Hakobian received ARFD Bureau members Levon Mkrtchian, Hayk Oshakan
(U.S.), and Mkrtich Mkrtchian (Lebanon). As Noyan Tapan was informed
by the RA Ministry of Diaspora Press and Public Relations Department,
the Armenia-Diaspora Partnership conception, further simplification
and clarification of some of its provisions was spoken about at the
meeting. The ARFD Bureau members mentioned that they will provide
assistance to the process of conception’s elaboration. They also got
acquainted with the activity of Ministry’s departments and the work
they have done.

Kindergarten workers and nutrition specialists must pass a medical
exam two times a year.

In 2008, 52 citizens of Alaverdi passed the medical exam and received a
sanitary information pamphlet, while another 22 have applied for this
year. Workers will be granted permission to work based on results of
the medical exam by doctor and president of the commission created
especially for coordinating the medical exam process Avetik Vardanyan.

The latter says that there have been no cases of infectious diseases
registered. Doctor Vardanyan also notes that there is a huge difference
compared to Soviet times when there was higher control and a large
number of applicants.

Head of the #1 kindergarten of Alaverdi Aida Papoyan attaches
importance to workers’ health conditions and is pleased to see
increased government-funding for medical exams. The medical exam fee
is 8,500 drams, of which 1,200 drams is for the analysis carried out
in the Hygiene and Anti-epidemic center.

OSCE Minsk Group Co-chairs arrived in Yerevan yesterday.

As we informed before, the aim of the visit is to organize the meeting
of Armenian and Azerbaijani presidents in the nearest future, which
may coincide with Davos Economic Forum to be held on January 28.

Yesterday, in a joint press-conference with RA Foreign Minister Edward
Nalbandian, Benita Ferrero-Waldner, the EU Commissioner responsible
for External Relations and European Neighbourhood Policy, assured
that Karabakh conflict negotiations "will continue in the light of
Armenian and Azerbaijani presidents’ meetings in Moscow and Helsinki"

Anyway, Armenia is ready to continue the negotiations based on the
principles proposed by the OSCE MG Co-chairs in Madrid in 2007.

Today, OSCE Minsk Group Co-chairs Matthew Bryza (US), Bernard Fassier
(France) and Yuri Merzlyakov (Russia) after the meetings in Baku will
continue the series of meetings in Yerevan.

official hand over ceremony of neonatal intensive care cot worth of 9
thousand pounds sterling to the Medical Research Center for Maternal
and Child Health Protection. The equipment for intensive therapy
from now on will be used for improving the condition of sickly and
weak infants increasing their chances of survival and will eventually
result in a major decrease in childhood mortality.

As a responsible corporate citizen VivaCell-MTS pays huge attention to
health care for children and mothers. The special modern baby intensive
care cot purchased will help achieve improved health outcomes in the
context of ill children.

Children’s health needs must be addressed as we must care for our
future today. VivaCell-MTS is dedicating its CSR activities in 2009
to children under the title VivaCell-MTS to Children. Our projects
will target childrens needs on all levels. Handing over this important

Everything that happens in the world today is characterized by the
expert community as a system crisis. This wording is reasonable,
because considerable changes, accompanied by economical recession,
expansion of terrorism, creation of new seats of instability, take
place almost in all areas of life activity. It should be mentioned
that the forecasts of these developments are contradictive. The current
situation contains risks for all the actors of international community,
whether they are superstates or "common" countries.

Threat and chance. The emergency situations suppose coordinated
strategy and centralization of all resources of state and society. In
this context one of the main criteria of efficient activity of any
country, including Armenia, is the approximation to fast-changing
situation. Such an approach doesn’t suppose only "respondent", passive
attitude over external and internal challenges: initiative is one of
the main components for appropriate response to the situation.

It’s significant that in Chinese hieroglyphs notion "crisis"
is denoted by two symbols, one of them meaning "threat", and the
other – "unprecedented opportunity". It’s also remarkable that in
Japanese hieroglyph, denoting "crisis", the third symbol is added20-
"attention", which seems to be equivocal: one should have not only
clear view of "surrounding environment" (external and internal), but
also fit that environment appropriately. This oriental philosophy of
language thinking nowadays is actualized, systemized and practiced on
a wide scale in different conceptions of national security of leading
states (particularly in the United States).

However it should be accepted that the distinct understanding of the
system changes is not a simple task even for state structures with
considerable intellectual resources.

Ideology crisis. The main attention in the comments on global crisis
is paid to the difficulties which occurred in financial and economical
sphere.

Meanwhile, economical as well as political developments are caused by
the crisis in the ideological sphere. As a result, liberal ideological
propositions which are inherent in Western society and integral forms
of management cede their exclusive positions. This is evidenced by:

The essential growth of the role of the state and its interference in
the issues of "free market" regulation, The bankruptcy of the biggest
western companies, adherent of liberal strategy, Their nationalization
and transition to state control.

Particularly, today international community is going over "Capital"
by Karl Marx, which seemed to be buried in oblivion. For instance,
this previously ignored writing is republis hed with the unprecedented
edition of 300.000 exemplars.

At the same time the current situation differs crucially from that
of the 90th of the last century, when crisis led to the fall of the
Soviet system, and, as a result, there was an attempt to proclaim
socialist-communist ideas. The peculiarity of the current period is
that ideological revaluation does not suppose the oblivion of classics
of liberalism. One is getting impression that any ideological and
economical model and method is applied to solve problems aroused at
present if only they are efficient. In other words, the well-known
approach works: "All methods are good except bad ones".

National and universal ideologies. Meanwhile the foregoing principle
has been used in China since the end of the last century. They seem
to have found the formula of harmonious combination of socialistic,
liberal and national postulates. It should be mentioned in this
context that national ideologies, in contrast to universal theories
(liberal, socialistic), as a rule, are less materialized. The
methods of management, conditioned by them, having their own national
peculiarities, are not dominant.

May be the only exception is Anglo-Saxon civilization for which
liberalism is prevailing national feature, i.e. Anglo-Saxons always
followed their own national ideology postulates. In our opinion, this
has determined great achievements of that civilization in all areas
of life activity.20The other point is that in modern globalizing,
narrowing world mutual influence of ideologies takes place on
synergetic (reciprocally intensifying) principal.

As a result, new dynamic conceptions which can be particularly
efficient for active subjects of global community are formed.

In historical discourse the situation is different with Russia
where the ideological field of society has always been far from
being concordant.

Alongside with the nationalist and liberal ideas men, socialistic
concepts are also cordial to a vast sector of Russian society (it is
supposed that the mode of life of Russian village communities is a
national-ideological basis for socialism). It is known that in Russian
history the clash of ideological concepts brought to revolutions
(socialistic revolution in 1917 and "liberal" revolution in 1992)
with their negative consequences and artificial domination of one
of those concepts. In all appearances on this ground present Russian
authorities somehow try to combine different ideological trends. It can
be supposed that present system crisis should promote to stir up the
processes directed to the ideological harmonization of that country.

Conclusions. The build-up of "polyideological" societies is conditioned
by the aspiration for the adequacy to system crisis and the logic
of globalizing world. Taking into consideration the fact that the
USA, China and Russia are the leading actors and the developments
t aking place in these states influence global processes, we can
suppose that the tendency of creating "polyideological" societies
may become regularity.

In the foregoing context our society should also try to be adequate
to newly formed realities. Particularly we should accept that some
national ideas and ideological systems prevailing in our society need
renewal and modernization, which firstly supposes the development of
theoretic thought in that sphere.

L’Union YERKIR exprime sa profonde préoccupation face à l’indifférence
manifeste d’institutions des droits de l’homme aux regards des
violations commises dans les procès politiques contre les militants
des droits civiques arméniens du Djavakhk en Géorgie.

Les événements survenus du 17 au 21 juillet 2008 à Akhalkalak se sont
déroulés dans des conditions des plus obscures. Le point de départ,
une déflagration près de la maison du chef de la police qui sert de
prétexte à une vague d’arrestations dans les milieux du mouvement
"Alliance Démocratique Djavakhk Uni".

Les jours suivants, coup sur coup, deux policiers géorgiens d’origine
arménienne sont morts dans d’étranges circonstances, toujours non
élucidées à ce jour. Ces événements ont été utilisés par les autorités
géorgiennes pour détruire le mouvement "Alliance Démocratique Djavakhk
Uni" et arrêter le leader, Vahag Chakhalyan.

Durant cette période des dizaines de militants ont été arrêtés,
tabassés et interrogés dans la plus totale illégalité. De nombreuses
perquisitions au siège de "l’Alliance Démocratique Djavakhk Uni" ont
donné lieu à des destructions du matériel informatique (Djavakhk Uni
était un des fournisseurs d’accès internet à Akhalkalak) et du
matériel de leur radio locale. Le 21 juillet, les forces spéciales
géorgiennes venues spécialement de Tbilissi ont arrêté, en pleine
nuit, Vahag Chakhalyan, son père et son frère mineur.

Vahag Chakhalyan est sous le coup de différentes charges : possession
illicite d’armes à feu et de munitions (article 236-I du code pénal de
Géorgie), Organisation de désordre public (article 225), Organisation
d’action de groupe dans le but de perturber l’ordre public (article
226), Résistance de groupe à un agent de police ou de tout autre
représentant du gouvernement (article 353-II) et de Hooliganisme
perpétré par conspiration de groupe et à l’encontre d’un représentant
du gouvernement (article 239-II, A-B).

Depuis l’arrestation de Vahag Chakhalyan, les autorités judiciaires
géorgiennes n’ont eu de cesse de requalifier les charges et
l’instruction de cette affaire enfreignant ainsi plusieurs fois les
droits de la défense. Le tribunal d’Akhalskhé a ouvert le procès le 6
novembre 2008 mais reportant toujours les audiences à des dates
ultérieures ou la défense n’étaient prévenue que 5 jours à l’avance !

La dernière audience du procès de Vahag Chakhalyan a eu lieu le jeudi
11 décembre 2008 au cours de laquelle le procureur a informé le
tribunal de l’ajout de nouvelles charges criminelles contre Vahag
Chakhalyan basées sur des événements survenus en mars 2006, sans
préciser lesquels, sur la demande du procureur du département voisin
de Borjomi. Le juge a immédiatement ajourné le procès pour une durée
indéterminée.

Jusqu’à présent, toutes les demandes de la défense visant à ce qu’on
lui fournisse les nouvelles charges d’accusations et les conclusions
des instructions restent sans réponse. En fait 6 mois après
l’arrestation de Vahag Chakhalyan, son procès n’a pas encore commencé.

Pendant ce temps, les autorités géorgiennes intensifient les pressions
politiques, administratives et économiques sur les membres et
sympathisants de "Djavakhk Uni" ainsi que sur les membres de la
famille et des amis de Vahag Chakhalyan. Les autorités policières se
servent de n’importe quel prétexte pour arrêter, ouvrir des enquêtes
et des poursuites judiciaires, et ce dans le but de maintenir un
climat de peur dans la population d’Akhalkalak. Les autorités
géorgiennes créent des obstacles administratifs afin de ne pas donner
de dérogation à l’avocat français Patrick Arapian pour qu’il puisse
défendre Vahag Chakhalyan.

L’Union YERKIR a maintes fois fait appel aux structures
internationales et aux ONG de défense des droits de l’homme pour
qu’elles :

a) reconnaissent Vahag Chakhalyan et toutes les personnes arrêtées
durant cette période comme des prisonniers politiques.

b) mènent une enquête sur les violations systématiques et continues
des droits de l’homme dans la région du Djavakhk.

c) surveillent les procès.

d) Fassent pression sur les autorités géorgiennes, afin de faire
cesser les persécutions au Djavakhk contre les militants des droits
civiques et faire libérer tous les prisonniers politiques.

Un certain nombre d’institutions ont répondu à l’appel de l’Union
YERKIR, en particulier le bureau de l’OSCE de Tbilissi et le bureau de
l’Ombudsman de Géorgie (médiateur de la République pour les Droits de
l’Homme) qui ont envoyé des observateurs pour superviser les procès
des militants de "Djavakhk Uni".

Jusqu’à présent la représentation à Tbilissi et le Commissariat des
Droits de l’Homme du Conseil de l’Europe ainsi qu’Amnesty
International n’ont toujours pas répondu à l’appel de l’Union YERKIR
concernant ces atteintes alors que c’est l’essence même de leur
mission. Nous espérons que le silence de ces institutions est du à des
raisons techniques et non motivés par des intentions cachées.

L’Union YERKIR fait de nouveau appel au Conseil de l’Europe et plus
particulièrement au Commissaire des Droits de l’Homme, M. Thomas
Hammarberg, ainsi qu’à Amnesty International pour suivre l’affaire de
Vahag Chakhalyan ainsi que celles de tous les événements qui se sont
déroulés depuis juillet 2008 dans la région du Djavakhk.

L’Union YERKIR s’alarme de l’indifférence de la communauté
internationale, qui par son silence donne un blanc-seing à la
politique de répression des autorités géorgiennes contre les militants
et sympathisants pour les droits civiques des arméniens du Djavakhk
ainsi que contre leur famille. Cette vague de répression a pour but
d’étouffer tout mouvement de contestation et d’opposition à la
politique des autorités géorgiennes contre les arméniens de la région
de Samskhe-Djavakhetie.

a news conference on Thursday.

Eastern Partnership project aimed at establishment of closer ties with
Armenia, Azerbaijan, Moldova, Ukraine and also Belarus, if it accepts
the democracy improvement plan.

It offers countries better trade access, economic assistance and visa
liberalization as they adapt to EU standards.

A medical report that saved an Ergenekon suspect from imprisonment
has revealed yet another scandal, bringing to light links between the
criminal organization and the Workers’ Party (İP), whose leader was
arrested last year for suspected membership in Ergenekon, the Vatan
daily reported yesterday.

The İP has for long claimed that it strongly fought to shed light
on the mystery surrounding the Susurluk scandal — a car crash
which revealed gang involvement with the police force; however, a
medical report that spared Ergenekon suspect İbrahim Å~^ahin from
imprisonment in the 1996 Susurluk scandal revealed that one of the
doctors who contributed to the preparation of the report was an İP
member, according to a report published by Vatan yesterday.

Å~^ahin was a scandalous figure in the Susurluk case. He received six
years imprisonment and was barred from public service in the Susurluk
trial. He obtained a medical report in 2003 certifying that he had
suffered permanent damage to his brain and ears as a result of an
accident in 2000 in addition to a number of psychological problems. He
was later pardoned by former President Ahmet Necdet Sezer.

The İP member doctor, Professor Erbil GözukırmızÄ& #xB1;, also had
very close ties with İP deputy leader Ferit İlsever, Professor
Emin Gurses, former İstanbul University Rector Kemal Alemdaroglu and
businessman İbrahim Benli — all Ergenekon suspects. GözukırmızÄ& #xB1;
was also a member of a committee established by former Turkish Republic
of Northern Cyprus (KKTC) President Rauf DenktaÅ~_ to refute claims
of an Armenian "genocide" in 1915.

Gözukırmız ı, however, denied claims that he contributed to a
false report to save Å~^ahin from imprisonment, saying: "We wrote
in the report what we observed. The Forensic Medicine Council is
not a decision-making body; it deals with consulting. How can a
doctor who has taken the Hippocratic Oath prepare a report at odds
with his observations? In any case, I do not know Å~^ahin’s health
condition. There may have been changes or improvements over time,"
he said.

Gözukırmız ı is not the only suspicious individual tied to
Å~^ahin’s medical report. It was previously revealed that Dr. Nur
Birgen, who chaired the Forensic Medicine Council’s 3rd Specialized
Board — which prepared the report leading to Å~^ahin’s release — was
twice involved in preparing false medical reports and was, therefore,
temporarily barred from practice in 1995 and 2005.

Ministry will address relevant U.S. agencies to clear up the operation
of the U.S. Tufenkian Foundation on the Armenia-occupied territory
of Azerbaijan.

"The Azerbaijani Foreign Ministry will address the relevant
U.S. agencies to clear up the operation of the U.S. Tufenkian
Foundation on the Azerbaijani territory occupied by Armenia –
Nagorno-Karabakh," Elkhan Polukhov, a spokesperson for the Azerbaijani
Foreign Ministry, told Trend News on Jan. 14.

Infrastructure is being reconstructed, a winery is being built, and
five hectares of pomegranate plantations have been already laid down
in the Lachin region in Nagorno-Karabakh as part of the Tufenkian
Foundation’s program, the Kavkazskiy Uzel reported.

"This fact is not the first. The Azerbaijani Foreign Ministry always
discusses these illegal actions. The United States recognizes
the territorial integrity of Azerbaijan. And Nagorno-Karabakh is
an integral part of the country. The Ministry will address the
U.S. Government to clear up the issue," said Polukhov.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Azerbaijan
lost all of Nagorno-Karabakh except for Shusha and Khojali in December
1991. In 1992-93, Armenian armed forces occupied Shusha, Khojali and 7
districts surrounding Nagorno-Karabakh. Azerbaijan and Armenia signed
a ceasefire in 1994. The co-chairs of the OSCE Minsk Group – Russia,
France, and the U.S. – are currently holding the peace negotiations.

The Tufenkian Foundation is an NGO and does not represent the
U.S. Government," Terry Davidson, spokesman for the U.S. Embassy in
Azerbaijan, told Trend News.

Today, President Serzh Sargsyan received the Secretary General of
the Collective Security Treaty Organization Nikolay Bordjuzha.

Currently, Armenia is presiding over the Organization and the Chairman
of the CSTO Council Serzh Sargsyan discussed with Nikolay Bordjuzha
issues related to the preparations for the next summit and its agenda.

The President of Armenia stressed the importance of a constant
improvement of the Organization’s activities and noted that it would
allow to withstand the current challenges more efficiently. According
to Serzh Sargsyan, the last December unofficial meeting of the CSTO
Heads of State in Kazakhstan was dedicated to that particular issue.

Noting, that the military-political cooperation of the CSTO member
states was the cornerstone of the Organization’s activities, Serzh
Sargsyan said that Armenia would continue its efforts aimed at the
coordination of joint activities, and a more efficient utilization
of the potential of such cooperation.

The two sides spoke also about the problems facing the Organization
and the avenues to solve them.
