OSCE COUNCIL OF MINISTERS MADE STATEMENT ON NAGORNI GARABAGH

December 5, statement was made on Nagorni Garabaghat at the meeting
of OSCE Council of Ministers of Foreign Affairs in Brussels.

Statement, approved by 56 OSCE member-states, states: "We are
encouraged by the fact that as result of talks carried out in 2006
owing to efforts of OSCE Minsk Group co-chairs and with support of
acting OSCE co-chair directed to regulate Nagorno-Garabagh conflict,
parties have come closer to achievement of agreement on basic
principles.

We welcome support of these efforts by leaders of G8 during Summit
held in Saint-Petersburg, in July, 2006.

We are insisting on making more active efforts on the part of
Presidents of Armenia and Azerbaijan for the soonest achievement of
final agreement on these principles during upcoming 2007.

We call on parties to expansion of cooperation for making ecologic
operations, with the help of international community, in order
to prevent fires on the territories and liquidation of their
consequences. These measures may turn to be important step to restore
mutual trust. OSCE is ready to promote in this respect.

We also express our true support to OSCE acting chairman’s personal
representative and his mission, particularly, Mission of Ecological
evaluation and ongoing monitoring activity connected with cease-fire.

We regret that incidents happen throughout front line, which cause
death of people, and we call both parties to follow cease-fire regime".

revealed the murder of 15-year-old Armenian citizen committed in
November 2006. "The murder is really revealed. Four young residents
of Ivanteevka have been arrested. They are students of colleges and
universities," said the press service of the prosecutor’s office of
the Moscow region.

Narek Kocharian was killed on a railway platform of Ivanteevka town
(Moscow region) on November 11, 2006.

A criminal case in compliance of Article 111.4 of the Russian Penal
Code was initiated.

YEREVAN, DECEMBER 8, NOYAN TAPAN. The National Unity faction does
not see any political force as its rival at the 2007 parliamentary
elections and sees its supporters and allies in the opposition
field’s parties. Artashes Geghamian, Head of RA National Assembly
National Unity faction and party, declared this at the December 8 press
briefing. "And the forces that wish to reproduce themselves, with the
exception of ARFD, are not political forces, but groupings protecting
the interests of oligarches, criminal regime and wishing to reproduce
the criminal regime," he said. A.Geghamian said that a serious
political force cannot consider the latters as its rival. According to
the National Unity leader, before the congress held in 2006 summer the
Republican Party of Armenia (RPA) was a traditional political force. "I
do not think so after the replenishment known to all of us and I feel
pain for the RPA members," A.Geghamian said meaning Defence Minister
S.Sargsian’s and his supporters’ membership in RPA in summer. He also
gave assurance that power shift, reestablishment of constitutional
order, as well as "leaving of Misters Kocharian-Serge Sargsian duet
not only the political field, but also Armenia" is inevitable as a
result of the 2007 elections, as Armenia cannot live in accordance
with the orders and customs it has lived with by now.

U.S. SENATE RETURNS HOAGLAND NOMINATION TO THE PRESIDENT

WASHINGTON, DC – The U.S. Senate, having failed to confirm Dick
Hoagland to serve as Ambassador to Armenia, returned his nomination
to the President on December 8th, upon the adjournment of the 109th
Congress, reported the Armenian National Committee of America
(ANCA).

"With the adjournment of the 109th Congress, we renew our call upon
the President to recognize that – as a matter of basic morality – a
genocide denier should never represent the United States in
Armenia, and that – as a matter of diplomacy – a denier of the
Armenian Genocide simply cannot effectively promote U.S. interests
or advance American values in Yerevan," said ANCA Chairman Ken
Hachikian.

Among the options available to the President after the convening of
the 110th Congress in January are to offer an entirely new nominee,
to resubmit Hoagland’s nomination for a second round of
consideration, to make a recess appointment of Hoagland
circumventing the Senate confirmation process, or simply to allow
the ambassadorial post in Yerevan to remain empty.

Senator Bob Menendez (D-NJ) placed a hold on the Hoagland
nomination on September 12th. In announcing this decision, the New
Jersey legislator cited the principled stand taken by former U.S.
Ambassador John Evans, who was fired for speaking truthfully about
the Armenian Genocide, underscoring his "great concerns that Mr.
Hoagland’s confirmation would be a step backward." Citing the
opposition of the Armenian American community and the growing
controversy within Congress surrounding the nomination, Senator
Menendez was joined on December 1st by incoming Senate Majority
Leader Harry Reid (D-NV) in calling on President George W. Bush to
withdraw the Hoagland nomination and propose a new candidate to
serve in this important diplomatic post. They stressed that, in
light of the broad-based opposition within Congress, the extensive
media coverage this issue has received, and the strong stand of the
Armenian American community against the nomination, "it would serve
neither our national interests nor the U.S.-Armenia relationship to
expect Ambassador-designate Hoagland to carry out his duties under
these highly contentious and profoundly troubling circumstances."

According to Section 6 of Rule XXXI of the Standing Rules of the
Senate: "Nominations neither confirmed nor rejected during the
session at which they are made shall not be acted upon at any
succeeding session without being again made to the Senate by the
President; and if the Senate shall adjourn or take a recess for
more than thirty days, all nominations pending and not finally
acted upon at the time of taking such adjournment or recess shall
be returned by the Secretary to the President, and shall not again
be considered unless they shall again be made to the Senate by the
President."

On December 6 Lieutenant-General Seyran Ohanyan, the defense minister
of NKR held a news conference. First the reporters visited the Ivanyan
Military Academy, then the fourth defense area. The reporters were also
taken to the front line, where the press conference was held in a tent.

Commenting on the statement of Garnik Isagulyan, the adviser to the
president of Armenia that the territories were liberated during the
war in order to have something to offer in return for the status of
Karabakh, Seyran Ohanyan said: "These territories were liberated to
create a security area around Nagorno-Karabakh Republic, as well as
to guarantee the peaceful existence of the people. We removed all the
emplacements from where the areas of the republic were shelled. Of
course, if we want to reach settlement of the Karabakh issue there are
going to be compromises and exchanges in the result of the talks and
the actions of the political leadership. If you can see, generally I
don’t speak about it. My purpose is to reinforce the front line and
struggle for every patch of land."

RA FM Vardan Oskanian met with the U. S. Assistant Secretary of State
Daniel Fried within the frames of the Council of the OSCE Foreign
Ministers held in Brussels December 4-5.

According to the information DE FACTO got at the RA MFA Press Service,
in the course of the meeting the parties had discussed a wide spectrum
of issues referring to bilateral cooperation. The parties were in
lockstep over the fact that the proper level of the Parliamentary
elections’ organization and conduct would contribute to deepening RA –
U. S. relations.

Special consideration was given to the Karabakh talks. The
interlocutors also touched on the regional issues; in part, they
discussed the possibility of Armenia – Turkey relations’ settlement.

To note, U. S. Co-Chair of the OSCE Minsk group Matthew Bryza also
participated in the meeting.

In late November, Unified Energy Systems, Russia’s electricity
monopoly, announced that it would cut electricity supplies to
Azerbaijan from 300 megawatts to 60 megawatts in 2007. Just prior to
the announcement, Russian gas giant Gazprom announced its plan to cut
gas supplies to Azerbaijan and to raise the price of those supplies
about 13 percent. Officially, Moscow made these decisions because
Azerbaijan’s gas production rose during recent months and the country
is better able to cover its energy needs domestically. Unofficially,
however, it is likely that the decision stems from Russia’s goal of
obstructing Azeri attempts to sell more gas to Georgia.

Shortly after the Russian announcement, Baku’s government announced
that it had reached an agreement with Iran over electricity supplies.

The agreement states that there will be a mutual exchange of energy
during alternating consumption peak seasons. Additionally, the two
countries agreed to build two hydropower stations on both sides of the
Araz River. Azerbaijan’s president also announced the possibility that
oil shipments along the Baku-Novorossiisk pipeline could be reduced,
diverting oil toward different terminals such as the Georgian Black
Sea ports or the terminals on the Turkish Mediterranean coast.

Even though this development does not mean the beginning of a new
alliance, the Iranian-Azeri deal is remarkable. It is a clear example
of how the geometry of geopolitical interests in the Caucasus is
fluid and complex. By replacing Russia in the energy sphere, Tehran
wants to demonstrate its will to use its energy resources to play a
more decisive role in the Caucasus and in Central Asia. This posture
could have several effects on the political balance in the region.

For one, the Iranian move demonstrates its complex relations with
Russia. While often their interests run parallel with each other,
they still run on separate tracks. Iran delivers gas to Georgia,
for example, even though the latter country is emerging as a key pawn
for U.S. interests in the region. In the same way, Tehran will sell
electricity and gas to Azerbaijan to send a signal to its northern
neighbors that it has the capability to help those countries with
their energy needs.

Iran’s agreement with Baku represents a paradigmatic case of pragmatism
in Iranian foreign policy. During the past few years, Baku and Tehran
have had many disputes: territorial division of the Caspian Sea, whose
southern seabed is contested between Iran and Azerbaijan; the issue of
ethnic Azeri irredentism within Iran, in which Azeris represent the
largest ethnic minority; the proximity of Iran with Armenia over the
Nagorno-Karabakh conflict; and the substantial pro-Western attitude
taken by Baku since the disintegration of the Soviet Union. These
are all elements of tension between the two countries. Such factors,
however, do not prevent deals in particular fields that serve their
short-term interests.

Notwithstanding the support of Russia for Iran’s nuclear research
program and their common interests in the Middle East, Tehran wants
to play a more independent role in the Caucasus and in Central Asia.

Therefore, it wants to promote its role as an energy seller to better
serve its geopolitical and security interests near its northern
boundaries, even though these moves could damage Russia’s regional
posture. The Iranian-Azeri energy agreement is an example of this
approach. It does not represent the beginning of a new, different
Iranian foreign policy, but rather it is a further signal of Iran’s
pragmatism in international affairs.

YEREVAN, December 3 (Itar-Tass) — The majority of Armenian newspapers
will not be released next Wednesday because of the absence of
paper. Armenia buys paper from Russia.

"About 150 tonnes of paper have been kept in Vladikavkaz since June 19,
and another 350 tonnes are staying in Ilyichevsk," Vrezh Markosian,
Director of the Tigran the Great Yerevan Publishing House, said. "As a
rule, paper was delivered from the North Caucasus by truck, but this
is now impossible, because the Verkhny Lars border checkpoint closed
in June in a disagreement between Russia and Georgia. The Ilyichevsk
port administration has refused to send our paper by ferryboat to
Poti. Our paper reserves will last until December 6."

Even if the ferry traffic resumes, it will be impossible to supply
paper on time. Certainly, Armenia may receive paper through Iran or
Turkey, but that would cost a pretty penny, Markosian said.

YEREVAN, DECEMBER 4, NOYAN TAPAN. Both import and export of medicines
grows in the recent years in Armenia. According to the data of RA
Health Ministry’s Expert Center for Medicines and Medical Technologies,
medicines amounting to 11.5 mln USD were imported in 2002, to 16 mln
USD in 2003, to 21 mln USD in 2004, while in 2005 imports made 30 mln
USD. Medicines of 1 mln 140 thousand USD were exported from Armenia
in 2003, of about 880 thousand USD in 2004 and of about 1 mln 175
thousand USD in 2005. As Noyan Tapan correspondent was informed by
Ashot Hakobian, Chairman of Armenian Association of Manufacturers and
Importers of Medicines, medicines are imported to Armenia mainly
from European countries and are exported to CIS countries. It
was mentioned that though by RA government’s decision medicine
manufacturing in Armenia was to pass to the GMP (good manufacturing
practice) international system since 2005 January, nevertheless,
this decision was not put into practice. In his words, introduction
of GMP system will contribute to growth of medicine exports, as it
establishes international conditions and criteria of manufacturing,
thanks to which madicines manufactured in Armenia will be competitive
on the foreign market. In A.Hakobian’s words, currently, in order to
solve this problem, big native medicine manufacturers have to apply
to international audit organizations for receiving an international
certificate. It was also mentioned that currently approximately ten
organizations manufacturing medicines function in Armenia, among which
the biggest manufacturers are six companies: Likvor, Eskulap, Arpimed,
Pharmatek, Vitamax, Erkimpharm. Intravenous medicines, solutions,
ointments are mainly manufactured in Armenia.

problem of territorial integrity of Azerbaijan, RA Defense Minister
Serge Sargsyan stated when commenting on the NATO communique,
which supports the territorial integrity of the South Caucasian
states. "Armenia has never said that it doesn’t recognize the
territorial integrity of any country. We recognize the territorial
integrity of Azerbaijan and recognize the territorial integrity
of Nagorno Karabakh as well, since the Azerbaijani Republic and
the Nagorno Karabakh Republic were formed at the same time on the
basis of laws functioning in the Soviet Union," Serge Sargsyan
said. In his words, one cannot speak of Karabakh as a part of
Azerbaijan. "Everything is clear," the Defense Minister resumed,
