Garabagh Liberation Organization (GLO) made a statement on using
force against GLO members who protested against Armenian Interior
Minister Hayk Arutunyan’s presence at the meeting of the CIS Council
of Interior Ministers, GLO press service told the APA.

The statement criticizes police’s detaining GLO members.

"Armenia makes serious efforts in several directions for ignoring the
occupation fact and for deceiving international community. Various
delegations’ visiting Azerbaijan served that policy. We demand the
government to refrain from such anti-national position. Public,
political bodies, organizations connected with Garabagh, war,
rights defenders’ not reacting to the visit of Armenian Minister
arouses regret.

GLO states again that they will continue to struggle against the
implementation of anti-national line on the fate of Karabakh despite
of all pressures and use all the methods in this way," he said. /APA/

TOBB boss warns, Peres agrees "history is for historians"

Israeli President Shimon Peres on Wednesday commenting on allegations
that Turks committed genocide against Armenians at the turn of the
last century said it is wrong to legislate laws on the issue and that
history should be left to historians.

Peres made the comments as he received a group of Turkish businessmen,
who are currently in Jerusalem to attend the sixth meeting of
"Ankara Forum."

The Turkish delegation led by the Union of Chambers and Commodity
Exchanges of Turkey (TOBB) and Ankara Forum Chairman Rifat
Hisarciklioglu, voiced their complaints about the American Jewish
organization Anti-Defamation League (ADL) regarding its approach
towards the Armenian genocide claims.

Abraham Foxman, the National Director of ADL, said earlier in a
statement that his organization had come to share the view that the
incidents of 1915 "were indeed tantamount to genocide," but added
that the organization maintained its opposition against bringing the
issue to U.S. Congressional floor for a resolution.

Hisarciklioglu told Peres that domestic politics in the U.S. grows in
a way that would harm relations between Turkey and the United States.

He said if the Armenian bill is adopted by the U.S. Congress, relations
with other countries, namely Israel, would also come to harm.

"None of the laws can change history. History is for the record.

History can only be examined by historians," Peres replied.

Peres said that Turkish Prime Minister Recep Tayyip Erdogan’s
proposal is appropriate and that he supports this offer. Erdogan
earlier proposed to conduct a research by independent historians in
Ottoman archives on the incidents of 1915.

ArmInfo. A special session of the NKR Parliament will be held today at
5:00 PM in the Officers’ Club in Stepanakert in view of inauguration
of the newly elected NKR President Bako Sahakyan.

As ArmInfo’s special correspondent in Stepanakert reports, according
to the NKR Constitution, the Republic’s President assumes office as
established by Law at a special session of the Parliament, making the
following oath to the people: "Assuming the office of Nagorno Karabakh
Republic’s President, I swear to implicitly fulfill the requirements of
the Constitution, respect the rights and freedoms of a human being and
a citizen, assure sovereignty, independence, territorial integrity and
security for the glory of Nagorno Karabakh Republic and for welfare of
our people". According to the Constitution, the republic’s president
will submit the prime minister’s candidacy to the parliament within
10 days after assuming the office. The parliament will consider the
proposed PM’s candidacy during 5 days. Having received the parliament’s
consent by majority of votes of the total number of deputies, the PM
candidate is appointed Prime Minister by the country’s president. By
prime minister’s proposal, the republic’s president appoints two
other members of the Government within 20 days. As established by
the relevant Article of the Constitution, the Parliament approves
the Government’s programme.

Arrival of over 300 guests from near and far abroad, as well as
RA President Robert Kocharyan, representatives of parliamentary
factions and the public of Armenia to Stepanakert to the ceremony of
NKR President’s inauguration is expected. Representatives of Abkhazia
and South Ossetia have already arrived in Stepanakert. A concert with
participation of the local artists and stars of the Armenian show
business will be held on Stepanakert’s central square of Rebirth in
view of NKR President’s inauguration.

Belmont, Mass. –

The Human Rights Commission voted unanimously to recommend to the
Board of Selectmen that Belmont withdraw from the No Place for Hate
Program and sever all ties with the Anti-Defamation League.

The committee cited the ADL’s failure to unambiguously recognize the
Armenian Genocide and its continued opposition to Congressional
resolutions recognizing the genocide of hundreds of thousands
Armenians in the early 20th century.

"We very much like the No Place for Hate campaign," HRC chairwoman
Laurie Graham said in an interview. "It’s a viable curriculum and
program. But the connection to the ADL makes it imperative that we
part with it."

She said the group’s "sticking point" was the ADL’s refusal to support
HR 106, a congressional bill which calls for the recognition of the
Armenian genocide in U.S. foreign policy.

Graham said if the selectmen vote to withdraw from the program, the
HRC and Belmont Against Racism are ready to create a new diversity and
tolerance education program.

Selectmen Paul Solomon and Dan Leclerc attended Thursday’s meeting.
Leclerc said he wasn’t ready to publicly state his views on the issue,
saying he wanted to hear the HRC’s presentation without prejudice.

"You could say I’m in the process of processing it," Leclerc said.

Solomon said he was in total support of the HRC’s position.

"This is in advance of the [selectmen’s discussion]," he said, "but I
will support their stand."

Graham has already informed the Office of the Board of Selectmen and
the local branch of the ADL of the HRC’s recommendation, and will be
drafting a letter explaining its position.

Town Administrator Tom Younger said the HRC will be on the agenda for
the Sept. 17 selectmen’s meeting, unless the board decides otherwise.

The ADL has scheduled a meeting in November to discuss the No Place
for Hate program and the withdrawal of towns across the country in
support of Armenian-Americans and HR 106.

"We don’t know what will happen at that meeting," Graham said, "but we
didn’t want to wait that long to make our decision."

Around 100 residents of Belmont and a few neighboring towns attended
Thursday’s meeting, which was held at the Town Hall Auditorium.
Several Belmont Armenian-Americans gave voice to their frustrations.

Pine Street resident Lenna Garibian spoke about her grandmother, who
was 5-years-old when Turkish soldiers came to her house and told her
to start walking. She did, with her mother and 3-year-old brother,
across the Syrian Desert.

Garibian’s great-grandmother died on that long journey. Just before
she did, she told her daughter to take care of her little brother. She
tried, Garibian recounted, but somewhere along the way, her brother’s
hand slipped from hers. The guilt haunted her until the end of her
days.

In her remarks to the HRC, she said no Armenian "should sit with a
revisionist Turkish historian… to discuss whether the genocide
happened or not. The world knows. Turkey knows. [ADL director] Abe
Foxman knows. This was a genocide."

"As Armenians, we are aware of our past, taught about our past," she
said in an interview. "I think [the HRC’s decision] sets a good tone
moving forward, that Belmont will not tolerate an equivocation of the
truth, of justice."

She said she was pleased by the decision and by the support the
Armenian-Americans have received from the HRC and BAR.

"We’ll take the good things from No Place for Hate, and there are a
lot of good things," she said, "and move forward with our own plan to
combat hatred."

She added that she was "optimistic that the selectmen will do the right thing."

The deputy of the Prosecutor General of Armenia Mnatsakan Sargsyan
stated during the international conference on trafficking which
kicked off on September 5 Armenia makes effective anti-trafficking
efforts. "The procuracy of Armenia cannot be indifferent towards
the problem of trafficking in the country," said Aghvan Hovsepyan’s
deputy. According to him, the police and the Office of the Prosecutor
General of Armenia have set up a joint anti-trafficking agency. "The
revealed cases of trafficking grow every year. In the first half of
2007 20 vases were revealed against 32 in 2006," Mnatsakan Sargsyan
said. He said the procuracy and the police collaborate with European
organizations, which helps raise the effectiveness of anti-trafficking
efforts.

It is notable that with this effectiveness Armenia would not earn
the approval of the U.S. Department of State. The annual reports of
the Department of State point out that the efforts of the Armenian
government to tackle this problem are not sufficient.

University rectors have no objection to a proposal by Yusuf Halacoðlu,
the chairman of Turkish History Institution, with respect to the
necessity of opening Kurdish and Armenian research departments in
universities, reported the daily Sabah yesterday.

Gazi University rector, Professor Kadri Yamac said that he was not
prejudiced against the formation of neither a Kurdish nor Armenian
department. He added that instead of establishing new departments,
Kurdish and Armenian subjects could be included in the existing
departments. "We have five departments in our university. Departments
with masters and PhD degree programs. I do not know whether such
broad structuring is needed concerning the issue. If a consensus is
achieved regarding that, universities should work more on the issue,
we will evaluate it," Yamac said.

Istanbul Technical University rector, Professor Faruk Karadoðan said
it was necessary to establish groups, which would enable historians
to cooperate regarding the Armenian and Kurdish issues.

"Yet, our expertise area is mainly confined to the realm of
engineering rather than history. Kurdish and Armenian departments
could be established in order to overcome the misunderstandings. I
support the idea that regardless of the subject matter, it is useful
to establish departments provided that they will carry out scientific
research," said Karadoðan, reported the daily.

YEREVAN, September 4. /ARKA/. In the issue of nominating a united
candidate from the opposition for the presidential elections in
Armenia, not the individual but the program of unification of the
party is important, said Leader of the National-Democratic Party
(NDP) of Armenia Shavarsh Kocharyan.

"In case if ambitions predominate on Armenia’s oppositional field,
it will lead to nothing good," he said.

According to him, the oppositional forces have a very short period
of time for the unification around a united program.

"In the united program of the oppositional parties there should
be provisions clearly defining the global objectives of the future
president and the ways and mechanisms that he will use to achieve
them in the conditions of the acting Constitution," he said.

Kocharyan added that the NDP is ready to participate on the process
of uniting oppositional parties on the eve of elections in case if
similar cooperation will be productive.

In his turn, Armenia’s ex-Premier Hrant Bagratyan said that the
oppositional parties are small and the experience of parliamentary
elections showed that they cannot unite.

"It is necessary to conduct "rating" public elections among the
oppositional parties that will demonstrate in the most objective way
who the public prefer," he said.

Bagratyan thinks that a united candidate can be nominated on the basis
of people’s trust due to the ideas and programs that he is adherent.

The presidential elections in Armenia are scheduled for the first
half of 2008. The following presidential candidates will run for
president: Leader of the Republican Party of Armenia Prime Minister
Serge Sargsyan, Leader of "Orinats Yerkir" Party Artur Bagdasaryan,
Leader of the National-Democratic Union Vazgen Manukyan, Leader of
the "New Times" Party Aram Karapetyan, Leader of the Marxist Party
of Armenia David Hakobyan, and Leader of the People’s Party Tigran
Karapetyan.

Minister Oskanian Participated in "Working Together – Strengthening the
European Neighbourhood Policy" conference in Brussels

On September 3, 2007, Foreign Minister Oskanian took part in the first
ministerial level meeting on the European Union’s Neighborhood Policy.
Entitled "Working Together – Strengthening the European Neighbourhood
Policy," the conference lasted all day and explored means of strengthening
the program and means of implementation.

The conference was opened by Jose Manuel Barroso, President of the European
Commission. Luis Amado, Foreign Minister of Portugal and the current EU
President also spoke. Benita Ferrero-Waldner, European Commissioner for
External Relations and European Neighbourhood Policy offered opening remarks
and chaired the conference.

The agenda included a ministerial-level morning session, which focused
particularly on the goals of the ENP, the opportunities it offers member
countries who wish to engage in integrational processes including
opportunities for trade and visa regime liberalization, as well as
educational exchange, and means of cooperation on the challenges of climate
change and energy security. Minister Oskanian was among the keynote speakers
of the conference. He spoke about the goals of the ENP as the extension of
the original vision of the European Union, aimed at securing peace and
prosperity in the region and the world, through economic and political

In the margins of the conference, Minister Oskanian held bilateral meetings

focused on ENP implemetation and opportunities for cooperation within the
European Neighborhood Policy.

as informed Kamo Movsisyan, head of city halls’ education department,
to a panorama.am journalist. In his words, 10 million dram has been
allocated for the first half year for this purpose. He pointed out
that 7,018 dram is set aside for each student, and that in previous
years this has never happened. "In four months, additional funds will
be added to the budget," he concluded.

Armenian Foreign Minister Vartan Oskanian has left for Brussels at
the invitation of Benita Ferrero-Waldner, Commissioner for External

meeting of Ministers and other representatives from all of the
