Catholicos is an action contradicting all international norms.

As for the topicality of the issue of recognition of the Armenian
Genocide by Turkey, the scientist said that this issue is one of the
most important ones in the self-identification of Armenians. "Unless
we raise the question of the Genocide, this means we go against our
self-identification," Ruben Safrastian said. At the same time, he
emphasized that the most important issue in the Armenian-Turkish
relations is the Karabakh problem and Turkey’s attitude to
it. Unfortunately, according to him, in the U.S., as well as in Turkey
they do not separate normalization of Armenian-Turkish relations from
the Nagorno Karabakh settlement. R.Safrastian said thay the Armenian
diplomacy should achieve differentiation of these two issues.

Safrastian expressed doubt that normalization of relations can be
achieved in case of bilateral Armenian-Turkish negotiations. "History
shows that Turkey seeing only Armenia in front of it starts exerting
pressure upon it. Armenia should come up in this issue as a country
having allies and, proceeding from Turkey’s striving for joining
EU, should choose Europe as its ally," the scientist declared. He
mentioned that the European community started to perceive this fact
as part of its history and many public circles in Europe are perplexed
why Turkey does not recognize the Armenian Genocide.

Another participant of the discussion, Hrant Khachatrian, Chairman
of the Constitutional Law Union, also pointed to the great role
of the issue of Nagorno Karabakh settlement in the spectrum of
Armenian-Turkish relations. In his opinion, Europe should not admit
Turkey to EU, as this country is not democratic.

Heads of the Procurator’s Offices of the Council of Europe (CE)
member-countries will be presented extensive information about the
important reforms held in Azerbaijan, as well as Armenian-Azerbaijan
conflict. Such statement was made on July 5 in Moscow by the
procurator-general of Azerbaijan Zakir Garalov who participates at
the meeting of the procurators-general of CE member-countries.

According Garalov, the activity of Armenian armed forces in Karabakh
and other occupied territories of Azerbaijan is assessed as crime
against humanity, genocide and ethical cleansing. "We have collected
enough materials about these facts and will continue to deliver this
information to European and world public. All these facts, as well
as photo materials have already been presented to the attention of
European colleagues and this action will be continued, " told Garalov.

The key topic of the present 7th conference of procurators-general
of CE member-countries is dedicated to the interaction of
procurators-general of CE member-countries in fight with crimes, and
realization of the role and activity of newly created Consultative
Council of procurators-general of CE member-countries, Garayev
stressed. According to Garayev,

the legislation of Azerbaijan, as well as criminal and
criminal-procedural codes have been brought into conformity with the
CE standards and this allow us to cooperate with European colleagues.

Garalov pointed out that within this forum it is planned to hold
meetings with the procurators-general of Russia, Hungary, Austria
and other countries.

Answering the question about the level of the relations with the
Russian procurator-general of CE member-countries, Garalov mentioned
that "Azerbaijan procurators-general’s office expands its relations
with not only Russian colleague, but also procurators-general’s
office of the countries around the world. The relations between
procurators-general’s offices of Azerbaijan and Russia are successfully
developing and there is not any unsettled problem. We assist each
other in revealing crimes and delivering offenders," Garalov added.

The Moscow meeting brought together the representatives of 44 European
countries, and the common number of the participants, including the
representatives of international organizations, exceeds 150. Russia
chair the CE Committee of Foreign Ministers from May to April of
this year, and one of its first tasks is to conduct the constituent
conference of the new Consultative Council of CE.

The OSCE Minsk Group co-chairmen mediating settlement to the
Armenia-Azerbaijan Upper (Nagorno) Garabagh conflict on Monday issued
a statement to follow up on their latest remarks that caused a great
deal of debate.

"Taking into account recent speculation about the basic principles
for a peaceful settlement of the Garabagh conflict proposed to both
parties by the Minsk Group co-chairs, it is necessary to make the
following clarification," said the document released by the French
embassy in Baku.

"On June 22 the co-chairs reported to the OSCE Permanent Council on
the results of the past months of negotiations between the sides
on the Upper Garabagh conflict. They reported on their intensive
mediation activities over the past seven months aimed at achieving
agreement on the basic principles for a settlement.

"Throughout their mediation efforts, the co-chairs stressed the
confidence of their nations and of the international community that
the dispute can be resolved in no other way than a peaceful one".

The mediation efforts of the intermediaries resulted in the proposal
to Presidents Aliyev and Kocharian of a "set of fair, balanced, and
workable core principles that could pave the way for the two sides
to draft a far-reaching settlement agreement".

"The principles are based on the redeployment of Armenian troops from
Azerbaijani territories around Upper Garabagh, with special modalities
for Kalbajar and Lachin districts (including a corridor between
Armenia and Upper Garabagh), demilitarization of those territories
and a referendum or population vote — at a date and in a manner to be
decided through further talks — to determine the final legal status
of the region," the Minsk Group said.

"Suitable pre-conditions would have to be achieved for the vote
to take place in a non-coercive environment in which well-informed
citizens have had ample opportunity to consider their positions after
a vigorous debate in the public arena."

The mediators indicated that deployment of an international
peacekeeping force and a joint commission for implementation of the
agreement would be established, and international assistance would
be made available for demining, reconstruction, and resettlement of
IDPs in the occupied territories and the war-affected regions. The
MG said the sides would renounce the use or threat of use of force,
and international and bilateral security guarantees and assurances
would be put in place.

Touching on the most recent meeting between the two leaders in
Bucharest, the intermediaries said that unfortunately, the two did
not reach agreement on these principles. The co-chairs, however,
continue to believe that the proposals developed through the past
two years of negotiations "hold the best potential for achieving a
just and lasting settlement of the conflict".

"We strongly believe that it is now time for the two Presidents to
take the initiative for achieving a breakthrough in the settlement
process based on these principles, and stand ready to assist the
parties to conclude an agreement if the Presidents indicate they are
prepared to do so," the statement said.

"Although no additional meetings between the sides under the auspices
of the Co-Chairs are planned for the immediate future, they will be
ready to reengage if the parties decide to pursue the talks with the
political will that has thus far been lacking."

Galoyan handed his credentials to President Arnold Ruutel, reported

During the meeting Arnold Ruutel remarked that Estonia is ready to
cooperate with Armenia is political, economic and cultural fields. He
also expressed readiness to visit Armenia and give lectures on the
problems available in Armenia and ways of their solution.

During the visit to Estonia the Armenian Ambassador met with the

YEREVAN (YERKIR) – On July 3, the Office of the Personal Representative
of the OSCE Chairman-in-Office (C-i-O) monitored the contact line of
the Nagorno Karabakh and Azerbaijani Armed Forces in Aghdam-Gindarkh
direction and in the settlement of Novrouzlou, reports the Press
Service of the NKR MFA.

>From the positions of the NKR Defense Army, the monitoring mission
was led by Personal Representative of the OSCE C-i-O Andrzej Kasprzyk.

Field Assistants of the Personal Representative of the OSCE C-i-O
Peter Key (Great Britain), Irzhi Aberle (Czech Republic) and Gunter
Folk (Germany) were in the group. The monitoring passed in accordance
with the planned schedule; however Azerbaijani side as before did
not lead out the OSCE mission to the front line. In the course of
the monitoring no violations of the cease-fire regime were registered.

The representatives of the NKR Ministries of Foreign Affairs and
Defense, who accompanied the OSCE monitoring mission, noted that
contrary to the Azerbaijani side’s allegations on the burning of the
populated areas, which were in the NKR security zone, the monitoring
participants did not find such facts.

In one of the sections of neutral region traces of fire were
discovered, which spread from territories under the control of
Azerbaijan. This again confirms the version earlier announced by NKR
authorities that the Azerbaijani party burns grass. The monitoring
of different sections of contact-line will also be conducted on July
4 and 5.

We remind that June 15 the NKR MFA addressed the Office of the
Personal Representative of the OSCE C-i-O, asking for monitoring
the zone adjacent to Azerbaijan to provide a real assessment to the
situation and to make sure Baku invents accusations on alleged burning
of border settlements on territories controlled by the NKR.

Today RA Foreign Minister Vardan Oskanyan once again declared that
official Yerevan considers the latest suggestions of the OSCE Minsk
Group Co-Chairs practically acceptable. Oskanyan expressed the hope
that Azerbaijan will also accept the mediators’ suggestions and
the talks will continue. According to the Foreign Minister, some
comments of the US Co-Chair of the OSCE Minsk Group Matthew Bryza in
his interview with radio "Liberty" were presented out of context. In
particular, Bryza has never advised Armenia to follow Azerbaijan’s
example in the issue of democracy. The Foreign Minister made these
statements during the joint press conference with the Diplomatic
Adviser to the President of France, dedicated to the arrangements in
the framework of the Year of France in Armenia.

"It is completely out of context. Mr. Bryza has never stated that
Armenia is less democratic. He said there has been positive progress
in Azerbaijan and expressed the hope that the same will occur in
Armenia. But he never mentioned the starting points from where this
progress comes from. I cannot infer from this statement that Armenia
is less democratic than Azerbaijan," Oskanyan said.

The Foreign Minister is confident that Armenia is several steps ahead
of Azerbaijan in regard to democracy. "The advantage of Armenia’s
level of democracy level over that of Azerbaijan is so apparent that
I cannot comment on Bryza ‘s statement in a different way," he said.

Oskanyan confirmed once again that official Yerevan accepts the latest
suggestions of the OSCE Minsk Group and expressed the hope that Baku
will do the same.

Let’s remind the major points of these suggestions: " Armenian
military units should be withdrawn from Azerbaijani territories around
Nagorno-Karabakh; special attention should be paid to Kelbajar and
Lachin regions.

For determining the final legal status of Nagorno-Karabakh it is
envisaged to hold a referendum or a general voting, the terms of which
have not been set so far. The referendum or the voting should come
in the result of a compromise agreement between the two sides. The
parties are obliged to continue the talks to decide upon the terms
and format of the referendum. International peacekeeping forces will
be deployed in the conflict zone."

"Today the principles on the table of negotiations are generally
acceptable for Armenia, and we are really ready to continue the talks
based on these principles, which, we consider, are all-embracing and
rather balanced, and it seems that a correct choice has been made in
regard to mutual concessions. We hope that the situation in Azerbaijan
will be reassessed, and there will be an opportunity to continue the
talks and achieve positive results," Vardan Oskanyan noted.

peace to the conflicting sides.

"This can be done when the positions of the parties are very close,
and when there remains some little issue, it can be expected that the
international community will be more decisive to bring the issue to
a final solution. I don’t know whether we are in a similar situation
today, but a year ago our positions were completely divergent. Some
rapprochement has been registered during the last year, but at this
point it’s hard for me to say whether the differences are so little
that we’ll reach the resolution of the issue incase the international
community exerts pressure on one or both sides," Vardan Oskanyan said
in response to "Radiolur" question.

During the joint press conference with the Diplomatic Adviser
to Jacques Chirac Laurent Biliis reference was made also to the
arrangements in the framework of the Year of Armenia in France, which
should start in September. Armenia is the third country, which has
the opportunity to hold its year in France.

Before this honor had been granted only to China and Brazil. Laurent
Biliis said France will spend 1.5-2 million Euros to hold the Year
of Armenia.

on the settlement of the Nagorno Karabakh conflict (proposed by OSCE
Minsk Group Co-chairs: NT) is acceptable for Armenia and we are ready
to continue the negotiations being guided by the principles, which,
in our opinion, are rather balanced," RA Foreign Minister Vartan
Oskanian declared at the July 3 press conference.

As he evaluated, "apparently, a right choice for mutual concessions"
was made in the proposed document. "So, we hope Azerbaijan will revalue
the situation and a possibility for continuing the negotiations and
achieving positive results will be created," the Minister declared.

Vartan Oskanian refuted the conversations that OSCE Minsk Group
American Co-chair Matthew Bryza drew a parallel between Armenia
and Azerbaijan in the issue of holding democratic reforms, at that,
the comparison proved to be not in favor of Armenia. "Matthew Bryza
in his interview declared that some improvement was registered in
Azerbaijan and he would like some improvement to be registered in
Armenia, too. But he did not drew a parallel. Today the difference
in democracy in Armenia and Azerbaijan is so much obviously in favor
of Armenia hat Bryza cannot have said this," the Minister assured.

As for cases of violence towards Armenians in Russia and the position
of the Armenian government in this issue, Vartan Oskanian said that
the Armenian side continues discussing this problem with Russia. The
Minister emphasized that the Russian side is also very much anxious
about this. At the same time, according to him, this phenomenon is
going on. "Serious steps are necessary, as unless this phenomenon
stops, it will already become dangerous for the Russian public,"
Vartan Oskanian declared.

PROJECTS OF 2 MLN DOLLARS

YEREVAN, JUNE 30, NOYAN TAPAN. Armenia got 5 of the 30 new projects
affirmed by the heading council of the International
Scientific-Technical Center. The total sum of the latters made 1 mln
480 thousand U.S. dollars and 515 thousand evros.

The council sitting in which 11 sides, including from the Council of
Europe, Canada, Russia, U.S. and Japan, participated, was held in
Yerevan on June 25-29. Armenia occupied in the heading council a
rotation place in the CIS staff. That place will be given to Georgia
in 2007.

As Noyan Tapan was informed by the RA NAS Information Service, the
total sum of financing the new projects made 4.8 mln U.S. dollars and
3.1 evros. Besides Armenia, projects will be implemented in Russia,
Belarus, Georgia, Kazakhstan and Kyrghyzstan.

The International Scientific-Technical Center has financed 123
projects of total value of 25 mln dollars since 1994.

The offensive and sometimes arrogant lifestyle the Armenians lived
left a bad taste in the mouths of many.

It has now turned out that the Arturs were impostors who wanted to
impress with material things they did not work for.

In Dubai, they claimed to be engaged in steel milling and estate
development.

"They took me to a steel factory and other properties in Dubai," said
a witness, Raju Sanghani yesterday.

Sanghani, a Nairobi businessman, told the Kiruki Commission that they
drove him around in flashy cars in Dubai, just like they did here.

The brothers lived at the five-star Grand Regency Hotel in Nairobi
before moving to Runda, where they paid about Sh180, 000 in monthly
rent.

A printout from the Grand Regency Hotel shows that they enjoyed Super
Corporate Class 3A accommodation, paying Sh6, 435 per night, and
frequented the neighbouring Serena Hotel.

"They drove in Toyota Harriers and were escorted by the same make of
cars," said assisting counsel Dorcas Oduor during yesterday’s
hearing, at the Kenyatta International Conference Centre, Nairobi.

At one point, police questioned the ownership of all the 13 vehicles
that were in their possession.

They were merrymakers, who frequented Nairobi’s nightspots with a
bevy of local beauties.

Evidence so far adduced at the Commission shows that they not only
lived large, but also dined and wined like kings.

The Commission has established that they travelled on fake and stolen
passports, faked their identity and engaged in fraud.

Their modus operandi was to display huge amounts of cash in public,
perhaps to create panic or to enhance their status as "untouchables".

While in Dubai, they once splashed Sh37 million on a table and also
displayed Sh700,000 on TV for all and sundry to see.

According to Sanghani, the Artur’s also gave him Sh1.8m in cash.
Evidence shows that their work permits were processed in less than 48
hours.

The process included application, entry into registry, security
vetting by the National Security Intelligence Services and approval
by an inter-ministerial committee before notifying the applicant.

The House has recommended lifting a ban on international sales of the
nation’s most advanced fighter, the F-22 Raptor, a potential boon to
_Lockheed Martin Corp._ if allies such as Japan begin buying the
expensive plane to upgrade their air forces.

On a voice vote after an 11-minute debate, House members on June 20
tacked onto the defense appropriations bill an amendment repealing a
nine-year-old prohibition on overseas sales of the plane.

The ban was put in place to keep the Raptor’s high-tech systems out of
the hands of foreign governments. But with U.S. military orders for
the jet lagging, members of Congress and some top staffers in the Air
Force have become concerned that Bethesda-based Lockheed may shut down
the plane’s production line in coming years.

The $70 billion fighter program is one of Lockheed’s largest,
employing more than 4,500 workers in Georgia and Texas and bringing in
hundreds of millions of dollars in annual revenue. The Pentagon has
steadily lowered the numberof F-22s it planned to purchase from the
750 it thought it needed to face off against the Soviet Union nearly
20 years ago down to 183. As with the older F-16 — a fighter Lockheed
continues to sustain through overseas sales — foreign purchases could
keep the Raptor in business.

The amendment allowing overseas sales was offered by Rep. Kay Granger
(R-Tex.), whose district in Fort Worth includes a plant that makes the
midsection of the aircraft, with a total of 2,640 jobs associated with
the Raptor.

"I believe this provision of this bill is no longer necessary to
safeguard our technology," Granger said on the floor of the House.

Lockheed executives and Air Force officials declined to comment.

Prospects of passage in the Senate, which will not take up its
appropriations bill until next month, are unclear, though that chamber
traditionally has been more tolerant of allowing international
involvement in military programs.

Sen. John W. Warner, chairman of the Senate Armed Services Committee,
appeared willing to support foreign sales of a modified version of the
Raptor.

"My own advice is that we should consider manufacturing a model of
that aircraft that would meet our requirements with regard to
technology transfer, a model that would be foreign sales only," Warner
said in an interview. "That aircraft, even if modified for foreign
sales, would be a magnificent aircraft, believe me."

He noted that the military has had to make similar accommodations for
foreign sales of other U.S. aircraft, including the F-16 and F-15.

Even if the ban is lifted, any overseas sales of the plane would have
to be vetted by the Departments of Defense and State under the Arms
Export Control Act.

Lockheed and some in the Air Force began making a case for overseas
sales of the fighter early this year as the Pentagon lowered the
number of planes it would buy to 183 to save $10 billion over the next
few years. Until that point, Lockheed had expected to sell about 381
planes to the U.S. government. The reduction prompted Lockheed to say
it would have to close the F-22 production line by 2011.

Any specific sale is likely to face concerns about the export of
technology that is still considered sensitive. Congress has continued
funding the plane, despite its increasing cost, in part because the
Raptor’s technology was considered worth sustaining. While Lockheed’s
other fighter jet, the F-35 Joint Strike Fighter, was developed to be
exported, the Raptor wasn’t.

The company has delivered 74 Raptors so far at a cost of $361 million
each.

The cost is about three times the original estimate, according to the
Government Accountability Office. The planes are scheduled to be put
into combat service early next year, following years of fine-tuning
and training.

During the brief floor debate, the original author of the overseas
sales ban, Rep. David R. Obey (D-Wis.), said he was "significantly
uncomfortable" with lifting it.

"I am certainly not convinced that we have reached the point where we
ought to remove these restrictions," he said.

Selling the aircraft overseas also undermines one of the original
justifications for the aircraft, skeptics say.

"The original justification for creating the F-22 was that we had
already sold our most advanced fighter technology to so many countries
that we needed a more advanced fighting capability. Now we’re in that
trap again by selling the F-22 abroad," said Jennifer Porter-Gore,
spokeswoman for the Project on Government Oversight, a watchdog
group. "This is when our national security interests collide with
those of the defense industry."

Given its expense, the fighter may have a limited audience.

"This is an extremely high-performance fighter. Few air forces around
the world are going to need it. Fewer will be able to afford it," said
Gordon M.

Adams, professor of the practice of international affairs at George
Washington University.

Lockheed and the Air Force see a potential market among the United
States’ closest allies, including Japan, Australia and Britain,
according to industry insiders and analysts. For example, Japan is
expected to begin replacing soon its fleet of about 100
F-4s. Excluding development costs that the Pentagon paid early in the
program, the price of the plane drops to between $150 million and $183
million, or even less for a stripped-down model, they said.

Foreign sales could also help defray some of the cost of the plane to
the U.S. military and keep the production line going while the Air
Force and Lockheed make their argument for more purchases to the next
administration,said Loren Thompson, a consultant for Lockheed who also
has close ties to the Air Force.
