapporteur appointed to study the
indictment to determine if the case warranted being heard by the court.

The indictment sent to the court on March 14 alleged that the AKP has
sought to undermine the secular regime in Turkey and is the focus of
anti-secular activity. It seeks to have the party closed and seventy
of its leading members, including Prime Minister Recep Tayyip Erdogan,
banned from political activity. The indictment also names President
Abdullah Gul.

On the weekend, Olli Rehn, the European Union’s (EU) Commissioner for
Enlargement said if the CC complies with the suit, Turkey’s membership
talks may be suspended.

The case had caused uncertainty in the Turkey-EU relations, Rehn said,
NTV-turk reports.
