not over yet, RA National Assembly Vice Speaker, ARF Dashnaktsutyun
Bureau member Vahan Hovhannisian told a news conference in Yerevan.

Optimism of mediators is subjective, according to him.

"However I do not think that the OSCE MG format has been exhausted. The
mediators have thorough knowledge of the conflict. They are highly
professional and it will be almost impossible to replace them. Talks
on changing the format come from Azerbaijan," Mr Hovhannisian said.

He emphasized that Ilham Aliyev seems to be more inclined to a dialogue
during the talks than upon return to Baku. "Azerbaijan practices a
system of statements for internal and external use. What President
Aliyev says in Baku is absolutely contrary to what he says during
negotiations. This can be explained by cultivation of the image
of enemy-Armenian. We should not forget that the leadership and
opposition collide on two issues: oil and Karabakh. Living conditions
of the population, democracy and reforms are not discussed. From this
standpoint the situation in Armenia is much better. We have no reports
for internal and external use. We say the same things everywhere,"
Vahan Hovhannisian said.

elections were held in Armenia among the three south Caucasian
states, and in this respect the republic may serve as an example for
neighbors," EU Special Representative for the South Caucasus Peter
Semneby stated at the meeting with Armenian Prime Minister Serzh
Sargsyan. In his part Serzh Sargsyan underlined the coming presidential
elections will also be held on proper level and Armenia will take
every efforts to make democratic transformations irreversible. "I
state this not only as the RA Prime Minister, but also as the leader
of the Republican Party of Armenia (RPA)," Sargsyan underscored,
adding that in order to be sure in it there is only 8 months left.

The sides also discussed issues concerning the Nagorno Karabakh
conflict settlement. According to the Premier, the most rational way
for Karabakh resolution is compromise. "At the same time nobody must
view compromise as a unilateral concession. I regret that periodic
militant statements, which we hear from Azeri President and annual
increase of the military budget, inspire pessimism, despite the
constrictive position of the Armenian side that arises optimism
and her intention to settle the problem via peaceful talks," Serzh
Sargsyan underscored.

"If Azerbaijan really is ready to compromise and reach peaceful
solution to the conflict, why authorities of that country do not
make public statements, which would confirm that. Instead they act
contrary to logic, supposing that speaking from the position of
force they will be able to make someone sign a document, which would
satisfy them. This approach is doomed to failure. It is difficult to
imagine how Aliev will explain his militant statements after reaching
compromise on Karabakh," S. Sargsyan said

He also stressed Armenia is ready for active contacts on various
levels, as well as to build atmosphere of mutual confidence. The
RA Premier expressed pity that there are no positive signals from
Azerbaijan yet. In his part Peter Semneby stated that the EU continues
to perform interest in the settlement of the Nagorno Karabakh conflict
not only because Armenia and Azerbaijan are important partners for
the European Union, but also aiming to establish an atmosphere of
confidence and providing great assistance to both countries.

Semneby shares the concerns of Armenia’s Prime Minister in connection
with the militant propaganda in Azerbaijan, explaining it "by the work
style of Azeri media". "But recently it seems that nothing similar
is noticed in Azeri President Ilham Aliev’s approaches.

EU’s stance in the settlement of the conflict remains the same, it
must be settled in the atmosphere of mutual confidence and through
peaceful talks, and we are ready to provide assistance in this issue,"
the EU Special Representative underscored, the RA Government Press
Office reports.

open latter, expressing its deep anger in it at the statements of Meir
Bruk, the Chief Rabbi of European Jews of Azerbaijan. Head of the
Jewish Community of Armenia Rimma Varzhapetyan, Chief Rabbi of Armenia
Gershon Meir Burshtein and President of `Menora’ cultural center Villy
Veiner have undersigned the latter. The PanARMENIAN.Net brings the
whole text of the letter.

`Baku based `Zerkalo’ newspaper published G. Inandj’s article in its
June 12, 2007 edition, where the other cites his interview with Meir
Bruk, the Chief Rabbi of the European Jews of Azerbaijan. The
above-mentioned article was also posted on the Internet. `Armenia is
weak spiritually and economically, since there is no place for
tolerance and indulgence there,’ these are his words, which are placed
in the preamble of the article.

`If the `opus’ were introduced only on behalf of Inandj, we would not
pay attention to it. There is a lot of dirt in Azeri press addressed
to Armenia and it is impossible to react all of them.

It is another question, when the spiritual leader of Jews of
Azerbaijan is busy with it, and not for the first time, by the way. It
is not proper for him to talk profusely about political subjects,
including the situation of Jews in Armenia and the State’s attitude
towards them. He speaks about such subjects, where he is quite an
ignoramus, of course if he does not realize a certain well-paid order
from above. However, let’s analyze concrete statements made by
Mr. Bruk.

1…’Heidar Aliev is the author of the modern ideology of tolerance in
the process of building the state,’ end of the quote. It looks like,
because of his young age or may be inadequate education Mr. Bruk does
not remember or does not know that continuing the policy of his
predecessors on the leading posts of the country the `father of
tolerance’ used to do everything in order to make minority nations
(fortunately, significantly lesser the Jews) either fully assimilate
or leave their original places of residence. Let us not go into
details. But it would be good if Mr. Bruk familiarized himself with
statistic data on population of Azerbaijan at the moment, when the
republic was first established at the beginning of the last century
and now.

Where are the greater part of Lezghins, Ayrums, Karapapakhs, Kurds,
Tats, Talyshs and other national minorities of Azerbaijan, not to
mention the Armenians of Nakhichevan? Armenians of Nagorno Karabakh
would suffer the same fate, Nagorno Karabakh, which Mr. Bruk calls on
to return Azerbaijan. Or may be Mr. Bruk is not aware of Heidar
Aliev’s statement when he occupied the post of the First Secretary of
the Communist Party. Then he said that one of his major goals on the
post of the First Secretary was to liberate Karabakh from
Armenians. Not so bad `father of tolerance’. And today we witness the
`tolerance policy’ carried out by the successor of the father, Ilham
Aliev. As a vivid example is the cruel murder of the Armenian officer
in Hungary by idiot Safarov, who has become a national hero in
Azerbaijan. Fortunately, the world community has adequately condemned
this act of violence.

For Mr. Bruk to know, even during the heaviest times of the community
regime Armenia was among the few republics, where there wasn’t any
place for anti-Semitism and where people treated well the national
minorities -Russians, Jews, Kurds, Ezyds, Greeks, Assyrians and other
nations, among them Azeris.

And verbiage of Bruk that there are few Jews in Armenia because there
aren’t any conditions for national and religions tolerance in that
country, are at least illiteracy. Even if we take the figure (200)
presented by Mr. Bruk for the Jewish population of Armenia, which he
has spun out of thin air, it does not speak in his favor. How can we
understand the fact that in case of actual absence of Jews in Armenia
and national and religious tolerance there are officially registered
four Jewish public, religious and cultural organizations in the
republic, which are recognized by all world Jewish organizations. Here
we have a working synagogue headed by the Chief Rabbi of Armenia. The
Chief Rabbi of Azerbaijan must know this fact taking into account his
the post he occupies.

2… `Armenians see the economic and political prosperity of
Azerbaijan and there is nothing left for them than to take that model
as an example’, end of quotation. Not so bad example. Only a quite
waning man may think that Armenia or another country may take as an
example the political model of Azerbaijan. Doesn’t Mr. Bruk know the
opinion of the European Parliament on countless violations of
democratic bases and human rights committed by Azerbaijan, the
continuing political and judicial prosecutions of any kind of dissent?

And of course God forbid Armenia and Nagorno Karabakh from goods that
Mr. Bruk promises them in case if Armenia returns Nagorno Karabakh to
Azerbaijan. Nobody here has forgotten Sumgait, Kirovabad, Baku, and
Karabakh. People in other countries, including Israel too remember
those `goods’.

We think that the wise Rabbi has forgotten that his and our mission is
in peacekeeping and helping our countries to settle the accumulated
problems on the level of popular diplomacy, and not in compressing the
complex relations between the two neighbors, which are intense and
without it. Our mission is not to become marionettes in the hands of
certain political and financial bosses.

At the end we’d like to draw the attention of the whole European
community, public and religions International Jewish Organizations
that Jews of Armenia are deeply irritated at the above-mentioned
article. We think that similar statements made by an official
religions leader, Mr. Bruk, are of quite provocative character, they
promote ethnic discord and are contrary to the tolerance policy
declared by those organizations. We hope that actions of Mr. Bruk will
receive adequate evaluation and condemnation.’

YEREVAN, JUNE 14, NOYAN TAPAN. On June 13 the heads of the creative
unions of the republic introduced a number of issues troubling them
during a meeting with Sarge Sargsian, the RA Prime Minister. The
participants of the meeting, in particular, spoke about the issues
of the functions of the current seven creative unions presenting
different spheres and acting with the status of NGOs, their role and
significance under the conditions of the newly-independent Armenia,
the development of the productive mechanisms of their activities,
and those of state assistance.

According to information provided to Noyan Tapan by the RA Goverment’s
Information and Public Relations Department, the RA bill on "Creative
Unions" included on the agenda and submitted to the RA National
Assembly for consideration in 2006 was touched upon during the
meeting. The heads of the unions believe that this bill is of great
significance for them and they would like it to be discussed by the
newly-elected parliament during the autumn session.

Other suggestions on promoting the national culture through the medium
of television, founding an alley decorated with sculptures dedicated to
the friends of the Armenian people in Yerevan: F. Nansen and F. Verfel,
to name but a few, were also presented during the meeting with the
Prime Minister.

Serge Sargsian accepted the suggestion by the heads of the creative
unions on holding such kind of meetings more often.

The Refugees and International Law civil society network finished
processing 1000 solicitations of refugees from Azerbaijan asking the
president of Nagorno-Karabakh Republic for support to get compensation
from Azerbaijan for the damages caused by the Azerbaijani government
and criminals. We learned from the organization the solicitations
were filled in by people aged 18 and up.

417 out of 1000 solicitations chosen at random are by refugees from
Baku, 84 from Kirovabad, 77 from Mingechaur, 289 from the region
of Shahumyan, Gerashen and other settlements of NKR occupied by
Azerbaijan, 24 from Sumgait. The rest are from Khanlar, Dashkesan,
Shamkhor, Chardakhlu, Shamakhi, Zakatala, Artsvashen (Armenia),
Fizuli and other places.

Members of families of 178 refugees got killed and members of
families of 147 got injured by the anti-Armenian operations and ethnic
cleansings in 1988-1991.

158 have higher education, 111 did not graduate.

713 people lost all their realty and property. 232 people lost part
of their property.

592 had savings in the Azerbaijani banks, 503 lost their savings.

867 say they were forced to leave Azerbaijan by discrimination and
ethnic persecution. 122 were displaced by the military actions launched
by Azerbaijan, most of them used to live in the NKR regions occupied
by Azerbaijan. 615 pointed to forcible deportation by the Azerbaijani
government. 359 ran away by their cars or hitchhiked.

892 refuse to return to their former places of residence, the others
(people displaced from the NKR regions occupied with Azerbaijan)
are ready to settle down in the territories under the jurisdiction
of the NKR government.

737 describe the moral damage as ethnic and religious discrimination
and forcible deprivation of homeland. The total sum of material
damage as assessed by the refugees is a little more than 112 million
dollars. On the whole, 500 thousand people were displaced from the
territory of Azerbaijan in 1988-1991.

As of now, the Refugees and International Law civil society network
has received over 20 thousand solicitations, which will be extended
to the NKR president after processing.

the lack of availability on any information about the recent talks
between Azerbaijani and Armenian Presidents that no success was
achieved, Azerbaijan independent politician, Vafa Guluzadeh, stated
on 11 June. He was commenting on the meeting between Azerbaijani
and Armenian Presidents, Ilham Aliyev and Robert Kocharyan, held
in Saint-Petersburg.

According to the politician, the talks were another ‘meeting for the
sake of meeting’. The politician called irrelevant the claims on the
lack of political will to resolve the conflict. "Politically speaking,
does Azerbaijan have the will to surrender its lands to Armenia,
and will Armenia disobey the Russian will to sign the peace agreement
which is regarded as a disgrace for Azerbaijan?" Guluzadeh noted.

In his opinion, Armenians can not do that as Russia lingered the
situation. "The United States is now engaged in other matters, such
as the launching of Anti-Missile Defence in the northern direction.

It does not care about Karabakh," Guluzadeh summed up.

According to an independent politician, Rasim Musabayov, the
formulations provided by the co-chairmen of the OSCE Minsk Group on the
eve of the meeting between the Presidents will require supplementary
development at the level of Foreign Ministers of the two countries." As
a matter of fact, if the formulations are intended only to smooth over
the disagreements between the sides, then they are senseless. There
is no place for play upon words. A definite solution must be found,"
Musabayov urged.

The 9th meeting on the settlement of the Nagorno-Karabakh conflict
was held between the Azerbaijani and Armenian Presidents in
Saint-Petersburg on the 9th of June within the frameworks of an
unofficial summit of the CIS countries’ Presidents.

The conflict between two South Caucasus countries broke out in 1988
in view of Armenia’s territorial claims to Azerbaijan. Some 20%
of Azerbaijani territory (Nagorno-Karabakh and 7 nearby regions)
have been occupied by Armenian Armed Forces since 1992. In May, 1994
a ceasefire agreement was signed between the sides. The peaceful
negotiations under the auspices of the OSCE Minsk Group co-chaired
by Russia, France, and the United States are still fruitless.

Presidents Robert Kocharian of Armenia and Ilham Aliyev of Azerbaijan
were to continue talks on Sunday on settling the status of the mountain
territory of Nagorny Karabakh, RIA Novosti news agency reported.

The two were to meet during an informal gathering of heads of state
of the CIS (Commonwealth of Independent States) group of ex-Soviet
countries in Saint Petersburg, a member of Kocharian’s press service
said.

The talks began on Saturday with the participation of mediators from
France, Russia and the United States.

Western diplomats have indicated that an agreement could be signed
by the end of this year on basic principles for resolving the dispute
over Nagorny Karabakh.

The two ex-Soviet states have remained at loggerheads since they
fought a war in the early 1990s, with corrosive effects for the whole
Caucasus region.

A final settlement still appears out of reach, analysts say.

What kind of figure will Azerbaijan become in the world "game of
chess"?

Policy is really an exclusive category, which makes possible any
impracticable idea and more frequently leaves unrealized those ideas.

The situation created around Iran gives an opportunity to the United
States, the "judge" of the world destiny, to speak aloud of setting
personal antimissile systems in Europe. Moreover, the US has started
to speak of building US antimissile systems in Czech and Polish
territories, though some of the Congressmen are against those projects.

According to some experts and many Russian figures the proposal of
Russian President Vladimir Putin to use Gabala Radiolocation Station
(Azerbaijan) jointly had a "freezing" effect on G8 Summit. US President
Bush didn’t give a satisfactory answer to it, he only emphasized that
the proposal was interesting.

Anyway, the experts think that the idea of using Gabala Radiolocation
Station jointly is not realistic.

Most of all, Putin’s announcement is a kind of proposal-test for USA,
which, may be, will temporarily weaken the whole pressure and at the
same time solve the issue of security.

If the United States is really concerned about the security of Europe
and situation in the Middle East with the intention of building
stations in the Czech Republic and Poland, it will be very hard to
give a basic and acceptable explanation for rejecting Putin’s proposal

The announcement of the General Secretary of NATO Jaap de Hoop
Scheffer, related Putin’s proposal of using Gabala Radiolocation
Station jointly instead of building antimissile stations in Poland
and Czech Republic, had also an air of uncertainty. The NATO General
Secretary seems to be more concerned about the fact that Gabala Station
is located in the Iranian region, though at the same time he mentions
that the discussions on this proposal may be constructive.

According to some military experts the realization of this proposal
will become a probable threat to Azerbaijan, as the Azerbaijani
authorities with Iran have signed an agreement of not placing their
territories at the third state disposal for the military actions. If
Gabala Station is jointly used with USA, the official Tehran may
estimate it as a breaking of the agreement, which is a menace to
the security of Iran. And as the USA and European countries are not
available to Iran, the appropriate target for the latter becomes
Azerbaijan.

Iran, in its turn, in the person of the Embassy of Iran in Azerbaijan,
announces that it is not concerned about Putin’s proposal, as Russia
and Azerbaijan are good neighbors of Iran, the authorities of Iran
are confident, that these two countries won’t take any steps against
the security of Iran. This kind of approach of the Iranian side
is probably based on the uncertainty, related to the acceptance of
Putin’s proposal by USA.

While the US President Advisor Steven Hedlin has already announced
of not seeing any problem in using Gabala Radiolocation Station,
if the situation is acceptable to the Azerbaijani authorities.

In spite of the Azerbaijani announcements about the ecological dangers
of Gabala Radiolocation Station, Foreign Minister of Azerbaijan Elmar
Mammadyarov announces that Azerbaijan is ready to take part in the
discussions on using the station jointly. Mammadyarov informed that
they had already discussed the issue with Russian Foreign Minister
Sergey Lavrov during the latter’s official visit to Baku, but they
had not had discussions with the American side yet. Besides, in the
case of probable agreement Azerbaijan will not have any problem with
Iran according to Mammadyarov

It’s very interesting that Mammadyarov does not connect the issue
of the settlement of Karabkh conflict with the issue of Gabala
Radiolocation Station. Anyway, according to the Foreign Minister of
Azerbaijan the probable joint use of the station will provide more
stability in the region and the actions in the South Caucasus will
become more predictable.

Anyway, if Putin’s proposal is rejected, a rebalancing will happen in
the world level. But if the US accepts the proposal, a new card will
appear in the hands of Azerbaijan, and regardless of all negotiations
and discussions, Azerbaijan will probably use it in order to have
more profitable version in the settlement of Karabakh conflict.

Finally, the policy is based on the interests, and this military
proposal together with the oil interests will directly or indirectly
increase the possibilities of Azerbaijan to get more in the "political
trade".

On June 8, Armenian President Robert Kocharyan signed a decree on
amendments to the decree dated March 16, 2002.

The Armenian presidential press-service told ArmInfo that according to
the decree, the Armenian Ministry of Culture and Youth has been
re-formed into the Armenian Ministry of Culture. The Committee on
Physical Culture and Sport under the Armenian government has been
re-formed into the Armenian Ministry of Sport and Youth. So, the
Ministry of Culture and the Ministry of Sport and Youth have been
added to the decree "On formation of the structure of the Armenian
government" dated March 16, 2002, the source reports.
