SERGE SARGSYAN IS NOT WELL-INFORMED

The Azerbaijani president Ilham Aliyev stated October 5 at the
residence of the Leader of the Caucasian Muslims that the state
budget of Azerbaijan will total 12 billion dollars in 2008. Aliyev
stated soon the Milli Mejlis will start discussing the budget bill,
and according to the bill the budget totals 12 billion. The
Azerbaijani president said 3 billion has been foreseen for state
investments in 2008. Ilham Aliyev said the main expenditure will
involve infrastructures and development of rural communities.

It is notable that a few weeks ago Prime Minister Serge Sargsyan
stated on the floor of the Armenian parliament that the budget of
Armenia will total 2.5 billion dollars in 2008, and also said as far
as he knew, the budget of Azerbaijan would be 6-6.5 billion in 2008.
In fact, the source of the prime minister is not reliable. It is
interesting to know how reliable the information about the situation
in Armenia that Serge Sargsyan gets is.

Capturing and punishing the teenager who shot Turkish-Armenian
journalist Hrant Dink outside his Ýstanbul office in January would
only eliminate the "tip of an iceberg," a German politician has said,
calling for a thorough investigation into the murder and removal of
the infamous Article 301 of the Turkish Penal Code (TCK), under which
Dink had faced trial for "insulting Turkishness."

Claudia Roth said her presence at the second hearing of the Dink murder
trial earlier this week was first of all "a matter of solidarity to
support his family and friends."

Beyond that, she said "it was a political signal. We have to show
that we will not forget what happened. Europe is closely watching
how the investigation proceeds and takes this as a first test for
the government to show how serious they really take their promises."

Roth, co-chairperson of the German Alliance ’90/Green Party and
deputy chair of the German-Turkish Parliamentary Friendship Group,
was in Turkey to attend the trial and meet with Turkish leaders,
including President Abdullah Gul and Prime Minister Recep Tayyip
Erdoðan, after the Justice and Development Party (AK Party) was
re-elected to power in the July 22 elections.

A 17-year-old suspect, identified as O.S., has confessed to killing
Dink on Jan. 19. But controversy over the case continues to grow,
with critics complaining of a state cover-up and judicial negligence
in finding and punishing possible accomplices within the police
department. Audio recordings of a phone conversation between a police
officer and one of the key suspects in the crime, suggesting that
the police officer was aware of the planned killing, were released
by Turkish media over the weekend, but authorities refused to allow
an investigation into the police officer concerned.

Punishing O.S. would mean "just eliminating the tip of the iceberg,"
Roth said in an interview with Today’s Zaman. "But as we all know,
the Titanic didn’t sink because of that top. Rather it was due to what
was hidden below the water’s surface. It is necessary to illuminate
the background, to reach the actual wirepuller behind this abhorrent
crime."

Roth is convinced that a "deep state" — referring to shadowy elements
of the state cooperating with criminal gangs in order to "protect the
interests of the state" — was involved in the crime, citing media
reports that showed police officials in O.S.’s hometown of Trabzon
were aware of the crime long before it took place. "The ‘deep state’
is not just a conspiracy theory, but [it] really exists.

Turkish security institutions and judicial apparatuses need to
be cleansed of such elements by someone who will act in this task
decisively and adamantly," she said. "Otherwise it will undermine
this country one day."

According to the German politician, if there is any positive thing
about the Dink murder, it is that it showed removal of Article 301 of
the TCK is now a matter of urgency. Roth, after meeting with Prime
Minister Erdoðan on Wednesday evening, said he told her Article 301
would be changed.

"Turkey has to understand that freedom of speech and press is one
of the most urgent preconditions for any democratic society and a
developing civility," she said, emphasizing that the government has
no excuse after its election victory on July 22 and the election of
Gul as president in August. "With the government majority and the
presidency in one hand, it is time now to prove the true will to
bring the necessary and essential reforms," she remarked.

Responding to a question about those opposing Turkey’s EU membership,
particularly French President Nicolas Sarkozy, Roth said she had been
given homework by President Gul when they met in Ankara earlier this
week, which is that she would raise her voice against anti-Turkey
rhetoric, including that from Sarkozy. "And I promised to do my
homework," she stated.

Armenian champion "Bank King" won over Aquaprofit 4.5:1.5 at the second
round of the European Chess Championship, held in Istanbul. Tigran
Petrosyan, Artashes Minasyan and Ashot Anastasyan stood out among
the Armenian players. Karen Asryan, Smbat Lputyan and Rafael Vahanyan
gained 0.5 points each.

At the third round "Bank King" will compete with "Sarayevo." The
Bosnian team is comprised of outstanding GMs Vasili Ivanchuk (Ukraine),
Sergey Movsisyan (Slovakia), and many others.

Russian "Ural" beat "Shahut" 6:0. "Ural" is currently leading the
fixture table. "Bank King" takes the 4 place with 10 points.

Armenian women’s team "Mika" beat Turkish "Antalia Denis" 3:1. Elina
Danielyan, Nino Kurtsidze and Lilit Lazarian gained one points
each. Presently, Mika takes the 4th place with 6.5 points.

Mika’s next competitor will be Ural.

James Baker, Warren Christopher, Lawrence Eagleburger, Alexander Haig,
Henry Kissinger, Colin Powell and Georges Shultz have addressed
a letter to the Speaker of the US House of Representatives Nancy
Pelosi, where they had tried to convince her not to put Resolution
N 106 about the Armenian Genocide to the vote. The retired diplomats
express their worry, saying that "the adoption of the Resolution may
endanger the US national security in the region including the troops
in Iraq and Afghanistan and will upset the efforts of normalizing
the Armenian-Turkish relations." The content of the letter makes it
clear that the policy adopted by the US State Department is obviously
pro-Turkish and this indeed proceeds from the point of view of
national security, since besides Israel and Turkey the USA has no
other strategic allies in the Middle East. Most probably it’s the
very moment when the House of Representatives will receive a call from
the White House and will "be ask" to postpone the vote. This is what
happened at the time of Bill Clinton, when following the advice of the
Secretary of State Madeleine Albright, the House of Representatives
postponed the voting for the recognition of the Armenian Genocide.

According to the ANCA Executive Director Aram Hambaryan, the US
Administration doesn’t have enough strength to put an end to a number
of genocides – Cambodia, Rwanda, and Dartmouth. "We, Americans are
particularly worried with the fact that the warnings for the Congress
carry sense of fear towards Turkey and take advantage of our national
conscience for the sake of foreign government," he said. In its turn
the Armenian Assembly of America also expresses its disagreement
with the "diplomats’ unreasonable letter", calling it inconsequent
from the point of view of American values. "How many excuses should
be thought of to avoid the recognition of the truth?

Former State Secretaries couldn’t overcome Turkey’s refusal to dispose
the corridor in Northern Iraq to the American troops, which led to
the loss of American soldiers," was mentioned in the statement in AAA.

In fact American former diplomats shade doubt upon the principles of
human rights, i.e. they do not appreciate the values their country is
based on. As a matter of fact the words about "morals" and "national
interests" are rarely compatible.

The official Yerevan didn’t stay away either, for the given issue
doesn’t touch upon the problem of Armenian-American or American-Turkish
relations, but the security of Armenia. "I got to know the letter
of the US former State Secretaries addressed to the Speaker of
the US House of Representatives Nancy Pelosi with resentment. The
letter called upon upsetting the voting of Resolution N 106 about
the Armenian Genocide," said the RA Minister of Foreign Affairs
Vartan Oskanyan. According to him it is indeed sad that eight rather
skillful diplomats give way to the Turkish pressure. "There are a lot
of questions mentioned in the letter not to agree with, especially
in the sense of the negative impact that the Resolution may have. I
will only bring forward the untrue statement which says that "the
Resolution will upset the efforts of creating a healthy atmosphere
between Armenia and Turkey." I have to mention it with a great regret
that there is no process, which stimulates any healthy relationship
between Armenia and Turkey. Expressing worry for non-existent processes
is a feigned position," emphasized Oskanyan.

Armenia raised the CB refinancing rate for 0,25 percent points,
establishing it at the level of 5.00%.

As Mediamax was told in the press service of the Armenian Central
Bank, the corresponding decision was made by the CB Board during its
meeting on October 2.

In September of 2007, as compared to August, there was 0.7% inflation
registered. The index of inflation in the course of one year made 2.7%
instead of the planned 4%.

The CB Board noted that in the course of the upcoming 12 months,
the developments of the external and internal spheres will contain
considerable inflation risks.

Kars-Akhalkalak railway.

He underscored one more that it cannot pose big economic damage
to Armenia similar to the known oil and gas pipelines. "However,
in political terms, it can create an unfavorable atmosphere in our
region," he said. In the words of the head of our foreign agency,
it is evident that the decision to construct Kars-Akhalkalak railway
is taken on political motives provocated by Azerbaijan and Turkey.

ArmInfo. Creation of the second Russian military base at the territory
of Armenia will lead to worsening of situation in the region which
is hanging in the balance, as Trend agency reports, representative
of press-service of Azerbaijani Defence Ministry Ilgar Verdiev said
yesterday.

To note, the Armenian party has not officially declared of such
plans. At the same time according to the Azerbaijani party, the
issue of the second base creation will be discussed at the talks
of the Russian delegation in Yerevan. According to a source from
Armenian Defence Ministry, it is not ruled out that with a help of such
"information" the Azerbaijani party is preparing ground for deployment
of Turkish bases at its territory.

At present the 102-nd Russian military base is deployed in Gyumri at
the territory of Armenia.

Armenia will refuse a ~@200 million (US$282 million) loan from the
European Union to close its only atomic power plant, a government
official said Tuesday, reiterating that the country currently has no
other major source for electricity.

The impoverished former Soviet republic has been under persistent
pressure from the EU and others to shut down the aging Soviet-built
Medzamor reactor due to safety concerns.

Located about 30 kilometers (20 miles) west of the capital Yerevan, the
plant was taken out of operation after a devastating 1988 earthquake,
but returned to service in 1995 amid a severe energy shortage. It
currently supplies nearly 40 percent of the country’s power.

TED BOGOSIAN TO REVISIT "AN ARMENIAN JOURNEY" IN TALK AND SCREENING AT ALMA

A special screening of the landmark documentary film An Armenian Journey
and a talk by producer/director Ted Bogosian will be held on Thursday,
September 27, at 7:30 p.m., at the Armenian Library and Museum of
America (ALMA), 65 Main St., Watertown, MA. This special event will be
co-sponsored by ALMA, Project SAVE Armenian Photograph Archives (some of
whose photographs were used in the film), the Charles and Elisabeth
Kenosian Chair in Armenian History and Literature at Boston University,
and the National Association for Armenian Studies and Research (NAASR).

With An Armenian Journey, originally shown on PBS in 1988, journalist
and producer and director Theodore Bogosian broke new ground in bringing
to a mass American audience the history of the Armenian Genocide and the
calculated attempts to deny it.

Tracking a Survivor and Chasing Evidence

An Armenian Journey focuses on a Genocide survivor, Mariam Davis, who
travels with Bogosian to visit the villages in today’s Eastern Turkey
which she had last seen seven decades earlier. The film also follows
Bogosian on a journey to Soviet Armenia, where he seeks and finds
evidence-at that time largely unknown and thought to be lost-of the
culpability of the Ottoman government in the extermination of the
Armenians.

The film has rarely been shown since its initial airing in 1988 and will
be presented at ALMA in a newly remastered version and updated with new
prologue and epilogue.

Bogosian will discuss his experiences in making the film and the
enormous controversy it generated at the time, as well as offer remarks
on the changes and the continuities between the time at which the film
was made and the present.

Ted Bogosian was a longtime producer for the PBS series "Nova." He has
received numerous honors, including two Emmys and several other national
and international awards. Among his other films are Anatomy of a
‘Homicide: Life on the Street’ and The Press Secretary.

The event is open to the general public. The Armenian Library and
Museum is located in Watertown Square at the corner of Main Street and
Church Street. Parking is available behind the museum building and in
adjacent areas. The evening’s program will begin promptly at 7:30 p.m.
A reception will follow the program.
