Dr. Marc Nichanian As Visiting Professor at Haigazian University

Haigazian University has the pleasure to announce that, world renowned
Armenian Studies specialist, Dr. Marc Nichanian will join the University
as a visiting Professor in the Armenian Studies department, for the
academic year 2007-2008.

Dr . Nichanian, holder of 2 doctorate degrees in Mathematics and
Philosophy, has chaired the Armenian Studies department at Columbia
University, New York, from the year 1996 till 2007, where he taught
courses on Civilizations, Philology, Modern and Classical Armenian, as
well as seminar courses on Modern Armenian Literature, Armenian
Historiography, Philosophy, Art and Politics.

Dr. Nichanian’s publications include the following books:

"Ages et Usages de la Langue Armenienne" (1989, in French), "Complete
Bibliography of Hagop Oshagan" (1999, in Armenian), "Writers of

Haigazian University in Beirut is a liberal arts institution, operating

Approximately half of the land slated to become the Republic of
Armenia’s first model sustainable forest was planted this spring as
part of an effort supported by the Critical Ecosystem Partnership Fund
(CEPF) to help reduce desertification in the country.

By late 2008, the knowledge gleaned from the project is on schedule to
be codified in the country’s first sustainable forestry manual, which
may ultimately prove useful to other countries beyond Armenia’s
borders in the Caucasus biodiversity hotspot.

The Armenia Tree Project (ATP), a nonprofit organization committed to
preventing deforestation in Armenia, planted the area near the small
village of Margahovit in northern Armenia. CEPF supported ATP as part
of its strategic direction of implementing models demonstrating
sustainable resource use in five target corridors in the hotspot.

Project leaders hope that the forestry manual will increase the amount
of knowledge about Armenia’s forests, encouraging communities to
protect their natural resources as well as providing them with the
plans and ability to manage them.

Risk of Desertification

In 2002, Armenia’s Ministry of Nature Protection released a report
that stated that up to 80 percent of the country is at risk of
desertification.

"The climate in much of… Armenia is not suitable for forests
anymore. The climate has changed over the centuries, which has brought
on an expanding desert landscape," said Jeff Masarjian, ATP’s
executive director and the team leader of the CEPF-supported project.

The 20-hectare plot set aside for ATP’s project represents "quite a
large area for small Armenia," Karen Manvelyan, director of
WWF-Armenia, said.

ATP’s reforestation activities engage local communities. The
organization first grows and nurtures trees at state-of-the-art
nurseries across Armenia, then partners with residents to plant trees
in areas that have been severely depleted of greenery. Local residents
are trained and employed in forestry activities such as coppicing
stumps of trees that were cut down in public areas.

Masarjian said that the forest site should be fully planted by late
2007 with Caucasian pine, beech, maple, oak, chestnut, ash, walnut,
apple, and pear trees, all of which match the mix found in existing
forests.

Partnering with Yale University

A key component of this project is the development of a partnership
between ATP and the Global Institute of Sustainable Forestry at Yale
University School of Forestry and Environmental Studies.

In addition to working together on the model forest, ATP and the
institute will incorporate results and lessons learned into the
sustainable forestry manual. The manual will include area-specific
technical tools for creating a sustainable community forest, and
rangeland management plans that consider the decision tradeoffs among
economic development, biodiversity, and land conservation.

"Everything we’re doing is going to culminate in [the manual, which]
will be used to train forestry students in Armenia, professional
foresters, and communities living in close proximity to the forests,"
Masarjian said.

Supplement to Armenian Forest Policy

The manual is expected to have a significant impact because `the idea
of sustainable forest use is set forth in the [2005] forest code of
the Republic of Armenia, but its [practice] is still limited due to
the lack of up-to-date knowledge/skills,’ Siranush Galstyan, a
conservation officer with WWF-Armenia, said.

The forest code was designed to counteract the effects of the
widespread deforestation that began after Armenia declared its
independence from the Soviet Union in 1991. An assessment of Armenia’s
forest cover published in International Forestry Review in 2005 pegged
it at 7 to 8 percent, an all-time low.

"Forest use and management in Armenia has gone largely unchecked since
the collapse of the former Soviet Union and subsequent creation of a
sovereign Republic of Armenia," Zachary Parisa, a graduate student in
Yale’s School of Forestry and Environmental Studies, said.

Poor economic conditions increased the pressure on forest resources as
fuel wood for heating and cooking, as well as a source of income
through logging. While national policies were created to help
alleviate the economic conditions and reduce ecological impacts, the
government lacked the resources to enforce such policies, resulting in
a common public disregard for forest use.

Building Community Management Plans

The manual is intended to help communities implement an important new
provision in the 2005 Armenian forest code, which "allows communities
to gain management rights to forest land within their community bounds
if they can, among other things, tender a sustainable forest
management plan," Parisa said

Masarjian believes that, because other countries in the Caucasus
Hotspot all share the same broad ecosystem, the manual could
eventually prove valuable for forest management in Georgia, Iran,
Iraq, and Turkey.

Parisa, who is spending the summer in Margahovit, is working with
foresters as well as seven students from the new forestry school at
Armenia’s State Agrarian University to identify and document plants in
the existing forests. One of the goals is to catalog non-wood products
that can be harvested sustainably, such as mushrooms, herbs, and
leaves and flowers for teas.

Masarjian hopes that in time, this may result in some sustainable
micro-enterprises for the villagers. The project is already employing
villagers from Margahovit in the reforestation effort.

"When people begin to understand that they can generate income by
protecting, preserving, and managing the forests sustainably, they are
going to be much less likely to allow for the forest to be exploited
unsustainably," Masarjian said.

YEREVAN, JULY 12, NOYAN TAPAN. The trial of the case filed against
Jirayr Sefilian, the coordinator of the non-governmental civil
initiative "In defence of the liberated territories", and others
started on July 11.

According to the bill of indictment, Jirayr Sefilian and Vardan
Malkhasian called to conquer the state authorities by force at the
first conference of the initiative "Unity of Armenian volunteers",
which was held on December 2, 2006. In addition to this, Jirayr
Sefilian and defendant Vahan Aroyan are accused of keeping illegal
weapons.

Jirayr Sefilian classed these charges as nonsense, and Vardan
Malkhasian declared that they were submitted to "evident political
execution." As for Vahan Aroyan, he expressed conviction that Armenia
is currently in such a zone that it is necessary to have a weapon in
order to be able to protect the security of one’s country and family.

Jirayr Sefilian, who did not testify in the preliminary investigation
stage, refused to give evidence and made a statement during the
court hearing.

According to him, it is useless to expect an independent trial
from the court. Jirayr Sefilian addressed Mnatsakan Martirosian,
the presiding judge, with a stressed "you" and expressed conviction
that if the judge was independent, then when he considered the case,
he should have made a decision to prevent this case. He also mentioned
that Mnatsakan Martirosian was the very judge , who presided over the
murder case of Poghos Poghosian, which was committed in the "Aragast"
("Sail") cafe in Yerevan, and the only defendant was condemned to a
conventional imprisonment and was immediately set free just in the
court hall after the judgement was read, and as for finding the man,
who had ordered this murder, no investigation was carried out in
this direction.

Since Vardan Malkhasian also refused to give evidence at this stage
of the trial, his preliminary evidence was published, according to
which, he had no purpose to ruin the authorities.

Afterwards, the court passed to the investigation of material
evidence and the documents concerning this case. Mushegh Shushanian,
the defender of Vardan Malkhasian, attracted the attention of the
court to the mistake made during the deciphering of the text of the
speech made by his defendant.

According to the materials of DVDs (Digital Video Disc) and CDs
(Compact Disc), Vardan Malkhsian has said: "We should fight against
these N.T. authorities with thier own arms," however, the following
is written in the bill of indictment: "We should fight against
these authorities only with arms." After the investigation of the
documents it also became clear that the "Makarov" pistol confiscated
from Jirayr Sefilian is a weapon which was given to him by the RA
Ministry of Defence on condition that he would return it at the end
of his service, which, however, was not done.

The defensive side introduced petitions concerning either the
elimination of detention as a preventive measure with regard to Jirayr
Sefilian and Vardan Malkhsian or setting them free with guarantees. The
court will refer to these petitions at the end of the investigation
of evidence.

ETCHMIADZIN, JULY 11, NOYAN TAPAN. The second international conference
of young Orthodox people will take place in Istanbul from July 11 to
16 on the initiative of the Cosmic Patriarchate of Constantinople
and young representatives from Orthodox and daughter churches, as
well as from theological and educational institutions and Orthodox
cultural organizations will take part.

According to the information provided to Noyan Tapan by the Information
Service of the Mother See of Holy Etcmiadzin, Monk Hovhannes Mayilian,
Priest Siphan Grigorian, and Miss Nune Arakelian, the Deputy Chairwoman
of the Armenian Religious House of Malatia will take part in this
conference with the blessing of the Catholicos of All Armenians
Garegin II and represent the Mother See of Holy Etchmiadzin.

The subject of the conference is "The members of the church as citizens
of the world." Reports and discussions concerning issues troubling
the young are envisaged during this conference. The participants of
the conference will also visit Christian sanctuaries.

Members of the local Armenian American community met with Congressman
Wally Herger from California’s 2nd Congressional District. The meeting
held in Chico, California, included a discussion of a range of topics
important to the Congressman’s Armenian American constituents.

"I was pleased with our meeting with Congressman Herger," explained
ANCA-WR Board Member John Boghossian after conferring with the
Congressman. "He is a straight shooter and so he understands what
Armenian Christians endured during the Armenian Genocide – I am
hopeful that he will join over 218 of his colleagues in cosponsoring
H. Res. 106," Boghossian added.

The meeting with Congressman Wally Herger included the participation of
his district director Fran Peace, ANCA-WR Board Member John Boghossian,
ANCA-WR Executive Director Andrew Kzirian, Mrs. Silva Boghossian,
and local Chico resident Lori Adrian. Boghossian and Kzirian provided
the Congressman with a background of the Armenian American community
in his District. The delegation also shared with Congressman Herger
the long history of Armenian American political participation in the
State of California.

Congressman Herger heard from his constituent Lori Adrian about the
importance of H. Res. 106, the Armenian Genocide Resolution. Adrian and
the group shared with the Congressman why it is vital to acknowledge
the unprecedented humanitarian relief effort that America launched
for the victims of the Armenian Genocide. Boghossian and Kzirian
noted the strong support of Republican Congressmen Duncan Hunter,
Dave Reichert, Mark Kirk, Ed Royce and others who have cosponsored
the Armenian Genocide Resolution.

The group also discussed the anti-free speech environment in Turkey
that led to the assassination of journalist Hrant Dink. Finally,
Kzirian provided the Congressman with an overview of various documents,
ranging from gubernatorial proclamations on the Armenian Genocide
to trade charts demonstrating vast increases in trade volume between
Turkey and countries that have officially recognized the genocide.

YEREVAN, JULY 10, NOYAN TAPAN. The war is not resumed in NKR because
the Azeri army is not battle-worthy. Political scientist Levon
Melik-Shahnazarian expressed such an opinion at the July 10 press
conference. In his words, the negotiations process between Armenia
and Azerbaijan will be frozen until 2009, as currently the regional
countries are in the pre-election period.

Touching upon the joint one-day trip of Armenian and Azeri
intellectuals to Armenia, NKR and Azerbaijan, L. Melik-Shahnazarian
said that this was not a people’s-intellectuals’ initiative. In
his words, ambassadors participated in that trip and, according
to diplomatic laws, an ambassador has no right to leave the
country’s territory without President’s permission. In the political
scientist’s opinion, that was a commission fulfilled at the level of
the Presidents.

L. Melik-Shahnazarian also said that the presidential elections to
be held on July 19 in NKR are the guarantee of the recognition of
NKR’s sovereignty.

"Europe has fallen into the trap set by itself, as elections in NKR
are always more democratic than in other regional states, and Europe
is the first apologist of this," the political scientist said.

YEREVAN (YERKIR) – The trial over murderers of journalist Hrant Dink
should disclose all facts connected this case.

"We stress the importance and necessity for a complete explanation of
the circumstances surrounding Hrant Dink’s murder. The facts of this
case, including possible involvement of officials, have to be brought
into the light of day. The Turkish State will be closely watched by
both the people of Turkey who want a just and open democracy with no
dark corners, and their friends outside Turkey who support the reform
process towards gaining full membership of the European Union.

Consequently, it is highly important that everybody who was involved
in the murder of Hrant Dink is punished," head of the EU-Turkey
Commission Joost Lagendijk and member of the same commission Cem
Ozdemir stated. Their statement underlines the necessity to remove
Article 301 of the Turkish Penal Code, which repeatedly prosecuted
Hrant Dink and other intellectuals, PanARMENIAN.Net reported,
citing ABHaber.

Article 301 of the Turkish Penal Code supposes criminal punishment for
those who have ‘insulted Turkishness’, to which particularly refers
any mentioning of the Armenian Genocide. Hrant Dink, writers Elif
Å~^afak and Taner Akcam, as well as Nobel Prize laureate Orhan Pamuk
were prosecuted under this article. Editor-in-Chief of Armenian-Turkish
Agos bilingual Hrant Dink was gunned down on January 19, 2007.

On July 7 shooting at the cemetery of Silikyan community was reported
to the Police. The police found the bodies of Artavazd Vardanyan,
1974, and Vardan Melikyan, 1977, at the grave of Ashot Vardanyan,
the press service of the Police reported. The policemen found out
that Grigor Stepanyan was taken to the Malatia Hospital with wounds
from the cemetery and died at the hospital.

The police found a Saiga M4 hinting rifle from Artavazd Vardanyan’s
Ford Explorer car. The office of the public prosecutor of the Ajapniak
and Davitashen communities investigates the case.
