President Serzh Sargsyan sent a letter of condolences to the President
of the Italian Republic Giorgio Napolitano.

The letter states:

"On behalf of the people of Armenia and my own behalf I express our
sincere condolences to you and friendly people of Italy on tragic
loss of life and devastation caused by the earthquake in the capital
of Abruzzo region, L’Aquila.

Sharing your pain, we wish the people of friendly Italy a speedy
recovery from this ferocious calamity, and resilience and strong
spirit to the families and friends of the victims."

The Armenian National Congress weighs the events that took place on
Northern Avenue in the past two days as the administration’s decision
to start its candidate’s election campaign a month early.

On April 7, the line of police officers attacked citizens taking a
"political" stroll on Northern Avenue when they let balloons with
the slogan "Free and Independent Armenia" fly in the air.

On April 8, the line of police officers closed down Northern Avenue
from both sides.

"They weren’t satisfied with that and fulfilled the command to try to
disperse the citizens. As a precautionary measure, they arrested ten
activists, including coordinator of the Armenian National Congress
Levon Zurabyan," as stated in the ANC statement.

But all this led to the protests demonstrated on the streets
of Tumanyan, Teryan and Sayat-Nova screaming the slogans of the
movement. Passer-bys and drivers joined with great enthusiasm. When it
already became clear that the "plan" had failed, the Kentron police
division released the detainees after keeping them for nearly two
hours and asked their forgiveness for the misunderstanding.

"This was yet another failed attempt to put an end to the daily
"political" strolls on Northern Avenue. These attempts are made
especially when the administration fears something. After each failed
attempt, people have a greater desire to come out for a stroll in
the evening. The Armenian National Congress advises the authorities
to come to grips with the reality that has been facing them for more
than a year and calls on the police to not fulfill the commands that
infringe upon human rights," as stated in the ANC statement.

Armenian-Turkish border will be open before Oct. 7, when a return
football match between Armenian and Turkish teams will take place.

"Armenia and Turkey are approaching the final stage of negotiations. As
you know, we agreed to start negotiations with Turkey without
preconditions," Serzh Sargsyan said in an interview to Vesti TV
Channel.

There’s no Armenian in the whole world who’d deny the Armenian
Genocide.

"We showed goodwill and I hope the Turkish side will also appreciate
our good intensions," RA President said.

The first step to the beginning of Armenian- Turkish dialogue was made
at the celebration of 10th Anniversary of the Founding of Astana,
where the presidents exchanged a couple of phrases in informal
atmosphere. Another step followed: the Armenian President invited
his Turkish colleague to Yerevan to attend football match between
Armenian and Turkish teams.

After Turkish President Abdullah Gul’s arrival to Yerevan,
Armenian-Turkish negotiations, up to that moment usually conducted
in the atmosphere of secrecy, became more open. Nevertheless, Armenia
will not sacrifice international recognition of the Armenian Genocide
or compromise in NKR conflict settlement issue, either with Turkey
or any other country for indistinct economic benefits.

It’s been one year today since the 3rd RA President Serzh Sargsyan
entered upon his office. This year have brought significant changes
in foreign policy of Armenia, without the country’s changing it’s
priorities, proclaimed in RA Independence Declaration.

Beginning of the dialogue between Armenia and Turkey and signing of
Mindorf declaration were the most important of those changes.

Kigali — Today marks the 15th anniversary of the Rwandan genocide,
where close to one million Rwandans – mostly ethnic Tutsis and Hutu
moderates – were murdered in a three-month genocidal onslaught that
began on April 7, 1994.

The Canadian Parliament, in a unanimous motion, has designated
April 7th as a national day of reflection on the prevention of
genocide. Indeed, April has been designated in the United States as
Genocide Prevention Month–as the Armenian genocide, the Holocaust,
Srebrenica, and Rwanda – in an eerie convergence – all began in what
T.S. Eliot has called "the cruelest month."

< And so, this day – this month – invites us not only to remember the
horrors of genocide, but to reflect and act upon their lessons. For
the while the world vowed "Never Again" after the unspeakable horrors
of the Holocaust – and once again after the atrocities of the Rwandan
genocide – "Never Again" has happened again and again, symbolized most
recently by our entering upon the sixth anniversary of the genocide
by attrition in Darfur.

In Darfur – where some 400,000 people have died, 3 million have
been displaced, and 4 million have been left in desperate need of
humanitarian assistance – all the warning signs were present–yet we
failed to act to prevent it.

As Kofi Annan lamented on the 10th anniversary of the Rwandan Genocide,
"Such crimes cannot be reversed. Such failures cannot be repaired. The
dead cannot be brought back to life. So what can we do?"

The answer is that the international community will only prevent
the killing fields of the future by heeding the lessons from past
tragedies. What are these lessons, and as Annan asks, what can we do?

The first and foremost lesson of the Holocaust and the genocides
that followed, from Srebrenica to Rwanda, is that they occurred
not only because of the machinery of death, but also because of the
state-sanctioned incitement to hate. It is this teaching of contempt,
this demonizing of the other–this is where it all begins. As the
Canadian Supreme Court recognized, and as echoed by International
Criminal Tribunals in the former Yugoslavia and Rwanda, the Holocaust
did not begin in the gas chambers–it began with words.

In the aftermath of the 60th anniversary of the Genocide Convention,
the international community must bear in mind – as the jurisprudence
from the Rwandan genocide, including the Mugesera case decided by
the Canadian Supreme Court, has reminded us again and again – that
incitement to genocide is a crime in and of itself. Taking action to
prevent it, as the Genocide Convention compels us, is not a policy
option; it is an international legal obligation of the highest order.

The second lesson is the danger of indifference and the consequences of
inaction. For genocide has occurred not only because of the machinery
of death and a state-sanctioned culture of hate, but also because
crimes of indifference and conspiracies of silence. What makes the
Rwandan genocide so unspeakable is not only the horror of the genocide,
but that this genocide was preventable. Nobody can say we did not
know; we did, but we did not act. Just as no one can say that we do
not know what is happening in Darfur.

The third lesson is the danger of a culture of impunity. If the last
century was the age of atrocity, it was also the age of impunity. Few
of the perpetrators were brought to justice. Just as there cannot be
a sanctuary for hate or a refuge for bigotry, neither can there be a
haven for war criminals and for perpetrators of the worst of crimes
against humanity.

The fourth lesson is the danger of assaults on the most vulnerable in
society. The Holocaust and genocides that followed occurred not only
because of the vulnerability of the powerless, but also because of
the powerlessness of the vulnerable. In these tragedies, it is often
the most vulnerable of the vulnerable – the brutalized children,
women victimized by massive sexual violence, fleeing refugees –
who are the first targets of oppression and violence. It is our
responsibility to empower the powerless while giving voice to the
voiceless, wherever they may be.

The fifth lesson is the cruelty of genocide denial–an assault on
memory and truth, a criminal conspiracy to whitewash the worst crimes
in history. In the most obscene form, as in the case of Holocaust
denial, it will actually accuse the victim of falsifying this
"hoax." Remembrance of the Rwandan genocide is itself a repudiation of
such denial–which is becoming more prevalent with the passage of time.

Finally, we should recall the heroic rescuers–those who remind us of
the range of human possibility; those who stood up to confront evil,
prevailed, and transformed history.

May April 7 – and the genocides of this month – be an occasion not
only to remember, but to learn the lessons of the crime whose name
we should even shudder to mention.

Even without pronouncing the word ‘Genocide’ at the Turkish Parliament

Thanks to the US President Barack Obama’s historical visit to Turkey,
the Armenian Genocide issue, stimulated by the Turkish press in the
recent months, again appeared on the agenda of the official Ankara.

Therefore, the question becomes pivotal and the other details of the
US President’s visit remain under the shade.

All of these are directly conditioned by the joint press conference
of the US and Turkish Presidents, as well as the US President’s speech
at the Turkish Parliament (Mejlis).

Obama-Gul meeting lasted 80 minutes instead of the preliminary
planned 35 minutes. And at the joint press conference besides the
Armenian Genocide issue only the PKK issue was raised that the Turkish
newspapers didn’t even consider it necessary to touch upon.

What about President Obama’s speech at Mejlis, it lasted 26 minutes
when he, according to Milliet’s author Hasan Jamal, tried to pull in
either one or the other direction.

In his speech Barack Obama considered Turkey as an important ally of
the United States and US-Turkish relations as a model for the other
countries. He touched upon the Middle East peaceful settlement process
leading to establishment of Palestinian independent statehood. He also
spoke of the Iranian nuclear program mentioning that the USA had never
been and will not be at war with Islam. He identified the PKK with Al
Ghaida and raised the issue of necessary cooperation of Turkey with the
Kurdish authorities of Kurdistan, Northern Iraq. He touched upon the
Kurdish issue as well as the freedom of press and ethnic minorities
issues in Turkey. Obama underlined settlement of Cyprus issue and
necessity of reopening of the Greek theological academy in Istanbul.

And finally, within the framework of the Armenian Genocide he
highlighted regulation of Armenian-Turkish relations and opening of
the Armenian border of Turkey.

Before we touch upon the part of President Obama’s speech related to
the Armenian Genocide we want to recall what he had said at the joint
conference with President Gul, as it is an addition to his speech. At
April 6 joint conference Chicago Tribune correspondent asked President
Obama, "As a Senator You were on the Armenian-Americans’ side,
You took sides in adoption of the Armenian Genocide resolution and
announced that in case of being the US President You would recognize
the Armenian Genocide. Have You changed Your position?" President
Obama answered unequivocally, "My position on the issue is stated. I
haven’t changed my position on it".

In his speech at Turkish Mejlis Obama, in fornt of the Turkish
MPs, said, "History is always full of tragedies. But if people do
not overcome it, it becomes a heavy burden. In that sense, the two
countries should conciliate and take a course to a better future. I
am aware of the firm viewpoints available in this parliament connected
with the terrible incidents of 1915. But in case of delivering a speech
at Mejlis, I should touch upon the ominous incidents of 1915. It is
an issue that should be solved not by me but the Armenians and Turks
together. In this sense, it is necessary the Turkish and Armenian
people do honest, transparent and constructive work. We are the
witnesses of the historical steps made by the Armenian and Turkish
leaders. Opening of the border will return the well-off and peaceful
living to the Armenian and Turkish peoples. I want you to know that
the United States unequivocally support complete regulation of the
Armenian-Turkish relations".

Though at the joint press conference and in his speech at Mejlis Barack
Obama didn’t use the word ‘Genocide’, with the help of Chicago Tribune
correspondent, at Chanqaya hall, the phrase "Armenian Genocide" was
first pronounced officially, and Obama, re-affirming his position on
it, condemned to failure the Turkish steps to hamper the recognition
of the Armenian Genocide in the USA.

The US President, without pronouncing the word "Genocide", touched
upon the Genocide issue in front of the Turkish President Gul and
Turkish MPs, depriving them of any counteraction, moreover, they give
him a big round of applause. It means that Barack Obama’s speech was
prudent, convincing and impressive in sense of stimulation of the
Armenian Genocide issue.

work of Hovanes Tumanyan

Director of the library Hasmik Karapetyan said that today’s event
is a result of cooperation with ArmenTel, which has started since
transferring without charge the building that belongs to ArmenTel
to the branch of the library in Nork-Marash district of Yerevan for
3 years. She also added that the cooperation memorandum signed on 6
April of the current year will make it possible to extend the frames
of inter-action and envisages holding of numerous events.

TEHRAN ` Iranian Roads and Transportation Minister Hamid Behbahani and
his Armenian counterpart Gurgen Sargsian agreed in Yerevan on Friday
to establish a railway that would connect the two countries to the
Black Sea as a strategic transit route.

The 470-kilometer railway would take five years to build and cost up
to $1.2 billion to complete and would be financed by the World Bank
and the Asian Development Bank, he added.

According to Press TV, The railway is especially important to Yerevan
as it would connect the northern lake city of Sevan to the southern
city of Meghri, which borders Iran.

The Armenian official said, `The railway will ensure transport links
from South and Central Asia, the Far East, through Iran and Armenia’s
territory towards Georgia’s Black Sea ports,’ a move that will enhance
trade volume between the two countries.

According to IRIB, the Iranian minister also met Armenian Energy
Minister Armen Movsesian, saying that the two countries are developing
an all-out memorandum of understanding to reinforce economic
cooperation.

TEHRAN (FNA)- Iran and Armenia are to expand cooperation in the land
and railway transportation sector.

In separate meetings in Yerevan on Thursday, Iran’s Minister of
Roads and Transportation Hamid Behbahani and Armenia’s Ministers of
Energy and Natural Resources Armen Movsisian and of Transportation
and Communications Gurgen Sagsyan examined ways of expanding mutual
cooperation, particularly in the transportation sector, the Islamic
republic news agency reported.

The meetings were held on the sidelines of the Iran-Armenia Joint
Transportation Cooperation Commission session in Yerevan, where
the Iranian minister said Tehran is ready to help Armenia build the
Iran-Armenia railway track.

The Iranian party will also facilitate cargo transportation from
Armenia to Iran’s southern and northern ports and to other countries
via its territory.

not be the last one’, representative of the Swedish Trade Council
to Kiev, Helen Gustafsson, told ArmInfo during the Armenian-Swedish
business-forum in Yerevan.

To recall, the visit to Armenia was preceded by the similar visit to
Tbilisi. ‘Armenia and Georgia are new countries for Sweden and the
Swedish business, so our visit is of the fact-finding nature, based
on which the main topics of our meeting include the general economic
state of Armenia, in particular, in the sphere of infrastructures,
energy and IMF programmes. On the second day, we are going to hold a
more detailed discussion on the economic legislation and opportunities
of having business in your country’, H. Gustafsson said. According to
her, a number of representatives of Swedish companies, including ABB
Group (equipment for the power systems), ITT (production of water
pumps, equipment for their control and astewater treatment), Sapa
(aluminum profiles), WSP (mooring facilities) and Swedfund (venture
fund of the Swedish government) are taking part in the seminar. She
could not mention the volumes of the Swedish investments in Armenia
upon the results of the meeting. ‘Everything will depend on the
agreements of specific companies with the Armenian counterparts’,
she said. As for the activity of NASDAQ-OMX in Armenia, H. Gustafsson
said they performed huge and high-quality work.

She hopes their activity will further contribute to development of
the financial market in Armenia’.

General Aoun announced from Rabieh the Free Patriotic Movement
candidates for seats in Beirut I electoral district and they are:

Deputy Prime Minister Issam Abu Jamra for the Greek Orthodox seat

Nicolas Sahnawi for the Catholic seat

Massoud Achkar for the Maronite seat

Gregoire Caloste for the Catholic Armenian Catholic seat

Freij Sabonjian for the Orthodox Armenian seat

He continued answering reporters questions:

According to the General, the political program of the list would be
the same as the Free Patriotic Movement’s reform program. He called
on all the opposition supporters to back the announced list in the
upcoming elections. He regrets that some parties are thinking that
he will return the Syrians to Achrafieh and west Beirut. Addressing
those who wanted to be in the lists but could not at this time he asked
them for their support and each one will have his turn at one point.

Asked about the Tashnak the General said that they are our allies
and their alliance with MP Murr is separate, and does not concern
the FPM. He called upon the people to decide who they want for
MPs. Assuring that the FPM have chosen the best candidates and those
who have the highest chance of winning..

Aoun said that other electoral lists would be announced during the
few coming days.

The list’s announcement came a few hours after the Armenian Tashnak
party announced officially that it has refused MP Saad Hariri’s
offer of four parliamentary seats in return for voting for March
14 alliance’s full list of names in Beirut 1, the Metn and Zahle
districts. "After studying this offer … and during our second
meeting with MP Hariri (last night), we informed him about the
executive committee’s decision to form an Armenian MPs bloc that
will include five legislators" whose names were announced on Sunday,
the party said in a statement.
