ARMENIAN-VIETNAMESE RELATIONS DISCUSSED AT THE NATIONAL ASSEMBLY

On March 23 Speaker of RA National Assembly Tigran Torosyan received
the newly appointed Ambassador of the Socialist Republic of Vietnam
to Armenia Bui Dihn Zihn.

Greeting the Ambassador, the Armenian Parliament Speaker noted that
although the relations with Vietnam were established after Armenia’s
independence, the trade and economic relations are not well developed
and expressed hope that the Ambassador’s activity will promote the
development of interstate relations in all directions. Mr. Torosyan
stressed the importance of establishment of interparliamentary ties,
noting that the parliamentarians of the two countries are cooperating
with each other within international organizations and it will enhance
the development of bilateral ties. As a first step on the way of
establishment of interparliamentary ties, Tigran Torosyan proposed
creating Deputy Friendship Groups in both Parliaments.

Turning to the role of Vietnam in Southeastern Asia, the Speaker noted
that although having proclaimed European integration as a priority
direction of its foreign policy, Armenia pays great attention to the
development of friendly ties with countries of the Asian region.

The Ambassador of Vietnam expressed the friendly attitude of his state
and people toward Armenia and the Armenian people, noting that his
country highly appreciates the support of the Armenian people in the
liberation movement in Vietnam and is grateful for that. According to
his assessment, Armenia is really a stably developing friendly country
for Vietnam, and the economic growth registered in both states opens
great opportunities and perspectives for cooperation.

The parties stressed the importance of working out and implementing
certain programs of cooperation. The Ambassador assured that his
mission will be aimed at the development of interstate relations,
and the Armenian Parliament Speaker expressed willingness to support
his activity.

Armenians in the diaspora, who originally came from Jerusalem,
are planning a reunion in the city of their birth over the course
of this year and the next, seeking to relive for a brief spell,
their youth in the hallowed confines of the sacred Old City. They
will be travelling mainly from North America and Australia, in time
to attend the Armenian Easter ceremonies (by an ancient calendar)
in the Holy Land which will be held towards the end of April.

It should be mentioned that the Armenian church in Jerusalem follows
an ancient calendar, the "hin domar," which postdates Christmas and
Easter several weeks after Western churches.

Detroit, MI (LifeNews.com) — Convicted murderer and assisted
suicide crusader Jack Kevorkian made his candidacy for a Detroit-area
Congressional seat official on Monday. Kevorkian says his main agenda
as a member of the august body would be promoting the Ninth Amendment
as allowing a right to assisted suicide.

State law required Kevorkian to gather 3,000 signatures to qualify
for the ballot and he turned in papers with those signatures to local
election officials.

Kevorkian didn’t say much else about assisted suicide during the
formal press announcement but accused the current government of
being tyrannical.

"You’ve been trained to obey it, not fight for it because the tyrant
doesn’t like that," Kevorkian said, according to an AP report.

"I have no ties, no fetters. I am free," the former pathologist added,
saying he is beholden to no so-called special interests.

He will run as an independent and will challenge pro-life Rep. Joe
Knollenberg, a Republican who strongly opposes both abortion and
euthanasia. Gary Peters, a former state senator and a Democrat,
will also be seeking Michigan’s 9th Congressional district seat in
the November election.

Kevorkian has admitted to killing more than 130 people, including the
televised death of Thomas Youk netted him a 25-year prison sentence.

Earlier this month, when he announced he was considering the race,
Kevorkian said, "We need some honesty and sincerity instead of corrupt
government in Washington."

"I plan to" run as an independent, he said. "I wouldn’t do this
otherwise."

Oakland County Prosecutor Dave Gorcyca, the prosecutor who sent
Kevorkian to prison, told the Oakland Press he thinks the campaign is a
"publicity stunt."

"It’s probably more of a publicity stunt. To call attention to himself
is standard protocol for Jack when he doesn’t have the limelight
focused on him. I would not consider his candidacy to be a legitimate
one," he said.

Democrats have targeted Knollenberg and Kevorkian’s candidacy may
have the effect of peeling some Democratic votes away from the party’s
eventual nominee.

During his race, Kevorkian will have to watch what he says because the
terms of his parole, after serving just seven years of the sentence,
prohibit him from advising people how to kill themselves.

His parole officer will be monitoring the content of his speeches.

Michigan law doesn’t prevent ex-convicts from running for office or
from voting as is the case in some other states. However, Kevorkian
is still on parole until June 2009.

Les Eglises chrétiennes en quête d’une date commune;

Les principales confessions chrétiennes n’arrivent pas à se mettre
d’accord.

«J’ai rêvé que toutes les Eglises du monde célébreraient la
résurrection de notre Seigneur commun ensemble, le même jour, comme
l’une des expressions visibles de l’unité chrétienne.» C’était en
2006 à Porto Alegre, où était réunie l’assemblée du Conseil
oecuménique des Eglises (COE): Aram Ier, patriarche de l’Eglise
arménienne de Cilicie, rêvait à haute voix. Ce rêve a été exprimé à
plusieurs reprises par les chrétiens au cours du XXe siècle et au
début du XXIe siècle, sans jamais devenir réalité, sauf lorsque le
hasard veut que les calendriers julien et grégorien coïncident. Le
sera-t-il un jour? Difficile à dire, tant les obstacles sont
nombreux.

En 1997, des représentants des Eglises chrétiennes occidentales et
orientales réunis à Alep en Syrie jetèrent les bases d’une réflexion
sur une date de Pques commune. Ils souhaitaient parvenir à un accord
sur cette question à l’horizon de 2001, première année du nouveau
siècle où Pques tombait le même jour pour tous les chrétiens. Non
seulement ce projet ne se réalisa pas, mais il est toujours loin de
voir le jour. «Les discussions n’ont pas avancé, confirme Dagmar
Heller, pasteure de l’Eglise évangélique d’Allemagne et spécialiste
du dossier pour le COE. Aucune des Eglises chrétiennes ne veut
s’adapter au calendrier des autres, ni convenir d’une date fixe.»
Pour les orthodoxes, «le calendrier julien est comme une icône, c’est
quelque chose de sacré, poursuit Dagmar Heller. Dans l’histoire des
Eglises orthodoxes, les changements de calendrier ont provoqué
beaucoup de problèmes et également des schismes.» Quant aux Eglises
occidentales, «elles tiennent au calendrier grégorien, qu’elles
trouvent plus moderne et plus proche de la réalité astronomique».

A l’instar de Noël

L’adoption d’une date commune fixe, à l’instar de Noël, aurait
l’avantage de ne privilégier aucun des deux calendriers. La question
a été abordée à plusieurs reprises au cours du siècle dernier, en
particulier sous la pression de la société civile. En 1928, le
parlement britannique avait par exemple adopté la «loi de Pques»,
qui avait fixé la date de la célébration au dimanche qui suit le
deuxième samedi d’avril. Mais cette solution ne devait entrer en
vigueur qu’avec l’accord de toutes les Eglises, qui ne fut jamais
atteint.

La Société des Nations, ancêtre de l’ONU, s’était également emparée
de la question à partir de 1923 et l’avait soumise à la Commission
technique consultative pour les communications et les transports.
Celle-ci voulait introduire un nouveau calendrier valable pour le
monde entier et une date de Pques fixe. Elle proposa le modèle
britannique et demanda leur avis aux différentes Eglises.

La plupart des Eglises protestantes approuvèrent la proposition. Les
Eglises orthodoxes firent savoir, par l’intermédiaire du Patriarcat
oecuménique de Constantinople, qu’elles pouvaient envisager une date
fixe de Pques à condition que ce soit un dimanche et que toutes les
Eglises chrétiennes soient d’accord. Enfin, l’Eglise catholique
répondit que seul un concile oecuménique pouvait régler cette
question.

La tentative d’établir un nouveau calendrier fut reprise après la
Seconde Guerre mondiale par l’ONU. Elle échoua en 1955, lorsque les
Etats-Unis rejetèrent cette idée.

Cependant, l’idée d’une date de Pques fixe émergea à nouveau lors du
Concile Vatican II. L’Eglise catholique affirma ainsi dans sa
Constitution sur la Sainte Liturgie qu’elle ne s’opposait pas «à ce
que la fête de Pques soit fixée à un dimanche déterminé dans le
calendrier, avec l’assentiment de ceux à qui importe cette question.»
Le COE lança une enquête entre 1965 et 1967. Toutes les Eglises se
disaient alors prêtes à célébrer Pques à une date commune. La
majorité des Eglises occidentales se prononça en faveur d’une date
fixe, mais les Eglises orthodoxes souhaitaient une date commune
variable en fonction de la règle établie lors du concile de Nicée, à
savoir que Pques devait être célébré le dimanche suivant la première
pleine lune après l’équinoxe de printemps.

Connexion avec la Pque juive

Dans les années qui suivirent, les Eglises se mirent d’accord sur le
fait que l’adoption d’une solution devait répondre uniquement à des
intérêts religieux, et pas à la satisfaction d’intérêts séculiers.
L’idée d’une date fixe fut définitivement abandonnée en 1997 lors de
la réunion d’Alep.

Les Eglises chrétiennes rappelèrent à cette occasion qu’il y a une
intime connexion entre la Pque juive et la passion et la
résurrection de Jésus. «En éliminant toute référence aux normes
bibliques concernant le calcul de la Pque, une date fixe rendrait ce
lien plus obscur et plus faible», établit le document d’Alep. Autre
raison théologique: «Une date de Pques mobile fait non seulement
découvrir d’importants aspects symboliques de cette fête mais elle
révèle aussi de manière palpable le cheminement spectaculaire par
lequel la Résurrection brise les routines confortables de ce monde».
Enfin, «chercher à adopter un dimanche fixe soulèverait des
difficultés pour beaucoup d’Eglises et, si cela était introduit
unilatéralement par une Eglise ou un groupe d’Eglises il pourrait
bien en résulter non plus deux mais trois dates différentes de
Pques.»

the states which did not support the Azerbaijani resolution on
Karabakh.

"This is a non-binding, or consultative pronouncement by the General
Assembly. I don’t think it will have an affect the process, unless
Azerbaijan is engaged not just in deception but self-deception,"
the Minister said.

"It was unnecessary, ill-timed, mean-spirited, both as a process
and a product. If Azeris expect to use this for anything other than
their domestic purposes, if they have convinced themselves that the
international community truly supports the one-sided desires they
had enumerated in the text of this resolution, then this will cause
serious problems in the negotiations.

One thing must be clear for Azerbaijan – that no amount of
resolutions will make Nagorno Karabakh deviate from its path of
self-determination," he emphasized.

"Show me one example in history when a conflict has been resolved by
the passage of a document by an international organization or by third
countries. This has never happened and is not going to happen now. In
1948, the UN General Assembly resolution to partition Palestine didn’t
solve anything. Recently, the Security Council resolution on Kosovo
didn’t manage to bring the sides together in a meaningful way either."

"I remember Lisbon where the OSCE Chairman-in-Office made a statement
about Nagorno Karabakh. Azeri joy knew no limits then. It took years
for Azerbaijan to understand that the document had no value," the
Minister noted.

By insisting on this non-binding, non-collective statement, Azerbaijan
proved that it wants to retreat from the Minsk Group process, and
therefore from the content of the document on the table. This country
is ready to negotiate what it wants, but not to compromise," Minister
Oskanian said in an interview with Azdak Beirut-based newspaper.

resolution on "The situation in the occupied Azerbaijani territories"
in the 62nd session of the UN General Assembly, has sent an official
letter to the General Assembly voting for the resolution, Executive
Secretary of New Azerbaijan Party (YAP) Ali Ahmadov said, APA reports.

He said that Azerbaijani Ambassador to the UN Agshin Mehdiyev had
told him about it. Ali Ahmadov underlined that the position of the
neighboring state was appraised.

Iran missed the voting of the resolution on "The situation in the
occupied Azerbaijani territories" in the UN General Assembly.

YEREVAN, MARCH 19, ARMENPRESS: A poster of the Armenian nature
protection ministry was awarded first rate award of an international
competition announced to mark the 20-th anniversary of the Montreal
Protocol.

The Armenian National Ozone Protection Center, an affiliation of the
ministry, that designed the poster, received $500 award and a letter
of appreciation from the UNDP.

Asya Muradian, a program coordinator of the Center, said the money was
spent on buying home appliances for an orphanage in the town of Gavar.

Montreal Protocol is an international agreement on reducing substances
that deplete the ozone layer.

On March 24 RA Presidnet-elect, Prime Minister Serge Sarsgyan will
leave for the Russian Federatuon for a working visit, RA Governemnt’s
Information and Public Relations Department reported.

In the framework of the visit Serge Sargsyan will have meetings with
Russian Presidnet Vladimir Putin, President-elect Dmitry Medvedev
and Prime Minister Viktor Zubkov.

A broad framework of issues of bilateral interest will be discussed
during the meetings.

ArmInfo. Late at night March 17, at the extra session, RA Parliament
passed the second and final reading of the draft law "On Alterations
and Amendments to Law "On Rallies, Demonstrations and processions""
with 90 votes "for" and 6 "against".

One of the authors of the amendments, MP Rafik Petrossyan says
that the March 1 events in Yerevan have become a bitter lesson for
everybody. 8 people were killed and lots of people wounded on that
day, the state sustained big damage, the political situation in the
country was destabilized. The events have shown that the existing
law needs revision. It is necessary to revise some points of the law
so as to exclude the possibility of anti-constitutional actions and
to guarantee the safety of people in the future. The amendments are
based on the principles of human rights and freedoms, particularly,
the authors refer to articles 11 and 16 of European Convention n
Human Rights and considered the experience of such countries as Italy,
Germany, Latvia, Estonia, Georgia, Finland, Romania, Moldova.

Particularly, the authors are planning to amend articles 9, 10,
12 and 14 of the law. Thus, according to the amendment to Article
9 the authorities can restrict organization and holding of rallies,
demonstrations and processions if in case of reliable information these
activities may threaten the state security, cause violation of public
order, and violation of the constitutional rights of citizens. It
is extremely important that the body restricting the organization of
the activities should possess absolutely reliable information. This
information must be told to the Police and the National Security
Service. At the same time, the organizers of the activities may dispute
the decision on legal waivers. In case of disorders, occurred as a
result of mass events, the authorities are entitled to refuse the
organizers of mass events to hold new rallies, demonstrations and
processions until completion of the criminal case. Moreover, a new
provision has been introduced in the document, according to which
it is banned to hold mass events, if all the other measures gave no
result. Mass events may be held only with written permission of the
authorized body. The terms of application submission for holding of
rallies, demonstrations and processions have been also revised. The
organizer of mass events undertakes to notify the authorized bodies
about it not three days before, as it has been fixed in the current
law, but five days before their holding.
