Pashinyan Relieves Deputy Ministers from Posts

Prime Minister Nikol Pashinyan leads the last cabinet meeting under the old government structure on May 30

During the regular cabinet meeting on Thursday, Prime Minister Nikol Pashinyan signed orders to relieve deputy ministers from their positions as the process of forming a government under a new structure, approved recently by the National Assembly, moves forward.

Pashinyan dismissed Deputy Ministers of Education and Science Grisha Tamrazyan and Arevik Anapiosyan, Deputy Ministers of Agriculture Garnik Petrosyan, Artak Kamalyan and Tigran Gabrielyan, Deputy Ministers of Diaspora Davit Sargsyan and Babken DerGrigorian, First Deputy Minister of Sport and Youth Affairs Gabriel Ghazaryan, Deputy Ministers of Sport and Youth Affairs Kristine Asatryan, Sargis Avagyan and Gevorg Loretsyan, Deputy Ministers of Energy Infrastructures and Natural Resources Hakob Vardanyan and Vardan Gevorgyan, Deputy Ministers of Culture Tigran Galstyan and Nazeni Gharibyan have been relieved from their posts.

The prime minister’s office indicated that a new government will be announced in coming days.

“This is our last session under the 17-ministry structure. I would like to thank all our colleagues for the work during this period. I wish those who will continue their work the best of luck, and I would like to thank those who will not continue working,” Pashinyan said during Thursday’s cabinet meeting.

The new government will be made up of 12 ministries. It is envisioned that the tasks of the ministries that were abolished from the new structure will be distributed among the remaining, reconfigured, government structured/

“I am convinced that we will have positive results and the quality of the government’s work will grow,” said Pashinyan who emphasized that the decision to minimize ministries would make the government more efficient.

17 pages of the dissertation of the Appellate Judge were copied from other works, in particular from  the dissertation of the Chairman of the Court of Appeal Vazgen Rshtuni and Tigran Nahapetyan.

YEREVAN, MAY 10, ARMENPRESS. Azerbaijan’s football authority has given assurances to UEFA that Armenian international, Arsenal midfielder Henrikh Mkhitaryan will not have problems to travel to Baku for the May 29 Europa League final where the Gunners face Chelsea, according to a written answer by UEFA to TASS.

According to the report, UEFA told TASS that the Azerbaijani Association of Football Federations has confirmed that Mkhitaryan’s visit will not be a problem and it will provide security guarantees.

Earlier in 2015 when Mkhitaryan was with Borussia Dortmund, the German club decided not to take the Armenian international to Baku for a match against Gabala due to “security reasons”, referring to the Nagorno Karabakh conflict-related situation.

Azerbaijan currently bans citizens of Armenia to enter its territory.

Other details weren’t immediately clear.

Earlier in April it was reported that UEFA will support Mkhitaryan for a visa bid.

Whether or not Mkhitaryan himself wants to travel to Baku for the match remains unclear.

ARS Nairy’s Fashion with a Flair of Success

The exciting sounds of ole and castanets were enjoyed by the guests who attended “Flamenco with a Flair.” The evening was presented by the Armenian Relief Society Nairy Chapter of Montebello. Attendees were able to appreciate the passionate Angelita Concierto Flamenco show. Co-chairs Angela Savoian, Vivian Frederikson, and Valerie Solomente, along with chapter members gave attendees a total experience of Spain.

Angela Savoian welcomed and thanked everyone, giving special thanks to the Massis Guild and Red Hat members who also supported the event. Chapter President, Sonia Fundukian gave a short speech regarding the many projects that the chapter supports with the generosity of community members. She also introduced Assemblywoman Christina Garcia who thanked ARS Nairy for its service to the community.

The highlight of the afternoon was the flamenco show. The talented and exciting Angelita brought with her an authentic guitarist and singer, who complimented the six excellent dancers. She explained the nuances of the flamenco which added to the audience interest.

Ara Melkonian, a well-known Armenian dancer and choreographer, surprised many with his flamenco expertise and fire. Harut Baltayan was a sensation as well, with his expressive interpretation of flamenco. The crowd showed their appreciation throughout the entire show. The fact that the two of the six dancers were Armenian also pleased the crowd.

Greg Hosharian rounded out the entertainment with vocals and keyboard. Vendors filled the perimeter of the Armenian Center and the Spanish menu was served by Hrach and Ara Catering. Marie Peltekian handled the raffle prizes with confidence. Program booklets were prepared by Ani Dikranian.

The Flamenco with a Flair committee thanks supporters, donors and especially the ARF Dro, for without their participation and support this event would not have been successful.

The Armenian Relief Society is a world-wide non-profit organization that supports schools, and women’s health, culture and disaster relief. The ARS Nairy Chapter of Montebello was formed 51 years ago and supports many local projects including the Montebello Police Department Toy Drive, a Saturday School and a 5 Star State sponsored Preschool.

A Turkish opposition leader on Saturday slammed France for trying to pass judgement on the 1915 events between the Ottoman Empire and Armenians.
 
“French President Macron designating April 24 a day of commemoration through a presidential decree is a shameful disaster,” said Devlet Bahceli, leader of the Nationalist Movement Party (MHP).
 
“If France is in the mood for commemoration, it might commemorate the victims in Africa it slaughtered or the blood it spilled here in Cukurova a century ago and then apologize to the Turkish nation,” he added, referring to France’s colonialist past and in the wake of World War II.
 
Turkey’s position on the events of 1915 is that the deaths of Armenians in eastern Anatolia took place when some sided with invading Russians and revolted against Ottoman forces. A subsequent relocation of Armenians resulted in numerous casualties.
 
Turkey objects to the presentation of the incidents as “genocide” but describes the 1915 events as a tragedy in which both sides suffered casualties.
 
Ankara has repeatedly proposed the creation of a joint commission of historians from Turkey and Armenia plus international experts to tackle the issue.
 
Turkish, Israeli elections
 
Speaking at a party gathering in the capital Ankara, Bahceli addressed Turkey’s recent local elections — including the undecided election in the metropolis of Istanbul — and Tuesday’s elections in Israel, resulting in another term for controversial leader Benjamin Netanyahu.
 
“Organized irregularities” have been found in Istanbul’s Buyukcekmece and Maltepe districts, and they are “impossible to hide,” said Bahceli.
 
“If the results evolve in a way that hurts the public conscience, a repeat election in Istanbul will be considered as a solution,” Bahceli said.
 
Gains in 11 big cities by the main opposition People’s Republican Party’s (CHP) may be a Pyrrhic victory, he added.
 
“In places where the CHP took over the administration, the city council members are predominantly from the People’s Alliance,” he said, referring to the election partnership of the MHP and the ruling Justice and Development (AK) Party.
 
On the Israeli elections, Bahceli drew a gloomy picture for the Mideast.
 
“The elections in Israel and the position of Netanyahu is a sign that the dark scenarios for our region will grow even darker,” he said.

Court Rejects Kocharian’s Immunity Claim

A court in Yerevan on Friday dismissed former President Robert Kocharian’s 
claim that Armenia’s constitution gives him immunity from prosecution on coup 
charges strongly denied by him.
An article of the constitution stipulates: “During the term of his or her 
powers and thereafter, the President of the Republic may not be prosecuted and 
subjected to liability for actions deriving from his or her status.”
Kocharian’s lawyers cited this provision when they asked the district court 
last month to free the ex-president and throw out the charges stemming from the 
2008 post-election violence in Yerevan.
One of the lawyers, Hovannes Khudoyan, said during a March 26 court hearing 
that investigators have still not explained why they believe the clause does 
not apply to the high-profile criminal case. Khudoyan argued that Armenia’s 
Court of Appeals upheld his client’s immunity from prosecution when it ordered 
his release from pre-trial custody in August.
Acting on prosecutors’ appeal, the higher Court of Cassation overturned that 
ruling in November, however, ordering the Court of Appeals to examine the case 
anew. The latter allowed law-enforcement authorities to press charges against 
Kocharian and again arrest him on December 7.
Siding with the prosecutors, the district court ruled that the man who ruled 
Armenia from 1998-2008 cannot be protected from prosecution. It did not 
immediately publicize its arguments in favor of that ruling.
On Thursday, the Court of Appeals upheld a lower court’s March 15 decision to 
extend Kocharian’s pre-trial arrested by two months. The ex-president’s lawyers 
denounced the decision, saying that it was dictated by the Special 
Investigative Service (SIS), a law-enforcement body conducting the long-running 
inquiry into the 2008 violence.
Kocharian as well as three retired army generals are accused of overthrowing 
the constitutional order in the wake of a disputed presidential election held 
in February 2008, less than two months before he completed his second and final 
presidential term. The SIS says that they illegally used the armed forces 
against opposition supporters who demonstrated against alleged electoral fraud.
Eight protesters and two police servicemen were killed in street clashes that 
broke out late on March 1, 2008. Kocharian declared a state of emergency in the 
Armenian capital on that night.
All four men deny the charges. Kocharian, who was also charged with bribery 
last month, has accused the current authorities and Prime Minister Nikol 
Pashinian in particular of waging a political “vendetta” against him. 
Pashinian, who was one of the main opposition speakers during the 
February-March 2008 protests, has dismissed the ex-president’s claims.
Pashinian Ally Denies Blaming Russia For Armenian Parliament Killings

A senior lawmaker representing Prime Minister Nikol Pashinian’s My Step 
alliance strongly denied on Friday media reports which quoted him as accusing 
Russia of masterminding the deadly 1999 attack on Armenia’s parliament.
According to some online media outlets, Andranik Kocharian, the current 
chairman of a parliament committee on defense and security, alleged recently 
that Armenian investigators have established that President Vladimir Putin had 
personally ordered Russian security services to organize the attack.
Five gunmen led by a former journalist, Nairi Hunanian, burst into the National 
Assembly and sprayed it with bullets on October 27, 1999. Then Prime Minister 
Vazgen Sarkisian, parliament speaker Karen Demirchian and six other officials 
were killed in the shooting spree that thrust Armenia’s government into turmoil.
The gunmen accused the government of corruption and misrule and demanded regime 
change. They surrendered to police after overnight negotiations with then 
President Robert Kocharian (no relation to Andranik). They were subsequently 
tried and sentenced to life imprisonment.
Andranik Kocharian, who has long been at loggerheads with the former president, 
denounced the claims attributed to him as “false” and “nonsensical.”
“State structures could never say such nonsensical things because neither the 
parliament attack inquiry is over nor can anyone make such claims based on 
materials of the investigation,” he said. “There are simply no grounds for 
anyone to make such nonsensical conclusions,” he added.
Kocharian said the media reports were part of an anti-government “provocation” 
aimed at undermining Russian-Armenian relations. He expressed confidence that 
Moscow did not take them seriously.
Kocharian singled out 7or.am, a news website critical of Pashinian’s government 
and sympathetic to the arrested ex-president, as the primary source of the 
“disinformation.” He said law-enforcement authorities must launch an 
investigation if the website fails to produce evidence of his alleged statement.
The 7or.am editor, Aregnaz Manukian, said that her publication was not the 
first to claim that Kocharian pointed the finger at Putin. “We picked up the 
story on the Internet, and since there was no reaction to it for a long time, 
we decided to publish it,” Manukian told RFE/RL’s Armenian service. “Andranik 
Kocharian should have refuted it earlier.”
Hunanian insisted throughout his marathon trial that he himself had decided to 
storm the parliament without anybody's orders. But many in Armenia still 
believe that the ringleader and his accomplices had powerful sponsors outside 
the parliament building.
Pashinian’s PACE Speech Draws Mixed Opposition Reaction

An Armenian opposition leader on Friday praised Prime Minister Nikol 
Pashinian’s latest remarks on Nagorno-Karabakh but disputed his claim that 
Armenia has become a full-fledged democracy since last year’s “velvet 
revolution.”
“Of course, there were many interesting and good points,” Gevorg Gorgisian of 
the Bright Armenia Party (LHK) said, commenting on Pashinian’s speech delivered 
in the Council of Europe’s Parliamentary Assembly (PACE) on Thursday. “In 
particular, with regard to the Karabakh issue, on human rights in Karabakh and 
the conflict’s resolution and peace.”
“But there were also some flaws such as [Pashinian’s claims about] the 
establishment of democracy, economic miracle, reforms which have only just 
begun, a process where we see numerous shortcomings,” Gorgisian told RFE/RL’s 
Armenian service (Azatuyun.am).
“Armenia is today unequivocally a democratic country with absolute freedom of 
expression and freedom of assembly,” Pashinian declared on the PACE floor. He 
said his government has eliminated “systemic corruption,” broken up economic 
monopolies and created “prerequisites for everyone’s equality before the law” 
since taking office less than a year ago.
Gorgisian countered that the civil liberties cited by Pashinian are necessary 
but not sufficient for a democratic political system which he said also 
requires an effective system of checks and balances. He said the prime minister 
is reluctant to curb sweeping executive powers inherited from the country’s 
former leader, Serzh Sarkisian.
Sergey Bagratian, a senior lawmaker representing the opposition Prosperous 
Armenia Party (BHK), also hailed parts of Pashinian’s speech that related to 
the Karabakh conflict. In particular, he said, Pashinian was right to make a 
case for international recognition of the Karabakh Armenians’ right to 
self-determination.
While stressing the importance of his “constructive and positive dialogue” with 
Azerbaijani President Ilham Aliyev, the Armenian premier called for direct 
contacts between the two societies. He rebuked the PACE for having “paid no 
attention whatsoever to supporting non-governmental organizations operating in 
Nagorno-Karabakh.”
Pashinian also criticized pro-Azerbaijani resolutions on Karabakh adopted by 
the PACE in the past. He charged that one of those resolutions “became a 
prelude” to offensive military operations launched by Azerbaijan in April 2016.

“Zhoghovurd” reports that Prime Minister Nikol Pashinian said that the Council 
of Europe’s Parliamentary Assembly (PACE) is also responsible for the April 
2016 war in Nagorno-Karabakh when he gave a speech in the Strasbourg-based body 
on Thursday. He referred to a pro-Azerbaijani resolution adopted by the PACE in 
January 2016.
“Hraparak” looks at questions which PACE members asked Pashinian after his 
speech. Most of them were about the Nagorno-Karabakh conflict and ongoing 
Armenian-Azerbaijani negotiations. “Another circle of questions related to 
criminal investigations, especially the ones launched against politicians,” 
writes the paper. “And when they asked [Pashinian] how Armenia’s government is 
fighting against corruption and what results have been achieved Nikol Pashinian 
said the key to success is the government’s transparency and told the Europeans 
that just ten days ago a criminal case was opened against one of his close 
relatives, which shows that he and his entourage will not be corrupt.” Other 
questions involved concerns about LGTB rights in Armenia and the fact that 
Yerevan continues to vote against anti-Russian resolutions in the United 
Nations. “The questions make clear the vector of Europe’s [Armenia-related] 
interests,” concludes “Hraparak.”
Lragir.am reports that at his meeting with members of the Armenian community in 
Strasbourg held later on Thursday Pashinian was asked about a political scandal 
sparked by a transgender activist’s speech in the Armenian parliament. The 
person who asked the question was particularly concerned over former Gyumri 
Mayor Vartan Ghukasian’s calls for the expulsion of LGBT people from Armenia. 
Pashinian responded by recalling a 2007 attempt on Ghukasian’s life. This is 
construed by the online publication as the new authorities’ intention to solve 
that shooting incident whose masterminds have still not been identified and 
punished.

YEREVAN.- It is impossible to speak to Armenia and Karabakh in the language of threats to start a war. Armenia will respond to the threat of war with the peace agenda and, if necessary, peace enforcement, said Armenian Prime minister Nikol Pashinyan, speaking at the special congress of the Yerkrapah Union of Volunteer Land Defenders (UVLD), held in the sessions hall of the Government on 7 April.

“No one should threaten the neighboring people. And in general, no one should speak to us from positions of force. We will respond to the threat of war by the peace agenda and, if necessary, the agenda of peace enforcement,” the PM noted.

The Armenian Revolutionary Federation “Armen Karo” Gomideh ran a full day seminar titled “100 Years of Activism and the Road Ahead,” on Saturday, March 23, presented by  Dr. Khatchig Mouradian of Columbia University. In cooperation with AYF “Ashod Yergat,”ARF “Shant” and UCI Armenian Students Association, the seminar was open to the community with the goal of reaching out to the youth.

The Orange County Armenian Center opened its doors at 9 a.m. that day. The morning started out with registration and breakfast for those attending. Attendees were handed folders, which included pen and paper, in order to jot down thoughts and notes throughout the discussions. Alique Cherchian of AYF “Ashod Yergat” welcomed guests and introduced Dr. Mouradian, reading aloud his accomplishments and professional background. Soon after, Dr. Mouradian took the stage, lecturing through an open dialogue discussion. He covered a range of topics with the community, most based on the interests and dynamic of the 40 attendees present. The sessions flowed and focused on those interests accordingly. Dr. Mouradian and the attendees were actively listening and engaging with one another—shedding light to certain topics that were unfamiliar to some.

The topic that was focused on, and stood out to me the most, was that of Armenian Identity. What defines an Armenian? Is it the Armenian language, or our Christian religion? Dr. Mouradian explained that, Armenians in the Diaspora, and those in the homeland, each have their own views, traditions, and “Armenian-ness.” With this in mind, who can say what constitutes being a true Armenian? Must we all fit on a certain check list?

Dr. Mouradian gave an example from his own personal experience, from a time when he was traveling through Western Armenia—in modern day Turkey. He described the many Islamized Armenians he came across, who were raised knowing they have Armenian lineage, but are Turkish or Kurdish by nationality. Many of these individuals thirst for the knowledge of their Armenian past, searching for extended family, for stories about their ancestors. We learned that some of these individuals even changed their names to Armenian ones, in an attempt to reconnect with their lost past. This was such an interesting and enlightening topic to discuss. It brought an image of a day where more of these individuals embraced their Armenian past, and came forward with their true identity, how things could potentially positively change, furthering the Armenian Cause.
A key argument made by Dr. Mouradian was that as the youth becomes further engaged through activism, the older generation must allow them to make mistakes so that they can learn from them. They must fully support the youth, in order for them to be successful in their future endeavors. As the final discussion of the day drew near, Taline Jermakian of the Armen Karo Gomideh relayed the Gomideh’s message for the youth—as youth activism has been the focus for the Gomideh this past year.

Our Armenian youth has been the central focus for the Armen Karo Gomideh this year. You see here today an event organized for the community in coordination with the youth organizations of AYF Ashod Yergat, ARF Shant, and UCI ASA. This maybe one of the firsts, but it certainly won’t be the last. Our goal is to set up the younger community members with the tools they need to carry on all while supporting their ambitions along the way.

To engage with the Armenian youth, to encourage their activism, to celebrate their accomplishments, to promote their new ideas, to ease their concerns, to guide them in the right direction, and to give them the means to push toward the future all while remembering and honoring their past…there is no greater insurance against the threat of assimilation of the Armenian diaspora. It’s in the hands of every generation to pass on the cause to the next generation so that the Armenian Identity and homeland both survive and thrive. This is not an easy task. Quite frankly, it’s filled with difficulties and obstacles. Life gets busy. Our priorities shift with time. But as someone who is not that many years past her days of youth, I can tell you, our activism matters. Our dedication matters. You matter.

On behalf of the Armen Karo Gomideh I would like to thank Ung. Dr. Khatchig Mouradian for making the trip out here to be with us today. On a personal note, I grew up on the East Coast and had the pleasure of seeing Dr. Mouradian’s lectures on a variety of topics all of which helped shaped me into becoming the Armenian and Ungerouhi I am today. I have no doubt all of you will leave here today feeling just as encouraged and enlightened. Thank you.”

The seminar was brought to an end with the singing of “Mer Hyrenik,” and Dr. Mouradian invited attendees to come forward with their thoughts or questions. Medii Kitchen provided a delightful dinner for the mixer event, where the community was given space to converse, eat, and share their thoughts on the day’s discussions. All in all, Dr. Khatchig Mouradian’s perspectives and discussions truly resonated with those that attended. It was a successful event for the mind, for the heart, for the youth, and for the community as a whole.

The format of the negotiation process with Armenia remains unchanged, there is progress in the negotiations, Azerbaijani President Ilham Aliyev told TASS.

“Negotiation process also has to be supported by humanitarian actions. The fact that the format of negotiations remained unchanged is important, negotiations are conducted between Armenia and Azerbaijan as it has been for many years, – the president noted. – A new impetus has been given to the negotiation process, we very positively assessed the statement of the OSCE Minsk Group co-chairs of March 9, which says that a change in the negotiation format can be only with the consent of the two parties.”

According to him, Baku did not give consent to that. “We are back to a situation where we need to continue to conduct substantive negotiations. An instruction has been given to the Foreign Ministers, who are likely to meet in order to continue the negotiation process, ”Aliyev said.

“The negotiation process must be result oriented,” he pointed out.

According to Aliyev, the talks were held in a constructive atmosphere.

 “We assess the talks positively, they took place in a constructive atmosphere. This is the first official meeting of the leadership of Azerbaijan and Armenia after a long break, previous meetings were more introductory and were held in the framework of international events,- he said. – The foreign ministers held several rounds of talks. The meeting is important because a new start has been given to the negotiation process on the substance of the issue.

“We discussed issues related to the strengthening of confidence-building measures in the framework of contacts between people,” continued Aliyev. – Previously, there were contacts between members of the public. It’s too early to talk about humanitarian measures. ”
