STEPANAKERT, SEPTEMBER 15, ARMENPRESS. On 15 September Artsakh Republic President Arayik Harutyunyan chaired the inaugural meeting of the Security Council, the Presidential Office told Armenpress.

A number of important security issues relating to the vital functions of the Republic of Artsakh were on the agenda.

Before proceeding to the discussion of the issues on the agenda, President Arayik Harutyunyan delivered a speech.

In his speech, the President noted that the main mission of the Republic's authorities in the field of security is to guarantee, in a narrow sense, the security of the population of the Republic of Artsakh, and in a broad sense, the security of the Armenian people.

In this context, the Head of the State outlined the priority directions of the policy to be implemented in this area, including military security, sustainable economic development and self-sufficiency, reinstatement of a stable and efficient political system, and information security.

Touching upon the issue of efficient fulfillment of the outlined objectives, the President highlighted the need for proper implementation of their functions by all state institutions aimed at ensuring the security of the Motherland.

"As head of state and guarantor of the sovereignty, independence, territorial integrity and security of the Republic of Artsakh, I comply fully with the mandate entrusted to me, and the same should hold good for all the entities and public officials," the President underlined.

Below is the transcript of President Arayik Harutyunyan's remarks:

"Respected members of the Security Council,
As you know, this is the inaugural meeting of the Security Council since I assumed office as President of the Republic of Artsakh.
Prior to this, we held a joint meeting of the Security Councils of Armenia and Artsakh.
A range of crucial security-related issues on the vital functions of the Republic of Artsakh are on the agenda of today's meeting.
Before we proceed to the discussion of issues on the agenda, I would like to make a note of some important points:
First of all, it should be noted that our main mission in the field of security, I repeat, mission, and not merely a goal, is to ensure an adequate level of security of the population of the Republic of Artsakh in the narrow sense and the Armenian people in the broad sense. In other words, Artsakh plays an important role and is responsible for ensuring the security of the Armenian people.
We can carry out this mission adequately through our consistent efforts, hard work and prudent policy aimed at building sustainably the strategic resilience of our shared Homeland.
This can be attained, through concerted efforts of Mother Armenia and the Armenians all over the world, at four levels – globally, at a regional level, domestically, meaning Armenia and Artsakh, and in four priority directions – the military track, economic, political dimension and information security.
It should be borne in mind, once and for all, that all these levels and directions are interrelated, each in accordance to its strategic value.
Let us go through each level and direction in turn.
Firstly, our mission at a global level is both to hedge against and avert the global challenges and ensure a favourable environment for global guarantees of our security in all directions. Of course, our role in global events is small, but it would be wrong not to recognize our modest contribution to global security as one of the key guarantors of stability and peace in the region.
Secondly, at regional level, we face the main and imminent threat to our security posed by Azerbaijan through its extremely aggressive and Armenophobic policy. It is noteworthy that this actual threat in the face of Azerbaijan is conspicuous in all directions, thus turning into tangible and extended existential threat to the people of Artsakh. Therefore, our top priority is to gear our sustained efforts – military, economic, political, information and the list is long – towards addressing those threats.
Certainly, a range of other regional threats considerably affect the security environment and strategic resilience of Artsakh, sometimes having an incentive, catalytic effect on the manifestation of Azerbaijani threats and their intensity.
Thirdly, the Armenian level implies that Artsakh is an inseparable part of the Armenian world and part of single security architecture with Mother Armenia, thus, the security system of the Republic of Artsakh echoes all kinds of developments in and around the Republic of Armenia, and the other way round.
And the fourth, at the domestic level, meaning Artsakh, the size of our responsibilities and capabilities is dramatically increasing, and the security areas are expanding. Since working on the first three levels should ultimately serve to solve problems at the internal level, it is worth focusing a little on what to do in different directions at this level.
The major thrust on the military track, quite naturally, aims at ensuring security. Here, we should be guided by the principle of "All and everything should be provided for the army by priority, and the army should serve all." We should make consistent efforts towards both further build-up and upgrading of weapons, improved governance, strengthening military infrastructures, providing social guarantees for the servicemen and in all other directions. Adding up to our ever-growing accomplishments in other main spheres, we must strengthen our institutional approach to capacity building of our auxiliary voluntary armed forces, the nationwide militia, and development of local arms industry. With this regard, we have yielded tangible results; however, there is room to achieve more.
In the economic dimension, our primary task is to ensure sustainable development and attain the threshold of self-sufficiency. No doubt, economic development and raising significantly the standard of well-being of the population will reflect positively on the security system.
One of the main objectives is to ensure self-sufficiency or at least high level of flexibility and discretion in terms of strategic goods. We have made strides with this regard; however, there is a long road ahead.
In the political realm, our primary objective is the accomplishment of a solid and effective political system where all the state entities will efficiently carry out their functions on the basis of constitutional order. All the state entities are obliged to serve the cornerstone purpose of ensuring the security of the Homeland.
As head of state and as the guarantor of the sovereignty, independence, territorial integrity and security of the Republic of Artsakh, I comply fully with the mandate entrusted to me, and the same should hold good for all the entities and public officials.
Of course, the Defense Army, as the main guarantor of the physical security of the population of the Republic of Artsakh, is the key player among the entities in the security system, while the Security Council functioning adjacent to the President of the Republic of Artsakh, as a consultative body, aims at contributing to exercising the power vested upon the President in the national security sphere.
The information security realm, perhaps, implies fewer constraints and should serve all directions with a view towards ensuring an enabling information-psychological environment both for the domestic and external audience.
The challenges in these directions have grown steadily in the recent years, attributable to the widely accessible Internet and increased vulnerability of the population. We should therefore focus consistently on the information security.
No doubt, especially at the domestic level, meaning Artsakh, security does not hinge upon those four directions solely, but depends, to wide extent, on demography, education, healthcare and the list is long, which, in tandem, form unform security architecture.
Therefore, to ensure lasting and comprehensive security for the population of the Republic of Artsakh, we should act properly and coherently in all the directions.
Dear attendees,
Touching upon the Azerbaijani-Karabakh conflict, which provides for and determines the main security threats mentioned above, I would like to note that the Republic of Artsakh is committed to the peaceful settlement of the conflict.
Nevertheless, we have clear-cut principles that underlie our policy in the settlement of Azerbaijani-Karabakh conflict.
I have had the opportunity to outline those benchmark principles well before assuming the office of the President of the Republic of Artsakh.
I would like to take time to reiterate those principles with some additional clarifications:
1. The legitimate, full-fledged participation of the authorities of the Republic of Artsakh at all the stages of the process towards the peaceful and final settlement of the Azerbaijani-Karabakh conflict is an imperative.
2. The sovereignty, independence, territorial integrity and security of the Republic of Artsakh cannot be jeopardized and are not subject to bargaining under any circumstances.
3. Any option of the settlement of the Azerbaijani-Karabakh conflict which does not provide for the primary recognition of the Artsakh people's right to self-determination cannot be subject of substantial discussion between the parties to conflict.
4. Clear-cut guarantees must be provided to exclude attempts to resort to threat or use of force during settlement of the Azerbaijani-Karabakh conflict, as the Armenian and Azerbaijani people deserve to live in peace. Failing this, in response to Azerbaijani offensive action, the Republic of Artsakh reserves the right to carry out disproportionate counter-offensive measures, up to taking military actions to the territory of Azerbaijan.
5. No option of the settlement of the Azerbaijani-Karabakh conflict can include unilateral concessions or disproportionate and inadequate compromise on behalf of the Republic of Artsakh.
6. In the process of the the Azerbaijani-Karabakh conflict settlement and in associated processes, the Armenian refugees & internally displaced people (IDPs) must be involved on an equal footing with the Azerbaijani refugees & internally displaced people (IDPs), the problems facing them must be addressed on an equal basis and simultaneously.
7. The international community, primarily the OSCE & the Minsk Group Co-Chairs, must exclude violations of and restrictions to the human rights of the population of Artsakh resulting from the conflict and international status of the Republic of Artsakh, including factual exclusion from international humanitarian programs and no access to programs promoting human rights. These restrictions which are pursued by Azerbaijan as a means of pressure are against the well-known principles of international law.
Dear attendees,
The Security Council aims at discussing the afore-mentioned and other issues and ideas that are of significance to our country, designing and developing approaches, as well as making proposals to the Republic of Artsakh President.
I acknowledge the role and functions of this consultative body and its format in terms of elaborating on the approaches and distribution of labour.
I expect and count on your responsiveness and diligent work to meet our objectives, for the good of the Artsakh people and the secure and peaceful life of the Armenian people in general.
Let us now lead on to the discussion of the issues on the agenda."

Armenian Parliament holds extraordinary session

YEREVAN, SEPTEMBER 4, ARMENPRESS. The extraordinary session has kicked off in the Armenian Parliament.

The MPs will debate the package of making amendments and changes to a number of laws which will allow not to extend the current coronavirus-related state of emergency in Armenia.

If the current legislative amendments are adopted before September 11, the state of emergency will not be extended. Measures proposed by bills will be put into operation after lifting the state of emergency.

According to the bill, quarantine may be imposed in case of danger of spread of infectious diseases to Armenia’s territory, outbreaks, epidemic, as well as in case of state of emergencies caused by all of these.

The state of emergency differs from the new regime with the restriction volumes of rights and intensity of the applying set of tools.

Yerevan brandy firm to purchase no more than 25,000 tons of grapes this year

The Yerevan Brandy Company (YBC) has cut down on purchases of grapes from grape farmers this year. The firm is willing to buy no more than 25,000 tons of grapes this year against 29,000 tones purchased last year.

The company told Panorama.am that the decision to cut purchases is based on financial and economic problems. At the same time, it assed that the grape purchase level agreed with farmers will be fully procured as they are working on the contract annexes at the moment.

"In the border town of Berd, YBC will buy up the grapes offered by contract farmers. Taking into account the anti-epidemiological rules, YBC is now completing the work necessary for the organization of safe procurement," the company said, adding that the date for the lunch of purchases will be announced in the next few days.

Despite facing significant economic challenges, the Yerevaan Brandy Company has raised its purchasing price this year to 155 drams per 1 kilogram, which is 5 drams more than last year.

The purchasing price has been submitted to all interested parties starting from April 2020, when the contracts were signed. As in previous years, there will be a single price for all YBC branches, including the Berd branch.

Payments will be made within 3-4 banking days after delivery of the grapes, the firm said.

According to the policy pursued by the YBC for many years, the price will apply to all the grapes purchased by the company and will not change depending on the sugar content.

"The Yerevan Brandy Company announces the purchasing price exclusively for its enterprise and it is not responsible for other speculative statements," the company said.

A group of farmers from several villages of Ararat Province blocked a mayor highway on Thursday in protest against the company’s decision to review the contracts signed with them and to cut the grape purchase level by half.

Armenia: From 'peace call' to women's military training

The Armenian prime minister's wife has initiated and personally participated in military training held in Upper Karabakh, the Azerbaijani territories illegally occupied by Armenian forces.

Just weeks after a major deadly escalation of tensions between the two neighbors in the southern Caucasus, Anna Hakobyan, 42, took part in the week-long military training camp that started on Aug. 25 and involved 15 Armenian women of various ages and professions, according to the story and photo published by Armenpress.

During the so-called combat preparedness training, Hakobyan and the other women were completely immersed in military life, wearing uniforms, being stationed in their unit and undergoing professional, physical, combat preparedness and first aid training, said the report.

Seeking to instill military skills in the women, the training also included a demonstration on the usage and mechanisms of military equipment, including rifles, as well as a shooting test and a visit to the frontline with Azerbaijan.

Hakobyan, along with the other participants, also visited the so-called head of Upper Karabakh.

In March, the supposed presidential and parliamentary elections held in Upper Karabakh, also known as Nagorno-Karabakh, displayed Armenia's efforts to unilaterally legitimize the current unlawful status of the area.

At the time, Turkey called Armenia's attempt to hold elections in the occupied region "a flagrant violation of international law as well as UN Security Council resolutions and OSCE [Organization for Security and Cooperation in Europe] principles."

It was under these circumstances that the armed military training took place as part of Hakobyan's Women For Peace campaign.

The Women For Peace campaign of a woman in military uniform aimed, as she said on Facebook on July 13, at "uniting women against war, creating a favorable environment for the leaders of the conflicting countries to seek solutions to the conflicts at the negotiating table."

Participation in military training also followed recent remarks by Hakobyan that "war must always be avoided, there is always an alternative."

In stark contrast with an escalation of tensions at the Armenia-Azerbaijan frontier this July, Hakobyan then called on "Azerbaijani women and mothers for peace."

The Armenian army violated a cease-fire on July 12 and attacked Azerbaijani border positions in the northwestern Tovuz district with artillery fire, and later withdrew after suffering heavy losses following retaliation from the Azerbaijani army.

At least 12 Azerbaijani soldiers, including high-ranking officers, were martyred and four troops were wounded in cross-border attacks by the Armenian forces.

Azerbaijan blamed Armenia for the "provocative" actions, with Ankara throwing its weight behind Baku, and warning Yerevan that it would not hesitate to stand against any kind of attack on its eastern neighbor.

Upper Karabakh, an internationally recognized territory of Azerbaijan, has been illegally occupied since 1991 by Armenian military aggression.

Four UN Security Council and two General Assembly resolutions, as well as decisions by many other international organizations, refer to this fact and demand the withdrawal of Armenia’s occupation forces from Upper Karabakh and seven other occupied regions of Azerbaijan.

The OSCE Minsk Group — co-chaired by France, Russia and the US — was formed to find a peaceful solution to the conflict, but has yet to get any results.

Armenian PM congratulates President of Uzbekistan on Independence Day

Does Armenia officially recognize Lukashenko as legitimate president of Belarus?

Armenia strongly hopes that the situation in Belarus will be resolved peacefully, Foreign Minister Zohrab Mnatsakanyan said in an interview with Interfax on Monday.

To the reporter’s remark that Prime Minister Nikol Pashinyan came to power as a result of a “velvet”, non-violent revolution in 2018 and now it turns out that Armenia supports the Belarusian leader, the minister said: “There is no doubt that the key to handling the difficult situation is in the hands of the people of Belarus. Armenia has passed its own path and it isn’t right to draw parallels between them. Yes, there can be some shared criteria, but in general, we have two different situations. The most important thing is to understand and acknowledge that it's for the people of Belarus to resolve the issue. We strongly hope that the situation will be resolved peacefully.”

Asked whether Armenia officially recognizes Alexander Lukashenko as the legitimate president of Belarus, Mnatsakanyan said that Pashinyan has congratulated the president of Belarus.

“We will follow how the people of Belarus will resolve this problem. We intend to work with Belarus in all directions, both on bilateral and international platforms,” he added.



Asbarez: Armenia’s Defense Chief Warns of Efforts to ‘Destabilize’ Region

Defense Minister Davit Tonoyan met with his Russian counterpart Sergei Shoigu in Moscow on Sunday to discuss, among other issues, last month aggressive attack by Azerbaijan on Armenia.

“Davit Tonoyan emphasized that the aggressive rhetoric of some countries and steps of military nature taken by them are aimed at destabilizing and militarizing the regional situation,” said a statement issued by Armenia’s Defense Ministry.

Evidently, Tonoyan was referring to not only Azerbaijan but also Turkey, which has increased its war of words with Armenia, first blaming Yerevan for Azerbaijan’s attack and most recently slamming Armenia for siding with Greece and Cyprus in a naval dispute in the Eastern Mediterranean.

The two leaders also discussed the ongoing efforts to settle the Nagorno-Karabakh conflict, as well as bilateral defense issues, which the defense ministry said involved reaching an understanding on “upcoming steps toward military cooperation” between Russian and Armenia.

The talks were held on the sidelines of a security forum, which coincided with the start of the annual International Army Games organized by the Russian military.
Tonoyan’s press office also reported that during his trip to Moscow he will meet with top Russian defense industry executives and government officials overseeing Russian arms exports.

A contract for the modernization and repair of Armenia’s Su-25 fleet was signed between the Armenian Ministry of Defense and Russia’s United Aircraft Corporation on Monday.

The agreement was signed at the “Patriot” Congress-Exhibition Center on the sidelines of the “Army-2020” international military-technical conference.

The document was signed by Armenian Deputy Defense Minister Makar Ghambaryan and Ilya Tarasenko, Deputy Director General of UAC.

Sukhoi Su-25 is a single-seat, twin-engine jet aircraft designed to provide close air support for the ground forces.

Separately, Russia expressed willingness to discuss with Armenia the supply of an additional batch of Su-30SM generation 4+ fighters, a spokesperson for the Federal Service for Military-Technical Cooperation of Russia told Interfax.

“The work with the Armenian partners continues. The topic of the purchase of aircraft will be discussed if the Armenian side confirms its interest,” said Maria Vorobyova, official representative of the FSMTC of Russia.

In 2019, Armenia purchased four Su-30SM fighters from Russia. Yerevan announced plans to buy new aircraft.

PM Pashinyan’s meeting with ruling My Step faction kicks off

YEREVAN, AUGUST 24, ARMENPRESS. The meeting of Armenian Prime Minister Nikol Pashinyan with the members of the ruling My Step faction of the Parliament kicked off at the headquarters of the Civil Contract party.

My Step faction head Lilit Makunts told reporters that there is no planned agenda for the meeting.

“This is the faction’s regular meeting with the Prime Minister. Each month the faction is holding such a meeting. There is no planned agenda, it will be formed on the spot”, she said.

Armenia, Russia’s United Aircraft Corporation sign deal on modernization of SU-25s

YEREVAN, AUGUST 24, ARMENPRESS. The Armenian Ministry of Defense and Russia’s United Aircraft Corporation signed a contract on the modernization and renovation of SU-25 aircraft of the Armenian Air Force.

The Defense Ministry said the deal was inked at the Army 2020 International Military-Technical Conference between Armenian Deputy Minister of Defense Makar Ghambaryan and United Aircraft Corporation Deputy Director Ilya Tarasenko.

United Aircraft Corporation will assume the modernization and lifecycle maintenance of the mentioned planes, as well as aircraft issued earlier.
