THE REPRESENTATIVES OF THE ARMENIAN CHURCH PARTICIPATE IN THE 9TH MECC
GENERAL ASSMEBLY

The 9th General Assembly of the Middle East Council of Churches (MECC) will
be convened on November 27-30 in Cyprus. His Holiness Aram I delegated six
representatives to participate in the meeting on behalf of the Armenian
Church. The delegation is composed of Archbishop Sebouh Sarkissian (Primate
of the Diocese of Tehran), Bishop Kegham Khatcherian (Primate of the Diocese
of Lebanon), Bishop Nareg Alemezian (Ecumenical Officer), Dr. Nora
Bayrakadarian-Kabakian (Chairwoman of the Ecumenical Committee), Dr. Jean
Salmanian (member of the Ecumenical Committee) and Carla Khijoyian.

The agenda of the assembly includes several issues related to the council.
Participants will draw new plans and vote on them as well as hold elections
for the different positions within the council.

I Have An " Expressed Concern" For The Citizens Of Armenia

I HAVE AN " EXPRESSED CONCERN" FOR THE CITIZENS OF ARMENIA

Dear Madame Odette Bazil,

I’ve come across your letter and I wish to respond to it, seeing that
the Armenian TV news report you mention has not been sufficient for
you to grasp what the kiosks set up in the streets of Yerevan by our
party, the Dashnaktsutyun, are intended for.

What is going on is not the actual voting for one of the two candidates
the Dashnaktsutyun will choose from, but rather, a public opinion poll
by the Dashnaktsutyun regarding its candidates. The Dashnaktsutyun
Supreme Assembly of Armenia, in September 2007, decided to propose
two candidates, Armen Rustamyan and Vahan Hovhannesyan, and to choose
one of them in November 2007. During this past month and a half, the
two candidates have been touring the capital and regions of Armenia
together, meeting with party members and supporters. On November
30, 2007, the party’s Supreme Assembly of Armenia will choose the
Dashnaktsutyun’s presidential candidate taking into consideration the
public support each of the two enjoys. The kiosks in Yerevan is one way
to gauge that support, since it is exactly "the ordinary man/woman in
the streets of Yerevan" who will be electing the President of Armenia.

Dear Madame,

While you stress that a non-party member "should not have any saying
in the affairs of that party", you allow yourself to say how a party
should decide how to choose its candidate or conduct its affairs.

Gauging the public opinion especially on public policy matters and
candidates for public office is a classic practice of political
parties.

Furthermore, I think you are underestimating the intelligence and
political sophistication of the citizens of Armenia, and specifically
the residents of Yerevan, by assuming that they might confuse a
simple public opinion exercise with the real elections. By doing so,
I think you are insulting the citizens of Armenia.

In Armenia, as I’m sure in the United Kingdom, "any party member
faced with the possibility of outside and non-member interference in
its most private decision making legal right," exactly like what you
have done by your letter, would prompt that member, me in this case,
to politely ask the intruder to mind their own business.

Your expressed concerns for the Dashnaktsakans and/or citizens of
Armenia do not veil the fact that you have an axe to grind.

Dear Mr Giro Manoyan

Thank you for your letter and its content which has been noticed. The
TV report I have referred to said exactly what I had mentioned:
your party had set up kiosks in the streets of Yerevan , in order,
for the ordinary man/woman in the street to elect your party’s
Presidential candidate.

I had also received calls from Yerevan where it was said that already
people, in the streets, were electing their new President. By your
kiosks there was no poster saying " this is only an exercise to gauge
the support that each of our candidates enjoys". Like an alarm drill
where there is no fire!

If you conduct a poll in a public manner , in a public street,
involving the public – me in this instance – then you cannot ask that
person to mind its own business . That " business " has already become
" public business" .

What gives you the indication that " I have an ax to grind"? Whit whom
would that ax be grinded ? I never knew that there WAS an ax to grind!

Gosh!

But you are perfectly correct in saying that I have an " expressed
concern" for the citizens of Armenia : I have served them all my life,
with love and gratitude.

New tendencies in economic and tax spheres

Today the next session of the NKR Government took place, headed by
the Prime Minister Ara Haroutyunian. In the agenda, basically the
questions of economical and tax essence were embraced. Before
returning to them, the head of the Government informed all the
participants and organizers of national moneycollection taken place
recently, that the defined part of the collected sum would be used
correctly and purposefully to the foreseen programs – to
socio-economical development of Martuni region of Artsakh. By the
performance of the NKR Minister of Finance Spartak Tevossian, at the
session changes and additions "About NKR budget system" and "About
official paysizes of leaders of the bodies of NKR legislative, acting
and judicial powers" were made. In connection with the first bill it
was noted, that with new changes and additions henceforth a united
state budget would act. About official paysizes it was stated, that
by the new bill a number of paysizes of officials would be raised,
according to which a definite balance would be created in that
system. From January 1st,2008, particularly official paysize of NKR
first deputy minister,the first deputy chief of Police of the NKR
Government and the first deputy director of National Security Service
was fixed 220 thousand drams, instead of the previous 180 thousand
drams.The Government approved the NKR bill "About purchases". By the
explanation of the Prime Minister, the previous law didn’t satisfy
today’s state demands. At the session the NKR Minister of economical
development Benik Babaian represented the questions of economic
blocks. The Minister emphasized, that four new directions were fixed
in the document – subsidy of crediting rates, credits, disposal of
references. The Government adopted a program again about development
of NKR tourism of 2008. For its development the state coming year
would allocate 10 million drams, which would be used for carrying out
researches and realization of other preliminary works. At the end of
the session of the Government the NKR Minister of Finance S Tevossian
and then the Prime Minister A.Haroutyunian instructed the leaders of
separate departments to fasten the preparation of the documents
connected with NKR state budget of 2008. It was foreseen to discuss
in the Government the main financial document of the republic till

YEREVAN, DECEMBER 3, NOYAN TAPAN. At the 8th special congress of the
Orinats Yerkir (Country of Law) party, it was decided to nominate the
candidature of party Chairman, former NA Speaker Artur Baghdasarian
for the 2008 presidential elections. All 650 delegates taking part
in the congress unanimously voted for this decision made by the party
Board on December 3.

A. Baghdasarian assured that he enters the election campaign not
with the olympic principle, "to participate purely for participation"
but with the intention of winning. A. Baghdasarian stated that he is
going to start a series of meetings with the candidates nominated,
also proposing public discussions with participation of all candidates.

Pointing out to the two main poles of the presidential elections,
A. Baghdasarian stated that he cannot support the current authorities,
who try to reproduce themselves at any price. Appreciating former
President Levon Ter-Petrosian’s contribution in establishment
of Armenian statehood, A. Baghdasarian meanwhile spoke against
the approach of "completely disorganizing the state-governmental
system." A. Baghdasarian stated that he is ready for active cooperation
with L. Ter-Petrosian, as well as "all forces, which really strive
for fighting for improving the country."

Representatives of 16 parties took part in the congress. Hrayr
Karapetian, the Head of the National Assembly ARFD faction, Vazgen
Manukian, the Chairman of the National Democratic Union, Vardan
Khachatrian, the Political Secretary of the Zharangutiun (Heritage)
party, Gurgen Arsenian, the Chairman of the United Labor Party, among
congress participants, spoke. G. Arsenian said that the party headed
by him has not made up its mind yet in the issue of supporting some
candidate for presidency, and such a decision will be made at the
congress of the United Labor Party to be held in January.

Oskanian, Armenia and Russia are planning to verify approaches on
a number of principal issues. We intend to outline further steps
for coordination of Moscow and Yerevan’s foreign policy," RF MFA
Spokesman Mikhail Kamynin told RIA Novosti on occasion of Vartan
Oskanian’s visit to Moscow December 4-6.

Russia also calculates on further cooperation within CIS and CSTO as
well as within international organizations such as UN, OSCE and CoE,
he noted.

"Security and stability in the Transcaucasia will be in
focus. Development of multifaceted contacts with Armenian partners
is viewed as an important factor for improvement of situation in
the region," Kamynin said adding that Russia confirms adherence to
a political resolution of the Nagorno Karabakh conflict in format of
the OSCE Minsk Group.

FAIR LAWN, N.J. – As His Holiness Karekin II entered the hall at
St. Leon Armenian Church on Saturday – the last leg of his visit to
the eastern United States – 3-year-old Arto Steparnian of Greenwich,
Conn., accidentally walked into his path.

The spiritual leader of Armenian Christians, along with an entourage
of archbishops and other clergy, led Arto by the hand to the front
of the service, attended by about 500 people.

The event was part of a 30-day visit within the Diocese of the
Eastern United States, in which Karekin has met with Armenian clergy,
educators, government leaders and church members in small communities.

However, he has emphasized meeting youth groups in an effort to push
the Old World denomination into relevance with the young.

"The youth is that entity of life that bears strength, as with all
society," Karekin said through an interpreter. "The church places
great importance on education. Our churches have youth organizations
and religious classes for young boys and girls. … We also have a
college ministry."

Since being elected supreme patriarch for most of the world’s 8
million Armenians, Karekin, 56, has used his youthful energy and
evangelizing to demonstrate how a church with ancient rituals and
customs can become involved in today’s issues.

Earlier this month, while in New Orleans, he worked with Habitat
for Humanity to help repaint a home that was destroyed by Hurricane
Katrina.

That good will and concern for the less fortunate has rubbed off
on many youths, including Jeremy Badach, 16, of Wyckoff, N.J., who
took two weeks off this summer with a church group to help repair a
dilapidated home in Khor Virap, Armenia.

"It wasn’t a sacrifice," said Jeremy, who helped a family install
plumbing and electricity in a shell of a home that had been
abandoned. "I wanted to go. I wanted to help someone out."

At Saturday’s youth event, in which the service was conducted in
Armenian, young people took part from churches and schools in New
Jersey, Pennsylvania, Connecticut and New York.

"It was a great experience, because I was never exposed to Armenian
culture," said Armine Arushanova, 22, of Brooklyn, N.Y., who emigrated
to the United States three years ago from Uzbekistan.

Arushanova, who grew up in the former Soviet state, where Islam now
prevails, said she never had the chance to learn Armenian religious
rituals.

She was part of a youth dance team from a mission that teaches
religion, history, language and dance.

During the two-hour event, Karekin was entertained by dances and
songs, and gave participants a chance to reflect on their religious
heritage. The service ended with the church leader giving each
young person a cross and official photograph of himself and the Holy
Etchmiadzin, the church’s headquarters in Vagharshapat, Armenia. Then
they ate pizza.

Armenians trace their church to the Year 301, when Armenia became the
first country to adopt Christianity as its national religion. The
country has had a turbulent history – including mass killings by
the Ottoman Turks during what’s often called the Armenian genocide,
from 1915 to 1923.

The U.S. House of Representatives, responding to Turkish protests,
recently delayed action on a resolution that would formally describe
the Turkish persecution of Armenians as genocide. Turkey is a NATO
ally and a critical transit point for U.S. supplies heading to Iraq.

Karekin, who grew up under Soviet religious restrictions, supports
the resolution.

"We believe that this is the only way – through recognition and
condemnation – that we can prevent similar crimes and the taking
of life," he said. "The decision on the resolution is a spiritual
consolation. It’s consolation for our people because each family
had victims."

YEREVAN, NOVEMBER 16, NOYAN TAPAN. The fact that the Armenian
Revolutionary Federation (ARFD) has at once nominated two political
figures as potential candidates running for presidency speaks about
the existence of political culture in that party. This statement
was made by Alvard Petrosian, a member of the ARF Dashnaktsutiun
Bureau, as well as of the homonimic faction of the National Assembly
and a publicist, at the November 16 press conference. In her words,
the right of each member of the ARF Dashnaktsutiun for thinking and
expressing oneself freely, the party has granted to its members, is
also a manifestation of high political culture. "We are a disciplined
party, however, devoid of stereotypes," Alvard Petrosian clarified.

There is no strange phenomenon in the interpolitical field at present,
according to the representative of the ARF Dashnaktsutiun. In her
observation, opposition and power mass media strain the situation: the
first ones regard the return of the former President of the Republic
of Armenia into the political arena as a fatal step, and the second
ones introduce Serge Sargsian, the candidate of the Republican Party
of Armenia, as "an unconquerable image." "Being so fanatically for
or against somebody means to apply black PR towards that person,"
Alvard Petrosian said.

Conference On National Minorities Situation In Armenia

CONFERENCE ON NATIONAL MINORITIES SITUATION IN ARMENIA

Armenia’s implementation of its commitments to protect national
minorities is the focus of a two-day conference supported by the OSCE
Office that started in Yerevan November 14.

The event brings together state representatives from more than
fifteen countries to share their experiences of implementing the
Council of Europe’s Framework Convention for the Protection of
National Minorities.

Silvia Pogolsa, Human Rights Officer at the OSCE Office in Yerevan,
said: "We hope that today’s conference will contribute to Armenia’s
implementation of its commitments and to further improvements of
legislation and state practice in this field."

Hranush Kharatyan, Head of the State Department on Ethnic Minorities
and Religious Affairs, said that the international conference was
aimed at clarifying and finding the best practical implementation of
some provisions of the Convention in Armenia.

The conference was initiated by the Armenian State Department of
Ethnic Minorities and Religious Affairs with support from the OSCE
Office in Yerevan and the Council of Europe.

The Armenian Fest is this weekend at Rhodes-on-the-Pawtuxet, 60 Rhodes
Place, Cranston. There will be Armenian pastries, kebab and kufta
(think spicy meatballs mixed with rice or bulgur). There will also
be live Armenian music, and an Armenian school dance group.

The event, which is sponsored by the St. Vartanantz Armenian Apostolic
Church in Providence, is Saturday, noon to 10 p.m., and Sunday, noon
to 8 p.m. There will be hourly raffles and a silent auction. Admission
is free.
