YEREVAN, OCTOBER 20, NOYAN TAPAN. The Miatsum national initiative has
collected nearly 9500 signatures in the signature collection against
the Armenian-Turkish protocols and Madrid Principles held for 10
days in various Yerevan communities. As initiative representative
Armen Yeghian said at an October 20 press conference, after signing
the protocols the RA authorities started to exert pressure and to
hinder the signature collection. In particular, in his words, last
week in the Nor Nork district "nearly 20 dregs made an attempt of a
provocation," however they failed.

According to another representative of the initiative, Tigran
Khzmalian, persecutions of politically active figures are actions done
by special services. In his words, it is done within the framework
of the demand to suppress the nationalistic moods of the protocols. T.

Khzmalian is also a member of the Committee of Political Prisoners,
on behalf of which he declared: "Persons pressed in connection with
Armenian-Turkish relations will be considered politically persecuted
persons and will be protected as political prisoners."

received the parliamentary delegation of the Netherlands, led by
the chairman of the Standing Committee on Foreign Relations of the
Parliament of the Netherlands, Vice President of the Parliamentary
Assembly of NATO Hendrik Jan Ormel.

Welcoming the guests, Armenian Speaker praised the Armenia-Netherlands
inter-parliamentary cooperation, in particular, the program "East-West"
of the Dutch Parliament.

The two sides agreed to strengthen inter-parliamentary cooperation
between the two countries to facilitate the process of European
integration of Armenia and the establishment of a long-lasting peace
in the South Caucasus.

During the meeting the speaker of the RA Parliament presented Armenia’s
position on the Nagorno Karabakh conflict settlement and normalization
of relations with Turkey, press service of the National Assembly of

The World Bank welcomes the prospective opening of the Armenian-Turkish
border and expresses the readiness to assist that process, World Bank
Managing Director Ngozi Okonjo-Iweala said.

The open border will give Armenia an access to the sea and offer
new development opportunities, she said. The World Bank is ready to
cooperate with the Armenian and Turkish governments in that project,
she added.

Armenia must be open to competition and new opportunities, Okonjo-
Iweala said.

The border opening prospect emerged with the recent signing of
bilateral protocols.

Armenia and Turkey closed the border and broke off diplomatic relations
in 1993. Bilateral trade is mostly conducted via Georgia.

According to official statistics, trade neared $260 million in 2008.

Discussions on the Armenian-Turkish protocols revealed an interesting
topic that is constantly being mentioned, but is not elaborated until
the end – turkofobia. It is in the air, but few people say about it,
apparently because of sensitivity about the subject. However, all
judgments and fears in relation to the Armenian-Turkish settlement are
reduced, ultimately, to this subject. No one in Armenia is against
open borders, few deny the need for regional integration, but many
affirm that they would not be afraid of opening the borders, if it was
not the Turks, but any other nation. Moreover, there are a number of
qualities with which the Armenians characterize the Turks and, above
all, it is expansiveness. The Armenians, on the basis of historical
experience and free communication with the Turks (and Azeri Turks)
during the Soviet period, claim that they can in a short period of
time make not only economic but also demographic expansion. An example
of such expansion is in everyone’s memory: during the disintegration
of the Union not only in Nakhichevan and in Karabakh, but also in a
large part of the Armenian SSR, the Azerbaijani population grew at
an arithmetic progression.

The Soviet propaganda of peoples’ friendship did not allow
dwelling on this subject, but it is always present at the household
level. Moreover, such an attitude towards the Turks mostly was not
expressed in hatred towards the Turks, especially aggression, just
one in his heart thought that it would be better if they were not
present in the Armenian society.

This was the dominant feeling during the hostilities in Karabakh,
in which result the Turkish population nearly abandoned the Armenian
Karabakh and Armenia. And now many of those Armenians who lived
in areas densely populated by Turks, say, again not in full voice,
that life has become easier. Yes, with the Turks it was easier to
trade, they established friendly relations with many, but the danger
of expansion was hanging over their heads every minute, and since it
happened so, let it remain so. This view can be heard in many Armenian
villages Vayots Dzor, in Karabakh the more so.

In the post-Soviet period, the Soviet propaganda of friendship between
peoples has been replaced by the idea of globalization, the equality
of all races and peoples. Talking about the exuberance again became
inconvenient, and we now shamefully camouflage the desire to see the
Turks in Armenia, threats of economic and other measures. But on this
topic we will probably have to talk, even if it may seem obscurantist
in the 21st century. Even though, on the other hand, ethnic phobias
exist even in the "developed" Europe. Even if we say that in the
streets of European cities, there are many non-European people,
we should not forget that they are not in the public administration
systems of these countries, neither in the big business nor in areas
having an impact on world politics. Barack Obama was to confirm
the myth of the equality of all races and peoples, but the general
surprise at his election, rather, confirmed this mythical equality.

Referring to the Armenian-Turkish normalization protocols, in his
edition in The New Europe Charles Tan said diplomacy may fool the
world or change the Caucasus.

Experts hope the normalization of the relations between Armenia and
Turkey may pull Azerbaijan into making even graver suggestions over
Nagorno-Karabakh conflict.

‘Azerbaijani authorities are well aware now that any concessions made
over Karabakh will mark Armenia’s diplomatic victory over Turkey: open
the border and reinforce Armenia’s independence. The clamor against
Armenia-Turkey normalization arisen by Azerbaijan aims at enraging
its western neighbor – Turkey, the approval of which is to be of
vitalsignificance since Azerbaijan is hoping for a wider integration
into the Euro-Atlantic security and economic institutions," the author
says, highlighting that Armenia is going to as much benefit from the
agreement as Turkey.

"Turkey still has a long way to take before it can convince the EU
over its readiness to join the institution," Tan concludes.

and resolve their problems peacefully. "We discussed these issues
at Turkic countries’ summit in Nakhichevan. I also believe, Turkic
countries have to maintain good relations with their neighbors. In
this connection, I support normalization of ties between Turkey and
Armenia," Kazakhstan President Nursultan Nazarbayev stated.

According to Nazarbayev, word community has to take maximum efforts
for Karabakh issue to be resolved and peace established in Caucasus.

He reminded that Turkish Premier Recep Tayyip Erdogan promised
Azerbaijan that the border will not be opened until Karabakh issue
is resolved, Sabah Turkish newspaper reported.

Regional integration will provide economic growth in regional states,
IMF Executive Director Ambroise Fayolle stated, commenting on possible
consequences Armenia will face with RA-Turkish border opening. ”IMF
experience in other regions proves opening of border and regional
integration promote economic development in the country,’ he said.
Still, Ambroise Fayolle fount it difficult to provide exact forecasts
over consequences of opening border with Turkey for lack of research
data on he issue.

Ambroise Fayolle stated. `RA economy will be restored through
government-implemented money-and-credit and fiscal policy as well as

IMF forecasts 15% economic downturn in 2009 in Armenia.

President Serzh Sargsyan and the board of International Monetary
Fund’s (IMF) Executive Directors, have made assessments on Armenia-IMF
cooperation. Fund representatives stressed that Armenia had perfectly
complied with its commitments.

During the meeting, parties exchanged views on problems caused by
global financial-economic crisis. Sargsyan said that all possible
measures were being taken for making effective use of existing
potentials and financial resources.

Armenia, of course, must be prepared for different scenarios in the
process of normalization of Armenia-Turkey relations, RA prime
minister of Armenia Tigran Sargsyan said.

"Naturally, we must be prepared to different developments." According
to the Prime Minister Armenia must be ready for the scenario when the
border with Turkey may not open. "For this case, the government has
already developed a strategy," the Prime Minister said.

Tigran Sargsyan added that the Armenian-Turkish relations are
conditioned only by the opening of the border. "First and foremost,
these relations are moral, psychological, and cultural. In this
respect, we and the Turks have the feeling of inferiority originating
primarily from the Armenian Genocide, " the Armenian prime minister
stressed. He emphasized, that the recognition of the Armenian Genocide
by Turkey first of all is on the agenda.

The European Commission proposed on the 14 of October 2009 to the
Council to provide macro-financial assistance to Armenia, in the form
of a loan of up to 65 million and of a grant of up to 35 million.
The assistance will support the adjustment program agreed by the
Armenian government with the International Monetary Fund to help the
country through the global crisis.

The proposed financing will complement the financial resources
provided by the EU, in the form of budget support programs financed
under the European Neighborhood and Partnership Instrument.

The World Bank Managing Director, Ms. Ngozi Okonjo-Iweala, will travel
to Armenia, Georgia and Azerbaijan on October 17-21. The aim of her
visit is to discuss with the respective governments, development
partners and civil society the impact of the financial crisis in the
South Caucasus and to find ways to help ease the crisis and enable
sustainable economic growth.

A memorandum on the `Legal Protection of Small and Medium Enterprises’
Economic Competition’ was signed in Yerevan on October 16.

The trilateral memorandum was signed by RA State Committee for the
Protection of Economic Competition, YSU Center for European Law and
Integration and Brave legal company.

The document is aimed raising society and business circles’ awareness
of protecting competition.

Armenia ranks as the 10th country in fight against money laundering
and terrorism funding, Head of RA CBA Financial Monitoring Centre
Daniel Azatyan told a news conference in Yerevan.

He told journalists that a leading country in the list is Slovenia;
Cyprus, Hungary and Baltic states come next. All CIS countries fall
behind Armenia, with Russia ranking as the 13th and Ukraine as the
25th state directly followed by Georgia. Azerbaijan is the 25th
country in the list. Countries like Serbia, Macedonia and Montenegro
were not included in evaluation report.

RA Government intends to gain time till the crisis is overcome in
developed countries, ARF Dashnaktsutyun financial counselor, RA MP Ara
Nranyan told PanARMENIAN.Net reporter, commenting on RA government
-implemented anti-crisis policy.

According to him, in the beginning of 2009, RA Premier issued
statements on the necessity of anti-crisis activities, yet, upon
receiving international credits, structural changes scheduled were
forgotten.

In this context, ARF Dashnaktsutyun financial counselor added that the
next crisis will affect RA economy more severely unless structural
changes are introduced to increase the level of economic security in
the country.

Discussion of the draft law "On the anti-trust regulation’ was held in
Yerevan. The working group is coordinated by the chairman of the
"Political Economy" research center Andranik Tevanyan.

As he said in an interview with a PanARMENIAN.Net reporter, the
Armenian economy suffers several diseases: monopolies, non-market
relations of various commodity and service markets, leading to the
merge of business and politics.

"Of course, we do not think results will be very tangible for our
society, but it is a step forward, and making such steps we can
ultimately achieve some success on the way to normal market
relations," he added.

According Andranik Tevanyan, this is largely dependent on the
political forces of Armenia, society, and on the relationships inside
the system.

He stressed the importance of establishing the antimonopoly authority,
which, together with the State Commission for the Protection of
Economic Competition of Armenia (SCPEC) Armenia will monitor and
regulate relations in the economy. "That is a new structure to prevent
creation of unnatural monopolies and to regulate natural monopolies,
establishing the rate of profit for them," Andranik Tevanyan said.
Cooperation of the two agencies, he believes, will optimize the
anti-monopoly activities in the country.

Opening of RA-Turkish border will create potentials for installing new
optical Internet network, UITE Executive Director Karen Vardanyan told
a news conference in Yerevan. `There are no serious problems from
technical viewpoint, and after opening of border the problem will be
resolved within shortest terms,’ he noted.

Besides, expert believes that optical Internet via Turkey will create
better information security guarantees. Even though no specific
agreement has been reached so far, many big companies such as ArmenTel
and Turkish Telecom are interested in the project, he said.
To become a technological country, Armenia should improve the
efficiency of the fiscal authorities, Karen Vardanyan, UITE executive
director told a press conference today. According to him, UITE
launched the "customs and tax reforms in cooperation with public and
private sectors", which will speed up the production chain and change
the approaches of the fiscal authorities, those reforms will enable to
make IT-products more affordable and suitable for the foreign market.
"Now the fiscal authorities are working against this chain, pursuing
only short-term benefits, like filling the state budget," he said.

The main problem existing in IT industry: double taxation. A number of
products (robotics, automated control systems) should be deprived from
it. The program, according to Karen Vardanyan, will reduce corruption
risks and enable Armenian companies to compete in foreign markets. The
main consumers of Armenian IT-products are the U.S., Europe and
Russia. "The ration of exports and internal consumption now reached 60
per cent and 40 per cent, while in 2006 the ratio was 80 per cent and
20 per cent," he said. The vision of UITE for the nearest future is 50
per cent to 50 per cent, Karen Vardanyan said.

development, Karen Vardanyan said. `We should decide what country we
want in 10-15 years’ time, and what spheres should be locomotives for
its development,’ he said. Government determines situational problems

Vardanyan positively assessed Armenian Government’s anti-crisis
measures towards maintaining the level of social expenses, however,
`if that is not accompanied by strategic development, we may face
great problems in future.’

ArmRosGasprom hold negotiations with Gazprom Export to reduce prices
for gas deliveries from Russia to Armenia, spokesperson of
«ArmRosGazprom» Shushan Sardaryan told PanARMENIAN.Net. According to
her, the long-term contract between two partners provides an
incremental tariff policy.

Shushan Sardaryan informed that the contract stated that between April
1, 2009 and March 31, 2010 the price for 1000 cubic meters amounts to
200 USD, and in April, during transition to the next phase of tariff
policy, the prices may decrease. "We are negotiating with Gazprom
Export, a possible price reduction for gas delivered from Russia to
Armenia", – she said.
The pricing policy for Russian gas were discussed during the meeting
of the Presidents of Armenia Serzh Sargsyan and President of Russia
Dmitry Medvedev in Moscow.

The Central Bank of Armenia is waiting for the economic situation to
clear up, said Nienke Oomes, IMF Resident Representative in Armenia.

`I positively assess the CB policy. Economy is being stabilized and
maybe the CB will reconsider its position in a month,’ Ms. Oomes told
a PanARMENIAN.Net reporter.

She also emphasized that Armenia’s economy strongly depends on Russia’s.

As to the crediting system, Ms. Oomes remarked that commercial banks
do not allow credit as they fear not to get the funds back. `Crediting
by commercial banks will be possible if the country’s economy is
stabilized,’ she said.

during a summit of the post-Soviet Commonwealth of Independent States

Sargsyan received today Ukrainian Industrial Policy Minister,
co-chairman of the Armenian-Ukrainian trade-economic inter-governmental
cooperation commission Vladimir Novitski.

Governmental press service told Armenpress that greeting the guest
Tigran Sargsyan said that there are opportunities for development in
Armenian-Ukrainian economic relations and big not used potential.

The prime minister pointed out that it is necessary to activate
the works of the inter-governmental commission which may give new
impetus to the development of bilateral economic relations. In that
pre-context the prime minister welcomed the visit of the delegation
of the governor of the Ukrainian province of Kharkov highlighting
the boosting of cooperation between the provinces of the two countries.

Though global economic crisis brought to decrease of volume of
trade turnover between the two countries, the interlocutors expressed
assurance that the current level of trade turnover does not correspond
to real economic potential of the two countries and it is necessary
to undertake means for their expansion and the inter-governmental
commission may have a serious role in it.

The head of the government expressed hope that the activation of
works of inter-governmental commission will promote the development
of economic relations and noted that there are wide opportunities
for mutually beneficial cooperation.

Ankara, believes that recent developments in Turkey’s policy are caused
by fears that the country has lesschances for EU membership. Turkey
introduced its recent considerations in an October 15 meeting between
Israeli and British Foreign Ministers, which took place in Jerusalem.

An escalating tension is being observed in Jerusalem-Ankara relations,
especially after Turkey’s canceling NATO exercises which also envisaged
Israel’s participation.

The latest incident occurred when Foreign Minister Avigdor Liberman
called acting Turkish Ambassador in Israel and voiced Jerusalem’s
protest against Turkish TV show which represented TSAKHAL as an army
of blood-thirsty murderers.

Amichai told British representatives that Turks were not absolutely
concerned by German Chancellor Angel Merkel and French President
Nicola Sarcozi’s objections to Turkey’s EU membership.

Another explanation to Turkey’s new political course concerned
high-ranking religious Muslims’ representation in Turkish army which
served as a kind of balance of powers, having secular leaders.

Amichai accounts for increasing Islamization and extending ties with
Syria by the fact that Erdogan Administration feels Turkish people’s
inability to act as mediators between Israelis, Palestinians and
Syrians.

"International community possesses enough tools of pressure to change

"As it was put to me by a former American envoy that was trying to
mediate to solve the thorny Nagorno-Karabakh issue, &’it is difficult
to expect the Karabakh Armenians to be good citizens of Azerbaijan,’
the article by political analyst Barcin Yinanc published in Turkish
Hurriyet daily reads.

NEWS.am posts the full text of the article:

"I do not think that the Turkish bureaucracy thinks
differently. However hard it may be for the Azerbaijanis to grasp
this fact, the reality is that Karabakh is not in the international
agenda and there is a feeling of accepting the situation in the ground.

Actually Azerbaijan itself might be approaching to that point. The
rhetoric of the Azeri leadership that time is on their side and that
Karabakh will be taken back through military means if necessary has
stopped after the war between Russia and Georgia last year. Baku has
seen that while due to petrodollars the Azerbaijani army got stronger
than Armenian army, a war with Armenia might fire back since Russia
might intervene for the sake of its last remaining ally in the
region. And as a natural rival of Azerbaijan on the energy world,
Moscow would have more reasons to intervene in favor of Yerevan than
the need for show solidarity with its ally.

Azerbaijani leadership is most probably close to the point of
accepting that it will not be possible to have Karabakh under the
total sovereignty of Azerbaijan. In fact the formula international
mediators were working was called at one stage "independence minus,"
meaning that Karabakh will have the highest level of autonomy, but
won’t have full independence.

As the likelihood of the Azerbaijani people to topple the government
on the grounds of a "sell out on Karabakh," is very dim, the matters
lay totally in the hands of the Azerbaijani leadership.

Azerbaijan relies heavily on Turkey for a fair solution to the
problem. It will be much more confident on looking for a breakthrough i
there is an undeniable loss of confidence on the part of Baku towards
the present government. And let’s face it, the ruling Justice and
Government Party, or AKP, is not head over hills for Azerbaijan. As a
matter of fact the AKP government is not fond of any Turkic republics
of Central Asia. It is not a secret that AKP leadership feels more
at home in the Islamic states of the Arab worlds than the secular
Turkic republic which might even be considered by AKP affiliates even
as atheists.

I certainly would not want it to happen, yet as the name itself
suggest let’s dream of a utopist scenario in which the army had
intervenes and the AKP leaders find themselves oblige to leave the
country to exile. They would most probably end up in Cidde or Quala
Lumpur rather than Baku or Astana.

In short, there is a mutual dislike, leading to a distrust which
makes coordination on the Karabakh issue even more difficult.

The AKP government has taken a bold step to pave the way to normalize
relations with Armenia. Yet it can not continue the normalization
process at the expense of relations with Baku. Nagorno-Karabakh might
not carry a strategic value for Turkey. Yet Azeri oil and gas have
strategic importance for Turkey. Azerbaijan is critical for Turkey’s
energy policies.

If the government is decided to go ahead with the reconciliation
process with Armenia but can not afford to lose Azerbaijan, then it
should seek ways to build confidence. President Abdullah Gul or Prime
Minister Recep Tayyip Erdogan should not bother going to Baku. As I
stated earlier, whatever they say does not have a positive impact.

What needs to be done is to send prominent Turkish figures who
are known to be respected in Azerbaijan. Former President Suleyman
Demirel, or former Parliament Speaker Hikmet Cetin, who are known to
be influential in Azerbaijan could be sent to Baku as envoys.

This way, the confidence of the Azerbaijanis could be reestablished,
enabling them to approach the reconciliation process with Armenia with
less suspicion. This can erbaijani leadership to be more forthcoming
for a breakthrough in Karabakh and thus having the two process,
Armenian-Turkish, Armenian-Azerbaijani, reconciliation to affect each
other positively."
