ArmInfo. Regional Council of the Shirak branch of Erkrapah Union
of Volunteers disseminated a statement today in which they express
indignation because of the electoral campaign of the candidate for
president, leader of the National Unity party Artashes Gegamyan.

As press-release received by Arminfo agency says, over several
last days Artashes Gegamyan is trying to compromise Sparapet Vazgen
Sarkisyan’s family from time to time. ‘We are deeply concerned about
the anti-propaganda held against Vazgen Sarkisyan’s family. Nobody
has a right to desecrate memory of Sparapet and insult members of his
family. We demand from Artashes Gegamyan immediately to stop immoral
actions against the national hero of Armenia Vazgen Sarkisyan and
members of his family and be guided only by the moral norms, and to
say sorry for his actions’, – the statement says.

Arthur Abgar is a young singer who originally hails from Armenia
and is looking to represent Spain at the Eurovision Song Contest in
Belgrade. Here he talks exclusively to Oikotimes.com about his dreams
and hopes for Eurovision.

You present yourself with the song "Come to me" how is it?

I think that it is a Eurovision song that has a catchy melody with
RnB rhythm in Spanish because it would represent Spain and some of
the words in English so that people from outside would be a little
more interested.

You music sounds quite exotic, what influence does it have?

Some of my songs have Armenian music influences.

Is Eurovision a dream come true?

Well, representing Spain at Eurovision is one of my dreams but if
this time I have no luck at it then I am sure that I will have it at
a Yurmala festival.

How is it that you have decided to represent Spain?

It is normal that I represent Spain because I live here and carry
out my career here.

To which singer could we compare you?

To none! I always try to do something more original.

Have you been a follower of Eurovision?

You could say so but the last three years I have followed it more
than ever.

What is you first memory of Eurovision?

My first memory is the dance of Sertab Enereb on the stage of Riga
although I also remember the performance of the first representative
of my country; Armenia at Eurovision. It was a surprise for me that
Andre represented us.

What else do you dedicate yourself to apart from music?

I only dedicate myself to music. I am studying song at a Music Academy
in Valencia. I am also recording my second album.

Do you have a message for the Eurovision fans?

I thank them for supporting me without being recognised over here in
Spain. Thank you for believing in me and that you may continue with
that energy, as we have to make the ten finalists!

YEREVAN, JANUARY 30, NOYAN TAPAN. Receiving on January 30 the governor
of Moscow region Boris Gromov, the Armenian president Robert Kocharian
expressed satisfaction at the cooperation agreement signed between
Moscow region and the Armenian government on the same day. He stated
with confidence that the agreement will become a stimulus for expansion
of the Armenian-Russian cooperation.

According to a press release submitted to NT by the RA president’s
press service, B. Gromov in his turn said that Moscow region has
great potential, and they are ready to use it efficiently for further
development of bilateral relations.

Armenian Community Exceeds Challenge Issued to ATP by Harry T. Mangurian,
Jr. Foundation

WATERTOWN, MA–Armenia Tree Project (ATP) is proud to announce that its
supporters exceeded the challenge issued by the Harry T. Mangurian, Jr.
Foundation to raise $500,000 between September 15 and December 31, 2007. Mr.
Mangurian agreed to contribute $500,000 if ATP could raise that amount, and
more than 2,000 new and existing donors came forward and donated nearly
$850,000 to ATP in response.

"Our thanks go out to the thousands of old friends and new supporters who
demonstrated their belief in our work with a generous gift this Fall,"
emphasized Executive Director Jeff Masarjian. "Our programs stir people’s
passions and energy, and we were thrilled that the challenge offered by
Harry T. Mangurian, Jr. enabled ATP to begin 2008 on such a strong footing
in preparation for its most ambitious year ever."

"Meeting the challenge is not an endpoint, but rather, it positions us to
begin the next phase. This support will allow us to execute plans to greatly
increase the number of families participating in our backyard nursery
program–providing a much needed source of income for rural families in
Armenia–and expand our environmental education programs in 2008," added
Masarjian.

A second generation Armenian-American, Harry T. Mangurian, Jr. became
familiar with ATP only recently and in a very short period of time began
supporting the organization’s effort to expand the donor base. He helped to
create a unique mail appeal in 2007 with photographs of ATP’s work and a 20
dram Armenian coin–symbolizing ATP’s program to purchase tree seedlings
grown by families in the Getik River Valley. A record number of new donors
responded to that appeal at an introductory level, followed by the strong
response this Fall to "Harry’s Challenge."

"In addition to this great achievement, ATP planted 550,000 trees at 174
sites throughout Armenia in 2007, exceeding our pledge to the Billion Tree
Campaign launched by the United Nations Environment Program and bringing the
total number of trees planted and restored by ATP since 1994 to over two
million," noted Masarjian. "We also began planting the Hrant Dink Memorial
Forest near our Mirak Family Reforestation Nursery in northern Armenia, and
our goal is to plant the remaining trees and dedicate the site in 2008. And
our Community Tree Planting Program continued planting fruit and decorative
trees in rural villages throughout Armenia."

"Finally, we used our environmental education curriculum with more than 500
university and grade school students over the past year in programs at the
Michael and Virginia Ohanian Education Center and in the communities where
we plant trees, in order to promote the concept of stewardship and
sustainability among the next generation of Armenian leaders," concluded
Masarjian. "The success of Mr. Mangurian’s challenge is so vitally important
because we need to reverse the tide of deforestation, and your support has
helped us meet the challenge and secure a sustainable Armenia for the
future."

Since 1994, ATP has planted and restored more than 2,000,000 trees and
created hundreds of jobs for impoverished Armenians in tree-regeneration
programs. The organization’s three tiered initiatives are tree planting,
community development to reduce poverty and promote self-sufficiency, and
environmental education to protect Armenia’s precious natural resources.

German Embassy Provides Literature For 500,000 Euro To Schools

Today Ara Avetisyan, the deputy minister of education and science
received the delegation of German embassy headed by the Ambassador
Andrea Victorin.

The deputy minister highly appreciated the role of the European
institutes for Armenia’s integration and said "The high spread of
German literature in Armenian schools opens new perspectives for our
children to communicate with each other and to think of their future
educational plans".

The Ambassador said that the German embassy and Goethe institute
bought German literature for 500 000 euro and the literature will be
divided among 20 schools.

According to Ambassador the work starts from Sevan school number one
on 12 February. As for the plan changing students and professional,
Mr. Brish, the head of DAAD program in Armenia said that approximately
thousand students got scholarships and studied in Germany since 1991.

Armenia’s economy surges 13.8 percent: minister

Ex-Soviet Armenia’s economy grew by 13.8 percent in 2007 fuelled by
its booming construction and service sectors, Finance and Economy
Minister Vardan Khachatrian said Thursday.

After averaging a growth rate of 12.6 percent in the previous three
years, 2007 marked an "unprecedented improvement" in the Armenian
economy, Khachatrian told a press conference.

Amid a building boom, the construction sector alone accounted for 4.6
percent of overall growth, he said. The service sector came second,
accounting for 3.6 percent.

The positive economic figures came less than a month before
presidential elections on February 19, when Prime Minister Serzh
Sarkisian is hoping to fight off government critics to clinch the
country’s top political post.

Armenia’s recent growth comes despite it being landlocked, short on
natural resources and having fraught relations with two neighbouring
states.

Turkey and Azerbaijan have imposed economic embargoes and cut off
relations with Yerevan over its backing of ethnic Armenian
separatists in Azerbaijan’s breakaway region of Nagorny Karabakh.

Armenia’s gross domestic product (GDP) surpassed nine billion dollars
(6.1 billion euros) in 2007, three times its level in 2000,
Khachatrian said.

Meanwhile public finances were in better shape than had been
forecast.

The government finished 2007 with a budget deficit of 0.8 percent of
GDP, Khachatrian said, less than the forecast 2.3 percent after
budget revenues rose by nearly a third.

Government spending was equal to 19.5 percent of GDP, with spending
on social programmes rising by 20.2 percent in comparison with 2006.

He said the number of Armenians living below the poverty line had
fallen from 56 percent in 1999 to 26.5 percent last year.

The center of NIS observation mission opened in Yerevan today. The
head is Garkun Vladimir Giliarovich, the first vice chairman of NIS
executive committee. He was shortly received by Garegin Azaryan,
chairman of the Central Electoral Committee.

~SWe will implement short time and long term mission,~T the head of
the center told reporters after the meeting. In his words, 5 long
term observers work in the center now and the number will go up to
17. In general, the mission includes 150-170 observers. The head of
the center mentioned that almost all polling centers will be visited.

The former Chairman of the Parliamentary Assembly of the Council
of Europe (PACE), Rene van der Linden, believes that the upcoming
presidential elections in Armenia and Azerbaijan will help to settle
the Nagorno-Karabakh conflict.

"I hope that the presidential elections in both countries will be
a new effort to resolve the conflict once and for all and forever,"
Rene van der Linden said during his interview with Trend.

The presidential elections in Armenia are expected in February and in
Azerbaijan in October. On the eve of the elections, the international
mediators are making efforts to strengthen the talks to settle the
Karabakh conflict, fearing that replacing the leaders may bring the
agreements reached to a gridlock.

"I was optimistic, visiting the region two years ago because talks and
meetings were held between the Presidents of the two countries," van
der Linden said. "This steady resolve should exist again in settling
the conflict. It is very important for the settlement of the conflict
which is a serious threat for the whole region," he said.

Speaking of his visit to the region in July 2007, Linden said that
that he was not optimistic with regard to the negotiation process. "I
want to believe for the change of the situation for the passed
period. Indeed, it is very important that both sides demonstrate a
will to resolve this conflict via talks. Using other methods, including
forceful methods, is unacceptable," the ex-President of PACE said.

Answering the question whether recognizing Kosovo’s independence will
affect the ‘frozen conflicts,’ including the Nagorno-Karabakh conflict,
Rene van der Linden said: "I do not know, but judging from experience,
I can say that even if Kosovo becomes independent, I do not believe
in the settlement of these problems."

GAIS Göteborg has signed Armenian Player of the Year Levon Pachajyan
from FC Pyunik on a four-year contract. The 24-year-old midfielder
scored ten time in 23 appearances as Pyunik secured a seventh straight
league title in November and was ever-present for Armenia in 2007.

"Every Armenian player dreams of playing for a top European club and
playing in a major league," said Pachajyan, who has been capped 18
times. "It is exactly the same for me. It is a massive honour to play
for a big European club, but it is hard to earn a move to one. First
you have to establish yourself in one of the more modest leagues."

APPEAL TO PRESIDENTIAL CANDIDATES RUNNING IN ELECTION 2008

The environmental coalition of Armenia and other NGOs express deep
concern about rapid and extensive use of natural resources and, in
particular, the construction of an ore processing factory in Teghut
and logging of the Teghut forest for copper-molybdenum mining.

The authors state that the exploitation of the mine in Teghut will
violate the Armenian legislation, a number of international
conventions signed by the Republic of Armenia, and pose a major
threat to the environment.

`To sum up the above listed facts, we conclude that there should be a
thorough multi-disciplinary and independent expert assessment with
engagement of all interested parties and a following public
presentation of estimations that meet international standards,’ the
statement holds.

`We suggest that the RA Government reconsider the state policy on
mining and not only suspend the exploitation of the mine of Teghut,
but also possibly reduce the volumes of extraction of ore at the
copper and molybdenum mine of Kajaran and speed up the application of
modern technology for an intensive processing of copper and
molybdenum and production of other goods, which will foster real
economic development, competitiveness, increase exports, promote use
of modern technology, shape a new management culture, boost
investments and so forth,’ runs the statements, the authors of which
say if these conditions are provided, Armenia will start exporting
final products along with raw materials,’ runs the statement of the
NGOs.

The Armenian NGOs urge `to take urgent measures for suspension of the
activities that have been already launched on the territory of the
copper-molybdenum mine in Teghut; undertake an independent assessment
with the purpose of obtaining an unbiased estimation of economic
gains for the country and of environmental damage; revise the
expediency of declaring the mining industry as a strategic priority
for Armenia’s economic development and hold broad expert and public
hearings around this issue.’
