AMERICAN AND RUSSIAN OSCE CO-CHAIRMEN TO HELD CONSULTATIONS IN MOSCOW

Consultations with the American OSCE Minsk group co-chairman, Steven
Mann will be held in the Russian Foreign Ministry on April 19, OSCE
co-chairman from Russia, Yuri Merzlyakov told Trend.
Consultations on Nagorno-Karabakh conflict regulation will take place
on the eve of Mann` s visit to the region, he said.
The similar consultations took place in Moscow on April 14 on the
results of the visit to the region of the French mediator, Bernard
Fasie
, Mrzlyakov said. The French diplomat has been accepted by the
Russian vice foreign minister, G. Karasin and both sides discussed
coordination of the OSCE Minsk group activities (Russia, USA, France)
and further steps in the conflict resolution.
Speaking about the inconsistency in the co-chairmen proposals,
Merzlyakov said all matters discussed in the course of separate
visits of mediators to the region “are coordinated and practically
the same thing.”
He added that the co-chairmen will pay a joint visit to the region at
the beginning of May. Before, they will hold a consultation in Moscow.

A Russian and an Armenian have been detained in the central Asian
republic of Uzbekistan, while trying to sell a $1 million banknote
at half price, Uzbek prosecutors said Friday.
“The counterfeit banknote was seized as it was being traded off to an
Uzbek national for $500,000,” said Zuraf Yuldashev, senior inspector
at the Prosecutor General’s Office.
The would-be buyer said the men had offered him the bill at a discount,
citing an urgent need for small change.
“An examination has shown that the $1mln banknote was a forgery,
though skillfully made,” Yuldashev said.

BOSTON, MA – A new multi-ethnic, non-partisan coalition, KNOW GENOCIDE
will be announced to combat the ongoing denial of known cases of
genocide, such as the Darfur, Cambodian, Jewish, Rwandan, and the
Armenian genocides. The coalition is grounded in the understanding
that denial of genocide is the final stage of that crime. For the sake
of human rights as well as the historical truth it will counter and
expose attempts at genocide denial.
On April 21, 2006, at 1:00pm, KNOW GENOCIDE will be publicly launched
witha rally outside the Massachusetts State House directly after the
Armenian Genocide Commemoration Ceremony. The coalition’s inception
will bemarked by brief presentations by Dr. Taner Akcam, the first
Turkish scholar to publicly acknowledge and discuss the Armenian
Genocide, as well as major community leaders representing the
coalition.
Denial of genocide and silence in the face of ethnic cleansing
emboldens future perpetrators to carry out these same crimes. In
April, the month of commemoration of the Armenian Genocide, KNOW
GENOCIDE stands up for the Armenian community. The coalition is
prepared to stand up for others when efforts to perpetuate denial
surface.

Azerbaijan to ask for extradition of murderer sentenced to life

(MTI) – Azerbaijan authorities will ask Hungary to extradite the
Azerbaijani army officer who was sentenced to life imprisonment by a
Budapest Court last Thursday for the murder of an Armenian.
Ramil Safarov, when he was 27, killed an Armenian classmate during a
NATO Partnership for Peace course in Budapest two years ago. He used
an ax to hack to death his sleeping colleague Gurgen Markarian, 26,
of Armenia, in the dormitory of Miklos Zrinyi National Defence
University, where both of them were attending a three-month
English-language course.
“No matter the seriousness of the Hungarian court verdict, Hungary,
as a signatory to the Council of Europe’s 1983 convention, should
extradite Safarov to the Azeri authorities,” the BakuTODAY.net portal
quoted a senior Justice Ministry official as saying.
Safarov, who showed no repentance in court, said the murder had been
a revenge for a 1992 Armenian assault of Azerbaijanis in the
Nagorno-Karabakh region, which he witnessed as a child. The
Azerbaijani officer said that the Armenians he had met in the
dormitory “were smiling mockingly and were behaving the way members
of a victorious army usually behave towards the defeated”.
Safarov was charged with premeditated murder carried out with unusual
cruelty and vicious motives and sentenced to life in prison without
any chance of parole.

Azerbaijan may stop caviar exports, official says

A senior Azeri official has said that if for some reason the UN
Convention on International Trade in Endangered Species, CITES, does
not endorse quotas for the export of caviar for this year, Azerbaijan
will take into consideration a ban on the export of caviar from the
Caspian Sea and stop exports.
In an interview with the newspaper Azadliq on 14 April, Rauf Haciyev,
department head at the Ecology and Natural Resources Ministry, said
that if need be, Azerbaijan might sell black caviar to Armenia.
The paper added that this has actually happened already. It quoted the
chairman of the Armenian State Customs Committee, Armen Avetisyan, as
remarking earlier that black caviar had been brought to Armenia from
Azerbaijan.

OSCE MINSK GROUP TO SUGGEST MORE IDEAS FOR KARABAKH SETTLEMENT

The Minsk group of the OSCE on Nagorno-Karabakh will suggest to Armenia
and Azerbaijan more ideas for the settlement of the Karabakh conflict,
Bernard Fassier, the co-chairman of the MInsk group from France,
said in Yerevan on Thursday. He said these ideas would enrich and
develop the principles of peace settlement.
Fassier said the Minsk group of the OSCE with three co-chairmen –
from Russia, France and United States – would remain the format of the
talks on Nagorno- Karabakh. Despite the setback at Rambouillet, the
negotiating process goes on, and the co-chairmen act in coordination,
Fassier said.
“The three countries- co-chairmen of the Minsk group on
Nagorno-Karabakh are convinced that there is no alternative to peace,
and continue to say so,” he noted. “War cannot be a way to settle
the conflict,” he said.
The co-chairman from France said the demands of all the parties
involved cannot be fully met in settling the conflict. Compromise
usually means meeting the demands of each party 50 percent. If we meet
their demands 80 percent, this will be absolutely fantastic success,
Fassier said.

Let us all stand together, confront, and put an end to any and all anti-Armenian and denialist Turkish policies. --ARF Central Committee Eastern Region USA 2) Azeri Officer Sentenced to Life in Prison for Brutal Killing of Armenian BUDAPEST (AFP)--An Azeri military officer who hacked to death an Armenian lieutenant while attending a NATO-sponsored training course in Budapest was convicted of murder and sentenced to life imprisonment on Thursday. Judge Andras Vaskuti of the Budapest district court ruled that Ramil Safarov, now 29 and an Azeri army lieutenant, killed Armenian Lieutenant Gurgen Markarian, 26, in a "premeditated, malicious, and an unusually cruel" way by nearly decapitating him with ax in February 2004 while the victim slept in a dormitory used by participants in a NATO Partnership for Peace English language course. Safarov was also found guilty of planning the murder of another Armenian, which he did not carry out. He will be eligible for parole in 30 years, according to the ruling. "Compassion and remorse were completely missing from (Safarov's) testimony," Judge Vaskuti said upon announcing the verdict. "During the whole case we waited for him to be at least a bit sorry for the Armenian soldier he killed brutally and for (Markarian's) family." Safarov's lawyer, Gyorgy Magyar, said they would immediately appeal the verdict, adding that it was yet unclear whether his client would serve his sentence in Hungary or be extradited to Azerbaijan. A lawyer representing Markarian's family said she was satisfied with the court's decision. "We're happy that the court honestly evaluated all the materials of this case and the brutal intentions... of the murderer," said Nazeli Vartanian. "This is a good decision for the Hungarian court and for (Armenian) society." Making his final statement to the court earlier Thursday, Safarov said the conflict between Azerbaijan and Armenia was at the root of his act, and that the Armenian officer had repeatedly provoked and ridiculed him. He said he was unable to suppress his feelings and his wartime memories due to Markarian's behavior. "My conscience was clouded as a result of the insults and humiliating and provoking behavior, and I lost all control," Safarov told the court. "It would not be correct to consider it as merely a premeditated act caused by the awakening of revenge and hate upon seeing the Armenians." Safarov denied trying to kill a second Armenian officer. 3) Aliyev Denies Azerbaijan's Destruction of Armenian Cemetery in Nakhichevan BAKU (Armenpress)--Azeri President Ilham Aliyev denied accusations connected with the destruction of the Armenian cemetery in Old Julfa, Nakhichevan. The cemetery, which included cross stones from as far back as the 7th century, was completely destroyed by Azeri Armed Forces in late 2005. "It is an absolute lie, libel, instigation. All the historic monuments in Azerbaijan are protected by the state," Associated Press cited Ilham Aliyev as saying. For his part the Azeri president accused the Armenian side of destroying mosques and Muslim cemeteries in Karabagh. 4) HRW's Turkey Representative to Be Deported ANKARA (Zaman)--Jonathan Sugden, Turkey's representative for the Human Rights Watch (HRW) organization, was apprehended by the Karliova Gendarmerie in the eastern Turkish region of Bingol while conducting observations and research. The Human Rights Joint Platform informed the press that Sugden has been traveling to Turkey for 20 years on his tourist visa because of his monitoring responsibilities, and asked for his release. Sugden lived in the country, and follows the agenda closely as he is fluent in Turkish. He arrived in Karliova to monitor and report the Turkish gendarmeries and local forces combat of terrorist activities in Bingol, Diyarbakir, and Tunceli. Sugden was sent to the Bingol Police Office and awaited deportation after the Turkish Interior Ministry was informed about the case. The Resurrection of Christ is the dawn of a new life within every Christian. We are the ones who will construct the new church, with our own hands, so that we may give the testimony of Christ's Resurrection. Our individual life has the thirst for renewal, as is our communal life within the church, our life of service, both national and to the church. But, above all, our lives within the family, to raise our children entrusted to us by God, is nothing but the example of the life of Christ. The miraculous Resurrection of Christ conveys to all of us the message to transfigure our spiritual lives through the strength of prayer and to embark upon the God-pleasing mission to cultivate our spirit. The God-pleasing mission to cultivate our spirit begins in our individual life followed by a unity of the faithful through love. The more the individual is strengthened in his life by prayer, the more passionately he testifies about the Resurrection of Christ. The more the Christian community loves, the more that community becomes not only a strong testimony of the Resurrection of Christ, but above all a strong presence for all those who have strayed from the path of light and suffer in darkness. Our salvation and strength is in our spiritual life. The church is obliged to constantly renew herself, thus becoming a presence that maintains pace with contemporary times. It is our message that the children of the church remain firm in their Christian faith because our nation has been reborn in that faith by turning Christianity into the splendor of her spirit. For that same faith our nation has accepted the greatest divine gift, the Armenian alphabet, and through it has eternalized the Holy Bible with Armenian words. The children of our church, with this communion, have continued to live their God-given lives. We have reached the point in history when even greater challenges have risen before us and now we have the obligation to overcome. We will continue to uphold, even at the cost of our lives, the legacy of our forefathers, who have been sanctified through their martyrdom. The legacy of our Christian faith and doctrine, the Motherland and Holy Etchmiadzin, our language, our national heritage, culture, history, and most importantly our right for the recognition of the Genocide. The Armenian Church will be demolished when we are not able to pass these messages on to our youth. The Christian faith cannot be anchored on the testimony of the Resurrection of Christ if it is not rooted in our Motherland, Holy Etchmiadzin, as well as the sacred Armenian legacies, culture and history. These facets present themselves as a cornerstone of the Christian faith. In other words, they are God-given graces which strengthen our faith. They are graces in the sense of challenges, as to what extent we are able to live our Christian faith through our actions in order that we may become partakers in the crucifixion of Christ and to gain the right to testify about the Resurrection of Christ. The mystery of the Resurrection of Christ truly becomes a testimony when the Resurrection of Christ is expressed through our lives. Dear faithful, live the Feast of the Resurrection because its mystery is the mystery of the true life. This leads us to live life striving for perfection, as Christ himself says, "Be perfect, as your Heavenly Father is perfect." The Feast of Resurrection is a day of pilgrimage. It is the doorway to eternal life. It is the feast of our renewed life. It is the breath of peace and the spring which plant harmonious brotherhood among nations. It is the Feast of Holy Etchmiadzin and, finally, the day of the victory of the Christian faith. "Christ is risen from the dead." "He is not here, but is risen!" 2 MATERNAL DEATHS REGISTERED IN MATERNITY HOSPITAL OF KAJARAN IN FIRST QUARTER

KAJARAN, APRIL 12, NOYAN TAPAN. Two maternal deaths were registered
in the maternity hospital of the city of Kajaran in the first quarter
of this year.
Those extreme cases were discussed at the Health Care and Social
Security Department of the Syunik Governor’s Office. As the Noyan
Tapan correspondent was informed by the department, research of the
mentioned facts still continues.

KOCHARIAN AND CHIEF OF CUSTOMS DISCUSS WAYS TO FIGHT SMUGGLING

YEREVAN, APRIL 12, ARMENPRESS: President Robert Kocharian received
today the chief of customs committee Armen Avetisian to discuss
a string of issues on the results of the first quarter, fighting
contraband and the pace of fulfillment of instructions issued by the
president earlier this year.
Kocharian’s press office quoted Avetisian as saying that the committee
collected in the first quarter 31.5 billion drams, which was 400
million more than projected. In regard to fighting smuggling of goods,
the president ordered mapping all transit routes that could be used by
smugglers, especially after Georgian authorities closed the biggest
wholesale market in the South Caucasus in Sadakhlo. Kocharian said
these roads must be taken under tight control to prevent smuggling.
The two men also discussed progress in fulfillment of Kocharian’s
instructions. Avetisian was quoted as saying that they all were
fulfilled in due time.
