YEREVAN, JUNE 7, NOYAN TAPAN. At the June 6 press conference,
representative of the ARF Armenian Supreme Body Armen Rustamian
confirmed the fact that after almost a month of negotiations the ARF
has signed an agreement on cooperation with the coalition formed from
the Republican Party of Armenia (RPA) and "Prosperous Armenia" party
(PAP). According to A. Rustamian, this agreement represents a new
format in Armenia’s internal political field and bears evidence of a
"new political culture which is a praiseworthy fact in itself." The
speaker considered it to be "extraordinary" that under the agreement,
not being part of the coalition, they at the same time will form part
of the government.

A. Rustamian stated that the main reason for the ARF’s not being
included in the coalitiin is "the problem of retaining their
independent political tactics." In his words, the subject of
presidential elections was also discussed during negotiations of ARF
and coalition forces. "We couldn’t adjust our position to problems that
arose in the given situation," A. Rustamian explained. According to
him, over the past year ARF members have repeatedly told reporters that
they will not support the candidature of prime minister Serge Sargsian
at the 2008 presidential elections. Instead, as A. Rustamian said,
they will propose their own candidate, whose name will be announced
after the sitting of the ARF Supreme Body’s Supreme Assembly.

A. Rustamian regarded as rhetorical the question asked by a reporter:
"Although the ARF did not support S. Sargsian’s candidature, it will
be represented in the goverment, so for what merits will the ARF
receive posts?" He said the ARF has many merits but his modesty does
not allow him to enumerate them.

Tigran Torosyan on the election as the Speaker of the 4th
convocation Armenian Parliament, the Presidential Press Office
reports. R. Kocharian’s congratulatory message, in particular reads as
follows, "I am sure that your knowledge and experience will serve for
further deepening of the reform process in Armenia and the progress
in the country. I wish you effective work for the sake of the Republic
of Armenia".

Today Tigran Torosyan was elected as the Speaker of the 4th convocation
National Assembly of Armenia. In the result of the secret vote held
on Thursday in the parliament 112 deputies voted for and 2 MPs voted
against Torosyan’s candidacy with no abstainers.

Torosyan was the only candidate for the post of RA NA Speaker. The
Republican Party of Armenia offered his candidacy during the first
session of the newly elected parliament.

YEREVAN, JUNE 6, NOYAN TAPAN. Theoretical and practical courses for
fencing coaches are run in Yerevan on June 4-11 under the Olympic
Solidarity program of the International Olympic Committee and on the
initiative of the National Olympic Committee of Armenia.

The courses are being conducted by Alexander Ravnyagin (Russia),
who is a qualified coach and worked with national fencing teams of
China, Korea and Hong Kong. He is a member of the coach council of
the Russian national team.

21 coaches from fencing schools of Yerevan, Gyumri and Vanadzor are
participating in courses. Practical classes are conducted at Noragavit
specialized fencing school. At the end of courses, the participants
will take examinations and receive certificats.

"The government will be appointed in the period foreseen by the
Constitution. The negotiations are underway," Prime Minister Serge
Sargsyan told reporters on June 4.

The prime minister said the negotiations continue with the ARF
Dashnaktsutyun. The problem of the government will become clear in
the upcoming two days. The National Assembly will convene its firts
session on June 7.

Serge Sargsyan said the government will undergo significant changes. "I
am sure we will have success not through changes but in the strands
where we had success, in the strands where there is evident vigor.

We must combine experience with aspirations and wishes of people who
are new in the strand under question," the prime minister said. He
explained that there will be people in the government which have
no relation to the Republican Party, the Prosperous Party or the
ARF Dashnaktsutyun.

Officials weigh in on gun bill

In an effort to help law enforcement agencies investigate gun-related
crimes, the California Assembly passed a bill on Tuesday that would
require semi-automatic pistols to be equipped with a micro-stamping
mechanism that would etch information on the cartridge case.

Authored by Los Angeles Assemblyman Mike Feuer, AB1471, which is on
its way to the Senate after passing 44-31 in the Assembly, is lauded
by its supporters as a tool that would help solve gun-related crimes,
especially homicides.

"Random gang shootings and drive bys – this is the type of thing that
this is intended to solve," Assemblyman Paul Krekorian, who
represents Glendale and Burbank, said.

If passed, cartridges from semi-automatic pistols found at a crime
scene would be a lead for law enforcement agencies to follow in their
investigations, Krekorian said.

But some opponents of the measure say the bill poses a risk to
law-abiding people, who, if their gun were stolen, could be connected
to a crime that they did not commit.

"I have concerns about the bill’s effectiveness," Assemblyman Cameron
Smyth, whose district includes a portion of La Crescenta, said.

"All you would need is one casing and that could lead to a conviction
and that can be disconcerting because of the concern of falsely
accused folks."

The bill has also riled Republicans, who say it is a veiled attempt
to chip away at people’s right to bear arms.

"Ultimately, the proponents of this measure are the same people who
desire to remove our 2nd Amendment right," Assemblyman Anthony Adams,
whose district includes La Crescenta, said.

"It’s another example of a bill that’s designed to inhibit our right
to use that right. All of those moves are incremental steps to get to
a point where the government is so invested in your right to own a
gun that they’re moved to the ultimate step of removing our 2nd
Amendment right all together."

Adams also noted that the micro-stamping technology itself is
unproven and that to mandate its use would be "irresponsible."

The bill’s proponents argue that the legislation is not a gun-control
issue.

"I think this is just the same large National Rifle Assn. paranoia,"
state Sen. Jack Scott, who represents Glendale and Burbank, said.

"They’re just against anything that’s against guns, but this isn’t
going to remove anyone’s right to have a gun. It’s just a tool to
fight crime and that’s why I think it makes real sense."

Amid concerns of false convictions tied to the legislation, Scott
said it’s important to consider how the bill could also lead to
acquittals.

"It would be a way not only to find people guilty, but to exonerate
people," Scott said.

The legislation would be welcomed by the Glendale Police Department,
Glendale Police Capt. Lief Nicolaisen said.

"Like the advances in forensics and DNA technologies … the
micro-stamping of cartridges is a great way to give us workable leads
in crimes of violence," Nicolaisen said.

A similar version of the bill was amended by the Senate last year
after initial passage in the Assembly, but failed to get back out of
the Assembly.

But this year, with a new Democratic majority, the bill is likely to
make it to the governor’s desk, Adams said.

"You’ll see it get passed by the Senate on a strict party-line vote
and then the governor is going to have a tough decision," Adams said.

Legislation would honor firefighters

A bill authored by Assemblyman Anthony Portantino, whose district
includes a portion of Montrose, would honor fallen federal
firefighters. It passed the Assembly floor 75-0 on Wednesday.

AB384 would guarantee spouses and surviving children of fallen
federal firefighters the ability to obtain fee waivers from
California’s public colleges and universities – University of
California, California State University and community colleges.

The bill would also help uninsured surviving spouses and children
gain access to a state-funded program to help them obtain medical and
dental benefits.

A similar waivers program was enacted in 1999, but since then, the
programs have been administered in a way that aids state firefighters
but excludes the survivors of fallen federal firefighters, according
to Portantino’s office.

The bill now moves to the Senate Rules Committee, where it will be
assigned to a policy committee in the coming weeks.

APPROVAL OF NEW RULES OF PROVIDING TELEPHONE SERVICES IN ARMENIA
DELAYED TILL DECEMBER 2007

YEREVAN, June 1. /ARKA/. The approval of new rules of providing
telephone (voice) services in Armenia is delayed till December 2007.
The press secretary of the Public Services Regulatory Commission
(PSRC) Mariam Stepanyan said that the corresponding decision was made
during PSRC Friday session.
She said that new rules are already elaborated; however, they need
supplementary elaboration.
"On the instruction of the PSRC Chairman Robert Nazaryan, the rules
should be ready till December 15 and finally adopted till December
30, 2007, because they should be prepared properly," Stepanyan said.
She said that next week the preliminary version of the document will
be submitted for the consideration of NGOs, which can include their
proposals to improve the document.
In his turn, expert of the Association of Armenia’s consumers Hakob
Gharabekyan pointed out that the present rules of providing telephone
communication in Armenia do not correspond with modern commitments,
as they were approved in 1998.
He reminded that according to the PSRC working plan the new rules
were supposed to be approved in March 2006, however, the project of
new rules has not been made public yet, which is another concession
of Armenia’s authorities to the telecommunication monopolist in the
sphere of landline telephone communication of "ArmenTel" Company.
"ArmenTel" Telecommunications Company is the monopolist landline
telephone network and one of the two mobile operators in Armenia.
100% of "ArmenTel" shares belong to the Russian company "VympelCom"
(BeeLine brand). As of December 2006, the company has 452ths mobile

The head of Armenian Central Bank took decision to give license
to CJSC "Armswissbank" for the broker-dealer and deposit activity,
ArmInfo was informed from press-service of Armenian Central Bank.

Executive director of the bank Gevorg Machanyan told Arminfo
correspondent that this decision became possible thanks to certain
changes in the bank legislation which open way for activation of
commerce banks for giving the broker-dealer services and underwriting
at the paper market. He also added that Armswissbank is the only
bank of the country which refused to give services to wide layers
of population as it goes the way of the investment, corporative and
private banking. , – Machanyan said.

He also added that over two years of its activity Armswissbank created
strong investment-technological and staff base so that to occupy niche
of the highly professional financial consultant. At the same time,
as he said, it is still early to wait for Initial Public Offers (IPO)
for not enough level of transparency of companies, their corporative
management and not enough development of their managing and controlling
procedures. He thinks that enough number of the debt securities of
corporative emitters will appear at the paper market, and their issue
should be observed as a pre-condition for stock market formation. At
the same time, as Machanyan said, the law field for investing and
banking in Armenia has not been formed enough as there is uncertainty
of legislation especially in the sphere taxing of investors’ benefits.

To note, today Armswissbank is going to introduce debt securities of
the two big Armenian companies. The bank was the first that made REPO
deals on the corporative obligations at the Armenian market.

"I don’t think that the Presidents of Armenia and Azerbaijan will
sign any memorandum or declaration, which can make grounds for the
final document adoption", – member of "Root" (Armat) NGO, political
scientist Stepan Grigoryan answered Panorama.am question. According
to Grigoryan, no development concerning Nagorno-Karabakh conflict is
expected in the nearest future because of lack of any grounds for
it. "The Karabakh problem will have no further developments until
the presidential elections in Armenia", – he’s sure.

The talks on Presidents’ level are recurrent and the forthcoming
meeting only ensures the process intermittence: "It doesn’t matter if
Armenian authorities are ready to sign anything or make concessions or
not. The Azeri authorities are also not willing to compromise. Thus
I wouldn’t associate this meeting with elections both in Armenia and
Azerbaijan" – the political scientist says. "Minsk Group Co-chairs
just want to show their activity and hold the meeting purely for the
appearance’s sake" – he adds.

May 30 – RoA Prime Minister Serge Sargsyan hosted the Polish delegation
at the head of Yanush Kachmarek, the Interior Minister of Poland.

The parties dwelt on bilateral relations. Poland is one of Armenia’s
partners and it will support Armenia to engage into European
structures, Serge Sargsyan said. The Armenian side expects Poland’s
active participation in the Partnership Action Plan.

The Polish Interior Minister highlighted Armenia’s role in South
Caucasus. Poland is eager to promote further partnership and is ready
to share its experience in some spheres in Armenia.

The parties underlined the importance of setting up a working group to
study structural, functional issues and to render practical assistance
to the countries under question.
