"This evening’s truth is not necessarily tomorrow’s truth," a
philosophical Karel De Gucht said yesterday evening [4 December] on
the first day of the OSCE ministerial conference at Heizel. What he
meant by that was that the outcome of the two-day summit yesterday
was meagre, but today there is hope for a little bit more.

The conference of the Organization for Security and Cooperation
in Europe (OSCE) marks the conclusion of the Belgian chairmanship
of the organization. But it was primarily discomfort that reigned
yesterday among the representatives of the 56 countries of the OSCE,
from North America, Europe, Russia, and Central Asia.

In his opening comments Chairman Karel De Gucht was positive about
ODIHR [Office for Democratic Institutions and Human Rights], the OSCE’s
human rights office, which among other things monitors election. The
observers generally clash with Russia, which has its own idea about
democratic elections.

The Russian minister of foreign affairs, Sergey Lavrov, was
surprised about the positive comments of De Gucht, among others. A
self-evaluation by the human rights office presented to the ministers
"does not succeed in giving adequate answers to Russia’s numerous
objections," Lavrov said.

The Russian minister also felt the OSCE now has two options. Either
the "imbalances" in the organization must be "corrected," or the
OSCE can be renamed the "organization for humanitarian affairs,"
in which case Russia would consider whether it should remain a member.

In short, according to the Russians the OSCE should concern itself
somewhat less with human rights and democracy.

Russia received a response from the American Deputy Secretary of State,
Nicholas Burns, who lashed out at countries that "backslide" in terms
of human rights, like Russia’s neighbour Belarus. Deputy Secretary
Burns also spoke out against "some OSCE countries that exert economic
and financial pressure on their neighbouring countries," a reference
to the Russian boycott of its small pro-western neighbour Georgia.

Part of the argument revolves around the so-called "frozen conflict"
between Georgia and the breakaway republic of South Ossetia, which is
supported by Moscow. A text on it will not come out of this conference,
De Gucht said yesterday evening, "because Russia refuses to talk
about it."

De Gucht says there may be "substantial progress, but no breakthrough
yet" on the frozen conflict between Armenia and Azerbaijan over
Nagorno-Karabakh.

The controversial candidacy of authoritarian Kazakhstan to become
OSCE chair in 2009 was also postponed until next year. De Gucht says
there are "two schools": those who feel Kazakhstan will indeed meet
more democratic standards by 2009, and those who believe Kazakhstan
should work on them first and only then become a chair candidate. A
consensus was not in sight yesterday in Brussels.

the survey conducted by the Armenian Football Federation Press
Secretariate, Armen Shahgeldian, a member of Yerevan’s Mika team (191
points) was recognized as the best football-player of 2006. Noyan Tapan
was informed about it from the Press Secretariate of the Armenian
Football Federation. According to their points, Robert Arzumanian
(Pyunik, 161 points) and Samvel Melkonian (Banants, 108 points)
took second and third places.

GAVAR, DECEMBER 4, NOYAN TAPAN. The ceremony of delivering for
operation the repaired 12.5-km Gavar-Gegharkunik intercommunity road
took place on December 2. The asphalt laying work was started in May
and done in two stages. The total cost of the work done under the Rural
Areas Development Program of the RA Ministry of Agriculture made about
1.3 million USD, part of which was allocated by communities. According
to Mayor of Gavar Gurgen Martirosian, 10 million drams (about 26.3
thousand USD) was provided for this work from the budget of the
city of Gavar, while 7 million drams will be transferred from the
2007 budget. During the meeting with inhabitants of the Hatsarat
district, Gandzak, Sarukhan, Lanjaghyur and Gegharkunik communities,
the RA Agriculture Minister Davit Lokian answered their questions
and presented the programs to be implemented in the marz. "In 2007,
we’ll implement about 50 programs in Gegharkunik marz," the minister
said. Particularly, local pastures will be improved, as well as deep
wells will be drilled in six communities. "7 small enterprises of
importance to the marz will be set up," D. Lokian stated.

U.S. Embassy Releases Study
On Armenian-Americans (Part II)

Last week, we published excerpts from a "sensitive" internal study on
the Armenian-American community, prepared by the U.S. Embassy in
Yerevan. This week’s column covers the second and third of the seven
clusters of Armenian-American organizations as defined by this study:
2) "Dashnaks (ARF), ANCA, Prelacy"
According to the Study, "the Armenian Revolutionary Federation (ARF)
is a worldwide organization that reports affiliates in over 200
countries including a strong presence in the United States. The ARF
is widely known by its nickname ‘Dashnaksutyun.’ â~@¦Active since
1890, the organization is the most politically oriented of the
Armenian Diaspora groups around the world and has traditionally been
one of the most vocal supporters of Armenian nationalism. â~@¦The
ARF’s U.S.-based political advocacy arm is the Armenian National
Committee of America (ANCA). ANCA is the principal political
spokesperson for ARF policies in the United States."
The study also states that "together with its vocal grassroots
campaigns on political issues, the ARF has created one of the most
successful networks of cultural and youth organizations among
Armenian-Americans. The Armenian Relief Society (ARS) is a nationwide
women’s auxiliary association that serves as the ARF’s charitable and
educational arm. The Armenian Youth Federation (AYF) coordinates
summer camps and political education programs for young
Armenian-Americans in conjunction with worldwide ARF programs."
The study next covers "the unofficial link" between the ARF and the
Prelacy of the Armenian Apostolic Church which "recognizes the
authority" of the Cilician See in Antelias, Lebanon. "The ARF-Prelacy
alignment coincided with the outbreak of the Cold War. With Diocese
leaders based in Soviet Armenia, nationalistic ARF activists opted to
operate through Prelacy congregations in the United States which they
felt were less susceptible to Soviet influences and could best
advance their cause for an independent Armenia. Prelacy congregations
are by no means exclusively populated by ARF supporters. The
perception exists among many, however, that ‘Dashnaks worship with
the Prelacy.’ While there are fewer adherents of Prelacy
congregations than Diocese congregations in the United States, this
group remains a significant and active part of the Armenian-American
religious community." The study also notes: "There are no liturgical
or theological differences between the two branches of the Armenian
Apostolic Church. Relations are cordial if not warm."
"Making Sense of the AAA/ANCA Divide"
The study explains that while the platforms of the ANCA and AAA
(Armenian Assembly) "are not diametrically opposed to one another,
their different approaches on key topics such as relations with
Turkey and the Nagorno-Karabagh conflict at times give the impression
to observers both in and outside the Armenian-American community that
they are competitors. While the two organizations often pool their
resources for joint projects (including April 24 commemoration
initiatives on the Hill, lobbying efforts aimed to increase U.S.
Government assistance funds destined for Armenia et al.), the highest
levels of their respective membership rosters rarely overlap. ANCA’s
grassroots strategy often appears to the public as more aggressive
and politically charged than the AAA’s. Professional representatives
from two groups regularly hold informal consultations on key issues,
but high-ranking representatives agree that significant rifts about
where to invest political and human capital are commonplace." The
study notes: "While the AAA might at times be critical of ANCA’s
methodology, it appears that AAA often benefits from the increased
awareness or heightened visibility that ANCA’s activities offer the
Armenian-American community."
AAA: "Independent, but close to Diocese/AGBU Cluster"
The study states that the Armenian Assembly of America (AAA) "most
often aligns itself with the AGBU/Diocese cluster on political policy
issues. The AAA’s membership is probably the most inclusive of
Diaspora organizations because it has gone to great lengths to
involve both the Diocese and Prelacy religious communities. According
to [U.S.] Embassy sources, the AAA’s dues-paying membership totals
approximately 3,000 in the U.S. with 7,000 to 9,000 AAA ‘activists’
regularly volunteering on AAA grassroots advocacy efforts."
3) "Organizations Close to the ‘Hnchaks’ "
The study points out that the "activities of the smallest, and yet of
the most well-known politically based groups of Armenian-American
organizations centers around the ideology of the Armenian Social
Democratic Hnchakian (or Hnchak) Partyâ~@¦. The party and its
affiliate organizations in the U.S. (fraternal societies, a women’s
advocacy group and various youth groups) played an historically
conservative role among Armenian-American groups during the second
half of the 20th century. â~@¦ Disputes among party leadership and
two subsequent splits in the party during the late 1990s weakened the
party’s standing in Armenia and consequently the influence of
Hnchak-related groups in the U.S. Hnchak party leaders tell the
[U.S.] Embassy that the party’s aging membership in the United
States, coupled with the recent internal disputes, have seriously
weakened their influence as an arm of the Armenian-American lobby.
The memory of the Hnchaks’ historically large membership and the
roster of influential Hnchaks in recent Armenian-American history,
however, continue to lend the group a certain degree of clout within
the Armenian-American community. Hnchak organizations support the
weekly ‘Massis’ newspaper which claims the second-largest circulation
among Armenian-American publications and posits ‘traditional Hnchak’
views on Armenian political developments." The study notes: "While
both the Ramkavars and Hnchaks retain organizational structures and a
public profile, they appear to be fading as significant forces in the
Diaspora, including in the U.S."

2 – Phillips Sisters Lead Marlborough High School
To California State Cross Country Championship
LOS ANGELES – What seemed highly improbable four years ago became a
reality on November 25, when the Marlborough High School cross
country team, lead by Armenian American sisters Christina and Ashley
Phillips convincingly won the California State CIF Division IV cross
country championship. Fittingly, the victory was at Woodward Park in
Fresno, a city steeped in Armenian history and tradition.
Ashley finished the grueling 5,000 meter course in a personal best
time of 19:23, good for 19th place overall. Christina was close
behind in 25th place, also in a personal best time of 19:35. Their
teammate Kate Grace, daughter of fitness video icon Kathy Smith, won
the race. The Phillips are the first two girls of Armenian descent
ever to compete in the California State cross country finals.
Marlborough’s team beat runner up Carmel by a combined team time of
over two minutes, providing the small all-girl college preparatory
school in the Hancock Park area of Los Angeles with its first State
Championship in its 116 year history. The school has the Phillips
sisters to thank for that in more ways than one.
When Christina Phillips, now 17 and a senior, started at Marlborough,
the school did not have enough athletes to field a cross country
team. Having both an interest and talent in long distance running,
Christina encouraged some of her friends to go out for the team. Two
years later, Ashley, now 15 and a sophomore, joined the squad, and
the positive results were quick to follow. Backed by a base of solid
training and good coaching, the Phillips girls started developing
into national class high school runners.
This season, the sisters traded places, one usually placing as the
second, third or fourth best on the team, with the other usually very
close behind. The State Meet was preceded by a dominant victory at
the Sunshine League finals at Griffith Park, where Ashley finished
3rd overall with Christina in fourth. Their team went into the State
finals race as the number one rated team, and the performance of the
Phillips and their teammates led them to the team championship.
"I am extremely proud of Christina’s and Ashley’s performance at the
State finals," said Vicken Simonian, an assistant coach of the
Phillips, and a world class distance runner in the 1970’s and 1980’s.
"The girls have tremendous talent, determination and intelligence,
and I am not surprised at all by their success. This historic victory
serves as a source of pride for the Phillips family, their school and
the Armenian community," said Simonian.
Christina and Ashley are the daughters of renowned attorneys Gary and
Arsine Phillips and live in Hancock Park. Gary is the managing
partner of the prestigious law firm of Astor and Phillips and Arsine
is a partner in the preeminent national law firm of Parker, Milliken,
Clark, O’Hara and Samuelian.
Both girls are straight A students with promising college careers.
Christina has applied to several of the top universities in the
country, including USC, where her parents are both alumni, but still
hasn’t made a decision on where she will attend college next year.
Ashley has two more years in high school, where she will be vying for
a second State team championship, and the overall individual
championship.
"The potential of Christina and Ashley Phillips is limitless," said
Simonian. "The girls are extremely talented, very coachable and
despite their success, neither has a big ego. I predict that both
girls will run well in college, and that will hopefully translate
into international distance running honors in the future."

3 – AUA Celebrates 15th Anniversary
With Gala Banquet in Los Angeles
LOS ANGELES – As Armenia commemorates its 15th year of independence
as a republic, the American University of Armenia also celebrates the
15th anniversary of its own founding. The University hosted a gala
banquet Nov. 12 at the Sheraton Universal Hotel in Los Angeles to
honor the efforts of all who have contributed to the rapid
development of the University. In particular, a moving tribute was
given to Gerry & Pat Turpanjian, and the late Vartkes Barsam and his
wife, Jean Barsam, all dedicated supporters of AUA since its founding
AUA has truly filled a niche in Armenia, by providing Western-quality
graduate education that prepares the region’s youth for leadership in
social and economic development. AUA anticipates a largely increased
enrollment due to the institute’s candidacy for accreditation by the
Western Association for Schools and Colleges.
Proceeds from the 15th anniversary banquet will support the
completion of an earthquake-reinforced educational facility, which
will house additional classroom, lecture hall, and laboratory space
to accommodate the University’s growth.
The evening began with an introduction by MC Charles Ghailian, and
the playing of both the American and Armenian national anthems were
played. The Invocation was given by Father Bartev Gulumian,
representing Archbishop Moushegh Mardirossian. Welcoming words were
offered by Sinan Sinanian, the banquet committee chair and CEO of
Sinanian Development of Tarzana. Following was a warm greeting from
Dr. Rory Hume, Provost of the University of California system and the
new Chairman of the AUA Board of Trustees.
AUA President Dr. Haroutune K. Armenian presented a speech on the
theme of excellence and integrity in education. He concluded that,
"Our motto at the AUA will continue to be excellence through
relevance to the broader Community.. Thus, AUA is not just about the
youth in Armenia, but is of relevance to your own children and
grandchildren. Soon it will be possible for them to attend a
university in Armenia that is US accredited."
Keynote speaker, the former California Governor George Deukmejian,
addressed the banquet guests by lauding AUA’s commitment to its
original goals and taking a visionary look at the future. He spoke
of the Turpanjian Rural Development Project to expand educational
opportunity across Armenia, as well as the numerous opportunities now
open to AUA as a result of its accreditation candidacy.
The honorees of the evening’s festivities were then introduced by Dr.
Armenian and AUA President Emeritus, Dr. Mihran Agbabian. Jean
Barsam and her son, Charles Barsam, on behalf of Vartkes Barsam, and
Gerry and Pat Turpanjian accepted honorary plaques and framed State
of California resolutions as symbols of appreciation. The sons of the
honorees, Charles Barsam and Paul Turpanjian, offered a personal
response on behalf of their family members.
Archbishop Hovnan Derderian then invited Gerry and Pat Turpanjian to
the podium and read the encyclical of Catholicos Karekin II, and
pinned St. Gregory the Illuminator on them. Archbishop Derderian
concluded the ceremonies by giving the Benediction.

4 – ANCA-WR Donates AFF Documentary Film Series
To Armenian Genocide Institute Museum in Yerevan
GLENDALE, CA – Earlier this month, Armenian National Committee of
America – Western Region announced the donation of the Armenian Film
Foundation’s documentary series to the Armenian Genocide
Institute-Museum in Yerevan.
During a meeting at the museum this past August, ANCA-WR Chairman
Steven J. Dadaian and museum director Dr. Lavrenty Barseghian
discussed ways in which the ANCA-WR could assist the museum and its
research efforts. As a first step, the ANCA-WR found it fitting that
the Armenian Film Foundation documentary series would be a valuable
resource to the institute’s collection.
On October 28, Armenian Revolutionary Federation Western U.S. Central
Committee Chairman Avedik Izmirlian and member Hagop Tufenkjian
visited the Armenian Genocide Institute-Museum, a division of the
National Academy of Sciences of the Republic of Armenia, to deliver
the documentary series on behalf of the ANCA-WR. The gift was
cordially accepted by Yeranouhi Margaryan, Deputy Director of the
Institute.
"I was impressed with the professional work the Institute has done
at the Museum, as well as the politeness and knowledge of Ms.
Yeranouhi Margaryan," remarked Izmirlian. "I believe that the J.
Michael Hagopian Film Library donated by the ANCA-WR fills an
important gap and is a great contribution to the Museum".
Established in 1979, the Armenian Film Foundation (AFF) is a
non-profit, educational and cultural organization dedicated to the
documentation and preservation of Armenian heritage in multi-media
formats. The ANCA-WR honored AFF founder and board chairman, J.
Michael Hagopian with its "Man of the Year" award at its 2000 Annual
Banquet.

5 – Correspondent Robert Fisk
To Speak at U of M-Dearborn
DEARBORN, MI- Foreign Correspondent Robert Fisk, the author of
several books, including the recent The Great War for Civilization
will speak at the University of Michigan-Dearborn campus on December
20, reported the Armenian National Committee of Michigan.
The event, co-hosted by the Armenian National Committee of Michigan
(ANC of MI), the Armenian Research Center (ARC) at the University of
Michigan-Dearborn, and the Center for Arab American Studies (CAAS) at
the University of Michigan-Dearborn, will bring in audiences from
various communities in the Michigan area to listen to Fisk speak.
"We are honored to have an opportunity to co-host the event with the
Armenian Research Center and the Center for Arab American Studies at
the University of Michigan-Dearborn. Working together to promote
ethnic ties is important," reported Narses Gedigian of the ANC.
The event, entitled: "The Middle East: The Roots and Realities of
Enduring Conflicts,"at Kochoff Hall, the University Center at 4901
Evergreen Road, will include a reception from 5:30-6:30pm, following
his lecture from 6:30-8:30pm, and is open to the general public.

6 – AGBU Sponsors Armenian Philharmonic
Orchestra’s Concert Tour of Central Europe
NEW YORK – The Armenian Philharmonic Orchestra (APO) embarked on a
four-city concert tour of Central Europe from September 27 to October
6, 2006. The 110-member orchestra was invited to showcase its talent
in music festivals held in Nuremberg, Germany, Bratislava, Slovakia
and the Czech Republic’s two largest cities, Prague and Brno.
While on tour, APO performed alongside some of Europe’s most talented
classical musicians, demonstrating its status as an orchestra of the
highest caliber receiving invitations to perform at the most
prominent music festivals and concert halls in Central Europe.
As the leading symphony of Armenia for the past eighty years, APO
presents weekly concerts in Yerevan’s renowned Aram Khachaturian

7 – Senators Calls on White House
To Withdraw Hoagland Nomination
WASHINGTON, DC – Citing the opposition of the Armenian American
community and the growing controversy within Congress surrounding the
nomination of Dick Hoagland to serve as U.S. Ambassador to Armenia,
incoming Senate Majority Leader Harry Reid (D-NV) and New Jersey
Senator Bob Menendez (D-NJ) today called on President George W. Bush
to withdraw this nomination and propose a new candidate to serve in
this important diplomatic post, reported the Armenian
National Committee of America (ANCA).
In a Dec. 1 letter to Secretary of State Condoleeza Rice, Senators
Menendez and Reid recommended that the best way to move this process
forward would be for "the President to withdraw his nomination of
Richard Hoagland as U.S. Ambassador to Armenia and to propose a new
candidate to serve in this important position." Noting the broad-
based opposition within Congress, the extensive media coverage this
issue has received, and the strong stand of the Armenian American
community against this nomination, the two Senators noted that, "It
would serve neither our national interests nor the U.S.-Armenia
relationship to expect Ambassador-designate Hoagland to carry out his
duties under these highly contentious and profoundly troubling
circumstances."
"Armenian Americans welcome the principled stand taken today by
Senators Menendez and Reid in defense of our nation’s fundamental
commitment to recognizing, preventing and punishing genocide," said
ANCA Chairman Ken Hachikian. "We deeply appreciate their leadership
and value their understanding of the simple truth that a denier of
the Armenian Genocide cannot effectively promote U.S. interests or

"There is only one uncoordinated principle concerning Nagorno
Karabakh. The majority of 8-9 principles have already been agreed,"
Foreign Minister Elmar Mammadyarov told journalists.

He said in case the last principle is agreed upon, there will be
improvement in the process of settlement of the conflict. But the
Minister rejected to elucidate the essence of the coordinated
principles.

"It is a very delicate question. In order to go into details both
parties should agree to it. There are forces in the region that do
not want peace. They can take advantage of it," he said.

The minister said that the formula of settlement of the conflict will
be put in public discussion after the last principle is agreed upon,

DEFENSE MINISTER’S ANSWER TO DASHNAKTSUTYUN

During the parliamentary debate on the National Security Strategy on
December 1, the defense minister, who presented the draft strategy,
reacted to the opinion of the ARF Dashnaktsutyun that the Council of
Security under the president of Armenia is not effective.

`The reality is that the head of state considers the Council of
Security as an advisory body, and this is the reality, because our
Constitution provides for this,’ said Serge Sargsyan, mentioning that
since the Council of Security is an advisory body, the head of state
decides when and how he takes the advice of this body.

During the parliamentary debate Serge Sargsyan disagreed with another
opinion of the ARF Dashnaktsutyun. Member of Parliament Spartak
Seyranyan, ARF Dashnaktsutyun, said it is wrong to set down in the
National Security Strategy that pursuing the recognition of the
Genocide is the problem of the Diaspora.

`I would like to assure everyone, and first of all Mr. Seyranyan,
that we have never considered, and there is no such statement in the
document that the genocide is the problem of the Diaspora,’ Serge
Sargsyan said. According to him, when we say the struggle for Artsakh
and imply the people of Artsakh in this context, it is very natural
and does not mean that the people of Gyumri, for instance, have
nothing to do in this respect.

ARMENIA – CYPRUS TIES STRENGTHEN AFTER KOCHARYAN VISIT TO CYPRUS

The President of Armenia Robert Kocharyan concluded a three-day state visit
to Cyprus, the first visit of the Armenian leader since it gained
independence 15 years ago.
The Armenian President, accompanied by Foreign Minister Vartan Oskanyan and
a 30-member delegation, was welcomed at Larnaca airport by Acting Foreign
Minister, Minister of Agriculture, Natural Resources and the Environment Photis
Photiou.
Kocharyan began his official program on Thursday, with a meeting with
President Tassos Papadopoulos at the Presidential Palace. The official talks
included an agreement on co-operation in combating organised and other forms of
crime that was signed by Cyprus Minister of Justice and Public Order Sophocles
Sophocleous and the Minister of Justice of Armenia Davit Harutunian.
Kocharyan later met House President Demetris Christofias, while Foreign
Minister George Lillikas hosted a lunch in honour of the President of Armenia.
After that Kocharyan met with Archbishop Chrysostomos II. The day ended with a
state banquet hosted by President Papadopoulos.
On the same day, Armenian Central Bank Chairman Tigran Sarkisyan had a
meeting with officials at the Central Bank of Cyprus, while Deputy Culture
Minister Gagik Gyurjyan signed a memorandum of cooperation that renews a bilateral
education and culture program for the years 2006-2008, while late on Thursday
evening, an Armenian ministerial delegation visited the Kalaydjian Rest Home
in Nicosia.
On Friday, Kocharyan visited Nicosia Town Hall where he met the Mayor of
Nicosia Michalakis Zampelas who presented him with the golden key of the city
and accompanied him to a visit to Nicosia within the walls and the the
cease-fire line that separates the only divided city in Europe.
Later on, Kocharyan and his delegation – always accompanied by Armenian
representative in the Cyprus Parliament Vartkes Mahdessian – visited the Nareg
Armenian elementary school in Nicosia and met with the Armenian Archbishop and
had a meeting with the Temagan and Varchagan Bodies of the community. He also
took a moment to pay his respect to the victims of the Armenian Genocide by
placing flowers at the Genocide Memorial.
Much to the community’s dismay the festive dinner that was to take place at
a Nicosia Hotel and the community gathering, was substituted by a low-key
get-together at the Church on Friday morning, while in the afternoon President
Kocharyan laid the foundation stone of the monument to commemorate the arrival
of the first survivors of the Armenian genocide at the Larnaca Marina (old
port) Finikoudes Promenade, in a touching ceremony that was addressed by
Armenian representative Vartkes Mahdessian and Armenian Foreign Minister Vartan
Oskanyan.

The local media gave extensive coverage to the Armenian visit, that is to be
reciprocated in Yerevan in early 2007. Our community lived moments of joy
and pride, witnessing the reality of Armenian statehood blossoming before our
very eyes. Unfortunately the community will also remember the three day
Armenian visit with protocol mishandlings and the interventions of the few for
agendas that will surely surface once the dust of the visit settles.
There are differing opinions about the schedule, orientation and emphasis to
the various events organised by the personal initiative of the Ambassador of
Armenia Vahram Gajoyan.
Our community is already drawing its conclusions and putting the pieces
together. To that end we have received emails that we will publish in the next
issue.

Air Arabia, the first low-fare airline in the Middle East and North Africa,
launched its fourth new route this month to Armenia, having made its
inaugural flight to Yerevan last week. Air Arabia will fly two times a week to
Yerevan, every Wednesday and Saturday, departing from Sharjah at 9:15am, arriving
in Yerevan at 12:20pm and departing Yerevan at 1:05pm to arrive back in
Sharjah at 3:55pm.
Europe has collected 1.1 million euros for the development of Nagorno
Karabakh during the Phonetone-2006 organised by Armenia (Hayastan) Fund. France,
Germany, Netherlands, Switzerland and Belgium took part in the European
Phonetone’06. The funds will be spent on the reconstruction of infrastructures in
Hadrut region of Karabakh.
In the town of Barnaul,in the Altay region, the crosses of the newly built
church St. Hripsime were anointed by Bishop Nersisyan of the Armenian Diocese
of Russia and New Nakhichevan. A red khachkar brought from Armenia was also
presented. It was donated by Aramayis Martirosyan. The khachkar was erected
near the church in memory of the long-lasting friendship of Armenians and
Russians.
Argentinean businessman Eduardo Eurnekyan, the concessioner of Yerevan
airport "Zvartnots," is investing $40 million in the construction of the first
geothermic power plant in Armenia. The plant with 25 megawatt capacity is to be
built in Kyarkar volcanic valley in Sisian district and may be put into
exploitation within 1-2 years. Preliminary estimations showed that the area has a
big potential of geothermic power that can be used for energy purposes.
Armenian peacekeeper Georgy Nalbandyan, who was injured in Iraq, will
undergo two more surgeries.The lieutenant injured on November 10 is in Germany,
will stay at the medical centre of Landschtul located near the Ramstein military
base of the US Air Force.
The Department on Asking Refuge of the Migration Agency of the staff of the
Armenian Ministry of Territorial Administration received 529 applications in
January-October of 2006 from foreign citizens, including 512 ones for
temporary refuge, and 16 for getting status of refugees. 269 people from those
asking for temporary refuge were citizens of Lebanon, 176 from Iraq and 67 from
Israel.
Leader of the Armenian Ramkavar- Azatakan Party Harutyun Arakelyan has
confirmed his decision to run for the Armenian Parliament under majority system in
spring 2007.
Global Gold Corporation announced the increase in production and continuous
operation of its wholly owned Tukhmanuk mine in Armenia. The Company has been
mining at a rate of approximately 750 mt per day on a 24 hours operating
basis while milling is operating at a rate of approximately 400 mt per day on a
24 hours operating basis.

Nicosia, Nov 23 (Reuters) – Armenia said on Thursday it hoped Turkish moves
towards EU accession would bring more open debate in Turkey over accusations
Ottoman Turks committed genocide against Armenians early in the 20th century.
Armenian President Robert Kocharyan, talking to reporters during a visit to
Cyprus, said that Turkey’s expressed wish to join the European Union should
lead to normalisation of ties with all neighbours. "Consequently the issue of
Turkey’s accession course interests us and we’re waiting to see it become
what it should become. This will certainly influence Armenian-Turkish
relations," he said.
Armenians say Ottoman Turks conducted systematic genocide against Armenians
around 1915. Turkey, however, insists thousands of Muslim Turks as well as
Christian Armenians were killed at that time as part of a general partisan
conflict that raged as the Ottoman Empire collapsed.
Debate of the issue in Turkey is restricted by laws that can effectively
make it an offence to discuss publicly let alone express support for any notion
of a genocide.
"We believe the process of Turkey’s accession to the EU will lead to a more
open and honest debate in Turkish society where people can express their
opinions," Kocharyan said.
"I know this a difficult process."
Turkey is holding formal negotiations for EU membership but progress is
hampered by differences over the Mediterranean island of Cyprus and over economic
and political reforms.

Cyprus News Agency- Nov 23 2006 -The government of Armenia wants a speedy
solution to the Cyprus problem, according to the wishes of the people of Cyprus
and its leadership, said here Thursday President of Armenia Robert
Kocharyan, who is on a state visit to the island.
He was speaking after official talks with Cyprus President Tassos
Papadopoulos at the Presidential Palace, with the participation of delegations from the
two countries.
In his statements, Kocharyan pointed out that Turkeys EU course could affect
Armenia’s relations with Turkey, stressing that his country is very much
interested in Turkeys EU accession course.
On his part, President Papadopoulos said Turkey should implement its
European obligations, stressing that veto belongs to those who do not want sanctions
to be taken against Turkey.
Before the two presidents statements, an agreement between the Government of
the Republic of Cyprus and the Government of the Republic of Armenia on
co-operation in combating organised and other forms of crime was signed by

The Cyprus Futsal national team played two friendly games against Poland
this week, the first game was on the 21st of Nov. where Poland beat Cyprus 4-3,
Igor Dassaev who plays for AGBU Ararat was one of the scorers. The second
game played on the 23rd of Nov. saw Poland beat Cyprus 5-2.
Simon Aynedjian completed an unbeaten run in 2006 in Seniors tennis after
winning the Cyprus National Championships. He defeated Artemis Eleftheriou 6-3
6-4 in the semi’s and Marios Petrou 6-1, 6-3 in the finals of +35 singles.

history with the match against Bosnia (score 1-1) on November 20th. Before this

Gibrahayer 24 November, 2006 President Robert Kocharyan of Armenia paid a
late night surprise visit on Thursday November 23, to the latest painting
exhibition of internationally renowned Cypriot artist Vartan Tashdjian at the
Hilton Gallery in Nicosia, Cyprus.
The President admired the show and highly praised Vartan for his works. In
appreciation for this honour Tashdjian presented one of his paintings to
President Kocharyan as a gift, which was accepted graciously.

of regional conflicts in the South Caucasus and the Republic of
Moldova. "Our nations support the territorial integrity, independence,
and sovereignty of Armenia, Azerbaijan, Georgia, and the Republic of
Moldova. We support continued efforts to achieve peaceful settlements
to the conflicts involving these countries.

We welcome the commencement of an Intensified Dialogue with Georgia
as well as Georgia’s contribution to international peacekeeping and
security operations. We will continue to engage actively with Georgia
in support of its reform process. We encourage Georgia to continue
progress on political, economic and military reforms, including
strengthening judicial reform, as well as the peaceful resolution
of outstanding conflicts on its territory. We reaffirm that it is

YEREVAN, NOVEMBER 28, NOYAN TAPAN. RA Foreign Minister Vartan Oskanian
will leave for Brussels on December 4 where he will take part in the
OSCE Foreign Ministers’ Council sitting to be held on December 4-5.

V.Oskanian will leave for Strasbourg on December 6 where his meeting
with Terry Davis, the Secretary General of the Council of Europe,
other high-ranking officials of the Council of Europe is envisaged.

V.Oskanian will return Brussels on December 7 where he will meet with
Jaap de Hoop Scheffer, the NATO Secretary General. The RA Foreign
Minister will leave Brussels for Paris the next day, on December
8, where he will participate in the events dedicated to the 100th
anniversary of the Armenian General Benevolent Union (AGBU).

As Noyan Tapan was informed by the RA Foreign Ministry’s Press and
Information Department, V.Oskanian’s working visit to the Islamic
Republic of Iran is scheduled for December 17.

As it was expected, RA President Robert Kocharian met yesterday his
Azerbaijani counterpart Ilham Aliyev within the framework of the CIS
summit in Minsk. This was the third meeting this year. Kocharian
and Aliyev did not take part in the press conference following
the summit, as they were scheduled to meet at the Russian Embassy
to Belarus. The presidents together with their foreign ministers
Oskanian and Mamedyarov first met OSCE Minsk group co-chairs Yuri
Merzlyakov, Matthew Bryza and Bernard Fassier as well as OSCE
Chairman-in-Office and Belgian Foreign Minister Karel De Gucht and
his special representative Andrzej Kasprzyk. Afterwards, in accordance
with general meeting format, Kocharian and Aliyev behind-closed-doors
meeting lasting two and a half hours took place. Kocharian left
for Yerevan right after the meeting yesterday. In essence, it is
impossible to assess in any way the productivity of the presidents’
meeting, as the results of the negotiations remained as covered by
fog as was Minsk yesterday.
