active phase of large-scale military exercises in which the Armenian
peacekeepers and special forces.

Today active phase of large-scale military exercises are finalized
at the Marshal Bagramyan training ground in Armenia, attended by the
Armenian peacekeepers and special forces.

Armenian defense minister Seyran Ohanyan and the first deputy
minister and chief of general staff Yuri Khachaturov, as well as
other high-ranking military officials observed the course of exercises.

Shooting and landing from helicopters were practiced during exercises.

According to Colonel Artur Simonyan, the exercises involved
about 900 soldiers and officers of the Armenian army.

Interstate Statistical Committee of the CIS published H1 2009
totals. According to them, industrial production in CIS declined by 15%
and consumer prices increased by 13%. The slump is recorded in Ukraine,
unlike Uzbekistan that experiences economic boom.

Ukraine rates first by industrial output decline -31.1% compared to
H1 2009.

Moldova is ranked second with 24.9%, Kyrgyzstan -17.9%, Russia – 14.8%,
Tajikistan-13.3%, Armenia-11.5% and Kazakhstan-2.7% respectively.

The Armenian prime minister Tigran Sargsyan today met with the newly
appointed president of the Interstate bank Igor Suvorov.

Igor Suvorov presented to the prime minister the activities of the bank
and its strategy, as well as the projects being implemented in Armenia.

The sides dwelt on the projects concerning the energetic sphere and
the problems of the Nairit plant.

The Armenian prime minister Tigran Sargsyan said ready to assist the
solution of the issues relating to the activities of the bank.

Generator-Stator For New Gas-Turbine Block Transported To Armenia

Generator-stator for the new gas-turbine block being built on the
base of Yerevan Thermo Plant has been transported today to Armenia
from Germany, on the biggest plane of the world – Ukrainian AN 225.

Armenian Energy and Natural Resources Minister Armen Movsisyan said
that the device is very heavy and is not of standard sizes, that is
why a transportation scheme was developed and a contract was signed
with the "Antonov Airlines" company which successfully completed
the transportation.

Another such device is intended to be brought to Armenia in two
days. The minister said that the major part of devises have been
acquired which means that the plant will be operated on time or even
earlier. The intended time is April 2010.

Speaking about the efficiency of the new plant, A. Movsisyan said
that if the existing plants are using 380-400 gm of gas for producing
1 kilowatt electricity the gas-turbine will spent 150-180 gm. The
minister assured that from the ecological viewpoint the new plant
will be more secure and the emissions will reduce.

The transportation means for taking the devise to Yerevan Thermo
Plant from the airport are ready.

/PanARMENIAN.Net/ Within July of 2009 251 085 tons of cargo was
transported instead of projected 277 600 tones, corporate center for
road transport services South Caucasus railway JSC reports.

Overall turnover of SCR in July amounted to 58 778 276 tons. Freight
traffic fulfilled at 90.4 per cent of projected amount for July 2009.

Within July, the export traffic reached 24 614 tones, accounting for
38.7 per cent of projected amount. Most of the exports were cement,
building materials, scrap metals and industrial raw materials.

The import traffic reached 98 045 tones, accounting for 96.1 per
cent of projected amount. Most of imports were sugar, grain cargo,
oil cargo, fertilizers, and metals.

The domestic traffic amounted to 113 607 tons, accounting for 101.4
per cent of projected level. The industrial raw materials, cement,
nonferrous metal ores were transported locally, SCR press office
reports.

Manoukian performs in Beiteddine alongside members of Gypsy Kings

BEITEDDINE: "Why do I love life?" Guy Manoukian asked his eager
audience on Sunday evening, a bashful smile drawn across his face
as he sat behind his piano. "I love life because I am Lebanese,
because Lebanon is my inspiration." An ardent crowd cheered as the
wistful sound of the oud resonated around the auditorium, soon to
be accompanied by the swooping strings of the Armenian Philharmonic
Orchestra.

The video clips of pre-Civil War Lebanese life, projected on a large
screen upstage of Manoukian and his ensemble, were almost unbearably
poignant in hindsight. The Martyrs Square statue, the clock-tower
of the American University of Beirut, Byblos harbor and the Beirut
hippodrome all flashed by in sepia-tinted glory.

Together with these nostalgia-laden projections, Manoukian’s evocative,
if unnamed, composition melded to form a symphony of yearning.

"I want to live in Lebanon," Manoukian continued, much to the crowd’s
delight. "I want to raise my children in Lebanon and I want to die
in Lebanon."

Manoukian opened his two-hour long concert with a composition from his
new album "Assouman." The composer gleefully reminded his audience
that "Assouman" has been top of the Lebanese charts for the past
eight weeks, and cordially thanked all his fans for their part in
his success.

Manoukian’s magnetism lies not only within the compositions
themselves – which range from the utterly nostalgic and hypnotic to
the tremendously jolly and dynamic – but also within the eclectic
assortment of instruments used.

The electric guitar might sound an odd bedfellow for the derbake, for
example, and likewise the bouzouki with the saxophone. In Manoukian’s
genre-splicing arrangement, however, these instruments combine to
form new worlds of fusion.

Anyone assuming that Manoukian would be the star of the show was quite
mistaken. Between the hefty presence of the APO’s string section,
and a team of percussionists, pipers and bouzouki players, Manoukian’s
piano was very often overshadowed by his accompanists.

Modest Manoukian seemed to take some pride in the array of musicians
he’d amassed for the evening, often boasting that his percussionist
was the best in the world, for example, as was his string section.

The young musician also had a constant parade of guest musicians on
stage. Among them were Nicole Bidan and Boogie Breeze, who perform a
Broadway-esque love duet on Manoukian’s latest album, and Leyla Dash,
the vocalist on his hit single "Shooting Star."

Dash, who came all the way from Switzerland for the performance,
emerged in a glittering golden gown as if dressed for the Oscars. Given
her get-up, it seemed appropriate that the buxom blonde make a
gushing thank-you speech to all the fans who made "Shooting Star"
such a success in Lebanon. Without further ado, the singer disappeared
from the stage, leaving many in the audience confused as to why she
refrained from performing.

The spectators’ discontent did not last for long, however. Mario Reyes
of the Gypsy Kings appeared with two of his band-mates to perform
their international smash-hit "Bamboleo." Audience members began
staggering to their feet in order to shake to the band’s flamenco-
infused pop sound.

"I have a surprise for the Lebanese audience," said Manoukian, smiling
widely, as he and the Gypsy Kings broke into a stirring rendition of
"Mustapha ya Mustapha." This was swiftly followed by a bizarre medley
of danceable tunes, including disco-favorite "Macarena," patriotic
"Rajiaa Yitaammar Lubnan" ("Lebanon will be re-built"), and "Tallou
Hbabna Tallou" ("Here Come our Beloved ones").

A group of lusty lads in the aisles broke into an approximation of
the debkeh as many others swarmed to the front. By the time the Gypsy
Kings had retired, much of the audience had abandoned their seats
and gathered in front the stage, a mass of bodies all holding their
phone cameras aloft.

In what may have been a reference to Deep Purple’s barnstorming
performance at Baalbeck a few weeks ago, guitarist Richard Hayek –
at Manoukian’s signal – thrashed out the chords of Deep Purple’s
"Smoke on the Water."

After pulling all these tricks out of the box, an encore seemed
a little superfluous. Manoukian and friends vanished from the
stage. The audience, perhaps a little wearied after the interval-free
two-hour-long show, seemed perfectly happy to go home.

At its statutory meeting last Saturday, the ‘Artsakh Republic’
initiative group announced a drive for signatures aimed to rename the
Nagorno-Karabakh Republic into the Republic of Artsakh, to declare
the liberated territories a zone of vital national interests and
create a foundation for territories’ settlement.

The statement signed by six group members reads: "We, the
undersigned, considering the declared statements a platform for
further accomplishments, made a decision to reach the following as an
ultimate aim: 1. To rename Nagorno-Karabakh Republic into the Republic
of Artsakh 2. To declare the liberated territories a zone of vital
national interests 3. To create all-national trust foundation for
settling the liberated territories by Armenian refugees, ensure there
economic growth to nullify the misbalance with Azerbaijani forces."

The signers launched a drive for signatures in Karabakh to realize
the aforementioned points.

Rising Unemployment Reported In Armenia In H1

The official unemployment rate in Armenia in the first half of 2009
averaged 6.7%, according to labour market figures from the country’s
National Statistical Service. This result marks an increase in
joblessness compared with the rate of 6.3% reported for 2008 as
a whole. The number of officially registered unemployed in the
first half in the economy totalled 79,100, in an annual increase of
6.0%. Meanwhile, a total of 1.099 million people were reported to be
employed, marking a fall of 0.7% in annual terms. In addition, the
Statistical Service also reported that the average nominal monthly
wage for the period registered 98,138 dram ($266US), rising by 12.7%
year-on-year (y/y) in the first half and by 4.0% y/y in June alone.

Significance:The recent falling trend in reported Armenian
unemployment has reversed in the newest developments, with official
monthly figures for January-June suggesting a gradual but steady
increase in the jobless rate. This increase was expected, given the
significant downturn the economy is currently suffering. Moreover,
while indicating plausible trends, the official labour market data
do not fully reflect the severity of the recession. This is because
only a low share of the unemployed register as job seekers, due to
the still poor incentives of doing so. Consequently, the true jobless
rate is likely to exceed the reported one.

For getting involved with a female patient, a Sandwich psychologist
recently lost his license to practice for a month.

The Illinois Department of Professional Regulation suspended William
A. Hovsepian’s license July 17 for having had an "improper personal
relationship with a female patient." The suspension is to end Sunday,
Aug. 16. The state announced the suspension last week.

Hovsepian’s license is also to be on probation for at least two
years. During the probation, Hovsepian is to not see or treat female
patients without the presence of another patient, caregiver, spouse or
parent. Hovsepian also is to undergo psychotherapy, meet twice per
month with a clinical psychologist and attend a semester-long
graduate-level course in ethics with an emphasis on "boundary issues."

Hovsepian also has an office in Elmhurst. The state fined and
reprimanded Hovsepian in 1998 for failing to properly establish and
maintain patient records. He was first licensed to practice in
Illinois in 1981.

The receptionist at Hovsepian’s Elmhurst office told The Times Monday
morning Hovsepian was out of the office for the next two weeks, but
she would try to contact him to call The Times. As of Tuesday night,
Hovsepian had not called.

ArmInfo. Armenian Foreign Ministry highlights unserious speculations on
"delivery of Iranian weapons via Armenia"

"This is so unserious, that there is no need for comments," Tigran
Balayan, Head of the Armenian Foreign Ministry Press Service for Media,
told ArmInfo.

Thus, Italian newspaper Corriere della Sera has made the tragic crash
of the plane making Tehran-Yerevan flight on July 15 a subject for
speculations.

The newspaper reports that the reason of the crash that killed 168
people was nothing but explosion of weapons allegedly delivered
to the fighters of Hezbollah. Israel and Azerbaijan have easily
"caught the bug". Particularly, a certain Israeli commentator Alex
Vexler took the liberty to declare on the Israeli Russian-language TV
channel "Israel plus" that "Iran has agreed with Armenia on delivery
of weapons to the terrorist organization Hezbollah and the military
cargo is further delivered from Yerevan to Turkey, Syria and Lebanon
to the storage depots of Hezbollah." Nevertheless, the commentator did
not bother to explain how the weapons are "delivered" from Armenia,
for instance, to Turkey, which Armenia has neither diplomatic ties
nor open borders with. In addition, the Israeli analyst says that
several members of the Islamic Revolution Guards Corps (IRGC) were on
board of the crashed plane. He says that IRGC representatives could
not arrive in Yerevan without official support of Armenia and that
the Government of Armenia was allegedly informed.
