A1+: Day of Yerevan to be delayed for one month

“Erebuni-Yerevan” festive events, dedicated to the 2800th anniversary of Yerevan’s foundation, will take place one month later from its official date. The celebrations will be held on October 20 and 21 instead of September 29 and 30. The respective decision was approved during today’s Cabinet session. The project was presented by Minister of Territorial Administration and Development Suren Papikyan.

The reason for this decision was the snap elections of Yerevan Council of Elders on September 23, and also the upcoming events on the occasion of the 17th La Francophonie summit on October 7-12. That is why it was decided to celebrate the day of Yerevan not before the summit, but after.

New airline in Armenia

Today, a contract was signed between “Azimut” air company and “Armenia International Airports” CJSC at Zvartnots international airport. According to the agreement, starting from October 1, 2018, Azimuth will launch flights from Yerevan to Rostov, Krasnodar and Stavropol.

Asbarez: Kocharian’s Release Appealed as Search of his Mansion and Office Reported

YEREVAN—Armenia’s Prosecutor General on Monday officially appealed a decision to release former president Robert Kocharian from pre-trial detention. Also on Monday, Armenia’s Special Investigative Service reported that Kocharian’s mansion and office were searched as part of the ongoing investigation into charges that the former president breached Armenia’s constitutional order in relation to the March 1, 2008 post-election unrest during which eight civilians and two police officers were killed.

The Prosecutor General’s office filed the appeal at Armenia’s Court of Cassation, a higher court, which will hear the case and make a decision on the appeal’s court ruling, which deemed Kocharian’s incarceration as un-constitutional given a provision in the constitution that shields Armenia’s leaders from being prosecuted even after they leave office.

Since his release on August 13, Kocharian has announced that he will enter Armenia’s political arena to challenge the current leadership, which he claims are not experienced enough to govern Armenia given the current geopolitical realities. Kocharian also has asserted that the charges against him are a “political vendetta” by the current regime.

On Monday, Armenia’s SIS confirmed that Kocharian’s mansion and office were searched in a raid. Its spokesperson, Marina Ohanjanyan, gave no details about the search when she spoke with Azatutyun.am.

But Kocharian’s representatives had a lot to say about the search and the motives behind why the news of the search was being publicized on the same day as the Prosecutor General’s appeal of a lower court decision to free him from pre-trial detention. Azatutyun.am reported that one of Kocharian’s attorneys, Haik Alumyan said that the SIS search did not yield any additional evidence in relation to the March 1, 2008 case.

Victor Soghomonyan, Kocharian’s chief of staff, to news.am that Kocharian’s office was search two to three weeks ago and claimed that releasing that information on the same day as the appeal was dubious.

“For some reason, they [the SIS] has decided to disseminate that information now,” Soghomonyan said. “As to why, I leave [it] to the readers’ imagination. I leave it to the readers as to what objective is being pursued by the delay in publicizing the news about the search.”

Soghomonyan confirmed the news about the search saying that only Kocharian’s office was searched. No other information was given by the former president’s chief of staff.

Another Kocharian attorney, Hovhannes Khudoyan, told News.am that his defense team could not comment further due to the confidentiality of the ongoing investigation.

During an interview with Yerkir Media last week, Kocharian complained about the confidentiality issues surrounding the case, saying that by doing so the investigative agencies could cherry pick the information that they want to release without giving the defense an opportunity to present its own case.

“I am grateful for the very warm reception. I am happy for this visits that takes place in the period when Armenia marks the 100th anniversary of the first Republic of Armenia and the 2800th anniversary of Yerevan. The links between our peoples date back to ancient times and are based on trust. My visit is a good opportunity to further develop the bilateral relations and deepen friendship”, ARMENPRESS reports the Italian President as saying.

He mentioned that Italy will support the peaceful settlement of Nagorno Karaback conflict. “We will do everything so as the peaceful negotiations resume and will try to find ways for a political settlement but not a military one, which will be lasting, only through the OSCE Minsk Group and based on all the principles of the international law”, Sergio Mattarella said.

Italy very highly assessed that Armenia-EU agreement, which is a great opportunity for developing relations with the EU. “I talked with Armenian President Armen Sarkissian about the ratification of this agreement, which should take place very soon”, Sergio Mattarella added.

The Italian President noted that Armenia and Italy successfully cooperate in a number of directions, particularly, the servicemen of Armenia and Italy work together in Lebanon. There is active cooperation in the spheres of trade, economy, culture and science, but, according to the Italian President, there is potential to further develop them.

“I am glad to note that tomorrow the opening ceremony of Armenian-Italian heritage protection center will take place. It will foster the strengthening of cultural relations and will be a support to Armenia for preserving historical heritage”, the Italian President said.

Armenia and Italy have the opportunity to develop cooperation in other spheres as well, and Armenia can rely on Italy’s support and friendship”, Sergio Mattarella said.

The Italian President arrived in Armenia on a two-day state visit at the invitation of President Armen Sarkissian.

The welcoming ceremony will be followed by a private meeting of Presidents Armen Sarkissian and Sergio Mattarella. Thereafter, an extended format meeting will be held with the participation of the delegations of the two countries. The two Presidents will hold a joint press conference.

During the visit the President of Italy will meet with Armenia’s top leadership and will be hosted by His Holiness Garegin II, Supreme Patriarch and Catholicos of All Armenians.

The Italian delegation will also visit the Armenian Genocide Memorial.

The opening ceremony of the center for protection of the Armenian-Italian cultural heritage will take place which will be attended by the Armenian and Italian Presidents.

Daron Malakian is a night owl. Most nights he’ll stay up to around 4am, writing music or testing out new songs.It’s 2am in LA when he picks up the phone to talk about his new solo album

, released under the name Daron Malakian and Scars on Broadway.
 
It’s an album that he’s been sitting on since hewrote, performed and recorded it across 10 days in 2012, and finally decided enough time had passed after years of waiting to see what would happen with his other band, .
 
“I’ve been anxious to put it out,” the 43-year-oldsays. “I didn’t have a clear picture of what was going on with System of a Down so I was just waiting to see. Then enough time passed, and it just feels good to finally put it out and let people hear it.”
 
Fans would be forgiven for thinking the album was written this year, with a title like
 
Dictator
 
and tracks called”Sickening Wars” and “Assimilate”.
 
“Obviously when I wrote the song ‘Dictator’, Trump wasn’t around,” Malakian says. “But through history, if you look back through hundreds of years, and even into the future, there’s always gonna be a bad guy. There’s always gonna be a devil causing some kind of ruckus in the world. That’s why I think it’s relevant, and why it’ll still be relevant in four or five years.
 
“I don’t like to write lyrics that are dated or just about the time I’m living in at the moment. I like people to relate. Not necessarily to politics – sometimes my lyrics are just about everyday feelings, ups, downs.”

Malakian was born to Armenian immigrants who came to the US from Iraq – his father is a renowned dancer and choreographer, while his mother is an artist. Given his family background, he offers a measured distaste for what’s been taking place on US borders where children have been separated from their parents. But he also suggests that in the current political landscape, the left side is “just as radical as the right on some issues”.
 
“Most people’s ideas are right down the middle, they’re not so far to the left or far to the right,” he says.”And because those people aren’t usually so radical about their ideas, they tend to be silent, they don’t yell as loud as the radical right or left. But we end up coming along for the ride. That to me is the reality of it.
 
” brings all that great diversity in food and music and culture to America… you can get great tacos in Los Angeles because we have a lot of Mexican people who live here.If my parents hadn’t moved from Iraq you wouldn’t have these Armenian guys in a heavy band. There would be no flavours, no colours, and I wonder if people actually take time and think about that.”

‘s first single “Lives”, Malakian took inspiration from his father’s work and released a video which celebrates traditional Armenian dance and costumes: “I wanted Armenian people to celebrate their culture and not just feel victimised,” he explains. “The dancing was inspired by my dad, who was a choreographer, and that was pretty much the exact video I wanted to put out for that song.”
 
“Angry Guru”, a juddering, frenetic metal trackwhere Malakianspits and snarls out the lyrics,there’s a particularly striking line – “silence leads to violence” – which he says refers to the consequence of not speaking up for fear of causing offence.
 
“I’m not saying we shouldn’t respect people’s cultures, but we should also be honest with each other, and sometimes political correctness feels less like I’m being honest and more like I’m just being polite,” he says. “And that politeness brews up and blows over and eventually you get something ugly.The media pushes this fear instead of calming it down, sometimes … I think when change is happening fast, a lot of people can’t take it. You have to hold their hand a little bit and slow it down for them. They’re afraid to see change because they don’t understand it. They get a little paranoid.
 
“Trump plays to these people,” he continues. “I’ve never seen anything like it, he’s not careful with his words, and he doesn’t seem to realise that everybody’s listening to him. And I think this is the type of candidate we’ll see from now on. In our social mediaworld where every day there’s something new.
 
“Trumpdoes things that would have got another president impeached. Because we live in the social media world our attention spans are so small and so brief. Like when there was the invention of television, and the kind of presidential candidate that came after had to be better looking, and have more of a persona.
 
“Now I think we’re seeing a new type of candidate which has an internet persona. And that’s why Trump works, because he makes himself the biggest conversation, and the biggest news, every day.”
 
‘Trump does things that would have got another president impeached’
 
One of the biggest surprises on the record is Malakian’s cover of “Gie Mou” by the Greek singer Stamatis Kokotas, which he first performed live with the original Scars lineup that featureshis SOAD bandmate John Dolmayan.

I felt it really fit well, and isn’t something people might have expected,” Malakian says. “I don’t hear too many people doing that instrumental thing. It’s actually the one track that gets asked about the most, I think because it’s different. You heard more of that from bands in the 70s or something.”

There are also influences from classic industrial bands of the 80s,Front Line Assembly and Front 242,along with bands like Bauhaus, Sisters of Mercy and Joy Division. His cover of “Assimilate” by Canadian industrial band Skinny Puppy was another one he’d performed live with the original Scars lineup, which sounds utterly distinct from the original.
 
“It’s a really heavy track, I don’t always get a chance to scream and belt it out like that, so that was fun too,” Malakian agrees. “All in all I’m just really happy to put this albumout, I knew it was a strong record… some of these songs could have ended up as System songs, so I was waiting to see what was going to happen with that first.
 
“People have had time to live with that first Scars album, and a lot of time has passed since the last SOADalbum… I think people have realised that I’m a big part of the writing there, so now fans don’t mind so much whether it’s System or Scars,” he adds. “I was nervous too, because of not putting out music for so long.”
 
He feels people tend to attach themselves to a band name, and consequently become reluctant to listen to similar music from a different project: “I swear to god, there weren’t many changes for this record. There were so many off

[SOADalbums from 2005]that could have been Scars songs. Just enjoy them! No one cares what it’s called.”
 
Later this year there’s a brief tour with System, after that Malakian says he’ll think about touring the from Scars. And he won’t wait another six years before releasing more of his own new music.
 
“I’m going to go into the studio, figure out what songs to record, probably put out another Scars record, maybe next year,” he says. “I don’t know when that next great song is gonna come. That keeps me humble. I don’t have this perfect formula for writing. I’m always searching and keeping my eyes open and trying to find inspiration from somewhere, anywhere.”
 
He chuckles at being told it’s almost 20 years to the day since System released their acclaimed, self-titled debut album: “Is it? I had no idea. The years fly by pretty fast… 20 years, that’s crazy.
 
“I’m very proud of what the band’s achieved,” he says. “It’s cool that, while we’re not on the same page on making a new album, those albums still stand up, people still like it, and when we play live fans still show up and support the band. Those songs still mean something, and that means a lot to me, 20 years later.”
 
‘I don’t know when that next great song is going to come -that keeps me humble’
 
Confusion among fans about when – if ever – they should expect a new SOAD album is well-documented, and was recently addressed by both Malakian and vocalist , the latter of whom admitted he was solely responsible for the band’s hiatus.
 
“We enjoy playing live, but not everybody is on the same page when it comes down to the amount of touring it would take to put out a new album, or the kind of album we’d want to make,” Malakian says now.
 
“Time passes, people change. I think money and fame and success changes people. I’m sure it changed me to some degree, everyone became their own individual away from the band. And I can’t make anybody do something they don’t wanna do. If you’d left it to me, System of a Down never would have gone on hiatus.”
 
SOAD is kind of like his baby, he continues, and it was difficult to see the band stop so suddenly. He wonders if emotionally, it impacted his Scars project to the point where he called off a tour because he “wasn’t quite there… in terms of pushing a new band while I was still in mourning for my old one”.
 
“Look man, I’m not trying to make Scars the next System of a Down,” he says decisively. “I’m just putting out music so one day when Daron Malakian is dead and gone, people will say… ‘Well that’s what Daron Malakian did’.”

Swiss businessman of Armenian origin, co-founder of the Swiss watch brand Franc Muller and chairman of the board of Armswissbank CJSC Vardan Sirmakes initiated a new project in Armenia – the Build Armenia Foundation, which was joined by more than a dozen Armenian Diaspora businessmen. According to preliminary estimates, about $ 100 million will be invested in the project at the initial stage, the businessman said in an interview with the First National Channel (1tv.am).

“I believe that the new energy that is reigning in Armenia today and the improvement of the legislative field will contribute to the investment inflow to the country, which will serve as the basis for large-scale repatriation of Armenians from around the world,” he said. V.Shirmakes stressed that the returned compatriots will provide the place of residence, help with employment and in the near future will help in solving various problems. As explained by the businessman, for the returnees zones will be created in which they will be able to use health, educational and craft centers, in particular, in leather production, jewelry, etc. “A production chain will be created,” stressed Sirmakes.

According to him, the activities of the Foundation will develop in accordance with European standards. “We will be open and transparent, so that everyone could follow our work and our target costs,” the businessman said.

According to V. Sirmakes, more Diaspora representatives will join the Fund, in particular, from Russia due to close ties with Armenia. “I am confident that if we move in the right direction, we will be able to raise Armenia’s rating at the international level and ensure a large-scale flow of compatriots returning to their homeland, who will be able to achieve new successes in the new Armenia,” he concluded.

L’Azerbaïdjan prêt à attaquer au Haut-Karabakh

Le 26 juin, un défilé militaire a eu lieu à Bakou pour le 100e anniversaire des forces armées du pays. Il a démontré la puissance militaire de l’Azerbaïdjan. Le président Aliyev a déclaré, en présence d’une délégation militaire turque, de vouloir passer à l’offensive au Haut-Karabakh.
Le conflit du Haut-Karabakh est un contentieux résiduel datant de l’ère soviétique. Peuplé principalement d’Arméniens, il a proclamé son indépendance en 1991. Bakou a essayé, en vain, de reconquérir la région par une opération de force. En 1994, l’Azerbaïdjan, l’Arménie et la République du Haut-Karabakh, sous la médiation de la Russie, avaient conclu un armistice à Bichkek.

Aucune solution politique n’a été définitivement trouvée et n’est envisagée actuellement par aucune des parties. Le 2 avril 2016, les hostilités se sont ravivées pour quatre jours au cours desquels l’Azerbaïdjan a pris le contrôle de quelques positions. Le statu quo pourrait être rompu à nouveau.

Le président d’Azerbaïdjan, Aliyev qui a hérité ce poste de son père, a déclaré le 26 juin que l’Azerbaïdjan est prêt à détruire tous les sites militaires et stratégiques de l’Arménie au Haut-Karabakh. Il a déclaré que depuis 2003, l’Azerbaïdjan a multiplié par quinze ses dépenses militaires. Aliyev a affirmé que le facteur déterminant est la force et non la loi. Il a souligné que « la guerre n’a pas pris fin, seule sa première étape s’est achevée ». En clair, cela veut dire qu’elle va continuer. Ces déclarations sont appuyées par le déclenchement des manœuvres de grande envergure. Elles ont débuté le 2 juillet. Y participent 20.000 militaires, 120 chars et 30 avions de combat. Leur thème, une offensive à grande échelle destinée à libérer le Haut-Karabakh.

Tous les experts militaires confirment la qualité des armements qu’ils ont vus défiler le 26 juin à Bakou. Toute la région s’inquiète. Les médias titrent : « La guerre proche ou inévitable ».

 L’observateur militaire de « Novaya gazeta », Pavel Felgenhauer a été interrogé par Ana Shulik sur la chaîne « ILand TV ». Il confirme la suprématie militaire de l’Azerbaïdjan sur l’Arménie. Son seul budget militaire est supérieur au budget total arménien. La manne pétrolière a servi à Bakou à acheter des armements sophistiqués à Israël, ainsi qu’à la Biélorussie et à la Russie, alliés théoriques de l’Arménie. Les belligérants du Proche-Orient prennent parti pour ou contre : la Turquie du côté de l’Azerbaïdjan, l’Iran, côté arménien.

Pavel Felgenhauer doute néanmoins qu’une guerre totale soit possible. Le président Aliyev pourrait utiliser ces accents belliqueux pour susciter dans son pays des engouements patriotiques afin de consolider son pouvoir.

 Pour notre part, nous ferons un commentaire. Cette offensive renforce certainement le dictateur Aliyev, mais met en difficulté le nouveau gouvernement arménien de Nikol Pashinyan porté au pouvoir par un mouvement populaire. Nikol Pashinyan a entrepris des réformes et une lutte contre la corruption, comme il l’avait promis. Il a déjà fait arrêter une série de dignitaires corrompus. On le nomme le Saakasvili arménien. Un vent démocratique souffle en Transcaucasie. Les manifestations se succèdent aussi en Géorgie voisine. Elles pourraient se propager jusqu’à Bakou et à Moscou. Un ennemi extérieur peut faire blottir la population autour d’un pouvoir fort. Une guerre, même larvée, est souhaitable. Erdogan, Aliyev et Poutine le savent.

 L’héritage soviétique a laissé des enclaves dans les républiques périphériques. Cela a permis à Moscou d’intervenir en Géorgie lors des conflits abkhaze et osséte, sur les territoires ukrainiens de Crimée et du Donbass, et moldave de Transnistrie. La Russie possède des bases militaires en Arménie et livre des armements à son ennemi l’Azerbaïdjan. La gestion du « chaos » permet d’exercer son empire sur des situations dont le contrôle s’échappe. Il est peu probable que ceux qui ont intérêt à ce qu’une situation conflictuelle se pérennise en Transcaucasie désirent y mettre fin rapidement. La guerre conforte les dictatures et conjure les mouvements populaires à la soumission.

Film: “Foruzan” picked as best short at Armenia Fresco festival

TEHRAN – The Iranian drama “Foruzan” won the award for best short film at the Fresco International Festival of Modern Art and Spiritual Films in Armenia on Sunday, director Mir Abbas Khosravinejad announced on his Facebook page.

The acclaimed movie is about a widow with two children living in a village in central Iran. She tries to protect her herd from robbery in the night.

A number of Iranian films, including “Kupal” by Kazem Mollai and “Are You Volleyball?” by Mohammad Bakhshi, were also screened in various sections of the festival that took place in the Armenian capital of Yerevan from June 22 to July 1.

“Foruzan” was named best drama at the Astoria NY Film Festival in June.

168: Senior Armenian lawmaker raises concerns in a letter addressed to U.S. congressmen over American helicopters showing up in Azerbaijan

Vice President of the National Assembly of Armenia Arpine Hovhannisyan addressed a letter to US Congresswoman Jackie Speier and member of the House of Representatives Tulsi Gabbard over the U.S.-made helicopters “Bell 412” showing up in a military parade in Azerbaijan.  Hovhannisyan wrote in her letter that it gives room for many questions and concerns.

“It would be useful to know all the statutory restrictions. The Executive Branch or other political bodies or third sides are banned to sell or transfer U.S.-made military equipment or technologies to Azerbaijan.

I will be very glad if you share my concerns and outwatch this issue, as well as, if possible, provide me details over the issue”, Arpine Hovhannisyan wrote.

Political scientist Suren Sargsyan was the first to voice about the issue on Twitter.
