Armenian authorities have issued an arrest warrant for Alexander Sargsyan, the youngest brother of former President Serzh Sargsyan, in what prosecutors say is a case involving no-show jobs at the defense ministry. 

Sargsyan is formally charged under Article 46-256, Part 3, Point 3 of the Criminal Code (inciting the misappropriation of entrusted property).

Sargsyan is currently wanted. According to prosecutors, he allegedly arranged no-show jobs for his bodyguard and driver at the military police. The two were officially registered as military police employees but never performed any duties, yet received payments, the prosecutor’s office told Armenpress.

Sargsyan is said to have coerced military police officials at the defense ministry to formalize the appointments between 2001 and 2018.

Alexander Sargsyan served as a member of parliament representing the Republican Party (HHK) from 2003 until 2007 and again from 2007 to 2011. His brother, Serzh Sargsyan, served as President of Armenia from 2008 until 2018.

Armenia will appoint a liaison officer at Europol in the coming days to strengthen cooperation with the EU law enforcement agency, Interior Minister Arpine Sargsyan said.

Speaking at a joint press conference with EU Commissioner for Internal Affairs and Migration Magnus Brunner, Sargsyan said appointing a liaison officer at Europol would help ensure a higher level of institutional cooperation with the agency.

An Azerbaijani campaign against the American Committee of Armenian Dat was revealed

It is noteworthy that the promised “information” about the American delegation of the Armenian Dat fully corresponds to the false claims used by the Azerbaijani-Turkish circles in the fight against the Armenian Dat system.

Studies show that the parent company of “Apollo Strategic Communications”, “RSK Group”, owns the subsidiary “Azerbaijan Environment and Technology Center” Ltd., which implements large-scale projects in Azerbaijan, particularly in the Caspian region, and since its registration in 2009, “Apollo” has operated under several names: “Red Public Relations Limited” and “Apollo Public Relations Limited”.

Unfortunately, Armenians and citizens of the Republic of Armenia, including members of the National Assembly of the Republic of Armenia, joined this campaign under the clear direction of Azerbaijan. In particular, in a letter dated March 2, American press officials are offered to pass on defamatory information to the Armenian American Committee through meetings with the following persons:

1. An anonymous staff member of the Congressional Committee on Security and Cooperation in Europe,
2. Maria Karapetyan, deputy of the RA NA “Citizenship Agreement” ruling faction,
3. Historian Nzhdeh Hovsepyan,
4. Carnegie Foundation Visiting Research Fellow Karo Paylan.

Later, in his X microblog, Karo Paylan refused to participate in that campaign, writing: “Reporters were sent messages on my behalf about Armenia, which I did not authorize.”

It is also noteworthy that after this leak, “Apollo Strategic Communications” closed its X account, and removed the data of the employee Daniel Blake-Martin, who signed the published letter, from the list of employees.

Regarding what happened, the Armenian American Committee demands from Apollo Strategic Communications the answers to the following questions:

1. Who hired “Apollo” to carry out a campaign against the Armenian American Committee and how much money was paid?

2. If “Apollo” acted in America on behalf of a foreign client, against an American organization, why was it not registered with the US Department of Justice in accordance with the Foreign Agents Registration Act (FARA)?

3. How and why were Maria Karapetyan, Nzhdeh Hovsepyan and Karo Paylan involved in this secret campaign?

4. What connections does the parent company of “Apollo”, RSK Group, have with Azerbaijan, the Aliyev family and the energy companies of the Caspian region?

According to him, just as Azerbaijan expects the establishment of a connection to Nakhichevan through the territory of Armenia, Armenia also expects the establishment of a railway connection between the southern and northern parts of the country through the territory of Nakhichevan.

International watchdog Human Rights Watch said in a report that Turkey is one of the leading countries involved in “transnational repression” – targeting government critics abroad.

Human Rights Watch, HRW said in its latest report, ‘‘We Will Find You’: A Global Look at How Governments Repress Nationals Abroad’, that Turkish President Recep Tayyip Erdogan’s government is one of the leading states involved in targeting and pursuing critics outside the country.

“Governments across the globe are reaching beyond their borders and committing human rights abuses against their own nationals or former nationals to silence or deter dissent,” the HRW report said.

The report said that the Turkish government has openly stated that it is pursuing government critics abroad, particularly those who are allegedly linked to US-based Muslin preacher Fethullah Gulen, accused of masterminding a coup attempt in 2016 against Erdogan’s government.

Since then, the Ankara government has been calling Gulen’s network the “Fethullahist Terrorist Organisation” or “FETO”. Gulen denies any involvement in the failed coup attempt.

HRW gave the example of Turkish national Selahaddin Gulen, nephew of Fethullah Gulen, saying that he “went missing in May 2021 while travelling to Kenya to marry his fiancé, a Kenyan national”.

“Despite being a registered asylum-seeker in Kenya, he was under a deportation order from the Kenyan authorities, based on an Interpol Red Notice from Türkiye, which required him to report weekly to the Directorate of Criminal Investigations headquarters in Nairobi. On one of these visits, he vanished. Photographs were released several weeks later of him in handcuffs in Ankara,” HRW explained.

In November 2022, Turkey’s then vice-president Fuat Oktay said that more than 100 alleged Gulenists have brought to Turkey.

“The [Turkish Intelligence Agency] … ensured the extradition of more than 100 FETO terrorists from various countries to our country,” Oktay told parliament.

Erdogan’s government has strongly urged Balkan states to hand over alleged Gulenists and to close down any institution related to the Muslim cleric’s movement.

Most have resisted the Erdogan government’s call for extraditions, but the Turkish intelligence agency has been involved in several controversial operations to send back Gulenist suspects from Kosovo, Albania and Moldova, which sparked political rows in countries.

According to HRW, methods used by various countries to target their citizens abroad include killings, abductions, unlawful removals, abuse of consular services, the targeting and collective punishment of relatives, and digital attacks.

HRW called on countries that host government critics from other states to protect them.

“Governments should identify transnational repression as a specific threat to human rights, offer protection for victims, and take steps to ensure they are not complicit,” HRW said.

The report includes over 75 cases previously documented by Human Rights Watch, involving over two dozen governments including Algeria, Azerbaijan, Bahrain, Belarus, Cambodia, China, Egypt, Ethiopia, Iran, Kazakhstan, Russia, Rwanda, Saudi Arabia, South Sudan, Tajikistan, Thailand, Turkey, Turkmenistan and the United Arab Emirates.

"Belated response": on Armenia’s freezing of participation in the Russian-led CSTO bloc

Armenia’s Participation in the CSTO

Practically, Armenia‘s participation in the Collective security treaty organization (CSTO) is essentially frozen,” stated Armenian prime minister Nikol Pashinyan in an interview with France24.

In response, the CSTO secretariat stated, “To date, no statements from Yerevan about suspending membership in the CSTO have been received.”

Pashinyan’s reaction is seen as a response to Russia’s “inept policy,” according to political analyst Gurgen Simonyan. He believes it is a “belated response.” Simonyan suggests that Armenia’s reaction is linked to the end of winter and does not rule out potential retaliatory measures from Russia.

He speculates that Armenian authorities have taken into account the possibility of retaliatory steps from Russia, including the possibility of “problems with the gas pipeline” through which Russian gas is supplied to Armenia.

The political analyst suggests that Moscow may resort to various means in response, including potentially instigating military escalation via Azerbaijan. While the West is holding back Baku for now, it is unclear how long this will continue, says to Simonyan.

In an interview with France24, Pashinyan also discussed why “Armenia’s participation in the CSTO is essentially frozen”:

“In my assessment, the CSTO has not fulfilled its obligations towards Armenia regarding security provisions, particularly in 2021 and 2022. And this could not go without consequences.”

Regarding the Russian military base stationed in Armenia, he stated that it is not related to the military-political bloc of the CSTO:

The base located on the territory of the Republic of Armenia is not under the framework of this treaty. In fact, it is under a different treaty, and we are not discussing it at the moment.”

Earlier, there were reports in the media that Armenian authorities might expel Russian border guards from the Zvartnots international airport.

This will happen soon. There is a political decision regarding this issue,” one of the local media outlets reports, citing a “high-ranking source.”

All of this is actively discussed in local media in terms of a potential shift from Armenia’s traditional pro-Russian foreign policy stance.

Regarding the statement from Pashinyan, the CSTO Secretariat informed RIA Novosti that no statements from Yerevan regarding the suspension of membership had been received, commenting on Pashinyan’s statement:

As for the thesis of freezing participation, apparently, it refers to the fact that the Republic of Armenia has not participated in a number of events held by the organization recently.”

Later, this issue was also addressed by the press secretary of the president of Russia, Dmitry Peskov. He stated that there are plans to “contact [Armenian] colleagues and clarify the meaning of these statements” regarding the freezing of membership in the CSTO.

The reason for Pashinyan’s statements was not his visit to France but rather the Russian policy of recent years, according to political analyst Gurgen Simonyan. He emphasizes that Moscow systematically violated all bilateral military-political agreements and arrangements with Yerevan:

This is merely a belated response to the inept policy that Russia has allowed itself towards Armenia.

The analyst also reminds us that the current Collective Security Treaty Organization (CSTO), led by Russia, does not recognize Armenia’s sovereign territory. For this reason, when Azerbaijani forces advanced into Armenian territory, members of the bloc ignored Armenia’s appeals for military assistance, says Simonyan. He is convinced that both the CSTO and other Russian integration structures are “only meant to serve Russia’s grand imperial plans.”

The political analyst explains that the CSTO charter does not include a provision for freezing or suspending membership.

Any member state can exit the CSTO, but it cannot suspend its membership. Therefore, the Armenian Prime Minister was referring to the factual freezing of the country’s participation in the bloc’s activities.

Pashinyan’s statement highlighted the current situation: Armenia makes membership payments but does not participate in meetings. The expert hopes that the statements from Armenian authorities will lead to concrete actions, both in terms of exiting the CSTO and withdrawing Russian border guards from Zvartnots Airport.

The real exit will occur when Armenia finally notifies the CSTO of its cessation of membership in the military-political bloc,” he said.

The expert says that the only decisive step taken by the Armenian authorities was the ratification of the Rome statute. However, immediately after that, the prime minister attended an event within the framework of the Eurasian Economic Union (EAEU), assumed the chairmanship of the organization, and “continued playing the game of complementarity.”

Simonyan believes that Pashinyan’s statement is also related to the intention to create a new security architecture for Armenia. Consequently, Yerevan is enhancing cooperation with Western countries, particularly the United States and France. Furthermore, the expert does not rule out future collaboration with Germany and the United Kingdom.

Commenting on Pashinyan’s statement regarding the “likelihood and realism of a new attack on Armenia by Azerbaijan,” the political analyst stated that this is simply an obvious reality. This includes Moscow’s involvement. In his opinion, Russia is deliberately moving towards this, without waiting for a pretext.

Regardless of the model of behavior we demonstrate — whether we defend our country or adopt an ostrich-like policy — Russia will still go for it. The question is whether Aliyev will want to play the proxy role after Munich [the meeting between Pashinyan, Aliyev, and Scholz]. If he dares, then he will be completely affiliated and attached to the Russian ship.”

In an interview with France24, Pashinyan stated that while Azerbaijan diplomatically claims it has no intention to initiate military actions or seize Armenian territories, several facts, including the recent incident on the border, suggest that ‘Azerbaijan is actually preparing to attack Armenia.’

According to Simonyan, military actions had already been planned, but the West was able to suspend them and restrain Baku. The expert refers to the steps taken by Western partners, particularly the Munich meeting, as a “powerful deterrent.”

Azerbaijan, however, will await the right geopolitical conditions to take this step [initiate military action]. Nevertheless, it will go for it anyway. Let’s see how long it can be restrained by this straitjacket“.
