YEREVAN, MAY 18, ARMENPRESS. A Chinese special envoy has stressed the need to build trust among all parties to the “Ukraine crisis” and create conditions for peace talks during a two-day visit to the country, Chinese state media reported citing a foreign ministry statement.

Li Hui, special representative of the Chinese government on Eurasian Affairs, met with Ukrainian President Volodymyr Zelenskyy and held separate talks with Foreign Minister Dmytro Kuleba and other senior officials in Ukraine from Tuesday to Wednesday, CGTN reported citing a statement from the Chinese Foreign Ministry released on Thursday.

“There is no panacea to resolve the crisis,” said Li.

He called on all parties to make their own due efforts to build up mutual trust and create conditions for “ceasing the hostilities” and securing peace talks, CGTN reported.

The Chinese envoy is now on a trip to five countries – Ukraine, Poland, France, Germany and Russia – in a bid to “engage with various parties on the political settlement of the Ukraine crisis”.

The trip comes about two weeks after a phone call between Chinese President Xi Jinping and Zelenskyy, in which the Chinese leader renewed Beijing’s commitment to standing on the side of peace.

Azerbaijan said on Thursday that Armenia used combat drones against its military positions in the East Zangezur economic region.


“On May 18, at about 07:15 (0315GMT), the Armenian armed forces used combat UAVs (unmanned aerial vehicles) at several positions of the Azerbaijani Army deployed in the direction of the Yellija settlement of the Kalbajar district,” the Azerbaijani Defense Ministry said in a statement.


The remains of “projectiles made in a handicraft manner” and dropped by UAVs were found during inspections of the attacked area, it said, adding that Azerbaijan suffered no casualties and that retaliatory measures are being taken.


“We inform that the Armenian military-political leadership bears the entire responsibility for the tension created in the region,” the statement concluded.


Relations between the two former Soviet republics have been tense since 1991 when Armenia occupied Nagorno-Karabakh, a territory internationally recognized as part of Azerbaijan and seven adjacent regions.


Most of the territory was liberated by Baku during a war in the fall of 2020, which ended after a Russian-brokered peace agreement and also opened the door to normalization.


Tensions between the neighboring countries increased in recent months over the Lachin corridor, the only land route giving Armenia access to Karabakh.

ICRC ‘hopes’ to restore patient transfers from Nagorno Karabakh – spox

YEREVAN, MAY 10, ARMENPRESS. The International Committee of the Red Cross (ICRC) has not facilitated transfer of patients from Nagorno Karabakh to Armenia since April 29 and is now discussing details pertaining to the format of its work with decision-makers from the parties involved, the ICRC told ARMENPRESS on May 10.

“In regards to developments, the International Committee of the Red Cross is discussing with all decision-makers from the parties the details pertaining to the format of our work,” ICRC Armenia Communications and Prevention Manager Zara Amatuni said when asked to comment on Nagorno Karabakh ombudsman Gegham Stepanyan’s tweet that Azerbaijan has been obstructing the ICRC’s work ever since it illegally installed a checkpoint on Lachin Corridor.

Amatuni explained that the process is confidential since it is proceeding in a format of a dialogue. She did not elaborate further on the discussions.

“It’s about the continuity of our humanitarian work. We hope it will be restored. However, there’s some need for clarification, and now this process is taking place. During this period we are factually not implementing transfers because we must have clarity regarding several details with all parties involved,” Amatuni said.

As ARMENPRESS was informed from the Ministry of Foreign Affairs, the interlocutors touched on the issues related to regional security and stability. Minister Mirzoyan presented the latest developments in the process of normalization of relations between Armenia and Azerbaijan, the vision of the Armenian side on fundamental issues in the negotiation process. The Prime Minister answered many questions of the attendees, which related to the developments in the region, the Nagorno Karabakh conflict, the steps taken in the security sector, the humanitarian crisis in Nagorno Karabakh resulted by the illegal blockade of the Lachin Corridor, opportunities for the involvement of Diaspora specialists in Armenia’s state administration system within the framework of the “iGorts” program and other programs, Armenia-Diaspora relations, economy, tourism, culture and other fields.

Turkish parliament speaker meets Armenian counterpart on sidelines of Parliamentary Assembly of Black Sea Economic Cooperation meeting

The Turkish parliament speaker on Thursday met with his Armenian counterpart and said that Ankara wants “full normalization” of ties with Yerevan.


Mustafa Sentop and Alen Simonyan held a closed-door meeting on the sidelines of the 61st General Assembly of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC).


“We will continue to support the PABSEC work in the strongest way from now on,” Sentop told Simonyan.


Noting that Türkiye desires the establishment of good neighborly relations in its region, Sentop said: “Our aim in our normalization process with Armenia is essentially to realize this desire.”


He added it is necessary to avoid steps that will harm the normalization process.


About the inauguration of the “Nemesis Monument” in the Armenian capital Yerevan, Sentop said it is an “unacceptable development that openly glorifies terrorism and makes terrorists heroic.”


The monument honors perpetrators of assassinations against Ottoman and Azerbaijani officials in the early 1920s.


“The opening of this monument has created a serious disturbance in Türkiye. I think that we look at this issue as a very sensitive issue, that we will not accept the glorification of terrorism in any way and that such events will negatively affect good neighborly relations,” he added.


Sentop said that the signing of a peace agreement between Armenia and Azerbaijan as soon as possible is of great importance for comprehensive normalization in the region, adding: “Such a development will start a new period of opportunity and cooperation for our region, and Armenia will also benefit from it like all the countries in the region.”


For his part, Simonyan said that Armenia approaches relations with Türkiye in a “constructive” way and added the opening of the monument was not related to state policy and that no deputies from the government attended the opening ceremony.


“No deputies representing the government were present at that ceremony. Those deputies are the ones representing the opposition and they criticize us for taking a step in this (normalization) process. We anticipate that there will be many obstacles and difficulties on this path, but we have to go through them so that we can reach a conclusion,” he added.


Simonyan also said that they want peace with Azerbaijan and want to sign a peace agreement with Baku.


Meanwhile, Sentop separately met with his Montenegrin counterpart Danijela Djurovic, Morocco’s Rachid Talbi Alami, and Serbian parliament speaker Vladimir Orlic on the sidelines of the meeting.

U.S. ‘disappointed’ over Turkey banning Armenian overflights

YEREVAN, MAY 4, ARMENPRESS. The United States has noted with “disappointment” Turkey’s decision to ban Armenian airline overflight permissions, State Department Principal Deputy Spokesperson Vedant Patel said at a press briefing.

Patel said that ‘the U.S. strongly supports Armenia-Türkiye normalization, which we believe would be important for not just these two countries but helpful for stability across the region.’

“We note with disappointment Türkiye’s announcement that it would suspend Armenian airline overflight permissions. An agreement that had previously been reached between these two countries to resume air connections had been a very important confidence-building measure – not just between these two countries, but, again, for regional stability broadly. And it’s our sincere hope that Türkiye and Armenia can continue to rebuild economic ties and open transportation links as well,” he added.
