YEREVAN, DECEMBER 12, NOYAN TAPAN. A Mobile Internet-Computer Center
will be put into operation one of these days with a course of studies
organized for pupils and teachers of Anipemza village school, Shirak
region. The Mobile Internet-Computer Center has been created at the
National Center for Education Technologies. As it was stated at the
station’s presentation ceremony, the station-classroom will give a
possibility to organize courses of studies on Informatics subject
in line with subject’s state curriculum at remote populated areas’
schools having insufficient number of computers and not having
Internet connection.

The Mobile Internet-Computer Center is a computer classroom having
an Internet satellite antenna and including seven mobile computers
united in a local network and connected to Internet and other items
(printer, scanner).

One computer is for a teacher and the other for students. The
classroom also has a big screen repeating the picture on the monitor
of teacher’s computer.

Besides, the station-classroom has an emergency and electric feed
source, air conditioning and heating regulation, fire alarm, antitheft
devices.

The Mobile Internet-Computer Center has been created within the
framework of the program under the title Internet Network Maintenance
and Computer Items Preservation financed by the 2008 state budget. By
the order of the National Center for Education Technologies station’s
assembling was done by the Meditek LTD.

in Armenia, as criminal cases are examined on people imprisoned
on the case of the March 1 events, and the court passes sentences
for committing an aciton liable for criminal prosecution towards
them. Rafik Petrosian, a member of the RA NA RPA faction, expressed
such an opinion at the December 9 press conference. At the same time
he said that if it is disclosed in the process of trial of these cases
that the prosecution is only based on self-confession or policemen’s
evidence, the court has no right to pass accusatory sentences.

R. Petrosian considers that we should liquidate the strained situation
in the country. And for that purpose the deputy proposes freeing
people of criminal liability or grant an amnesty to them. R. Petrosian
also stated that Armenia has fulfilled almost all demands of PACE
Resolutions N 1609 and 1620: only the "case of the seven" remains,
which has been already sent to the court.

However, Lyudmila Sargsian, the Chairwoman of the Social-Democratic
Hnchakian Party, considers that hardly a fair sentence will be
passed on that case, as a result of which Armenia will be faced by
great problems.

According to her, unless these and other cases contain facts proving
people’s guilt, it means that the imprisoned people are political
prisoners.

ARMENIAN "ARMAVIA" TO LAUNCH NEW FLIGHTS TO ZURICH, BERLIN, MARSEILLE AND TEHERAN IN 2009

YEREVAN, December 9. /ARKA/. Armenian Armavia air company is
opening new flights to Zurich, Berlin, Marseille and Teheran in
2009, Commercial Director of the company Julien Dufour told a press
conference Monday.

Yerevan-Zurich-Yerevan flights are to be launched late March 2009
and be operated every Tuesday and Thursday.

Armavia has signed a transit agreement with the Swiss Air giving its
passengers an opportunity to travel to any European city via Zurich,
Dufour said.

Yerevan-Berlin-Yerevan is to be operated on Tuesdays and Fridays
starting from April 14. Berlin will also be a transit city for
Armavia’s passengers traveling to any city of German or Europe.

The company is also to recommence Marseille-Yerevan-Marseille flight
in May next year and to operate it every Saturday in the beginning,
and twice a week starting from late June giving the passengers an
opportunity of transit flights to any city in Southern France and
better connections for traveling to Spanish cities, Dufour said.

Yerevan-Tehran0-Yerevan to be opened in April will be operated twice
a week.

Armavia national air company is the leader at Armenia’s aviation
market.

The company was established in 1996 by Aviafin Ltd and Mika Armenia
Trading Ltd. In June 2005, Mikhail Baghdasarov, President of Mika
Armenia Trading Ltd, became the full owner of the company.

The company operates over 70 regular flights a week to countries of
the CIS, Middle East and Europe.

The aircraft fleet of the company contains two A320, two A319,
a Boing 737-300, a Soviet made Yak-42, a Tu-134, an Il-86 and a
Canadian CRJ-100ER.

Students with winning essays about the Armenian Genocide of 1915-1923
and its relationship to other genocides of the 20th century, will
be awarded $100-$500 in the second annual competition, funded by the
Hagopian Family Foundation.

The contest is sponsored by the Armenian Genocide Committee and is
open to middle and high school students.

Edgar Hagopian, chair of the Armenian Genocide Committee and patriarch
of the Hagopian Family Foundation, stated that the project "is a
critical and vital key to perpetuating the history of the Armenian
people in the minds of students as well as having them learn that
a comprehensive study of the Armenian Genocide will aid and educate
legislators and leaders to avert future tragedies."

"It is the youth of our nation that will look back to help not
only this country move forward, but hopefully, one day the world,"
Hagopian said.

Suggested essay themes are:

n Events that precipitated the Armenian Genocide, as well as others.

n Government and individual responses to the Armenian Genocide and
other 20th Century genocides.

n Should the U.S. government formally recognize the Armenian Genocide.

Deadline for submissions is Feb. 13, 2009. Members of the Metro
Detroit Armenian Community will judge the entries. Winners will be
announced on March 27, 2009.

High school students will win $500 for first place, $250 for second
place and $100 for third place. Middle school students will be awarded
$250 for first place, $150 for second place and $100 for third place.

Each teacher of a student submitting a winning essay will be given
a $100 appreciation award.

the meeting of the OSCE Ministerial Council in Helsinki has issued
written statement reflecting Azerbaijan’s Principles applicable to the
peaceful settlement of the conflict in and around the Nagorno-Karabakh
region of the Republic of Azerbaijan.

APA correspondent in Helsinki reports that the document reads
Azerbaijan is committed to solving the conflict by political means
and in a constructive manner. But Azerbaijan will never compromise its
territorial integrity and thus accept a fait-accompli based solution,
which the Armenian side is trying to impose.

The conflict can only be solved on the basis of respect
for the territorial integrity and inviolability of the
internationally-recognized borders of Azerbaijan, and peaceful
coexistence of Armenian and Azerbaijani communities in the
Nagorno-Karabakh region within Azerbaijan, fully and equally enjoying
the benefits of democracy and prosperity.

The ultimate objective of the settlement process is to elaborate
and define the model and legal frameworks of the status of the
Nagorno-Karabakh region within Azerbaijan. The process of definition
of any status shall take place in normal peaceful conditions with
direct, full and equal participation of the entire population of the
region, namely, the Armenian and Azerbaijani communities, and in their
constructive interaction with the Government of Azerbaijan exclusively
in the framework of a lawful and democratic process. Attempts to
define the status of the Nagorno-Karabakh region in a situation of
continued occupation of the region and surrounding territories, and
forced displacement of Azerbaijani population are incompatible with
universal and European values and contradict the principles and ideas
of peace, democracy, stability and regional cooperation. Such attempts
seek to legitimize the results of ethnic cleansing and impose a fait
accompli situation on Azerbaijan.

A number of important steps have to be taken to reach a stage where
the parties concerned can start negotiating a self-rule status for
the Nagorno-Karabakh region within Azerbaijan:

â~@¢ The factor of military occupation must be removed from the
conflict settlement context.

Armenia has to withdraw completely from all occupied territories of
Azerbaijan. Delay of return of the territories can complicate the
already difficult settlement process.

â~@¢ IDPs should return in safety and dignity to their places of
origin in the Nagorno- Karabakh region and adjacent territories.

â~@¢ Special programs on reconciliation and tolerance should be
initiated with a view to foster cooperation between the two communities
in the Nagorno-Karabakh region.

â~@¢ All communications in the region shall be opened for mutual use.

â~@¢ Upon release of the territories of Azerbaijan from the occupation
the rehabilitation and economic development of the region shall
take place.

billion rubles from Moscow immediately after the 1988 earthquake. 2
billion was deposited in banks. However, the sum disappeared after the
USSR decline and hundreds of families remained homeless, Norayr
Muradyan, the former head of the Spitak district committee told a news
conference today.

`Armenia received $40 million of foreign aid. $10 million was not
spent on the needs of the calamity zone,’ he said. `We have already
addressed Russian Prime Minister Vladimir Putin to make causes
clarified. The authorities of Russian and Armenia should furnish
explanation and return these funds.’

Besides, the Russian PM was offered to form a building company to
participate in reconstruction of destructed towns and villages.

Mr. Muradyan also informed that the Moscow Organization Committee
published a book dated to the 20th anniversary of the devastating
earthquake. `A memorial to the earthquake victims will be accomplished
within 5 years,’ he said.

For his part, RA PM Tigran Sargsyan extended condolences on the death
of Patriarch of Moscow and All Russia Alexy II, who passed away this

The ARF-Dashnaktsutyun Bureau held its plenary session in Beirut,
Lebanon, during November 29-December 1.

The agenda included the approval of plans based on
proposals-decisions of previous plenary sessions, the evaluation of
completed activities, forthcoming organizational and public relations tasks,
the discussion of internal and external challenges facing Armenia.

The plenary session discussed the new situation in the South
Caucasus, the tasks to be undertaken by the party, its affiliate
organizations and the Armenian Cause offices in defending the statehood, and
the immediate steps to be taken regarding the Artsakh issue, the recent
developments in Armenian-Turkish relations, and the international
recognition of the Armenian Genocide.

It was reiterated that the final settlement of the Artsakh issue is
possible only through peaceful negotiation process, where the Republic of
Mountainous Karabakh is a negotiating party.

Considering that following the Moscow Declaration Azerbaijan has not
backed down from its warmongering rhetoric, it is extremely important to
continue keeping the issue on the pan-national agenda, as an issue related
to the existence and security of Armenia and the Armenian people. For us,
the basis of the negotiating process should be the fact of
self-determination by the people of Artsakh, expressed on two occasions,
through the 1991 independence and 2006 MKR constitutional referendums. The
mutual concession can only be equal, proportionate, and concurrent and part
of a comprehensive settlement package.

Reaffirming that as neighboring states Armenia and Turkey should
continue their efforts towards normalizing relations, it was stressed that
thus far Turkey has not taken any positive steps. On the contrary, there are
attempts to use the ongoing meetings as hindrance to the genocide
recognition process, and make the relationship of the two states conditional
to Armenia’s relations with a third state, namely Azerbaijan.

In this context, it was appreciated that the highest authorities of
our country are in complete accord that the recognition and condemnation of
the Armenian Genocide in general, and by Turkey in particular, is one of the
strategic directions of Armenia’s foreign policy. On the other hand, it was
stressed, that the present importance of regulating Armenia-Turkey relations
should not be valued more than the rights of generations to come.

Decisions were adopted regarding all the discussed issues, always
based on the party’s fundamental policy, that the foremost issue for the
ARF-Dashnaktsutyun is ensuring the independence, security and utmost
self-reliance of the Republic of Armenia.

The ARPA Institute completed its first, very successful, annual
`Invention Competition’ in Armenia, in an award ceremony on October 1,
09, and handed out a $2,000 first prize, a $1,000 second prize, a $600
third prize and two fourth place prizes of $400 each. There were 16
participants with their advisors. Certificates of participation were
given to every student participant and the awards were given to the
winning students, in the presence of over 60 university students,
professors, Government officials and representatives of the
administrations from the State Engineering University of Armenia
(formerly the Yerevan Polytechnic Institute) and the Yerevan State
University. This contest amongst university students in Armenia is
designed to encourage those active in science, engineering,
mathematics, technology and creative invention, while enhancing their
problem-solving abilities. This prestigious challenge also provides an
opportunity to recognize the working relationship between students and
their advisor, who are involved in the projects by guiding the
potentially patentable inventions, and to stimulate excitement and
interest in technology and economic leadership in Armenia. The
Ministry of Education & Science of Armenia and the institutions of
higher learning all have shown great interest in this competition and
endorse it wholeheartedly.

The inventions are required to be a reduced-to-practice idea or
workable model and must be the work of a student or team of maximum
four students, or a team with their university advisor, who acts as a
guide to the project. The invention could be a machine that is
operable, a new chemical (complete with evidence of successful
application), a new plant or a new or original ornamental design for
an article of manufacture. It should be reproducible and should have
potential in becoming a viable product. The entry must be the original
idea and work/product of the student or student/advisor team, and may
not have been (1) made available to the public as a commercial product
or process or (2) been patented or published more than 1 year prior to
the date of submission to the competition. The entries may be
submitted in Armenian or English with detailed descriptions, drawings,
plots and data showing the results of experimentation of a prototype
to prove its viability, as well as data to show the new contribution
the invention claims to be making in the field.

All participating students must be enrolled, or have been enrolled,
full time in any university in Armenia, at least part of the twelve
month period prior to the date the entry is submitted. In the case of
a team, all students in the team must satisfy the full time student
requirement. Judges, selected from universities in Armenia and from
the ARPA Institute, study the projects to understand the presented
work and evaluate its merits, compare them with other similar
inventions and determine the winning entries.

Each entry includes a summary paragraph, with the title of the
invention, a specific description of what it is and how or what it
adds to the current technology of the field. A detailed description of
the project follows, explaining how it works, what it does, and how it
can become a commercially viable product, with discussions on its
technical merits. Experimental data from tests on a prototype is
provided that show the invention does what has been claimed in the
proposal. Comparison with similar devices is also presented that show
the advantages of the invention over the existing ones. Photos,
slides, disks, videotapes and even samples, are sometimes included in
the entry to help the judges understand the invention and how it
works. A literature and/or patent search is also an essential
component for determining originality of the idea presented.

To participate, each student (or student/advisor team) must fill out
and sign an application, which can be downloaded from the ARPA

Few Armenians Think Our Interests With Turkey Do Not Match

Armenian society highly evaluates the perspectives of Turkish relations
with Armenia, the evidence to this are the research made by "Gellap"
company.

According to the surveys, 26.18% of the participants think that Armenia
should cooperate with Turkey, and 47.32% thinks that Armenia should
be careful in those co-operations. 18.31% thinks that Armenia should
not establish relations with Turkey unless they recognize Armenian
Genocide and only 7.51% thinks that we should never cooperate with
Turkey as our interests do not match.

"What do you think; could Turkey become a good economic partner for
Armenia in 5 years?" 10.18% says that it is absolutely right, 50.63%
finds it quite possible, 21.79% says, it is most probably so and 12.56%
completely rejects such development.

The company made the survey within 2000 people of Armenia from Yerevan
and regions in November.
