YEREVAN, OCTOBER 11, ARMENPRESS: Before opening an extraordinary
parliament session today morning parliament chairman Tigran Torosian
expressed gratitude to US Congressmen for adopting a resolution
recognizing the murder of 1.5 million Armenians by the Ottoman Turkey
as a genocide.

On October 10 the House Foreign Affairs Committee voted, 27-21,
to approve the resolution.

Speaking to fellow lawmakers in Yerevan Tigran Torosian praised members
of Congress for displaying what he described as "high standards of
morality to defy the pressure from the White House and Turkey."

Deputy parliament speaker Vahan Hovhanesian also commended the
U.S. Congressmen when talking to journalists saying the approval of
the resolution by the key Congress committee clears the way for it
to reach the House floor.

"By this we shall actually prove that Armenians are a serious factor in
international politics. This is important also for the Armenian state,
but more importantly the historical truth is being restored which may
become a serious impetus to induce normalization of Turkish-Armenian
relations,’ he said.

Hovhanesian who is from the Armenian Revolutionary Federation (ARF)
party, downplayed arguments that the recognition of the genocide
would impede Yerevan and Ankara to normalize their affairs.

"As long as the Armenian genocide is not acknowledged Turkey will
be reluctant to seek improvement of relations with Armenian and
Armenians,’ he said.

"I think we must convey our gratitude to the people of the USA who have
understood that the lobbying efforts of Turkish organizations could
have brought about negative consequences. The people of America is a
just people and they can not stand historical injustice and revolted
against it through their elected Congressmen," he said.

on the recognition of the US Congress Committee on International
Relations with 27 pros and 21 cons is unfair decision, Khezer Ibrahim,
the spokesman for the Azerbaijani Ministry of Foreign Affairs said
on 11 October.

The US Congress Committee on International Relations adopted a
resolution on the recognition of ‘Armenian genocide’ with majority
of votes.

"The Congress calls on the US President exactly characterize the
‘systematic and purposely termination of 1.5mln Armenians’ as
‘genocide’ in his annual presidential appeal, which he will make on
24 April,on the anniversary of ‘Armenian genocide’," the document said.

Immediately after the adoption of this resolution the Turkish President
Abdullah Gul voiced regret that some American politicians "sacrificed
huge task for small political games". He said that such steps do not
befit a great and strong country like the United States.

"The people of Turkey will never agree upon with this resolution,"
the Turkish President stressed

According to Ibrahim, congressmen acted not only in the interest of
the Government, but also their own political interests. "Indeed, the
adoption of this resolution is a result of pressures by the Armenian
lobby. Therefore, such resolution will not positively affect the US
national interests," he said.

Earlier, Anna Derse, the US Ambassador to Azerbaijan, stated that
if the resolution is adopted, it will not affect on the US foreign
policy, because the Congress is a separate body.

The US Ambassador to Azerbaijan noted that an only way for the
resolution of the problem is a dialogue between historians and nations.

Turkey has repeatedly warned the United States that in case of adoption
of Resolution 106, the US-Turkish relations might be deteriorated.

The resolution itself was submitted to the House of Representatives
of the US Congress by Congressman Adam Shieff on 30 January 2007.

Presently, the resolution is supported by 227 Congressmen.

US President George W.Bush has repeatedly came out against recognition
of ‘Armenian genocide’. The US Secretary of State and eight former
Secretaries of state also came out against this resolution.

A court in Istanbul on Thursday handed down a one-year suspended jail
sentence to two Turkish-Armenian journalists for "insulting
Turkishness" a day after a US congressional decision to acknowledge
the mass killings of Ottoman Armenians as genocide.

Arat Dink and Serkis Seropyan, editors at the bilingual
Turkish-Armenian weekly newspaper Agos, were convicted for articles
published referring to the massacres as genocide. They were convicted
under article 301 of Turkey’s penal code, which makes it a crime to
criticise state institutions or challenge the official version of
sensitive issues in Turkish history, including the Armenian massacres.

Mr Dink is the son of Hrant Dink, the founder of Agos, who was
murdered in Istanbul in January. A teenaged boy, who has admitted that
he was the gunman, and 17 others are on trial for the murder, which
sparked an unprecedented episode of soul-searching among Turks about
their nation’s responsibility for the plight of the Armenians.

Hrant Dink was appealing at the time of his murder against a
conviction for the same offence with which his son was charged. Aram
Dink and Mr Seropyan are expected to appeal against Thursday’s
sentences.

The verdict highlights the inconsistencies in Turkey’s attitude
towards the accusation of genocide against the Armenians as the
Ottoman empire collapsed between 1915 and 1917. The government on
Thursday strongly criticised the decision by the foreign affairs
committee of the US House of Representatives to adopt a resolution
declaring the massacres to be genocide but was itself criticised by
some commentators for silencing debate on the issue inside Turkey.

The Turkish Human Rights Association described the approach as a
"discriminatory mentality" that "turns intolerance into a state
policy".

THE START OF EXPLOITATION OF TEGHUT COPPER-MOLYBDENUM DEPOSIT IN ARMENIA REQUIRES $ 150MLN, A SPECIALIST THINKS

ArmInfo. The start of exploitation of Teghut copper-molybdenum
deposit in the North of Armenia requires $ 150mln, as a minimum,
the Head of the Department of Nature Utilization Economy and Mining
Industry of the Armenian Ministry of Trade and Economic Development
Artur Ashoughyan said at a press conference, Tuesday.

According to him, years will pass before the investor starts to make
profit from the deposit’s exploitation. He named Teghut a difficult
deposit in view of complete absence of ways of communication. Teghut is
the second largest copper and molybdenum deposit in Armenia following
the one in Kajaran. However, there are no roads, power transmission
lines, dams, tailing damps and other necessary ways of communication
there, he said. A. Ashoughyan thinks it necessary to implement this
project, which may create a sufficient raw material base in Armenia
and ensure development of the mining sphere.

To note, the Russian Vneshtorgbank-VTB (Bank for Foreign Trade) is
ready to grant a credit of $200mln to Armenia Copper Programme (ACP)
for commissioning Teghut deposit. Gaining of credit will make it
possible to mine and process 7mln tons of ore from Teghut deposit,
annually. Teghut deposit is promising and it is the second with
its copper and molybdenum reservoirs in Armenia following the one
in Kajaran. The approved reserves make up 1,6mln tons of copper and
99 000 tons of molybdenum. The contents of copper in a ton of ore is
0,4% and in the concetrate-33%. The contents of molybdenum in a ton
of ore is 0,02%, and in the concentrate-51%".

Prime Minister Serzh Sargsyan received today participants of
the session of NIS prosecutor generals’ coordination council. He
congratulated the Prosecutor General of Russian Federation Yuri
Chaika in relation to his re-election in the post of the coordination
council chairman. The prime minister voiced his assurance that the
decisions adopted by the session will contribute to stronger links
and cooperation between law protection bodies of NIS member states.

In his turn, Prosecutor General of the Russian Federation Yuri
Chaika noted that the session of the council took place at high
level. Discussed were important issues pertaining improvement of
prosecutor general’s offices in all NIS member states. The discussion
passed on constructive, friendly atmosphere. He underscored that
new ideas were proposed concerning the activity of the coordination

ArmInfo. Turkish parliamentary delegation will arrive in Washington
to inform American authorities on Turkey`s views on a draft Armenian
resolution in the U.S. Congress, it was reported.

As Turkish press informs, the delegation is composed of Deputy Chairman
of the ruling Justice and Development (AK) Party and Istanbul MP
Egemen Bagis, Republican People`s Party (CHP) MP Sukru Elekdag and
Nationalist Movement Party (MHP) MP Gunduz Aktan.

According to the press office of the Turkish Embassy in Washington,
the Turkish delegation will meet officials at the White House, U.S.

Congress, U.S. Department of State and U.S. Department of Defense
between October 8th and 11th. The Turkish delegation will also hold
talks at US think tank organization.

To recall, The US House of Representatives Foreign Relations
Committee will vote on an Armenian resolution N0 106 on Wednesday,
October 10th. The resolution is supported by 226 congressmen from 39
American states.

Plaque Could Have Been Stolen As Hate Crime

SAN FRANCISCO (KCBS) — A plaque taken from the foot of the Mount
Davidson cross could have been stolen as a hate crime, according to
the Council of Armenian-American Organizations of Northern California.

The memorial was in honor of the victims of the Armenian genocide,
where as many as 1.5 million Armenians were killed between 1915 and
1917. It went missing September 23.

"One of our members went up in a routine maintenance and it was
discovered that this plaque, which is three feet by four feet and
weighs something under 200 pounds, was gone," said Council Chairman
Chuck Paskerian.

Volunteers searching for the plaque over the weekend came up empty
handed. Paskerian said whoever stole the plaque had one of two possible
motives. Either they wanted to sell the metal, or they were angry
about what the piece represented.

"The metal aspect of it, police feel is limited because it’s not very
accessible. It’s at the top of Mount Davidson, it requires quite a
climb to get up there, and this particular piece, which is very heavy
and awkward, is worth only approximately $200 in the metal market,"
explained Pakerian. "Right at the time this was stolen, they were
celebrating the anniversary of Armenia and on October 10th in the
U.S. Congress a resolution is being proposed to recognize the Armenian
genocide, and the Turkish government is very much opposed to this."

The Turkish government has refused to acknowledge that the mass
killings were genocide.

YEREVAN, October 8. /ARKA/. Armenian Water Company is to ensure
round-the-clock water supply all over the republic by 2023, Patrick
Laurent, general director of the company, said on Monday at a news
conference.

He said Armenian Water Company is ready for that, by inputting its
plans into reality, the company heavily depends on how quick these
programs implementation will be.

Laurent said that the company intended to ensure 14-hour water supply
by late 2008.

He said that in 2004, Armenian Water Company supplied water six hours
a day and now the company came close to an 11-hour supply.

The general director pointed out water-related problems in rural areas
saying the company together with foreign donors such as World Bank,
European Bank for Reconstruction and Development, Asian Development
Bank and USAID is implementing programs to put things right.

Laurent also said that Armenian Water Company makes efforts to reduce
technical and commercial losses.

He said that technical losses are being reduced by replacing
dilapidated water facilities with new and commercial by preventing
illegal replacement of water meters.

French "SAUR" S.A. started running Armenian Water Company in 2004
after winning the tender. Armenian Water Company has four regional
offices in Sevan, Abovyan, Sisyan and Artashat.

The company supplies water to 265, 000 subscribers in 286 villages
and 37 cities.

The company-set price for water is AMD 140 for one cubic meter (with
VAT). ($1 = AMD 332.53).

The recent efforts of mediators and the parties involved in the
Karabakh conflict have failed to result in any progress in the
settlement of one of the oldest ethnic conflicts of the former Soviet
Union. The political situation in Armenia and Azerbaijan may result
in a deadlock in the negotiation process for at least one year.

Conflict Parties

The last three months have probably been one of the least promising
periods in the effort to find a solution to the conflict over
Nagorno-Karabakh. Negotiations started shortly after the establishment
of the cease-fire in May 1994. During that process, mediated by the
so-called Minsk group, a special body created by the Organization for
Security and Cooperation in Europe (OSCE), several options concerning
principles for the settlement and details of the process were proposed,
but were eventually rejected by one of the sides concerned.

The parties to the conflict are Azerbaijan, Armenia and
Nagorno-Karabakh, a self-declared sovereign state, unrecognized by
any other country, including Armenia. The positions of the sides
have remained unchanged; Azerbaijan claims Nagorno-Karabakh to be its
"inalienable part," while the Karabakh authorities claim the region was
joined to Azerbaijan by an illegal decision of Stalin, and present the
result of a referendum held in 1991 as a legal basis of independence of
the Armenian-populated enclave. As for Armenia, it de-facto supports
the position of the Nagorno-Karabakh authorities, stating that the
right of the region to self-determination "cannot be denied."

The last time that the parties and the external mediators expressed
optimism over progress in the settlement was June 2006, when the
co-chairs of the Minsk group-USA, Russia and France-announced
principles agreed upon by both sides, Armenia and Azerbaijan. The
Nagorno-Karabakh authorities have not participated in the talks
since 1997. The following steps were envisaged: Azeri refugees from
Nagorno-Karabakh and the surrounding territories return to their
homes, after which a referendum is held in Nagorno-Karabakh about the
status of the enclave, the results of which must be recognized by all
parties. During the war, the Karabakh army, supported by Armenia,
occupied seven Azerbaijani regions surrounding the Soviet-era
Autonomous Region of Nagorno-Karabakh.

However, the subsequent meetings of the presidents of Azerbaijan and
Armenia, Ilham Aliyev and Robert Kocharian, failed to result in a
final agreement. After the last such meeting held in St Petersburg,
Russia, on June 12, apathy seems to be the dominating mood among the
negotiators. Most experts believe that no effective Armenian-Azeri
summits can be organized before the end of the presidential elections
to be held in 2008 in both countries. In particular, in a recent
interview with APA agency, Novruz Mamedov, a high-ranking official on
the staff of the Azerbaijani president, said that a meeting of the
presidents Aliyev and Kocharian is possible during the CIS October
summit in Dushanbe. "But I don’t know what the purpose of such a
meeting may be," Mamedov said.

This means that the enmity between Azerbaijan and Armenia will persist
and, most likely grow. Most alarmingly, killings of people along the
borders, both military personnel and civilians, will continue. Dozens
of deaths occur each year despite the formal cease-fire.

Mediators

During most of the post-war period, three "superpowers," the United
States, France and Russia, have been acting as mediators for the
settlement of the Nagorno-Karabakh conflict. A unique feature of this
conflict is that it has thus far been neutral to the interests of
"superpowers." Having many disagreements elsewhere, these three have
so far expressed solidarity in serving as fair brokers, meaning that
they would agree to any solution agreed by the Armenians and Azeris.

This position is in sharp contrast with, for example, the Kosovo
case, where the Western countries call for recognition of Kosovo’s
independence, while Russia is against it. In a recent interview with
the Moscow-based daily Vremia Novestei, US Deputy Assistant Secretary
Matthew Bryza, who is currently the American co-chairman of the Minsk
group, said:

"There exist three major principles, which will influence the talks
around the Nagorno-Karabakh conflict settlement: refusal of the use of
force, recognition of the right to territorial integrity of countries
and the right of nations to national self-determination. I think,
in any conflict, let it be in Georgia, Moldova or the Caucasus,
if people are looking for a peaceful solution, it is possible to
find a compromise between those principles … As a mediator,
I cannot determine what status we will have at the end. (…)
Perhaps representatives of the nations will decide in the future
that it would be better for Karabakh to be independent? Or they may
decide that the disputed region must be a part of Azerbaijan with a
high level of independence? However, this is not my task…"

This statement of the American diplomat has not been rejected by
either France or Russia, in line with the previous practice, when
representatives of any of these co-chairs might have made statements
on behalf of all three. Of course, the interview recognizing the
possibility of independence of Karabakh was hailed by the Armenian
side and criticized by the Azeri one.

Such a stance by the mediators in fact is not surprising, despite
the existing competition of the three countries (including in the
South Caucasus), as they are first of all interested in preserving
peace in the region, in which they have their differing interests
(and not only the oil transit to the West, an obvious major interest
of the Western countries). This is why they always act jointly to
reduce the possibility of the resumption of hostilities.

Azerbaijan has been criticized for taking active steps to enhance its
military potential. In particular, last year President Aliyev declared
his plans to have a military budget equal to the whole state budget of
Armenia. The soaring revenues from oil exports make such a perspective
quite realistic, perhaps within the next year. US Assistant Secretary
Daniel Fried was quoted by the Azeri service of RFE/RL in August 2007
as saying, "War will become a catastrophe for Azerbaijan’s future." In
September 2007, the Armenian Prime Minister Serge Sargsian expressed
his satisfaction in a speech in parliament that Azerbaijan failed to
have its military budget equal one billion dollars, and said that his
government will have a much bigger budget next year and "has taken
additional efforts to preserve military balance."

In the recent period, more international organizations have expressed
their readiness to contribute to the peaceful settlement of the
conflict, although the OSCE is recognized as the principal player
by everyone. Among them is the European Union, whose special
representative, Peter Semneby, has declared his plan to visit
Nagono-Karabakh this fall.

Societies

Perhaps, the most alarming consequence of the continuing "frozen" state
of the conflict is the further enhancing of the "image of enemy" in
the Armenian and Azeri societies. In both sides, media, both official
and private, are in a race to present the opposite side as the worst
people in the world. Huge amounts of money are spent to inform the
"international community" about the murders committed by the opposite
side – the word "genocide" being widely used – about the cultural
sites destroyed, and even about melodies stolen, not to mention the
competition of the scientists, each trying to prove that the opposite
nationality did not exist on the territories they live now.

The outcome of the June 28 trip of a joint delegation is, in this
sense, also alarming. This very sensational event happened shortly
after the failure of the St Petersburg meeting. A joint delegation of
Armenian and Azeri intellectuals made a surprise trip to Stepanakert,
Yerevan and Baku. This event was organized at the initiative of the
ambassadors of the two countries in Moscow, and was unprecedented,
as previously Azerbaijan had prohibited any contact of its citizens
with Armenia, thus extending the economic blockade.

However, initial hopes that this visit may pave the way for at
least decreasing mutual mistrust, have so far been vain. Armenian
society mostly ignored the event, as almost no reaction was caused by
it. And in Azerbaijan, most of the reaction was about the concern that
"concessions would be made to the Armenian aggressors." Additionally,
there seems to be no sign of preparation of any similar meeting in
the future.

This shows that the societies in both countries, are, unfortunately,
more inclined to live in the continuing enmity, than to make efforts
aimed at reconciliation. The Azeris will continue to mark the "Day of
Genocide of Azeris," a holiday established by a presidential decree
of March 1998 claiming that Azeris had been the subject of "genocide"
by Armenians starting as early as 1828. Armenians will continue to
mark the "Sumgait Day" connected to violence of February 1988. This
"anniversary" was not marked in Armenia until early 2000s, and has
thus become a sign of the growing anti-Azeri mood both among the
authorities and in society.

Experts are concerned that cultivating the "image of enemy" in both
societies will make compromises between political leaders even more
difficult in the future. The politicians are likely to become hostages
of their own propaganda.

YEREVAN, OCTOBER 6, NOYAN TAPAN. During the "Ikanas-38" international
conference held in Turkey on September 10-15, the head of the
Azerbaijani delegation said in his speech that "Turkey is today a
powerful state, while Azerbaijan has developed economically thanks
to its oil", so it is time for both of them to "destroy Armenia",
Hasmik Stepanian, a Turkologist, research fellow of the RA Institute of
Oriental Studies – one of the two Armenian scientists who participated
in that conference – said at the October 5 press conference.

In her words, the Azerbaijanis turned this scientific event into a
political show and used the conference rostrum to voice insulting
expressions and aspersions about the Armenian people, the Armenian
state, the president of the RA, and the Turkish writer Orhan Pamuk.

She said that the Turkish scientists behaved a bit more properly, even
though they supported the Azerbaijanis in every possible way, while the
latter made an attempt to prevent the Armenian scientists from making
their reports. One of the Turkish speakers stated that "there is a
state that poses a danger to Turkey’s dignity by its intrigues." It
was pointed out at the congress that the Armenian Diaspora should
change "its aggresive attitude to Turkey" for establishment of normal
Armenian-Turkish relations. All speeches contained the same idea,
according to which the essence of the Armenian question should be
revealed through examination of archives.

H. Stepanian noted that in response to this Turkish-Azerbaijani
propaganda, Armenians have only one thing to do: to tell the world
about their anti-Armenian words and deeds.
