ARDSHININVESTBANK MAY RAISE INTEREST RATES

ArmInfo. Ardshininvestbank does not rule out changing of conditions
when giving credit, Chairman of Ardshininvestbank Board Aram Andreasyan
told ArmInfo correspondent.

He also added that next week credit department of the bank is going
to discuss the issue. ‘As resources at the world market have risen
in price, we may also raise the interest rates by 1-2% for all the
credits’, – he said.

Andreasyn also added that the bank is going to increase its credit
portfolio up to 100 bln drams till the end of the current year. This
index was 59.4 bln drams on 31 December 2007.

THE RUSSIAN MILITARY IS PREPARED TO ESTABLISH A BASE IN ABKHAZIA;
Will Moscow really order establishment of a military base on the
territory of Abkhazia?

Official web site of the Russian Defense Ministry posted a
document Georgian military capacities (shape of the Armed Forces,
military potential, weapons and military hardware, and so on), this
Thursday. Russian AF Commander Colonel General Alexander Zelin became
the first Russian military to admit readiness to take Abkhazian leader
Sergei Bagapsh’s offer to establish a Russian military base on the
territory of the self-proclaimed sovereign republic. Making this offer
on May 14, the Abkhazian authorities ascribed it to the necessity of
"guarantees for a small democratic state."

According to the Russian Defense Ministry, Georgia has been receiving
gratis military hardware from the United States, Czech Republic,
Turkey, Bulgaria, and Israel. Its mounting military potential is
believed to be having "a thoroughly negative effect on development
of the military-political situation in the Caucasus." According to
the document on the Defense Ministry web site, Georgia already laid
its hands on 175 tanks, 126 armored vehicles, 12 helicopters, 8 ships
and boats, and other articles. Tbilisi expects 100 armored vehicles,
14 aircraft including four Mirage-2000s, 15 Black Hawk helicopters,
and 10 ships yet.

What effect will all this merchandise have on the regional
stability? Vitaly Shlykov of the Foreign and Defense Policy Council
does not expect the weapons to be put to use. "Georgia will keep
accumulating it all to keep Abkhazia under strain and pressure,"
Shlykov said.

Neither is The Russian military in the meantime above keeping Georgia
under strain and pressure. Zelin of the Russian AF said this Thursday
that the military only needed the political decision and the base
in Abkhazia would be established. "It will facilitate security of
the state borders," AF commander-in-chief said. Zelin even recalled
Russian-Armenian interaction within the framework of the CIS United
Air Defense System. "I wish we had relations of similar nature with
Georgia but…" Zelin added.

Zelin’s words might be a response to the recent withdrawal of Georgia
from the CIS United Air Defense System treaty. The official note
to this effect was delivered on May 15, ten days after Georgia’s
unilateral withdrawal from the bilateral agreement with Russia on air
defense cooperation. There are no legal obstacles anymore preventing
installation of the third position area of the US national missile
defense in Europe. When Vladimir Putin offered the Gabala radar for
incorporation into the missile defense framework, US army experts
examined the installation and pronounced construction of a new radar
on the territory of Adjaria in Georgia a better option.

YEREVAN, MAY 20, NOYAN TAPAN. The launching of the "1918 Heroic
Battle of Gharakilisa" book took place in the National Assembly of the
Republic of Armenia on May 20. The authors of the book are candidates
of historical sciences, independent MP of the National Assembly Viktor
Dallakian and senior lecturer Armen Marukian. The book is a collection
of documents and materials. The printing of the book has been sponsored
by Karen Karapetian, the Head of the Republican Party of Armenia
faction of the National Assembly. As Viktor Dallakian mentioned,
the co-authors found it expedient to organize the launching of the
book on the eve of the 90th anniversary of the May heroic battles:
Sardarapat, Bash – Aparan, Gharakilisa.

"I am sure that will become a good tradition, irrespective of the
fact that we had MPs before, who published books, we organized no
such events, we should have started some day," Tigran Torosian, the
Speaker of the National Assembly, said. He also expressed an opinion,
according to which such facts speak about the great potential of
the parliament and are among the important and honourable sides of
the parliament. The NA Speaker expressed hope that like at present,
in future as well the parliament will have saved means "for printing
such good works with the assistance of the parliament."

The leaders of Lebanon’s communities have gone to Doha without any
of them having an idea of how to re-establish the political regime
on a comprehensive and national basis. As the representative of his
community, each leader is aspiring to obtain the biggest number of
advantages and benefits to the detriment of the other leaders. Genius
as they are, all parties have revived the 1960 electoral law, a move
naturally accompanied by many disputes. Lebanon today is not the same
as it was in the 1960s. It has undergone many changes, most importantly
the 15-year civil war, whose active elements remain intact even today.

The 1960 law was tailor-made for the political class of that
time. In the absence of a census, Christians received 54 seats and
Muslims 45. Lebanon was divided into 26 districts, based on the
Qadaa (county). Two districts were merged in some governorates. The
division or merger of districts either favored the candidate close to
the president (Fouad Chehab) or worked to defeat his rival. Beirut
was divided into three districts, to guarantee the election of the
leader of the Maronite Phalange Party, Pierre Gemayel, and exclude
former President Camille Chamoun. Gemayel was elected thanks to the
votes of the Armenians. To placate Kamal Jumblatt, the Druze leader
and strong ally of the president, four districts were merged in the
Chouf – Baaqlin, Joun, Deir al-Qamar and Shhim – so that Jumblatt
reached parliament with a big parliamentary bloc (the 1989 law did
not change this division in order to help Walid Jumblatt). The same
goes true for other districts and counties.

The 1960 law, revived by the parties to the Lebanese national
dialogue in Doha, enshrined "political feudalism" on sectarian
foundations. The subsequent amendments further stressed this line,
especially after the Taef Accord leveled out the equation between
Muslims and Christians, once again with no census. As such, the head
of a candidate list generally imposes the candidate he prefers on
the voters; other candidates cannot compete against the list headed
by the speaker. The same goes for the Hezbollah or Hariri lists. In
other words, these leaders, and not the people, become the source
of authority. This is a violation of the Lebanese constitution and
the most basic principles of democracy. Totally subject to the will
of the leaders of blocs, the governments selected by the parliament
represent the blocs’ interests and political orientations, which are
in turn subject to mutual bargains.

In addition, the 1960 and 1989 laws adopted different criteria for
districts. In Beirut District Three, for example, 165,000 voters elect
10 MPs. In Baalbeck-Hermel, 283,000 voters also elect 10 MPs. In Tyre,
130,000 voters select four MPs, all of them Shiites, while the district
has more than 30,000 Christian voters.

In summary, none of the adopted election laws was fair, whether by
the standards of consensual democracy, or by any other internationally
recognized democratic standard. With these laws, the MP’s impunity was
subject to his remaining loyal to the head of his parliamentary bloc,
who derives his strength from the "holiness" of this sect, as well as
from the outside. This impunity allowed the speaker to obstruct the
parliament’s legislative work of late. It allowed the prime minister
to remain in power, even though more than half of the Lebanese have
demonstrated in the street against him, and despite the civil war
that almost broke out two weeks ago.

The negotiations in Doha will re-fashion the country’s political
authority and distribute shares of power to placate this leader or
that, or humor this country or that – if these talks succeed. However,
the political regime that will turn the Lebanese into full-fledged
citizens instead of political appendages is the farthest thing from
the agenda and aspirations of those assembled in Doha. They might
come up with a formula to postpone an explosion, but this is just
setting up a new phase of conflict.

finished in the city of Valadolid in Spain on May 18. 5 Armenian
delegates were among those of 8 countries. Eduard Hambardzumian
(64 kg, Yerevan) was the best among them. He defeated all the four
competitors and took first place.

Hovhannes Danielian (48 kg, Yerevan) and Hrachia Javakhian (64 kg,
Vanadzor) took third place. All the three above-mentioned boxers have
passes for the Beijing Olympic Games. Ara Puluzian (60 kg, Etchmiadzin)
gained silver medal.

of Moscow last night. The police said unknown fired a shot into his
head and escaped.

A criminal case was initiated.

Earlier that day, two unknown shot and then robbed a man near Neva

Yerevan Brandy Factory To Purchase At Least 30,000 Tons Of Grapes In

YEREVAN BRANDY FACTORY TO PURCHASE AT LEAST 30,000 TONS OF GRAPES IN 2008

YEREVAN, May 15. /ARKA/. The Yerevan Brandy Factory intends to purchase
at least 30,000 tons of grapes in 2008, Executive Director of the
Yerevan Brandy Factory closed joint stock company Cedrik Retailleau
said at his meeting with Armenian Minister of Agriculture David Lokian.

In 2007, the company purchased about 30,000 tons of grapes and this
year the purchase volume will not be less impressive, Retailleau said
as quoted by the Press Service of the Ministry of Agriculture.

The Executive Director of the company said that the sales of Armenian
cognac have substantially grown especially in Russia, Kazakhstan,
Ukraine and a number of European countries. The factory plans to
increase the grapes purchase volume this year, particularly in Tavush
region where a workshop will be established for preliminary processing,
he said.

The meeting participants stressed the importance of passing a law
about production of alcoholic drinks made of grapes to review the
current wine-making technical regulations. Retailleau proposed to
set up a wine-making association using the French experience.

According to Armenia’s Ministry of Agriculture, 240,000 tons of
grapes crop is expected this year against the last year 220,000 tons,
including 144,000 tons purchased by processing enterprises.

The Yerevan Brandy Factory was founded in 1887. The current factory
complex was put in operation in 1953. In June 1998 the factory joined
the Pernod Ricard group, an international corporation owning a number
of famous trademarks of alcoholic drinks and ranking the second in the
world in production and sales of alcoholic drinks. The Pernod Ricard
purchased the Yerevan Brandy factory for $30mln at an international
tender.

YEREVAN, MAY 13, NOYAN TAPAN. From two to four Armenian deputies will
be elected in the new Georgian parliament, the elections of which will
be held on May 21. Shirak Torosian, a RA National Assembly deputy,
the Chairman of the Javakhk compatriotic union, made such a prediction
at the May 13 press conference. According to him, the new law hinders
having more Armenian deputies in the Georgian parliament. According
to that law, even candidates by the majoritarian system are to be
nominated by some party. "Under these conditions people concerned
with socio-economic problems of Armenians of Javakhk failed to be
candidates for parliamentary elections, as no political force dared
to nominate them on its part," he said.

S. Torosian also touched upon the latest speech of the Envoy of
Georgia to RA characterizing it as not diplomatic. In his words,
without going deep into the details of the phenomena the Georgian
diplomat just calls or we can say demands that Armenia vote for the
document to be introduced by Georgia in UN, which demands recognizing
Georgia’s territorial integrity. While, as the deputy mentioned, some
days ago Georgia voted for the document of almost similar content
introduced by Azerbaijan. S. Torosian hopes that those responsible
for Armenia’s foreign policy will make a right decision and will vote
proceeding from Armenia’s interests.

"Frankly speaking, after Shushi I understood the end of the war was
close. And although they continued to shoot for two more years, the
end was close. I only cared about returning home from the basement,
not quivering from every sudden sound, not fearing to let the child go
to school," said a woman of age, looking at the army band which marched
along the streets of Stepanakert on the Day of Liberation of Shushi.

14 years ago fire stopped in Karabakh. Although there are shootings on
the border every now and then, although the traces of war are still
observed in Shushi and other places, 14 years ago people stopped
synchronizing with the war clock.

"Our efforts must be aimed at the prevention of war," said the Armenian
foreign minister Edward Nalbandyan. Many diplomats, mediators speak
about it. They often speak so much that it starts sounding banal.

In the meantime, those who place peace at the top of the corner
are somewhat ironically called pacifists. And are even accused of
