Today the Prime Minister Tigran Sargsyan presented the government
project to the National Assembly. The project covers five major points
which were presented to our reader yesterday when the Government
affirmed the project.

The Prime Minister stated the key points of the project: the disruption
of the public, unhealthy psychological atmosphere, high level of
shadow economy, corruption, misbalanced level of competition, poverty.

"The basis of our project is, first quickness, second society and
economy based on knowledge, third security, fourth protection of
psychological and cultural values, and fifth ensuring freedom for
modern man," said the Prime Minister and added that the current
project should not only be affirmed by the NA and coalition, but also
by people.

ANKARA, APRIL 28, NOYAN TAPAN – ARMENIANS TODAY. The Union of Struggle
Against Ungrounded Assertions of Genocide has made a decision to
struggle against the fact of the Armenian Genocide with electronic
letters and disks.

As the Cihan agency reported, Union Chairman Savash Egilmez stated
this.

"Every year Armenians mark April 24 as a commemoration day of the
Armenian Genocide victims and wish that day to be accepted by the whole
world. And we together with university representatives have decided
to send 5 thousand disks and 50 thousand electronic letters made in
the French, English, Russian, and German languages to presidents,
parliamentarians, NGOs, media of a number of states of the world,
in which we, refuting the Armenian lies, present reality," Savash
Egilmez stated.

PREPARATION OF THE HOLY MURON IN ANTELIAS

The preparatory works for the blessing of the Holy Muron (Holy Oil) to take
place on June 7, 2008 in the Antelias headquarters of the Catholicosate of
Cilicia have already started. Following the morning service on April 25,
Cilician Brotherhood members and Seminary students started breaking up the
ingredients of the Muron while reciting sections from the book of Psalms.

The more than 40 individual ingredients of Muron, including flower types,
roots and oils had already been brought from different regions around the
world ranging from the Arab countries to the Far East. Carefully following
the instructions of our forefathers, the Grand Sacristan placed these
ingredients in the laurel and olive oils. His Holiness Aram I then lit the
flame on which Muron will be boiled in special pots for a period of 48
hours.

Members of the Cilician Brotherhood, spent two nights following the process
of the preparation of Muron, while singing hymns and reading the Bible under
close guidance from His Holiness Aram I. On several occasions, His Holiness
visited the site of the preparation and checked the scent of the Muron and
its golden color- the result of a combination of several ingredients. His
Holiness blessed those working on the preparation of the Muron and asked God
to accept the prayers of all and to spread his heavenly blessings upon our
people particularly on the day of the blessing of the Holy Muron.

The Holy Muron, symbol of the grace of the Holy Spirit, is traditionally
blessed every seven years. Only the Catholicos can consecrate the oil which
is then distributed to the various dioceses for distribution to the
parishes. Prior to its blessing, the Muron remains for forty days on the
altar of the Cathedral. The Muron Blessing is expected to attract a large
number of pilgrims from various parts of the world.

Yerevan-APA. Thousands of supporters of Levon Ter-Petrosyan marched
towards the so-called "genocide" monument in Yerevan.

APA reports quoting Armenia sources that about 10,000 opposition
supporters gathered in front of the monument to artist Martiros Saryan
and stopped the traffic in the centre of the city Bagramyan Avenue. The
police called on them to go along the pavement, but they started
march under the leadership of the opposition leaders. The number of
the protesters increased. Passing by the president’s residence they
shouted "Serjik, go away!" and demanded the resignation of the new
president Serzh Sarkisian. They also shouted "Levon – president!" Levon
Ter-Petrosyan and his wife joined the protesters near the memorail.

The recurrent 5th sitting of the Interstate Commission for
Military-Technical Cooperation of the Collective Security Treaty
Organization (CSTO) will be held in Yerevan on April 25.

The sitting will be preceded by the meeting of the Working Group
adjunct to the President of the Commission and the first plenary
session of the Business Council adjunct to the Commission.

The agenda of the sitting includes the draft agreements and programs
worked out for the purpose of further deepening of military-technical
cooperation between the CSTO member states.

YEREVAN, APRIL 22, NOYAN TAPAN. Transport and communication sector
is of great importance for Armenia, especially taking into account
the current geopolitical problems and challenges, the prime minister
Tigran Sargsian said when introducing the newly appointed minister
Gurgen Sargsian to the staff of the RA ministry of transport and
communication. According to him, IT sector is among the priority
directions of the government’s activities, and the ministry should
be able to achieve a turning point in development of the sector and
allow it to take a leading role in regional competition.

Speaking about the work of the previous minister Andranik Manukian,
T. Sargsian said that A. Manukian succeeded in establishing close
relations with his partners from Russia, Iran, Georgia, Turkey and
Azerbaijan, and this achievement should be maintained and developed.

A. Manukian in his turn stated that construction of interstate
roads has mainly been completed, part of the roads of republican
importance have been reconstructed, and construction of rural roads
has begun under several programs, including with state budgetary
resources. Negotiations with the Japanese Bank have finished: the
Japanese side intends to allocate 130 million dollars for restoration
of rural roads in Armenia. It is envisaged to restore the whole road
network of the country by 2010.

According to A. Manukian, the inventory making of Armenian Railway
will finish by May 15, and on June 1st the company will be transferred
to South Caucasian Railway.

ST. PETERSBURG – The Florida Holocaust Museum will present the exhibit
The Greatest Crime of the War: The Armenian Genocide during World
War I, opening on Saturday, April 19, at 55 Fifth St. S.

The exhibition’s opening event will include a requiem ceremony
by St. Hagop Armenian Church, a curator talk by Mary Johnson and a
presentation by Eileen Barsamian Jennings, a child of Armenian Genocide
survivors, on April 24, 7 p.m. This event is free and open to the
public but seating is limited and reservations are encouraged. Call

The mass murder of the Armenian people in Anatolia, now referred to
by most historians and human rights organizations as The Armenian
Genocide, destroyed a civilization that had resided in Anatolia for
thousands of years. The killing of between 1 million and 1.5 million
Armenians occurred mostly in 1915-16 during World War I, but continued
sporadically after the war until 1923.

left for France on a three-day working visit.

According to the RA MFA Press Office, within the frames of the visit
the RA FM is to meet with Koichiro Matsuura, the Director-General of
UNESCO, Bernard Fassier, the OSCE Minsk group French Co-Chair, Patrick
Devedjian, the secretary-general of France’s ruling party, the Union
for a Popular Movement, Bertrand Delano, the Mayor of Paris, and other
high-ranking officials. The RA FM is to return to Yerevan on April 24.

/PanARMENIAN.Net/ The 24 April Committee of the Federation of
Armenian Organizations in The Netherlands (FAON) will hand over a
Dutch translation of the book "The First Holocaust" by Robert Fisk on
the Armenian Genocide to the Permanent Commissions of European Affairs
and Foreign Affairs of the Dutch Parliament. The copy of Fisk’s book
signed by the author will be presented to the Dutch Parliament together
with a petition, Abovyan cultural center told PanARMENIAN.Net.

A delegation of FAON met Robert Fisk last Friday, 18 April 2008
in Rotterdam.

"The 24 April Committee of FAON will submit a petition together with
the Fisk’s book to the Dutch Parliamentary Commissions regarding lack
of progress in Turkey on such issues as the human rights, freedom
of expression and rights of minorities, as well as continuation of
persecution of Armenians and other Turkish citizens under Article 301
of the Turkish Penal Code. It is also noted that there is no progress
in recognizing the past, particularly the Armenian Genocide," the
FAON statement says.

The submission of the petition to the Dutch Parliament will take
place on Tuesday, 22 April 2008.

Robert Fisk is the chief Middle East correspondent for The
Independent. He has many times visited Armenia and Turkey and wrote
about the necessity to recognize the Armenian Genocide.

According to RA President Serzh Sargsyan’s decree, the Government
of the Republic of Armenia is formed. In compliance with Article 74
of RA Constitution, the Government will present its program for the
National Assembly’s approval within 20 days.

According to President’s decree, Armen Gevorgyan was appointed RA
Minister of Territorial Administration and Deputy Prime Minister.

According to President Serzh Sargsyan’s decree, amendments were made
in the presidential decree dated March 16, 2002.

In particular, the Ministry of Trade and Economic Development was
renamed RA Ministry of Economy. Nerses Yeritsyan was appointed RA
Minister of Economy.

The Ministry of Finance and Economy was renamed RA Ministry of Finance
and Tigran Davtyan was appointed Minister of Finance.

The Ministry of Emergency Situations was created. It was set that
the Rescue Service of Armenia is a state body operating within the
Ministry. Mher Shahgeldyan was appointed RA Minister of Emergency
Situations.

Gurgen Sargsyan was appointed RA Minister of Transport and
Communication.

The Agency of Ties with Diaspora has been reshaped into the State
Committee on Ties with Diaspora of the Ministry of Foreign Affairs.

The Government of the Republic of Armenia has been instructed to
adopt corresponding decisions deriving from this decree.

According to President’s decree, Hovik Abrahamyan was appointed Head of
President’s Staff, Andranik Manukyan and Manuk Topuzyan were appointed
Advisers to RA President.

Levon Martirosyan was appointed Assistant to RA President, Samvel
Farmanyan was appointed President’s Aide.
