and External Relations Council, Slovenian Foreign
Minister Dimitrij Rupel, headed the ministerial EU
Troika meeting with Turkey in Ankara today. The
Turkish delegation was led by the Minister of Foreign
Affairs of the Republic of Turkey, Ali Babacan. The
Troika meeting was also attended by European
Commissioner for Enlargement Olli Rehn and Jean-Pierre
Jouyet, Secretary of State for European Affairs,
representing the next EU Council Presidency holder,
France, says the publication at the EU website.

The first part of the Troika was devoted to reviewing
the state of EU-Turkey relations. Special attention
was given to Turkey’s progress in the EU negotiation
process and to the implementation of Accession
Partnership priority tasks. GAERC Council President,
Dr Rupel, stressed that the Slovenian Presidency is
working hard to open two chapters at the negotiation
conference in June. He pointed out that the year 2008
is important for the continuation of the reform
process in Turkey. He welcomed the amendment of
Article 301 of the Penal Code, a constructive step
towards ensuring freedom of expression, as a sign of
readiness to pursue reform. EU expects Turkey to make
progress both in aligning national law with European
legislation and in implementing it. Dr Rupel expressed
the expectation that Turkey will implement the
Additional Protocol to the Association Agreement in
respect of all EU Member States. On a settlement to
the issue of Cyprus, the EU welcomed Turkey’s
commitment to contribute to the process of seeking a
comprehensive solution.

The second part of discussions focused on an exchange
of positions on topical international issues in the
wider neighborhood – Iran, progress in the Middle East
peace process after Annapolis, and the situation in
the Southern Caucasus.

Georgia: Saakashvili Manipulates his Return to Presidency

While the US position in the former Soviet republics, which once
constituted the formidable USSR before the 1991 disintegration, has
considerably weakened over the years, Georgia has, in its latest
presidential election in January this year, witnessed the return to
power of President Saakashvili, perhaps the most brazenly loyal
friend of Washington in the region whose antipathy to Moscow does not
bear repetition.

This unrepentant pro-American head of state, whose Georgian
citizenship itself is in doubt in view of his proximity to the US
leadership, mounted every form of propaganda and administrative
pressure on the electorate to win the election. But those did not
succeed; so he finally managed to emerge victorious in the first
round of the presidential poll through ballot-rigging on a massive
scale. Without waiting for the counting of votes from even 100
polling stations he declared himself the President of Georgia once
again, thereby fuelling wide resentment among his political
adversaries and opponents.

The hollowness of the election process has been exposed by not only
the Opposition leaders but impartial foreign – Western – observers as
well. According to a noted Opposition leader, G. Yaindrava, `the
originals of the Election Commission’s protocols do not coincide with
the papers concocted in the Central Election Commission’; by way of
illustration projecting Saakashvili’s falsification, Yaindrava
mentioned the results of voting in the provinces populated by
Azerbaijanis and Armenians – the pro-US leader received almost 100 per
cent votes here although it’s quite well known that he is not popular
in those areas.

Some European Union (EU) observers feel that the election campaign
witnessed many violations from the side of the ruling party:
everywhere administrative and financial resources were
indiscriminately used to garner votes while at the same time there
was tight control over the mass media and irrefutable facts surfaced
about genuine voters being frightened away from exercising their
franchise. On the other hand, as compared to Saakashvili the
Opposition candidates had little scope and opportunity to conduct
effective propaganda campaigns.

Several groups of foreign observers, including those from the
International Expert Centre for Electoral Systems (Israel),
Independent American Centre of Political Monitoring (USA), Central
European Group for Political Monitoring (Great Britain) were of the
considered view that the elections could not be characterised as
democratic, transparent, legal and in conformity with the European
principles of democracy and the norms of international law. According
to German political analyst E. Schnaider, `the elections could not be
called legitimate, even with great reserve. People were threatened
and forced to give their votes to Saakashvili.’

Then we have the case of Dieter Boden, a prominent German diplomat
heading the OSCE Observer Mission in Georgia. A day after the voting,
the OSCE observers gave a positive evaluation of the election.
Subsequently Boden said in an interview to the newspaper Frankfurter
Rundschau: `We are receiving more and more reports from our observers
about widespread and serious violations during vote counting in the
election. These include gross, careless and deliberate rigging, for
example, in Batumi.’ In his opinion, the situation in the Georgian
Central Election Commission (CEC) was one of chaos.

On why the OSCE gave a positive assessment of the Georgian
presidential poll a day after the vote, Boden proferred an
explanation even if it did not carry much conviction: `Those serious
violations were not yet exposed by that time.’

He also urged the Georgian Opposition to submit to the OSCE and the
Georgian CEC the facts they have at their disposal confirming
electoral rigging. He felt the CEC was the only body which could
revise the election results and declare them invalid.

Boden’s credentials are impeccable: he enjoys the reputation of being
Georgia’s loyal friend, a person well acquainted with the situation
in the country: he headed the OSCE mission is Georgia in the
mid-nineties; he was a Special Representative of the UN
Secretary-General in Georgia from 1992 to 2002 – currently he is
working for an international observer mission of the OSCE Office for
Democratic Institutions and Human Rights (ODIHR).

However, whatever Boden may belatedly say, the Western community
members from the US have preferred to `close their eyes’ to the
electoral violations and finally accepted Saakashvili’s victory.

THERE is yet another striking development: according to the country’s
Central Election Commission (CEC), 48 per cent of the voters took
part in the elections and of them 72.5 per cent voted in favour of
the country joining the NATO, that is, only about one-third of
Georgians want their country to join the Alliance – this exposes the
failure of the massive pro-NATO propaganda of the state’s power
structures, a majority of the political parties, NGOs; it further
brings out the unreliability of the research conducted by several
sociological services claiming that 80 to 90 per cent of the Georgian
population was ready to vote for the NATO. In this context Georgia’s
expeditious entry into the NATO is fraught with unforeseen
consequences: observers maintain that such a move on the part of
Tbilisi would not only worsen Moscow’s present ties with Washington
but also lead to internal violence, problems with regard to the
legality of deployment of American contingents on Georgian territory
and counteractions and counter-campaigns against full scale
deployment of American bases in the country.

Nonetheless, what is beyond dispute is a weakening of Saakashvili’s
position. This is an objective reality without any subjective
colouring or bias manifest in the presidential poll outcome. The
Opposition, on its turn, is able to comprehend its own power to shape
events and has thus started preparations to seriously compete with
the ruling party taking into consideration the forthcoming
parliamentary elections in Georgia to be held shortly.

Meanwhile there is another apprehension: wide international
acceptance of the presidential election result and direct support to
the Saakashvili regime from the side of the West could influence his
line of action in relation to Abkhazia and South Ossetia. Observers
and analysts fear Saakashvili may regard the Western behaviour as
giving him a right to permissiveness and he could thus be prompted to
take a risk in using force in order to solve the problem of
`separatist regions’. Such apprehensions and fears cannot possibly be
brushed aside.

Cross order to Major Hamlet Tadevosian, the Commander of the rifle

bravery and selflessness shown when keeping public order. Noyan Tapan

The outcome of the vote to the resolution on Nagorno-Karabakh in
the UN "was a peculiar barometer of the mood of the international
community," runs the release of the Armenian ministry of foreign
affairs on the resolution presented by the Azerbaijani side. "Only
39 states voted for the resolution which represented GUAM and the
Islamic Conference Organization. The OSCE Minsk Group co-chairs on
behalf of the United States, France and Russia, as well as Armenia
and a number of other countries voted against the resolution, over
150 countries abstained or did not participate in the vote at all,"
runs the release of the ministry.

"I hope the outcome of the vote will be a signal to Azerbaijan from
the international community," said the Armenian foreign minister
Vardan Oskanyan, adding that the majority of the UN countries reject
one-sided approach to this issue. The Armenian foreign minister
described the resolution of Azerbaijan as hypocritical. On the
one hand, the document presented by official Baku is an effort
to misinform the international community, on the other hand, the
resolution includes a provision which endorses the efforts of the
OSCE Minsk Group co-chairs who had spelled out disagreement with the
resolution and voted against it. The foreign minister of Armenia is
now interested in further actions of official Baku. The question is
whether Azerbaijan will continue to hinder the peace process or will
sit at the table of talks. The head of the Armenian foreign ministry
reasserted the readiness of the president elect of Armenia Serge
Sargsyan to meet with the head of Azerbaijan Ilham Aliyev in case
the latter and the OSCE Minsk Group agree. "There is a possibility,"
said Oskanyan, adding that by rejecting the resolution presented by
Azerbaijan the international community showed that they support the
document which is on the table of the talks and which allows bringing
closer the right of people for self-determination and territorial
integrity which seem controversial at first sight. "This document
allows Armenian and Azerbaijan advancing in the talks," says the
minister of foreign affairs of Armenia, Arminfo reports.

Turkish agency gives details of Turkish president’s visit to USA

Ankara, 5 January: Turkish President Abdullah Gul will visit the
United States between 7 and 11 January as the formal guest of US
President George W. Bush.

Gul will depart from Ankara for US at 10:00 p.m. on Sunday.

On January 8th, Gul will meet US Secretary of State Condoleezza

Rice, Vice President Dick Cheney and Defence Secretary Robert Gates.
At 6:10 p.m., Gul will meet Bush, and they will hold a joint press
conference after their meeting.

journalists.

On January 9th, Gul will proceed to New York and meet UN Secretary
General Ban Ki-moon over dinner. Gul will pursue his meetings in New
York on 10 January too.

He will have a breakfast with Turkish and US businessmen and finance
circles. Gul will also give conference on Turkish-US relations at
Foreign Policy Council, and meet representatives of several Jewish
organizations and leaders of Mesketian Turks the same day.

Gul will depart from the United States on 10 January.

Many regional and international matters including fight against
terrorism, energy cooperation, bill on Armenian allegations, future
of Iraq as well as status of Kirkuk will be discussed during Gul’s
meetings.

Gul, during his meeting with UN SG Ki-moon, will discuss Iraq and
Cyprus issues as well as Turkey’s candidacy for non-permanent
membership to UN Security Council.

New checkpoint opens on Armenian-Georgian border

[Presenter] The 125-km border between Armenia and Georgia has yet to
be demarcated. The disputed Debet valley between the two countries
will be divided by the Armenian-Georgian commission. But before that,
a section of the border, where border guards serve, is being
renovated.

[Correspondent] A new checkpoint has been constructed near the village
of Dzyunashogh on the Armenian-Georgian border. The checkpoint has
been provided with a clean and large barracks, lecture rooms, a
bathroom and a sitting room. Officers and their families will not feel
bored any more.

A high school student said Thursday that he and classmates had warned
their principal about threats by a classmate who shot and wounded four
people before killing himself, and believed the attack could have been
prevented.
The student, Rasheem Smith, said on CBS’ "Early Show" that despite
their warnings about the student who opened fire Wednesday, Asa
H. Coon, principal Johneita Durant told them she was too busy.
"I told my friends in the class that he had a gun and stuff," said
Smith, 15. "He was talking about doing it last week. I don’t know why
they didn’t say nothing.
"We talked to the principal. She would try to get us all in the
office, but it would always be too busy for it to happen," Smith said.
Responding on the show, schools CEO Eugene Sanders said the district
would investigate. "We’re going to review the entire situation over
the course of today and tomorrow, make a determination of what has
indeed occurred, and then see what the appropriate recommendations
are, so we can move forward on Monday morning," he said.
The Associated Press made several attempts to reach Durant at
SuccessTech Academy after the shootings, but she did not make herself
available for comment.
Armed with two revolvers, Coon opened fire at the alternative school,
wounding two students and two teachers. He had a history of mental
problems and was known for cursing at teachers and bickering with
students.
Police found a duffel bag stocked with ammunition and three knives in
a bathroom, but no suicide note, Police Chief Michael McGrath said.
People at Coon’s home late Wednesday declined to comment.
All classes in the city school district were canceled Thursday, and
school officials said counseling would be available for students at
recreation centers throughout Cleveland.
Coon, who was suspended Monday for fighting with a classmate and was
under suspension at the time of the shootings, had warned classmates
of an attack, but none took him seriously.
"When he got suspended, he was like `I got something for you all,’"
said student Frances Henderson, who said she often got into arguments
with Coon. "I guess this is what he had."
Coon, who was white, stood out in the predominantly black school for
dressing in a goth style, wearing a black trench coat, black boots, a
dog collar and chains, she said.
Henderson, who is black, she said she didn’t believe race played a
role in the shootings.
"He’s crazy. He threatened to blow up our school. He threatened to
stab everybody," said Doneisha LeVert, 14. "We didn’t think nothing of
it."
Police believe Coon, wearing a Marilyn Manson shirt, black jeans and
black nail polish, targeted the two teachers he shot Wednesday.
Coon’s troubles seemed to come to a breaking point this
week. Students said Monday’s fight was over God – Coon told his
classmates he didn’t believe in God and instead worshipped rocker
Marilyn Manson.
Coon had mental health problems, spent time in two juvenile
facilities and threatened to commit suicide while in a mental health
facility, according to juvenile court records obtained by The Plain
Dealer newspaper.
The Department of Children and Family Services was called to Coon’s
home in 2000 because he had burns on his arms and scratches on his
forehead, the newspaper said.
When he was 12, Coon was charged in juvenile court with domestic
violence. His mother, Lori, had called police and told them her son
slapped her and called her a vulgar name. She had been trying to
intervene in a fight between Coon and his twin sister, The Plain
Dealer reported.
He was also suspended from school last year for attempting to hurt a
student, the newspaper said.
"He used to cuss all the teachers out," said Henderson, 14.
The first person shot, 14-year-old Michael Peek, had punched Coon in
the face right before the shootings began, Smith said.
Coon "came out of the bathroom and bumped Mike and he (Mike) punched
him in his face. Mike started walking. He shot Mike in the side," said
Smith.
Darnell Rodgers, 18, said he realized he had been shot when he felt
his arm burning.
Rodgers was treated for a graze wound to his right elbow. He told
NBC’s "Today" on Thursday he didn’t believe he was targeted.
"He just fired the gun," Rodgers said. "He didn’t say anything."
Michael Grassie, a 42-year-old history teacher, was hospitalized in
fair condition late Wednesday after about 90 minutes of surgery.
Math teacher David Kachadourian, who was treated for a minor wound to
the back of one shoulder, knew of no reason why Coon would target him.
"I never felt personally threatened or personally at risk," said
Kachadourian, who had Coon is his beginning algebra class. "I had
concerns about him, yes. He seemed like an angry young man. I did not
fear for my own safety."
SuccessTech Academy, with about 240 students, is an alternative high
school in the public school district that stresses technology and
entrepreneurship.

Karabakh Process

Yesterday in Brussels the Co-Chairmen of the OSCE Minsk Group Yuri
Merzliakov and Bernard Fassier met with eth Foreign Minister of
Azerbaijan Elmar Mamedyarov. Naturally, nothing special could be
expected of this work meeting. It is quite simple that the extremely
complicated issue of the Nagorno-Karabakh conflict cannot be settled
by a few meetings, especially when the American Co-Chair of the Minsk
Group Matthew Bryza and Foreign Minister of Armenia Vardan Oskanian
did not take part in them. In any case, if the absence of Bryza can
be explained by his honeymoon in Turkey, the motivations of Vardan
Oskanian’s absence remain vague. It is well known that the Armenian
Foreign Minister is at present in Brussels, therefore arranging a
meeting of all the sides involved in the peace process on Karabakh
would not prove difficult. According to Yerevan officials, in July took
place a meeting of Vardan Oskanian with the OSCE Co-Chairs, without
the participation of Azerbaijani representatives, so the presence of
Oskanian on the yesterday meeting was by no means compulsory. This
is, of course, only an official statement, but let us mention
a tendency that the Foreign Ministers of Armenia and Azerbaijan
always negotiated over the recent years when meeting in frameworks
of various international events. This year the tendency was broken,
as a separate meeting of the two officials in Brussels has not been
arranged either. This fact makes us think of a serious regress in the
peace process of Karabakh, which also explains the warlike statements
by the authorities of Azerbaijan.

To be reminded, in August were held consultations of the Co-Chairs
of the OSCE Minsk Group, in which also took part the Deputy-Foreign
Minister of the Russian Federation Genady Karasin. All the participants
of the consultations predicted that after the elections in Armenia
and Azerbaijan passiveness will occur in the Karabakh process. The
latest events in Brussels proved that predictions true.

Moreover, according to certain sources, Vardan Oskanian will be running
as one of the probable candidates for the office of RA presidents on
the elections in 2008. Evidently, this may cause more passiveness in
the Karabakh process.

Naturally, in these circumstances, deliberations about the possible
solutions of the Karabakh conflict may be used against the main
candidate for the office of the President of Armenia, as an advocate
of decadent policy. Of course, Vardan Oskanian and his team, which
is already being forged, won’t give this chance to their opponents.

On the other hands, we daresay that in Brussels another "window of
opportunities" was closed.

preliminary gas treaty signed between Turkey and Iran, noting that
the time is not right for investments in the Iranian energy sector.

"The decision about whether or not to do business in Iran belongs to
the Turkish government and Turkish organizations. However, Iran has
not proven a reliable partner for such treaties," said Sean McCormack,
Spokesman for the Department of State, Hurriyet newspaper reports.

Iran and Turkey signed a memorandum on mutual agreement on energy
cooperation. According to the agreement, Iran will convey several
natural gas facilities in the Persian Gulf to Turkish companies while
Iran will export its gas to Europe via Turkey.
