YEREVAN, December 3. /ARKA/. Armenia’s Government is undertaking
meaningful steps to fight the second wave of the global financial
crisis, RA Minister of Finance Tigran Davtyan told today the RA
Parliament.

"The two stages of the crisis are the financial downturn and economic
recession," the minister said, adding Armenia was able to avoid the
first wave of the crisis.

According to the minister, the global financial tailspin had little
influence on Armenia’s isolated and small financial system. Davtyan
emphasized the RA government’s harsh financial policy in the past
years, saying it shielded the country’s economy from the global crisis.

The minister said it is the beginning of the global financial
recession, adding it is impossible to say how long it will last and
what possible impact it will have on Armenia’s economy.

"The Armenian government is taking serious steps to respond to the
fresh wave of the crisis," the minister said.

As a precaution, the RA Government has decided to assign $50mln for
small- and-medium-sized businesses. Local businessmen will be able
to use the money soon, according to Davtyan.

"We are negotiating with the World Bank over the issue, and tomorrow
our negotiations will enter a decisive stage," the minister said,
adding the Armenian government plans to ask WB to double its financial
assistance to the country in the coming four years. Thus, the WB
financial support to Armenia can reach $1bln.

According to Davtyan, the RA government will ask the RA Parliament
to allow it to show flexibility in offering state guarantees. There
is nothing for Armenia to worry about, Davtyan concluded.

On November 28, 2008 the sitting of the Council of Defense Ministers of
the member states of the Collective Security Treaty Organization (CSTO)
took place in the Ministry of Defense of the Republic of Armenia.

The participants signed an agreement on bilateral cooperation. RA
Defense Minsiter Seyran Ohanyan informed that during the session
the issue of creating a "Common anti-aircraft defense system"
was discussed. It has been raised many times, but has remained
unsettled. The question has long been on the CSTO agenda.

During the meeting of the OSCE Foreign Ministers in Helsinki on
December 4 the participants will discuss Russia’s new initiative of
preparing a new security agreement of Europe.

Secretary General of the Collective Security Treaty Organization
Nikolay Bordyuzha said that the CSTO member states have approved this
initiation of the Russian President: "High level consultations were
held recently on the initiative of preparing a new security agreement
in Europe.

All he partners of Russia and CSTO member states approved the idea
and agreed to develop it together.

ISTANBUL – Better ties between Turkey and Armenia would help resolve
the longstanding conflict over Nagorno Karabakh, said the Turkish
foreign minister yesterday.

"The normalisation of Turkish-Armenian relations would have a positive
impact on the Azerbaijan-Armenia talks over Nagorno-Karabakh,"
Ali Babacan told reporters after a meeting with his Azerbaijani
counterpart, Elmar Memmedyarov, in Baku.

The dialogue between Armenia and Azerbaijan has intensified through
the Organization of Security and Cooperation in Europe’s, or OSCE,
Minsk process, Babacan added. "The fact that parts of Azerbaijani
territory are under Armenian occupation is a problem that needs to
be urgently addressed. Turkey, one of 11 members of the Minsk group,
attaches great importance to the process," he said and added he hoped
recent diplomatic traffic would yield results soon.

Caucasus platform proposal Babacan’s visit came amid a push by Turkey
for more influence in the volatile Caucasus region, where Russia
and Georgia fought a brief war in August. After the conflict, Ankara
proposed the creation of a new forum for cooperation in the region,
for which Babacan called on regional governments to support. "All
the countries of the region must sit at the bargaining table," he said.

Before his departure for Azerbaijan late Sunday, Babacan told reporters
he would meet his Azerbaijani and Armenian counterparts in Helsinki
at an OSCE meeting this week.

"There is an ongoing process between Azerbaijan and Armenia and there
is also a parallel process between Turkey and Armenia," Babacan was
quoted by the Anatolia News Agency as saying. "Following the OSCE
meeting, I will have separate meetings with the two ministers."

Babacan is expected to discuss the Nagorno-Karabakh issue and the
normalization of relations between Turkey and Armenia with his
Azerbaijani and Armenian counterparts. Babacan also said there had
been no date set for a tripartite meeting of the ministers of Turkey,
Azerbaijan and Armenia.

NATO meeting The conflict between Azerbaijan and Armenia began in
1988 due to Armenian territorial claims over Azerbaijan. Since 1992,
Armenian armed forces have occupied 20 percent of Azerbaijan including
the Nagorno-Karabakh region and its seven surrounding districts. In
1994 Azerbaijan and Armenia signed a ceasefire agreement at which
time active hostilities ended. The co-chairs of the OSCE Minsk Group
are currently holding peaceful negotiations.

Turkey and Armenia have no diplomatic ties and their border has
been closed for more than a decade over Armenian aggression toward
Azerbaijan.

After Baku, Babacan will proceed to Brussels for the NATO foreign
ministers meeting.

Armenian Cascade Bank To Attract Deposits In Branches

deposits in its branches, the bank’s press-service told ARKA News
Agency.

It increases the current interest rates for all attracted deposits
by 0.5% until December 31.

The maximum interest rate of the bank’s deposits is 11% annually.

Currently Cascade Bank has Yervand Kochar branch opened this November
6. The second Komitas branch will open tomorrow, December 3.

Cascade Bank was established on May 26, 2005, when Cascade Capital
Holdings became the sole owner of Emporiki Bank (Armenia) CJSC. By
September 30, the bank’s total capital had reached 5.1bln AMD, assets
14.2bln AMD, liabilities 9.1bln AMD.

The bank’s fixed deposits reached 699.5mln AMD this September 30.

Talaat name Eliminated from Tsitsernakaberd Memorial in Google Earth

Following worldwide protests of Armenians, the Panoramio, the partner
of Google Earth, eliminated the inscription `Talaat Pasha’ on the
Armenian Genocide Memorial in Yerevan on the website, independent
correspondent Jean Eckian informed

It was reported earlier that a hacker posted the name of Talaat Pasha
on the Armenian Memorial of Tsitsernakabert in the Google Earth.

This intolerable profanation was signed Haluk Dolmayan. Actually, it
was the adulterated name of historian and Director of the Institute-
Museum of the Armenian Genocide, Hayk Demoyan.

By clicking on the location titled Talaat Pasha, one could see the
Yerevan memorial to the victims of the 1915 Armenian Genocide.

Belmont, Mass. – An illustrated talk on `Images of the Nativity in
Armenian Art’ by Prof. Christina Maranci of Tufts University will
highlight NAASR’s 2008 Christmas Open House on Thursday, Dec. 11. The
Open House will begin at 6 p.m. and conclude at 11 p.m., with
Prof. Maranci’s talk set for 8 p.m. The evening’s events will take
place at the NAASR Center, 395 Concord Ave. in Belmont.

Both before and after Prof. Maranci’s talk, NAASR’s bookstore will be

Christina Maranci holds the Arthur H. Dadian and Ara Oztemel Chair of
Armenian Art and Architectural History at Tufts University. Her
research focuses on medieval Armenia and cross-cultural relations with
the Byzantine, Sasanian, and Islamic worlds, as well as issues of
historiography. Her publications on Armenian art and architecture have
appeared in numerous journals, including the Art Bulletin, Gesta,
Journal of the Society for Armenian Studies, and Journal of the
Society of Architectural Historians. Her book, Medieval Armenian
Architecture: Constructions of Race and Nation, examines the role of
Austrian art historian Josef Strzygowski in shaping the study of the
field.

On November 27 the Foreign Minister of Armenia, Edward Nalbandian, paid
a one-day visit to Minsk, Belarus.

The same day Edward Nalbandian was received by the President of the
Republic of Belarus Alexander Lukashenko.

Greeting Edward Nalbandian, the President of Belarus noted that the
visit of the Armenian Foreign Minister will give new impetus to the
relations of the two friendly countries. According to the assessment of
the President of Belarus, the warm relations between the leaders of the
two states greatly contribute to the friendship between Armenia and
Belarus. President Lukashenko underlined that all preconditions exist
for intensifying the bilateral relations.

Minister Nalbandian conveyed to Alexander Lukashenko the greetings of
the President of Armenia, Serzh Sargsyan. Stressing the high level of
bilateral relations and the dynamically developing cooperation, Edward
Nalbandian emphasized the importance of reciprocal visits, cooperation
between parliamentary, local self-governance bodies, intensification of
cultural and scientific cooperation. Minister Nalbandian expressed hope
that the sitting of the Armenian-Belarusian Intergovernmental
Commission in the first quarter of 2009 will serve as a new drive for
moving forward in those directions.

is nothing but genocide of our cultural heritage. Bare condemnation
of the acts of vandalism will produce no effect. A crime has been
committed and those guilty should be punished by the international
court", Samvel Karapetian, specialist on Armenian architecture, said at
a news conference adding that the Armenian National Council in France
had already taken measures to prevent violence. "They brought a suit
on demolition of Armenian monuments in Djulfa to the European Court of
Human Rights. Hearings will be launched soon," Samvel Karapetian said.

In his words, over 650 Armenian churches are situated in the territory
of Georgia, most of them being appropriated or destructed by the
Georgian side.

"The Ministry of Foreign Affairs and the Ministry of Culture should
take action to put an end to the Georgian policy. By punishing those
guilty of this crime we will make our vandal neighbors respect us and

Stable and comprehensive Tehran-Yerevan ties guarantee regional
security and tranquility, Iranian Parliament Speaker Ali Larijani
states.

In a meeting with visiting Armenian National Security Council Secretary
General Artur Baghdasaryan in Tehran on Monday, Ali Larijani expressed
satisfaction over growing bilateral relations. He also pointed to
common areas of interest as well as deep bonds between Iran and
Armenia.

‘Broad based relations between Iran and Armenia are rooted in
historical bonds between the two nations. Such enduring and all-out
ties secure security and stability in the region," Larijani said. He
noted that great steps have been taken in recent years with respect
to improvement of Tehran-Yerevan relations.

Baghdasaryan, for his part, labeled Armenia-Iran relations as
‘strategic’, stressing that the expansion of political, economic,
trade and infrastructural ties with Tehran comes as one of the foremost
goals of Yerevan’s foreign policy.

He underscored that Iran’s policy is to support peace and stability
in the Caucasus and prevent further conflicts in the region. "Iran
plays an effective and constructive role in establishing security
and stability in the region."

The Armenian official arrived in Tehran on Sunday and is accompanied
by Deputy Armenian Foreign Minister Gegham Gharibjanyan, deputies
of the National assembly Hovhannes Margaryan and Sukias Avetisyan as
well as other officials.

with Aram I, Catholicos of Cilicia of the Armenians. A delegation
from the Catholicosate also participated in the event.

Aram I is on a visit to Rome that will include a pilgrimage to
St. Paul’s Outside the Walls.

Your Holiness,

With heartfelt affection in the Lord I greet you and the distinguished
members of your delegation on the occasion of your visit to the Church
of Rome. Our meeting today stands in continuity with the visit which
you made to my beloved predecessor Pope John Paul II in January 1997,
and with the many other contacts and mutual visits which, by God’s
grace, have led in recent years to closer relations between the
Catholic Church and the Armenian Apostolic Church.

In this year of Saint Paul, you will visit the tomb of the Apostle
of the Nations and pray with the monastic community at the basilica
erected to his memory. In that prayer, you will be united to the
great host of Armenian saints and martyrs, teachers and theologians,
whose legacy of learning, holiness and missionary achievements are
part of the patrimony of the whole Church. We think of Saint Nerses
Shnorkhali and Saint Nerses of Lambon who, as Bishop of Tarsus, was
known as "the second Paul of Tarsus". That testimony culminated in
the twentieth century, which proved a time of unspeakable suffering
for your people. The faith and devotion of the Armenian people have
been constantly sustained by the memory of the many martyrs who have
borne witness to the Gospel down the centuries. May the grace of that
witness continue to shape the culture of your nation and inspire in
Christ’s followers an ever greater trust in the saving and life-giving
power of the Cross.

The See of Cilicia has long been involved in encouraging positive
ecumenical contacts between the Churches. Indeed, the dialogue between
the Oriental Orthodox Churches and the Catholic Church has benefited
significantly from the presence of its Armenian delegates. We must
be hopeful that this dialogue will continue to move forward, since
it promises to clarify theological issues which have divided us in
the past but now appear open to greater consensus. I am confident
that the current work of the International Commission – devoted to
the theme: "The Nature, Constitution and Mission of the Church" –
will enable many of the specific issues of our theological dialogue
to find their proper context and resolution.

Surely the growth in understanding, respect and cooperation which has
emerged from ecumenical dialogue promises much for the proclamation
of the Gospel in our time. Throughout the world Armenians live
side by side with the faithful of the Catholic Church. An increased
understanding and appreciation of the apostolic tradition which we
share will contribute to an ever more effective common witness to the
spiritual and moral values without which a truly just and humane social
order cannot exist. For this reason, I trust that new and practical
means will be found to give expression to the common declarations we
have already signed.

Your Holiness, I cannot fail to assure you of my daily prayers and deep
concern for the people of Lebanon and the Middle East. How can we not
be grieved by the tensions and conflicts which continue to frustrate
all efforts to foster reconciliation and peace at every level of
civil and political life in the region? Most recently we have all
been saddened by the escalation of persecution and violence against
Christians in parts of the Middle East and elsewhere. Only when the
countries involved can determine their own destiny, and the various
ethnic groups and religious communities accept and respect each other
fully, will peace be built on the solid foundations of solidarity,
justice and respect for the legitimate rights of individuals and
peoples.

With these sentiments and with affection in the Lord, I thank Your
Holiness for your visit, and I express my hope that these days spent
in Rome will be a source of many graces for you and for all those
entrusted to your pastoral care. Upon you and to all the faithful of
the Armenian Apostolic Church I invoke an abundance of joy and peace
in the Lord.

ArmInfo. Armenia will start delivering electric power to Turkey
beginning from 1 March 2009, Armenian Energy and Natural Resources
Minister Armen Movsisyan told journalists, Monday.

He also added at present the Turkish party is implementing work on
restoration of the Kars electric power line and of energy substation
for organization of delivery of the Armenian electric power. He said
this work will be finished in 6 months from the moment of signing
of the contract on electric power supply with Turkish company UNIT
International, in Yerevan, in September 2008. "Several days ago I
received information from the Turkish party that the work is being
implemented according to the schedule", -the minister said and added
that technical problems from the Armenian party have been already
resolved.

The minister said earlier that at the initial stage Armenia will
deliver to Turkey 1,5 bln kWt/h per year. Later the volumes of delivery
will grow up to 3,5 bln kWt/h.
