YEREVAN, OCTOBER 16, ARMENPRESS: The session of the Armenian-Georgian
inter-governmental commission will take place October 27-28 in Georgia.

Armenian Prime Minister Tigran Sargsian said that during the visit
to USA the Armenian side also met with the Georgian Prime Minister
Lado Gurgenidze who was also participating in the annual gathering
of World Bank and IMF.

The prime ministers of the two countries clarified the issues of
the agenda of the session which particularly refereed to the customs
legislation, cooperation in the customs sphere, transport and culture
issues.

YEREVAN, Oct 16. (ARMENPRESS). Russia will provide 10 million USD for
implementing security works of the second energy block of Armenian
Atomic Electro Station (AES).

Head of the AES Gagik Markosian told Armenpress that the support
will be provided to Armenia through the MAGATE. This is the first
time Russia provides financial support of such amount.

The planned works within the financing will start in 2009 the sizes and
the direction of which is still to be approved: at present technical
discussions are being carried out.

For increasing the security level of Armenian AES with the support
of MAGATE, which coordinates international support distribution,
studies are also planned to be carried out to find out the primary
issues of the AES.

Starting from 1996, overall, 90 million USD was provided to Armenia
by donor-countries to ensure the security of the second energy-block
of Armenian AES.

The Armenian AES is located in the town of Metsamor, was exploited from
1976, at present only the second block of the station functions. The
financial streams of the AES passed under the management of
вÐ~BÑ~ZINTER RAO ECвÐ~BÑ~ company in September 2003, the owner of
which is the вÐ~BÑ~ZRosatomв&#x D0;~BÑ~ corporation.

G. Markosian also informed that with the support and financing of
United States Agency of International Development (USAID) a physical
basis has been prepared connected with the construction of a new AES
in Armenia which will be presented to the Armenian government in the
nearest future.

The new AES will probably be located in the area of the existing
one: additional research works will be conducted before starting
the project.

According to G. Markosian, the approximate sum of necessary money
is also included in the program which will be presented to the
government. The type of the AES is not decided in that works
particularly. According to the initial information, it must be a
station of nearly 1000 megawatt. But the more exact information will
be known when the company which will win the tender and start the
construction will be known.

The functioning AES will gradually be brought out of exploitation
by 2016. Its importance is also dictated by Armenia’s Action Program
within the frameworks of EU New Neighborhood policy.

ArmInfo. Aliyev-junior has become ‘the legally elected president with
dark past’, Armenian political expert Levon Melik-Shakhnazaryan told
ArmInfo correspondent.

‘It is clear there were no election in Azerbaijan. The task was which
of the regions of Azerbaijan will give Aliyev as a "gift" more per
cent of votes.

They showed too great zeal in this competition and at present Central
Electoral Commission of Azerbaijan is trying to correct these votes
in some sense’, – he said.

He also added despite so much zeal of the governor of the regions
anyway Aliyev would become the president, unlike the first election
when he came to power by means of an ordinary forgery.

October 15. The polling stations opened at 8 a.m. and will close on
7 p.m.

Seven candidates are running for the post, namely Ilham Aliyev, the
incumbent President and chairman of ruling New Azerbaijan Party; Igbal
Agazade, chairman of opposition Umid (Hope) Party; Fazil Gazanfaroglu,
chairman of Great Establishment Party; Gudrat Hasanguliyev, chairman
of Unified Popular Front Party; Hafiz Hajiyev, chairman of Muasir
Musavat Party; Fuad Aliyev, chairman of Liberal Democrat Party and
independent candidate Gulamhuseyn Alibayli.

Some 1,233 international observers from 60 countries are observing
the election.

In early September, parties serving on Azadlig bloc the (the Popular
Front Party, the Liberal Party and the Citizen and Development), the
Musavat Party and the Public Forum ‘For Azerbaijan’ signed a joint
statement on recognition of the presidential election as illegitimate,

Committee on state and legal affairs Garik Grigoryan issued a
commentary on the election situation in Azerbaijan.

"The characteristic feature of democratic election is, first of all,
healthy competition between the authorities and the opposition. The
election process in Azerbaijan passes quite the contrary. There are
enough presidential aspirants; however, all of them, except for the
incumbent president, play the role of passive observers. And it is
not accidental that interest in the elections both in political and
in wide public circles is insignificant, and it is obvious that the
elections will be uninteresting and predictable. Everything is so
predetermined that, in fact, it is useless to vote. It is no wonder
that the majority of the respondents in the capital of Azerbaijan
cannot call the names of all the presidential candidates," he said.

"The OSCE Office for Democratic Institutions and Human Rights
(ODIHR) observation mission reports limited public interest in the
elections. The ODIHR observers connect it with a perceived lack of
genuine competition. The document, in particular, reads that the
president has been touring the country extensively in his official
capacity and it is difficult to distinguish between his regular
activities and his campaign. At that, it is particularly emphasized
that the Baku municipal authorities interpreted provisions of the law
"On Freedom of Assembly" in a restrictive manner when they refused
the request of opposition parties boycotting the election to be
allocated a venue for an outdoor meeting in central Baku. EU Special
Representative for the South Caucasus Peter Semneby also stated the
fact that there was not a hint of elections in Azerbaijan.

At the same time, many international organizations prefer to observe
how constitutional rights are being violated and democratic freedoms
are suppressed in Azerbaijan. Implementing a policy of "double
standards" the West considering itself a defender of human rights and
freedoms, voluntarily or not, furthers this country’s moving far away
from the pan-European standards. It produces an impression that the
West is ready to waive "the democratic principles" in favor of their
mercenary interests in Azerbaijan, and the election processes became
for them only an instrument of influence and fractional currency in
political game," Grigoryan said, the NKR MFA press office reported.

Nagorno Karabagh Republic Bako Sahakian received a delegation of
representatives of youth wings of a number of political parties and
public organizations from the Republic of Armenia.

According to the Central Department of Information under the NKR
President, Bako Sahakian underlined the importance of frequent visits
of Armenian youth to Artsakh, especially young people engaged in
politics, considering it within the context of cooperation between
the two Armenian states.

Issues related to internal life of the NKR and the Nagorno Karabagh
settlement process were discussed at the meeting.

ruling power be strong in the legal field the opposition will become
stronger. Our ruling power is strong because they can solve any issue
by circumventing the law. In this field the opposition changes its
orientation or goes underground.

At the moment the ruling power is vulnerable and the opposition is far
not engaged in criticizing the ruling power. Our opposition is not in a
rivalry with the ruling power. Both the internal political field and
the behavior of the opposition is abnormal in our realty.’

delegation headed by Doku Zavgayev, Director General at Russia’s
Ministry of Foreign Affairs.

During the meeting the parties discussed the process of accomplishment
of the agreements reached during the visit of Russian Foreign Minister
Sergey Lavrov to Armenia at the invitation of RA Foreign Minister
Edward Nalbandian.

"A vortical mechanism for generation of astrophysical jets is
proposed based on exact solutions of the hydrodynamic equations with
a generalized Rankine vortex. It is shown that the development of
a Rankine vortex in the polar layer of a rotating gravitating body
creates longitudinal fluxes of matter that converge toward the vortex
trunk, providing an exponential growth in the angular rotation velocity
of the trunk and a pressure drop on its axis," scientists writing in
the journal Astrophysics report (see also Astrophysics).

"The increased rotational velocity of the vortex trunk and the on-axis
pressure drop cease when the discontinuity in the azimuthal velocity at
the surface of the trunk reaches the sound speed. During this time,
ever deeper layers of the gravitating body are brought into the
vortical motion, while the longitudinal velocity of the flow along
the vortex trunk builds up, producing jet outflows of mass from its
surface," wrote M.G. Abrahamyan and colleagues.

The researchers concluded: "The resulting vortices are essentially
dissipationless."

Abrahamyan and colleagues published their study in Astrophysics
