Armenian postal operator issues stamp dedicated to Ardem Patapoutian

On , one postage stamp dedicated to the theme “World famous Armenians: Ardem Patapoutian” has been put into circulation.

The postage stamp with the nominal value of 350 AMD depicts famous scientist of Armenian descent, molecular biologist Ardem Patapoutian, who was awarded the Nobel Prize in Physiology or Medicine in 2021.

The postage stamp was cancelled by the Chief of Staff to the Prime Minister of the Republic of Armenia Arayik Harutyunyan, the Deputy Minister of High-Tech Industry of the Republic of Armenia David Sahakyan, the Deputy Minister of Education, Science, Culture and Sports of the Republic of Armenia Karen Trchunyan, the Deputy Minister of Economy of the Republic of Armenia Ani Ispiryan, the Chief Executive Officer of “HayPost” CJSC Hayk Karapetyan, the scientist of Armenian origin, the Noble Prize laureate Ardem Patapoutian, the President of the Philatelists’ Armenian Association Hovik Musayelyan.

The right part of the postage stamp depicts the image of the Nobel Prize awarded to Ardem Patapoutian.

Ombudsman: Crimes against Shahumyan people were an act of ‘punishment’ for their free will

Artsakh’s Human Rights Defender (Ombudsman) Gegham Stepanyan on Monday issued the following statement on the eviction of Armenians from the Shahumyan region by Azerbaijan in 1992:

“30 years ago, as a result of repressions, attacks and criminal acts by Azerbaijan, 20,000 people of the Shahumyan region of the Artsakh Republic were deported and  ousted from their homeland, more than 700 people were killed and disappeared, historical Armenian communities were emptied of Armenians and looted, the Armenian religious and cultural values of region were vandalized and destroyed.

“The houses of the Armenians were divided, and the “new masters” from Azerbaijan wrote their names on the gates with oil. The church was desecrated and turned into a sheep pen. The cross was broken, the bell was smashed with a rifle shot, and the fragments were scattered back and forth,” eyewitnesses say.

The crimes committed against the people of Shahumyan were an act of “punishment” for their free will, the realization of their right to live independently and with dignity in their homeland.

The issue of justice for the people of Shahumyan, deprived of their homeland on the basis of ethnic-religious affiliation and the restoration of their violated rights, was not clearly set on the agenda, the Azerbaijani authorities were not held accountable for the crimes committed against them. Moreover, this impunity continues to breed new crimes, which we witnessed during the Azerbaijani aggression unleashed against the people of Artsakh in April 2016 and September 2020, and continue to witness after the November 9 trilateral statement on the ceasefire.

The international community continues to show condemnable indifference to what is happening, which does not follow from the principle of the universality of the protection of human rights.”

YEREVAN, JUNE 8, ARMENPRESS. Armenian Prime Minister Nikol Pashinyan’s advisor Artashes Tumanyan visited Ashgabat, Turkmenistan, on June 7-8 to discuss regional and bilateral economic cooperation programs.

During the visit Artashes Tumanyan met with Turkmenistan’s Deputy Chairman of the Cabinet of Ministers, Shahim Abdrahmanov, who is also the co-chair of the Turkmenistan-Armenia intergovernmental commission on economic cooperation and Deputy Chairman of the Cabinet of Ministers Charimirat Purchekov.

The meetings particularly touched upon the cooperation in gas, energy sectors, as well as the preparations for the upcoming session of the Armenia-Turkmenistan inter-governmental commission on economic cooperation.

Iran concerned over "Zangezur corridor" not over demarcation of the Armenian-Azerbaijani border – expert

ArmInfo.No doubt, Iran is now concerned over the possibility of a “Zangezur corridor” running via Armenia’s Syunik rather than over demarcation of the Armenian- Azerbaijani border, expert in Iranian studies Emma Baghijanyan said  in an interview with ArmInfo. 

“Despite Armenian mass media mentioning border delimitation issue as  one of the main topics of the latest telephone conversation between  Armenia’s Premier Nikol Pashinyan and Iranian President Ebrahim  Raisi.  In fact, the state leaders discussed the issue of the  corridor. I followed Iranian mass media response to Ilham Aliyev’s  statement on an alleged agreement with Pashinyan on opening the  corridor. And I can say this issue is of main interest to Tehran,  whereas border delimitation and demarcation is only derivative,” she  said. 

Aliyev’s statements arouse concern not only in Armenia, but also in  Iran, given the fact that Armenian officials, who time and again  claim the impossibility of an extraterritorial corridor, prefer  remaining silent about Aliyev’s statement. Yerevan’s not responding  to Baku’s statements is causing uncertainty not only in Armenia,  which, in turn, necessitates top-level telephone talks, the expert  said. 

It is expeditious implementation of the North-South project that  could have prevented Baku’s “corridor- related” statements being made  not at all in the context of unblocking regional transport links, but  for the purpose of getting an extraterritorial corridor for  Azerbaijan and Turkey, which would enable them to realize their  long-term geopolitical plans, including plans against Iran. 

“The fact is that our interests coincide only with Iran’s. Sadly,  however, I do not see any serious steps on Armenia’s part to prevent  the Turkish-Azerbaijani expansionist designs. And the very  intensified mutual visits by Armenian and Iranian officials are  evidence that, in contrast to Yerevan, Tehran is perfectly aware of  its interests. And, happily, their interests coincide with ours,” Ms  Baghijanyan said.

EU Special Representative on Karabakh talks

There is a positive trend, we can develop it, move the process forward. This opinion about the Armenian-Azerbaijani talks was expressed by the EU Special Representative for the South Caucasus Toivo Klaar, who is in Yerevan on an official visit.

He has already met with Prime Minister Nikol Pashinyan, the Minister of Foreign Affairs and the Secretary of the Security Council. From Yerevan the European diplomat will travel to Baku.

In an interview with Radio Azatutyun (Freedom), Special Representative Toivo Klaar spoke about the positive signals from Yerevan and Baku, the Brussels and Moscow formats of the Armenian-Azerbaijani negotiations, as well as the situation around Nagorno-Karabakh. In particular, he stated that the settlement of the conflict is impossible without taking into account the opinion of the Armenians living there.

From the capitals of Armenia and Azerbaijan, according to Klaar, mostly positive signals are coming. He stressed that the meeting of the leaders of the countries in Brussels, which took place a few weeks ago with the mediation of the head of the European Council, Charles Michel, “has produced certain results”.

In this regard, the diplomat recalled, in particular, the first meeting of the border commission on the delimitation of the Armenian-Azerbaijani border. It was planned back in April, but took place only after the Pashinyan-Aliyev-Michel meeting in Brussels. Immediately, Klaar stressed that the recent Moscow meeting of the Deputy Prime Ministers of Armenia, Azerbaijan and their Russian counterpart also took place after the talks in Brussels – moreover, after a pause of six months.

Armenia positively assessed Toivo Klaar’s statement that NK Armenians should, in any case, be part of the conflict settlement:

“It is clear that the people living in Karabakh are fundamentally interested in achieving a comprehensive settlement. And I personally do not see how such an agreement can be reached without taking into account the opinions and points of view of these people”.

Klaar stressed that the statement of the head of the European Council, Charles Michel, after the recent talks in Brussels did not cover all the issues that need to be addressed.

The diplomat expressed this opinion in response to the remark that Michel’s statement spoke about the rights of the ethnic Armenians of Nagorno-Karabakh, and not about the future status:

“It should be a comprehensive settlement. We all know how the conflict began, it must be finally closed. Michel didn’t touch on much in his statement. But the fact that we have always emphasized is that a comprehensive settlement of the conflict is needed, and we are working in this direction.”

As for the uncertainty of the status of Nagorno-Karabakh, then, according to Toivo Klaar, at the moment the main thing is to advance the negotiation process, not to let it stall:

“The EU does not claim copyright on anything. We are interested in seeing progress and supporting it. I think this is what Charles Michel was able to achieve through his three meetings with the leaders [of Armenia and Azerbaijan], as well as joint negotiations with Presidents Macron and Aliyev and Prime Minister Pashinyan. And that’s what we want to do.”

The diplomat recalled that in addition to the Brussels format, there is a Moscow one. The EU Special Representative welcomed the resumption of meetings of the Trilateral Commission of Deputy Prime Ministers within the Moscow format.

“It’s great, very good if we move in the right direction here. The sole interest of the European Union is to help this process and reach a lasting and comprehensive settlement.”

Artsakh government to sponsor restoration of Hakobavank monastic complex

ArmInfo.President of the Republic of Artsakh Arayik Harutyunyan attended the Divine Liturgy at the Hakobavank monastic complex. Vrtanes Abrahamyan served the  liturgy, the Office of the Artsakh President reports. 

Mr Harutyunyan highlighted the restoration of the complex, stating  relevant instructions have been issued.

The Azerbaijani military has committed a total of 89 crimes against the Artsakh people since the signing of the trilateral statement of November 9, 2020, according to data released by the Prosecutor’s Office of Artsakh on Saturday.

Overall, 72 criminal cases have been opened.

“16 people (3 civilians) were killed, 101 (44 civilians) were attempted to be killed and 43 were wounded and assaulted,” the law enforcement agency said.

“From November 2020 to date, the Azerbaijani troops deployed near the town of Stepanakert as well as the villages of the Askeran, Martuni and Shushi regions repeatedly open fire from firearms of various calibers at nearby Armenian settlements in an attempt to intimidate the civilian population, keeping them in constant fear,” it noted.

Armenia official: Azerbaijan makes statements that do not correspond to negotiations

Secretary of the Security Council of Armenia, Armen Grigoryan, believes that there is a difference between “corridor” and “corridors.” He expressed his respective view during a press briefing Thursday at the government.

Responding to the insinuation that Azerbaijan and Turkey continue to make statements about the corridor that Azerbaijan wants to get under the guise of opening regional transport communications, Grigoryan said, “Corridor or corridors? These are different things.”

The head of the Security Council, however, denied the statements of the Azerbaijani side about the possibility of a corridor, and reminded that the talks took place in Brussels.

“There was a clarification from Brussels that there were no discussions in the corridor logic. Our Moscow colleagues also said about this at the time. (…) Azerbaijan makes statements that do not correspond to the negotiations. But we can clearly state that everything we negotiate, publicly comment on has not been denied by our partners; moreover, they confirm,” Armen Grigoryan said.

Artsakh State Minister clarifies his comments on possibility of Artsakh’s recognition by Armenia

Artsakh State Minister Artak Beglaryan clarified his comments in an interview with RIA Novosti.

“In one of the published materials, the following quote did not fully express my thought due to technical translation problems. “There are talks with Armenia on the issue of recognizing the independence of Nagorno-Karabakh, there are contacts, but there is no progress in this issue at the moment.”

Azerbaijan, Turkey will demand Russian peacekeepers leave, citing a peace agreement, said Artak Zakaryan, former Deputy Defense Minister.

“In parliament today, [Armenian PM – ed.] Nikol Pashinyan continued his manipulative, populist, baseless and dangerous statements, this time trying to make amends for his mediocre, stupid policy, as a result of which our country has reached such a plight,” he noted.

Touching upon the topic of the Brussels trilateral meeting, he noted that there was nothing in the statements of the meeting participants about the mission of Russian peacekeepers in Artsakh.

“And this means that at some point, Azerbaijan and Turkey, with the tacit consent of the criminal authorities of Armenia, will demand from Russia the withdrawal of peacekeepers, justifying this by the fact that there is supposedly already a peace treaty, and Azerbaijan has assumed the obligation to ensure the rights and security of residents Artsakh,” he said.
