Mask-wearing outdoors is once again mandatory in Armenia, tougher measures are expected

Since November 1, wearing a mask on the street has again become mandatory in Armenia. The government plans to introduce stricter anti-epidemic measures amid the next wave of coronavirus with extremely high rates of both morbidity and mortality – incomparable with previous, even the most difficult periods of the pandemic.

The tightening of measures will affect those who have not yet been vaccinated or are late with the second dose of vaccination.

As of November 1, 1,071 new cases of infection were detected. Moreover, in recent weeks, this figure has exceeded 2,000. During the day, another 51 have died, the total death toll has reached 6,379 people.

Since October 26, by decision of the government, universities have switched to distance learning, school holidays have been extended by a week, and the issue of extending them for another week is already being discussed.

The Armenian government intends to avoid a lockdown by stimulating vaccinations and introducing strict anti-epidemic restrictions.

Since October 1, all working citizens of Armenia who have not yet been vaccinated, are obliged to submit a negative coronavirus test result to the employer once every two weeks. This does not apply to those who have already received the first dose of the vaccine. However, now a new measure is being introduced: the test will also have to be taken by those who are late for their second dose of vaccine.

The Centers for Disease Control and Prevention reports that they are discussing the introduction of another measure. It may soon be necessary to submit a vaccination QR code or a negative test result to visit cafes, restaurants, cinemas and entertainment events.

It is also possible that from December 1, unvaccinated citizens of Armenia who get sick with coronavirus will be treated at their own expense.

Armenian media began writing about this from the beginning of October. Press Secretary of the Ministry of Health Hripsime Khachatryan does not deny this information. She stated that the issue is under discussion:

“The average cost of inpatient treatment for a patient with Covid-19 is 800,000 drams [about $ 1,700], but depending on the patient’s condition – in a severe or extremely serious condition, this amount naturally increases and exceeds one million drams [about $ 2,000 ]”.

All these measures are being discussed in the government, since a decision has already been made that there will be no more lockdown in the country. Prime Minister Nikol Pashinyan himself stated that his cabinet’s strategy is to stimulate vaccinations and avoid the collapse of the economy.

Meanwhile, 27 medical centers across the country are now serving coronavirus patients. More than 3,000 beds are constantly occupied, more than a 1,000 people are in serious condition, more than 300 are in critical condition, more than 100 are connected to artificial respiration devices, Health Minister Anahit Avanesyan said earlier.

She also presented figures showing the effectiveness of vaccination:

“In general, out of 30,433 citizens with a positive test, that is, active cases, 1,702 people were vaccinated, out of 3,100 hospitalized citizens the number of vaccinated is only 96. Out of 1,500 citizens receiving treatment in the intensive care unit, we have only five people. who have been vaccinated”.

Board Member of the EEC Internal Markets, Informatization, Information and Communication Technologies Gegham Vardanyan reported to the Government of Armenia about the intention of terminating his powers and presented to the Eurasian Economic Commission his application of resignation, the Office of the Deputy Prime Minister Mher Grigoryan told ARMENPRESS.

“Decisions on terminating the powers of Board Member of the EEC Internal Markets, Informatization, Information and Communication Technologies Gegham Vardanyan and appointing Varos Simonyan to that post were included in the agenda of the October 14 sitting of the Supreme Eurasian Economic Council and were approved.

The above-mentioned decisions are currently at signing phase and will take effect and will be published after being signed by heads of all EEU member states”, the Deputy PM’s office told ARMENPRESS.




Armenia says Baku not fulfilling pledges, situation fragile

Armenian Foreign Minister Ararat Mirzoyan says the situation in South Caucasus is still unstable due to Azerbaijani authorities’ quote non-constructive measures.

“Despite the cessation of hostilities in line with the trilateral Armenian, Russian, and Azerbaijani statement of November 9, 2020, the situation is still unstable because Azerbaijan is not fulfilling certain obligations under the above-mentioned statement. In particular, it misinterprets certain provisions, refuses to release military and civilian detainees, and indulges in bellicose and expansionist rhetoric,” Mirzoyan said in an interview with France’s Nouvelles d’Armenie.

“Armenia continues its efforts to reach stability in the region,” he continued.

“The program of our government clearly states our readiness to contribute to the establishment of an era of peaceful development in the region. I am sure that if other countries demonstrate a corresponding political will and make constructive steps, all necessary conditions will be created for the beginning of active discussions on the above-mentioned agenda,” he added.

The conflict between Armenia and Azerbaijan over the highland region of Nagorno-Karabakh, a disputed territory that had been part of Azerbaijan before the Soviet Union break-up, but primarily populated by ethnic Armenians, broke out in February 1988 after the Nagorno-Karabakh Autonomous Region announced its withdrawal from the Azerbaijan Soviet Socialist Republic. In 1992-1994, tensions boiled over and exploded into large-scale military action for control over the enclave and seven adjacent territories after Azerbaijan lost control of them. Talks on the Nagorno-Karabakh settlement have been ongoing since 1992 under the OSCE Minsk Group, led by its three co-chairs – Russia, France and the United States.

Renewed clashes between Azerbaijan and Armenia erupted on September 27, 2020, with intense battles raging in the disputed region of Nagorno-Karabakh. On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh. Under the document, the Azerbaijani and Armenian sides stopped at the positions that they had held and Russian peacekeepers were deployed along the engagement line in Nagorno-Karabakh and along the Lachin corridor that connects Armenia with the enclave to exercise control of the ceasefire observance. Apart from that, a number of districts came over to Baku’s control.

Armenia deputy police chief: Number of escorting on Goris-Kapan motorway section has increased

“Not only at that section, but in general we have an issue with the number of police officers. Nonetheless, we are able to organize with the help of other services, and so far we have not had any problems. You know that there were some accumulations of trucks there, quite a large-scale work is being done in that section,” he added.

And to the remark that the Azerbaijanis had recently stopped an Armenian citizen, had inspected for a long time, and hit his car on the aforementioned motorway section, the deputy police chief said: Regulation should be implemented here on the basis of international documents; that is, there is an arrangement that the police deal in case of road incidents on the [road] section that is not considered in the territory of the Republic of Armenia.”

Armenia’s superheavyweight Davit Chaloyan started competing on the fourth day of the tournaments of the 2021 AIBA World Boxing Championships in Serbia.

In the 1/16 final of boxers in the +92 kg category, he competed with Ukraine’s Tsonte Rovaga and defeated the latter 4-1.

The ring’s referees declared Chaloyan the winner in all three rounds. Chaloyan is participating in a world championship with the adult team for the first time.

In the 1/8 final, Chaloyan’s opponent will be Colombian boxer Christian Salcedo.

After the Cabinet meeting, the minister told reporters that wearing face-masks is very important for preventing the spread of the virus.

As for the death cases, she said that they also involve the non-hospitalized cases.

Minister Avanesyan said that at the moment more than 200 infected citizens wait for hospitalization.

BAKU — Azerbaijan released Thursday two Iranian truck drivers whose arrest last month on charges of illegally entering the country strained ties between Baku and Tehran.

The move marks a thaw between Azerbaijan and Iran a week after their foreign ministers agreed to resolve a crisis in ties through dialogue.

Azerbaijan’s customs department said Thursday it had handed over the drivers to the Iranian side in a decision “guided by principles of humanitarianism, mutual respect and good neighborliness.”

The standoff between the countries was sparked by allegations from Tehran that its sworn enemy Israel maintained a military presence in Azerbaijan. Baku denied the claims.

Iran vowed to take any necessary action and staged military drills near its border with Azerbaijan.

Azerbaijan’s Foreign Minister Jeyhun Bayramov spoke last week by phone with his Iranian counterpart Hossein Amir-Abdollahian and the pair agreed to resolve differences through dialogue.

Israel is a major arms supplier to Azerbaijan, which late last year fought a six-week war with neighbor Armenia for control of the disputed Nagorno-Karabakh region.

Azerbaijan and Iran have long been at loggerheads over Tehran’s backing of Armenia in the decades-long Nagorno-Karabakh conflict.

The war last year ended with a Russian-brokered ceasefire that saw Armenia cede swaths of territory — including a section of Azerbaijan’s 700-kilometer (430-mile) border with Iran.

Baku said the drivers entered Azerbaijan through that territory, bypassing border control to avoid customs duties it had imposed recently — to Iran’s fury — on cargo transit to Armenia.

Tehran has long been wary of separatist sentiment among its ethnic Azeri minority, who make up around 10 million of Iran’s 83 million population.

YEREVAN, OCTOBER 23, ARMENPRESS. Defense Minister of Armenia Arshak Karapetyan received today the delegation of the International Committee of Red Cross (ICRC) led by Vice-President Gilles Carbonnier, the defense ministry said in a news release.

The meeting was also attended by ICRC Regional Director for Europe and Central Asia Martin Schüepp and Head of the ICRC Delegation in Armenia Thierry Ribaux.

Issues relating to the bilateral cooperation, the persons who went missing as a result of the first and second Artsakh wars were discussed.

The defense minister emphasized the necessity of quick return of Armenian prisoners of war and civilian captives from Azerbaijan and viewing this issue exclusively within the humanitarian domain.

Arshak Karapetyan highly appreciated the ICRC efforts, at the same time highlighting the coordinated work of the ICRC offices aimed at ensuring regular visits to the persons who are in the Azerbaijani captivity and their contact with their families.

Gilles Carbonnier said the ICRC is making constant efforts to solve all those issues and stated that the Geneva Conventions guarantee the protection of the rights of POWs, the right to respect their honor and dignity.

YEREVAN, October 23. /TASS/. Armenian Prime Minister Nikol Pashinyan’s meeting with Azerbaijan’s President Ilham Aliyev is not being planned, Armenian Foreign Ministry Spokesman Vahan Hunanyan wrote on his Facebook account on Saturday.

“I would like to emphasize that at the moment no meetings between the Armenian prime minister and the president of Azerbaijan are planned. There are proposals for various meetings in different formats, which are being negotiated,” he noted.

According to the diplomat, “the rumors spread by certain quarters on this topic are obviously provocative and false.” At the same time, he stressed, “Pashinyan has reiterated that Armenia is ready to resume highest-level talks to resolve the Nagorno-Karabakh conflict with Azerbaijan within the mandate of the OSCE Minsk Group Co-Chairs.”

The highland region of Nagorno-Karabakh has been disputed by Baku and Yerevan since February 1988 when the region announced its withdrawal from the Azerbaijan Soviet Socialist Republic. Renewed clashes between Azerbaijan and Armenia erupted on September 27, 2020, with intense battles raging in the disputed region of Nagorno-Karabakh.

On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh starting from November 10. According to the statement, the Azerbaijani and Armenian sides would maintain the positions that they had held and then the Armenian forces would turn over control of certain districts to Azerbaijan. In addition, Russian peacekeepers were deployed along the contact line and to the Lachin corridor, which links Nagorno-Karabakh to Armenia.

On January 11, Putin, Aliyev and Pashinyan signed a joint statement at the talks in Moscow. The statement stipulates that a working group chaired by deputy prime ministers of the three countries should be established to focus on mending the transport and economic ties in the region.
