Armenian authorities should respond to the statements of Russian officials. US Ambassador to Armenia Richard Mills stated this in a briefing with journalists.

“I have seen those assessments, reactions, and the Armenian government should respond to those comments. Our position was and remains that a thorough and objective investigation should be carried out regarding the events of March 1. And it is important for that investigation to be carried out within the framework of the rule of law and proper legal processes,” Mills said, answering the question whether such statements do not indicate that there is an attempt to put pressure on the RA authorities.


Let us remind that the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov announced that Russia is worried about the events in Armenia. According to him, “the situation in Armenia continues to boil.” Prime Minister of RA yesterday Nikol Pashinyan, commenting on this statement, said: “Yes, it’s really hot today.”

Berlin/25.08.18/Turan: On the eve of the visit of German Chancellor Angela Merkel to Baku, the federal human rights commissioner, Berbel Kofler, noted the unsatisfactory situation with observance of human rights in Azerbaijan. Civil rights in this country “are still in many cases limited, like freedom of the media, assembly and words,” the politician said on Friday, August 24.

The situation with human rights in Azerbaijan is “generally problematic,” Kofler said. Representatives of the opposition, human rights activists and critical journalists are “intimidated by threats, detentions, and in some cases – by harassment by the judiciary,” Kofler of Deutsche Welle radio quotes.

Those who openly criticize the government, are imprisoned or fired from the civil service, the family members of political activists who have left the country are under pressure.

“But precisely because of the above, it is extremely important for me that Germany continues regular and direct communication with the Azerbaijani authorities,” Berbel Kofler stressed. The federal government and the European Union, according to her, should use their communication channels in Azerbaijan to remind them of the need to respect human rights in this country.

The visit to Azerbaijan on August 25 is the final stage of Angela Merkel’s trip to the countries of the South Caucasus. Previously, the Chancellor visited Georgia and Armenia.

In Baku, the head of the German government will meet with President Ilham Aliyev.

According to the AFP agency, Azerbaijan is primarily interested in Germany as an energy supplier. Its significance in this context is likely to increase even more thanks to the construction of the Trans-Anatolian gas pipeline, which will extend through the territories of Azerbaijan, Georgia and Turkey to the Greek border. It is assumed that with the help of this pipeline it will be possible to somewhat reduce Europe’s dependence on Russian gas.

PM Pashinyan presents justification for creating transitional justice bodies

Armenian Prime Minister Nikol Pashinyan says the transitional justice is an accepted tool all over the world.

Following the opening ceremony of an Armenian-Chinese school in Yerevan, the PM told reporters that they had discussions over these mechanisms with the representatives of international organizations immediately after the recent change in power in Armenia.

“So why we are talking about it now? Because there are situations when the law enforcement agencies report that that are millions of dollars on the people’s bank accounts. It’s obvious that these are funds acquired through criminal means, but our current criminal-legal regulations create obstacles for investigating the origins of these funds and returning them”, he said.

Pashinyan assured that he doesn’t interfere in the activities of the judiciary, but at the same time stated that he will not tolerate the judges who will try to move forward with side effects and bribe. “I have said we will welcome those judges who will act with the logic of law and will be responsible for their decisions”, the PM noted.

In recent days, Azerbaijan has started to talk about joining the CSTO or getting observer status in the organization at the beginning. However, how likely is it that Azerbaijan will be a part of the organization in the future?

In a conversation with VERELQ, political scientist Grigor Balasanyan expressed the opinion that the talks on this topic are more of a method of “probing the terrain and subjecting Armenia to psychological pressure on one more issue” than a situation with serious foundations. According to him, it is out of date to talk realistically about Azerbaijan’s accession to the CSTO and, in general, it is not necessary to touch on this topic and make noise about it. Balasanyan drew attention to the fact that these conversations became active immediately after the signing of the agreement on the status of the Caspian Sea.


Azerbaijan, which, in its opinion, came one step closer to Russia, began to raise this issue in order to show Moscow how reliable a partner it is and that the narrower scope of this partnership and closer relations are still ahead.

“However, there is one circumstance that makes Azerbaijan’s membership in the CSTO impossible. First of all, Azerbaijan’s foreign policy doctrine, which states that Azerbaijan cannot become a member of any pro-Western, pro-Eastern or pro-Russian coalition or integration process,” he reminded.

The political scientist expressed the opinion that the accession of Azerbaijan to the CSTO is not beneficial for Russia either, because in that case the Nagorno Karabakh conflict and the negotiations will be transferred to the CSTO framework, willy-nilly, which cannot be accepted by the other member states of the organization. And in this case, according to Balasanyan, it is unlikely that these countries will willingly burden themselves for the settlement of an additional territorial problem, when both sides are their allies in the CSTO framework.

“Of course, Azerbaijan would like to join, because in that case, the purchase of weapons from Russia would be more justified and put on a legal basis, referring to the CSTO statute, by which it will be able to buy weapons from the Russian Federation at domestic prices. However, there is one circumstance that the partners of our neighboring country do not pay attention to. According to the rumors, Israeli military bases or at least military specialists – experts and advisers – are located in the south of Azerbaijan, which both arm the Azerbaijani army and carry out certain intelligence operations in the territory of Iran. I don’t think that Russia and other CSTO member states will agree to include a country in whose territory there are Israeli military bases,” our interlocutor emphasized.

As for the development of Russian-Azerbaijani relations, Grigor Balasanyan noted that it is not new that they are warming up, and the biggest danger for Armenia in this context is the sale of weapons by Moscow to Baku, which is being carried out today. But there is no question of volume change.

“So if this is already a reality, it is premature to talk about other dangers. By the way, since there are rumors about Baku’s interest in the Eurasian Economic Union, I should also mention the fact that Azerbaijan’s membership in the Eurasian Economic Union is neither economically nor politically beneficial to Russia today. Without it, the Turkish factor is quite influential in the EAEU today, I mean to bring Kazakhstan and Kyrgyzstan and another Turkish-speaking country into the union, where decisions are made by a simple majority of votes, it is not true, there will be a ratio of 3 to 3, which is not at all beneficial to Russia and also to Belarus at the moment,” he added. To remind, Ali Husaynli, deputy of the Azerbaijani parliament, head of the Azerbaijani-Russian inter-parliamentary cooperation group, stated that it is appropriate to discuss Azerbaijan’s participation in the CSTO.

BAKU, July 27 (Sputnik) – Russia, as a mediator to the Nagorno-Karabakh conflict, welcomes any meetings between Baku and Yerevan aimed at the resolution of the long-standing dispute, Russian Foreign Ministry spokeswoman Maria Zakharova said on Friday.
 
Earlier in the day, political consultations between spokespersons of the Russian and Azerbaijani Foreign Ministries were held in the Azerbaijani capital of Baku. The two parties have discussed a wide range of issues and determined the shape of international cooperation in international forums.
 
“Russia as a mediating country has established itself effectively and constructively in the issue of the Nagorno-Karabakh conflict settlement. Russia is well aware of and fully understands the topic. The meetings to resolve the conflict are being held at various levels. We welcome any meetings between Baku and Yerevan which are organized by the two sides and are being held in a constructive manner,” Zakharova said.
 
Azerbaijani Foreign Ministry spokesman Hikmet Hajiyev, in turn, said, following the consultations with Zakharova, that the two parties were satisfied with the development of bilateral relations.
 
“Within the framework of the consultations, issues such as work with mass media and social networks, as well as cooperation in the field of digital diplomacy were discussed, the sides exchanged their experiences in areas of mutual interest,” Hajiyev was quoted as saying by the Azerbaijani Foreign Ministry.
 
According to the Azerbaijani Foreign Ministry, the two parties have stressed the need to continue consultations in this format.
 
Earlier in July, Azerbaijani Foreign Minister Elmar Mammadyarov and his Armenian counterpart Zohrab Mnatsakanyan held negotiations in Brussels and agreed to hold another meeting in the near future. According to the Armenian side, the Brussels meeting was of an introductory nature.
 
The conflict in Armenian-dominated Nagorno-Karabakh started in 1988 with the autonomous region announcing its secession from the Azerbaijan Soviet Socialist Republic. In 1991, the Armenia-backed region proclaimed independence from Azerbaijan and the creation of the Nagorno-Karabakh Republic. This move triggered a military conflict, which led to Baku losing control over the region.
 
In 1994, the warring sides agreed to a cessation of hostilities. However, the violence escalated again in 2016, leading to multiple casualties on both sides despite the ceasefire.

Armenian Foreign Minister Zohrab Mnatsakanyan is ‘more professional diplomat’ than former foreign minister Edward Nalbandian, said Azerbaijani Foreign Minister Elmar Mammadyarov.

 

Mammadyarov made the remarks at a press conference with his Turkish counterpart Mevlut Cavusoglu in Baku on July 24, APAreports.

 

Mammadyarov noted that his first meeting with Zohrab Mnatsakanyan had been held recently, where they tried to get to know each other.

 

As for the difference between Nalbandian and Mnatsakanyan, the Azerbaijani foreign minister said that the latter is more professional diplomat than his predecessor.

According to the press service of the company, in the previous two letters it was noted that Lydian Armenia can not bear responsibility for the current situation on the territory of the deposit, because of illegal blockade of roads. “The ecological condition of the field is beyond the control of the company, which is unacceptable, since heavy rains can lead to deviations in environmental indicators,” the source noted. The company urged to take immediate measures to ensure the entry of employees into the territory of the Amulsar deposit in order to avoid negative environmental consequences.

The Amulsar project is the largest industrial project in Armenia for the development of the Amulsar gold deposit at a total cost of $ 370 million.
