USA TO PROVIDE EQUAL AID PACKAGE TO AZERBAIJAN, ARMENIA

BAKU, DECEMBER 23. ARMINFO. The US Congress intends to provide equal
military assistance to Azerbaijan and Armenia next year, the US
ambassador to Azerbaijan Reno Harnish said. Considering Azerbaijan’s
active involvement in the anti-terror coalition, the US President has
proposed to set the military assistance to Azerbaijan in 2005 at $8
million, he said. However, the US Congress exercised its authority
and set the figure at $2 million, the same package to be allocated to
Armenia. But the law on foreign allocations is not the only source
to be used in providing military aid to Azerbaijan, the ambassador
said. “We highly appreciate cooperation with Azerbaijan in the area
of security and fighting global terror,” said Harnish, adding that the
US administration plans to continue this collaboration in the future.

Baku, 21 December: Although the constitution and legislation guarantee
freedom of speech and the press, in practice, the government restricts
these rights and self-censorship is common, the US human rights
organization Freedom House said in its annual report on the press
situation in Azerbaijan.

The report said that dozens of verdicts on libel and insult cases
were issued against independent journalists in 2003. The opposition
newspaper Yeni Musavat and the magazine Monitor were persecuted most
of all.

Before and after the 2003 presidential elections, journalists were
subjected to unprecedented pressure, persecution and arrests. In
particular, the editor of Yeni Musavat newspaper, Rauf Arifoglu,
was arrested.

The state TV channel and private TV stations of Azerbaijan are
controlled by the authorities. The access of the press to the state
printing house was restricted in 2003. The economic situation in
the country does not allow the press to survive and the authorities
are putting pressure on businessmen to discourage them from placing
advertisements in the opposition mass media. All this allows us to
say that the press in Azerbaijan is not free, Freedom House said in
its report.

CHAIRMAN OF BOARD OF BANK TURANALEM YERZHAN TATISHEV PERISHED
TRAGICALLY ON SUNDAY MORNING

YEREVAN, December 20. /ARKA/. On Sunday morning 38 years old Chairman
of Board of Directors of JSC Bank TuranAlem Yerzhan Tatishev perished
tragically as a result of accident on hunting, as the Press Bank
Service reports. The extraordinary meeting of the Board of Director
of the bank was elected Deputy Chairman of Board of Directors
Mameshtegi Saduakas Khalyksovetully. “Bank TuranAlem officially
states on preservation of its stable activity in accordance to
earlier stated strategy and will continue the activity of all
representations, affiliates and cash departments in previous regime”,
the statement of the bank says.
As Chairman of the central bank of Armenia Tigran Sargsyan stated
Kazakh Bank TuranAlem was planning to acquire 100% of shares of one
of the Armenian banks. Relevant negotiations are already being held
and Armenian and Kazakh bank signed preliminary agreement.
JSC Bank TuranAlem was established in 1997, in October 1998 it was
reorganized to OJSC Bank TuranAlem. It has 23 affiliates in
Kazakhstan, as well as three representations in Russia, Ukraine and
China. The shareholders of the Bank are EBRD, Raiffeisen Zentralbank,
International Financial Corporation, DEG (Investments Company of the
German Government), Dutch Development Bank (FMO).
The assets of the Bank as per international standards as of Nov 12004
made around USD 4b (the sixth place among CIS private banks).
Currently the Bank’s banking network include Slavinvestbank,
Transbank (Ukraine), Astana-Eximbank (Belarus), Omskbank. Recently
Bank TuranAlem stated on its plans around opening affiliates in
Azerbaijan and Armenia and on purchasing of a bank in Tatarstan
(Russia). TuranAlem has representations in Moscow, Ekaterinburg,

decree on convocation of RA NA special session on Dec 24, 2004.
According to RA President’s Press Service Department, the agenda of
the session includes about 20 issues, in particular, the issue of
discussion of the draft law on the RA state budget-2005, as well as
amendments and additions to tax, customs and judicial-executive
legislations, and the laws on administrative violations and pensions.

Turkey’s bid for European membership is full of contradictions

The European Union and Turkey took a fateful decision this week.
Unease, pride, anger and an element of guile are evident on each
side. The settlement which it brings over Cyprus – much as it is to
be desired – should not conceal from us the collisions between
different values, and between the aims of decision makers and the
instincts of their peoples, that lie ahead.
Nothing illustrated so well the disjunction between carefully
formulated common aspirations and the reality of divergent values
than the situation earlier this year. A final assessment of Turkey’s
application was being undertaken at about the same time as the
European parliament was revolting against Jose Manuel Barroso’s
choice of Rocco Buttiglione as justice commissioner. The objections
to Buttiglione were that he held traditional Catholic views on
homosexuality and the role of women. Can we imagine for a moment how
a majority of Turkish MEPs, had they been present, would have voted
on the issue?

The party from which most of them would have been drawn had just
withdrawn a proposal to criminalise adultery because it had
discovered to its surprise that the measure was offensive to the
union. Tayyip Erdogan, the Turkish prime minister, nevertheless made
it clear that Turkey had no intention of trading its social and
cultural values for EU membership. And why should he not do so, as a
conservative Muslim? Yet the same MEPs who were outraged by
Buttiglione’s views have now voted for accession negotiations with
Turkey to begin. They are either oblivious to contradiction, or they
conceive of the negotiations as a project to transform Turkey into a
country happy to be in the close company of a Britain soon to abolish
the blasphemy laws, or a Spain moving to endorse gay marriage.

That may happen. After all, 30 years ago Spain, Italy, and Ireland,
to take just three examples, were societies that appeared to be
deeply religious, and they appear much less so today. But that does
not mean Turkey will go in the same direction, and it is not the
direction in which Erdogan and his Justice and Development party, the
AKP, wish to take their country.

When the AKP’s predecessor, the Welfare party, came to power in 1996,
a party journal declared: “For almost a century, the foes of Islam
have governed Turkey. Now a new period begins.” Erdogan clearly has
no intention of confronting the Kemalist division between religion
and the state, but a shift of power toward the religious and, in
particular, toward the religiously educated has been obvious in
Turkey for at least the past 10 years.

The irony is that the European political forces opposed to Turkey’s
entry because it is Muslim are precisely those likely to be in broad
agreement with the conservative social views of Erdogan and his
party, and with their conviction of the centrality of religious
faith. Equally, the political forces in Europe most in favour of
Turkish entry are the left and liberal groups least likely to share
such views.

Surely there are grounds for trouble here. The stage is set for a
struggle in which Turkey, at least as long as the AKP is in charge,
tries to take from Europe what it wants in terms of economic and
security advantage, and tries to change what it deems essential as
little as possible – while Europe demands its pound of liberal flesh.
It is not only religious values that will be at issue, but deeply
established habits of Turkish nationalism, such as the denial that
anything happened to the Armenians worse than the general suffering
of all the peoples affected by the collapse of the Ottoman empire – a
position that must surely change before Turks can claim to have
purged themselves of past sins.

On the surface, there seems to be a sharp contrast between European
public opinion, in the main dubious about Turkish entry, and Turkish
public opinion, strongly in favour. But if you go deeper, the
asymmetry is not so obvious. It can be argued that Europe is a
curiously unifying factor in Turkey only because so many different,
competing and sometimes mutually hostile groups see it as a solution
to their problems, a way to move on the long game of modern Turkish
politics in their favour.

For ethnic minorities such as the Kurds, and religious minorities
such as Orthodox Christians, Europe could provide a guarantee of
secure minority status, even autonomy. For the business class, at
least the upper tier of it, the present arrangements with the union
have already brought benefits, and more are in prospect. For those
sections of the working class in western Turkey, which already have
strong European connections, full EU membership would make easier the
dual existence that is already a reality for their families.

For Turkish liberals Europe is a hedge against both religious
extremism and secular authoritarianism. For the armed forces, uneasy
about American policy in the Middle East, Europe may represent a way
of reducing its US links. And, very important, for Turkey’s
decision-makers, who worry about population growth, unemployment and
what will happen to the rural masses, Europe is the only visible
answer.

For the Turkish political class, moreover, Europe was a policy that,
pursued in the right way, could bring permanent advantage to the
party that brought home the prize. Against the expectations of only a
few years ago, it is the Islamic party that seems closest to this
goal. Having for years opposed entry and talked about an Islamic
common market as an alternative, it shrewdly stole the European
clothes of the secular parties and presented itself to the electorate
as able both to maintain traditional and religious values and to reel
in what Europe had to offer. Its coup has, however, put it in an
exposed position, for it must now deliver this contradictory package.
It has also left the Turkish party system in a state of disarray,
which is not often noted in discussions of Turkish democracy.

There are Turks who feel strongly European, and there is a true
European sense in some classes in that country. But “If not Europe,
what?” calculations, and a prickly “We’re as good as you” sentiment
also mark the Turkish approach. This latter feeling appears to have
ruled out the halfway house of a special relationship. Thus Turkey is
embracing Europe less in enthusiasm than with a mix of pride and
desperation, while Europe is embracing Turkey with reluctance and a
degree of fear. Not fear of Turkey, but of its own population,
because there is no getting away from the fact that this will be
another big thing the European elite has done that its peoples on the
whole do not want.

The ways in which, through lost referendums and other national votes,
this could damage the European project are clear enough. A rocky road
indeed.

Armenia to host world’s first online chess competition

ARMENIA TO HOST WORLD’S FIRST ONLINE CHESS COMPETITION

YEREVAN, December 18 (RIA Novosti’s Gamlet Matevosyan) – Yerevan,
Armenian capital, is hosting the world’s first international online
chess tournament.

Dedicated to the 75th birth anniversary of Tigran Petrosyan, 9th
world chess champion, the event opened today to last into Thursday,
December 23.

To make Armenia a known presence not in chess alone but in other
fields is the main tournament goal, say spokesmen for the Armenian
Chess Academy Director.

Armenian, Russian, French and Chinese teams are competing. Pyotr
Svidler, Alexei Dreyev, Alexander Halifman and Vadim Zvyagintsev are
on the Russian team, strongest for its average coefficient, 2,688.

The tournament will have two rounds, each competitor playing white and
black. Every participating country has one referee, to be appointed by
the host country. International judge Ashot Vardapetyan is representing
Armenia, Igor Bolotinsky – Russia, Lin Feng – China, and Jean-Claude
Timpler – France.

The prize fund is $55,000: $20,000 for gold, $15,000 silver, $12,000
bronze, and $8,000 to the 4th.

Chess-lovers from the whole world are welcome to the site
, which offers information in five
languages-Armenian, Russian, French, Chinese and English.

Roughly $80,000 has been earmarked to hold the event, arranged by the
Armenian Chess Academy and the Armenian Chess Federation, both close
partners of the U.S.-based Internet Chess Club. The WEB provider is

There is the Rubicon that can’t be crossed by political forces even
by the opposition, said MP Mher Shahgeldyan at a discussion over the
role of the opposition held by Political Disputes Club.

Shahgeldyan who represents Orinats Erkir, one of three governing
parties, in parliament said if left-, right-wing and centrist forces
were not formed in the nearest future, then political area would
face stagnation.

The club’s another guest National Democratic Union leader Vazgen
Manoukyan thinks the full-fledged opposition is impossible in a
country where parliament plays a minor role.

“That’s why our country is constantly standing on the edge of
revolution”, he said.

In his opinion, both Armenian opposition and leadership are more
compliant than those of any other country.

There is no ideological struggle in Armenia. What is going on in the
republic today is struggle for money, levers and positions, he said.

An interview with the director of the National Security Service,
Gorik Akopyan.

(Correspondent) The 20 December marks the anniversary of national
security bodies. What would you wish your staff?

(Gorik Akopyan) Traditionally, our system has marked the 20 December
as a professional holiday, and the decision of the Armenian government
of 2002 to mark the 20 December as a day of the Armenian national
security service was taken by most people with enthusiasm.

(Golos Armenii correspondent) You used to head the secret department
of the Armenian National Security Service. What results have been
achieved in this sphere?

(Gorik Akopyan) The secret department is one of the main directions
in the work of security structures. The ensuring of state security
greatly depends on the secret department. I think the fact that
the activities of more than 30 foreign agents have been revealed and
prevented over the last 14 years testifies to the work we have carried
out. I would like to recall that as a result of the activities of
the secret department, Turkish and Azerbaijani agents Bozholyan and
Shilina’s group were recently unmasked and appeared before the court.

(Correspondent) The fight against terrorism has become the main task of
almost all the secret services of the world. What working links does
the Armenian National Security Service have with similar structures
of other countries?

(Akopyan) The main department to defend the constitutional system
and fight terrorism was set up in 2000. The fight against terrorism
requires a complex approach and close cooperation between relevant
state structures. In the issue of stepping up the fight against
terrorism, Armenia is cooperating with relevant international
structures in line with corresponding international treaties and
provisions of UN Security Council resolutions. Specifically,
we are cooperating on this sphere within the framework of the
CIS antiterrorism centre, the CIS Collective Security Treaty, the
Black Sea Economic Cooperation Organization, as well as with other
interested parties.

In recent years, a new legislative base, which also covers problems
of ensuring efficiency in the fight against terrorism, has been
created in Armenia. Specifically, the new Criminal Code of Armenia
has several articles related to the fight against terrorism. The
National Assembly has drawn up a law “On the fight against terrorism”
and adopted it in its first reading, which will provide a universal
legal solution to problems in fighting terrorism.

(Correspondent) Are there specific results in this sphere?

(Akopyan) The protection of special purpose facilities against
terrorism, as well as of the most important means of supporting the
economy, is the most significant thing in the process of fighting
terrorism. The prevention of terrorist attacks while they are
being prepared is in the centre of the attention of the national
security structures. Specifically, several assassination attempts
were revealed and prevented. Over the last three years, the National
Security Service has impounded several hundreds of guns, light missile
launchers and machine guns. The National Security Service is paying
special attention to the fight against the illegal circulation of
radioactive materials. We recently arrested an Armenian citizen who
had radioactive material caesium-137 that posed a serious threat to
the population. We are also concerned about so-called “telephone
terrorism”. Unfortunately, this new phenomenon is already common
in our country. It causes panic among the population and creates
additional difficulties in the work of the law-enforcement agencies. A
telephone terrorist was recently unmasked and arrested. On 19 November,
he chose the Chekhov secondary school as a target for “terror”.

To the Editor:

“Young Armenians, a Promised Land Without Promise” (Yerevan Journal,
Dec. 9) leaves the impression that young professionals in Armenia are
getting ready to pack up and jump ship because of a sinking economy
and a lack of opportunities.

In fact, after significant economic liberalization, Armenia’s
gross domestic product grew by 13 percent in 2002 and 15 percent
last year. Armenia has one of the most vibrant and fastest growing
economies among the states of the former Soviet Union.

Armenia has the only fully accredited American university in the
former Soviet Union – the American University of Armenia, which has
the academic backing of the University of California system; the
most sophisticated high-tech base in the region; and for good or ill,
the highest growth in commercial and residential real estate.

Great Britain May Provide Military Aid to Azerbaijan

Great Britain may provide military and technical assistance for the
upgrade of the Azerbaijani Army and establishment of various entities.

This was discussed at a Monday meeting of President Ilham Aliyev with
British Minister of Defence Geoffrey Hoon. Also considered were issues
related to Azerbaijan’s integration with European entities and a plan
of action on the NATO-Azerbaijan Individual Partnership Plan.

Afterwards, Aliyev held meetings at various commissions of the British
parliament.

On Tuesday, President Aliyev is expected to meet with British Prime
Minister Tony Blair, Foreign Minister Jack Straw and other officials
to discuss the Upper Garabagh conflict and economic relations between
the two countries.

During the visit to last till Wednesday, Aliyev is also scheduled to
hold meetings at various commissions of the British parliament. He is
also expected to meet BP President George Brown and heads of several
other companies.

While in London, President Aliyev will also speak at a conference
entitled` The development of non-oil sector of Azerbaijan’.

Upper Garabagh conflict put on PACE January session agenda

The Upper Garabagh problem was included into the agenda of the
Council of Europe Parliamentary Assembly (PACE) January session,
approved by the PACE Political Bureau on Monday. The meeting
participants unanimously voted for putting the issue on discussion,
says chairman of the Azerbaijani delegation at PACE Samad Seyidov.
Also considered were the recent developments in the Ukraine. In
conclusion of the discussions, it was decided to send a group of
parliament members to the Ukraine to observe the presidential
re-election due in this country on December 26.*
