REP. PALLONE RESPONDS TO TURKEY’S REMOVAL OF ITS AMBASSADOR FROM U.S.
AFTER GENOCIDE VOTE

Rep. Frank G. Pallone, D-N.J. (6th CD), issued the following
statement:

U.S. Rep. Frank Pallone, Jr. (D-NJ), co-chairman of the Congressional
Caucus on Armenian Issues, gave the following statement in response
to Turkey’s decision to remove its ambassador from the United States.
The decision comes one day after the House Foreign Affairs Committee
voted 27 to 21 in support of the Armenian Genocide Resolution.

"This is just another effort by the Turkish government to bully
members of Congress into denying the fact of the Armenian Genocide.
When the committee overwhelmingly supported this same resolution two
years ago, the Turkish government did not take such drastic steps in
retaliation. It is clear the Turkish government will go to any
lengths to keep this bill from coming up for a vote of the full
House.

"I am confident that my colleagues will see this for what it is
worth, and will continue to stand for truth and justice when this
bill finally comes to the floor in the coming weeks."

Number of smoking women increases in Armenia

NUMBER OF SMOKING WOMEN INCREASES IN ARMENIA

YEREVAN, OCTOBER 12, NOYAN TAPAN. 44 video clips have been prepared
within the frameworks of the program directed at the struggle against
smoking, which is being implemented by the American University of
Armenia jointly with the "Internews" non-governmental organization.
As Narine Movsisian, the Head of the program, mentioned at the
presentation of the 12 video clips held on October 12, 10 out of them
will be shown by a number of TV companies. According to her, that
will contribute to the decrease in the level of tobacco addiction in
the country to some extent.

It should be mentioned that 28.5% of the Armenian population smokes.
60% of men and 2.7% of women are smokers. In 1998 these indices made,
correspondingly, 31%, 63%, and 1.5%. The difference between the
indices of smoking women in Yerevan and in regions is very great.
Thus, if 5% of women aged 25-34, 6% of women aged 35-44, 9% of those
aged 55-64 smoke in Yerevan, in regions these indices make,
correspondingly, 0.5%, 1.5%, and 3%.

In what, I’m sure, will make the Democrats who supported the
resolution condemning the Ottoman Empire and the Republic of Turkey
very happy, Turkish Prime Minister Recep Tayyip Erdogan said that his
country will `not be deterred by the diplomatic consequences if it
decides to stage a cross-border offensive into Iraq against Kurdish
rebels. `If such an option is chosen, whatever its price, it will be
paid,’ he said adding that Turkey doesn’t take anyone else’s
interests into account (anymore): `There could be pros and cons of
such a decision, but what is important is our country’s interests.’
He also had a friendly message for the US in response to its
opposition to a possible Turkish incursion: `Did they seek permission
from anyone when they came from a distance of 10,000 kilometers and
hit Iraq? We do not need anyone else’s advice.’ He also had a message
for Democrats specifically: `Democrats are harming the future of the
United States and are encouraging anti-American sentiments.’With
regards to whether or not a Turkish invasion of Iraq could destroy
the relationship with the US Erdogan said: `Let it snap from wherever
it gets thin.’ As CNN explains, that’s a Turkish expression `that
means breaking ties with someone or something.’I’ve predicted this
reaction and I’m afraid that Turkey will indeed invade northern Iraq
within little to no time. Turkey has been greatly insulted by the
resolution. It has refrained from acting in its own immediate
interest for many months, even years, but it was already fed up with
the PKK attacks and that little patience that was left has now
definitely run out. Bush should travel to Turkey himself, or send
Rice or Cheney. A serious diplomatic effort is needed. At the same
time, they’ve got to do whatever they can to encourage the full House
not to vote for the resolution.Democrats decided to play partisan
politics: one Congressman and the Speaker of the House Nancy Pelosi
decided that this resolution would help them get reelected. Pelosi
seems to care more about the future of the Democratic Party than
about US foreign policy and the situation in the Middle East (which
is something that doesn’t just influence the US itself, but the rest
of the world as well). This is not a topic on which caution is
required: this was a major mistake and if I were American I would
consider calling on Pelosi to resign because she has made the
situation in the Middle and Near East even less stable than it
already was.Frankly, I think that the Democrats’ support for this
resolution shows everyone just how arrogant they are. Not only do
they distort the facts, they also seem to have a rather strange idea
of how one becomes a moral authority. Hint: you don’t become one by
condemning others.This subject angers me to no end. It’s not just
that I think that there’s more (or less dependent on your
perspective) to what happened between 1914 and 1918 than the
Democrats and their Armenian friends want to believe, but mostly
because this will do great damage to the relationship between the
West in general and Turkey and it will (and has) make (made) the
situation in the Middle East significantly less stable. It will
alienate many Turks. It will encourage Turkey to focus more on the
East. It will made the war against radical Islam more difficult.
Turkey is the NATO country with the 2nd largest military. Weapons
used in the war in Iraq are moved through Turkey. And… should I
continue?The Issue – one of the most innovative websites on the Net –

articles there. Jeb Koogler also wrote a great post for The Moderate
Voice about the resolution, calling the decision of the panel to `go
ahead’ with the resolution `absurd.’ He adds: `With measures such as
these, timing is everything and this is definitely not the time.
America does not need to threaten our relationship with Turkey over a
largely-symbolic Congressional resolution. On the contrary,
policymakers in Washington need to be working to actively strengthen
ties with Ankara.’ He also points out that Turkey has been the most
important bulwark against radical Islam. Despite what Congressional
Democrats seem to think, the US and the West as a whole need Turkey.

TURKEY’S GUL "CONDEMNED" H.RES.106 ADOPTION BY HOUSE FOREIGN AFFAIRS COMMITTEE

condemned" adoption of the Armenian Genocide Resolution by the
U.S. House Committee on Foreign Affairs, calling it "inadmissible."

Accusing American politicians of closing their ears to reason, the
Turkish President said, "They are sacrificing a strategic ally for
domestic political gain." "The resolution recognizing the Armenian
Genocide does not favor the interest of Americans," he added,
PressTV.ir reports.

With a vote of 27 to 21, the influential panel of the U.S. House of
Representatives adopted H.Res.106, the Armenian Genocide Resolution,
thus opening the way for full house consideration of the measure.

In his opening remarks, the Committee chairman, Tom Lantos (D-CA),
called on the Congressmen to vote honestly.

Introduced on January 30th by Rep. Adam Schiff along with
Representative George Radanovich (R-CA), Congressional Armenian
Caucus Co-Chairs Frank Pallone (D-NJ) and Joe Knollenberg (R-MI),
Rep. Anna Eshoo (D-CA), Rep. Brad Sherman (D-CA) and Rep. Thaddeus
McCotter (R-MI), the Armenian Genocide resolution calls upon the
President to ensure that the foreign policy of the United States
reflects appropriate understanding and sensitivity concerning issues
related to human rights, ethnic cleansing, and genocide documented
in the United States record relating to the Armenian Genocide. The
resolution is cosponsored by 226 Members of Congress from 39 states.

The H.Res.106 is just a House resolution. It’s not sent for approval
to the Senate and is not supposed to be signed by the President.

However, several days ago Turkish Prime Minister Recep Tayyip Erdogan
phoned U.S. President George Bush to oppose the resolution.

Turkish President Adbullah Gul also sent a letter to Mr Bush
threatening that adoption of the resolution will "damage the
Turkish-U.S. relations."

It is not excluded, that the preliminary investigation body will
accuse three servicemen Razmik Sargsyan, Arayik Zalyan and Musa
Serobyan, who were sentenced to life imprisonment, but justified by
the Court of Cassation. This was the opinion of their lawyer Stepan
Voskanyan. After the decision of the Court of the Cassation in 2006,
a new investigation started on their case.

"Since the investigation is kept in secret, I do not know what
outcomes it may have. But I am sure that they try to keep the boys
in fear. Maybe they will find out something", said the lawyer.

But before the end of the investigation, which is underway, the lawyer
has turned to the Center of Forensic Medicine at the RA Ministry of
Health to examine the health state of the former defendants. "We will
decide what to do after getting acquainted with the results. In case of
necessity we will turn to independent experts. It is the right of the
boys to appeal to the Court in future", mentioned Stepan Voskanyan. The
lawyer informed that two of the defendants, who went on hunger strike,
were in the isolation sells and had serious problems with health.

It should be mentioned, that Razmik Sargsyan, Arayik Zalyan and Musa
Serobyan were accused of killing Roma Yeghiazaryan and Hovsep Mkrtumyan
in Mataghis military unit and sentenced to life imprisonment. After
being imprisoned for three years, they were released by the decision
of the Court of Cassation and the case was sent to investigation.

His Holiness Aram I, Catholicos of the Great House of Cilicia of the
Armenian Apostolic Church, will take part in the Second Convention
of European Armenians, announced the European Armenian Federation. He
will join a slate of other dignitaries, experts and local and national
political leaders, including Mr. Vartan Oskanian , Minister of Foreign
Affairs of the Republic of Armenia who will be heading an important
diplomatic delegation.

"With the participation of the top leaders from across the key Armenian
political and religious institutions, the Second Convention of European
Armenians will be a genuine summit where will be decided the political
guidelines of our Nation in Europe for the coming years" declared
Hilda Tchoboian, chairperson of the European Armenian Federation.

Moreover, Mr. Peter Semneby, the EU Special Envoy in the South
Caucasus as well as Mr. Bernard Fassier, the French co-chair of the
OSCE Minsk group in charge of the Nagorno-Karabakh conflict settlement,
are also expected to take part in the Convention.

"These key attendees are a testament that – beyond the Armenian world
– our concerns, our expectations and our active European citizenship
are an important force on major international political issues. With
this Convention, we are going to make the voice of European Armenians
heard by key policy-makers," added Tchoboian.

for Belgium on a 3-day formal visit October 9, the RA leader’s press
office reported.

The Armenian delegation will include Vartan Oskanian, the Minister
of Foreign Affairs, Armen Gevorgyan, the head of the presidential
administration, Vardan Khachatryan, the Minister of Finance and
Economy, Vigen Chitechyan, the Minister of Trade and Economic
Development, Avet Adonts, the chairman of parliamentary committee on
European integration issues and other officials.

The Armenian leader will meet with Armand De Decker, the Belgian
Senate President, Herman Van Rompuy, the President of the Chamber
of Representatives.

Besides, he is expected to meet with Jose Manuel Barroso, the European
Commission President, Franco Frattini, EU Commissioner for Justice,
Freedom and Security, Javier Solana, the EU Secretary General,
Benita Ferrero-Waldner, the EU Commissioner for External Relations,
Peter Mandelson, the EU Trade Commissioner and Hans-Gert Pottering,
the European Parliament President.

Mr Kocharian will also hold a meeting with the Armenian community

US Congress met the so-called genocide project with sad under the
pressure of Armenian lobby. Though President Bush is against it,
Congress is likely to make a decision on it, deputy chairman of the
Opposition Republican People’s Party (CHP), parliamentarian Onur
Oymen told the APA’s Turkey bureau.

He said that the decision which Congress will make is a step which
can strain Turkish-US relations.

"This decision will strain Turkish-Armenian relations. We expect
whether US government will impede adoption of the so-called Armenian
genocide. If the decision is made, Turkey is due to take several
measures and everybody will be able to see its harm. If we speak about
reality, in this case Armenia’s liberating Azerbaijani regions should
be commented. People who underwent genocide in Khojali, Shusha, and
other places should be mentioned. US Congress’s making such decision
is not true," he said.

Onur Oymen stated that AKP government could not take necessary measures
for impeding adoption of law on the so-called Armenian genocide. It
was necessary to invite congressmen to Turkey and explain to them
arguments. For example: US send fire-arms, food, clothes to its forces
dislocated in Iraq through Turkey. Armenia exports its demands through
Turkey," he said.

Onur Oymen stated that the draft resolution which US Congress will
adopt can strain Turkish-Armenian relations.

"Armenia should free occupied Azerbaijani regions instead of slandering
Turkey," he said.

Armenian youth complain elders imposing ‘chosen trauma’ on them

Turkish Armenian youth want their closed society to begin opening,
and to achieve this they have formed a group called Nor Zartonk,
meaning "new renaissance" in Armenian. As a first step they conducted
a survey among Turkish Armenians, trying to gauge the attitudes of
their society on topics ranging from politics to mixed marriages.

The spokespersons of Nor Zartonk complain that in their society the
elders are trying to suppress the youngsters and are teaching them
about the "chosen trauma." According to them, the involvement of
third parties in the Armenian "genocide" claim is not helping anyone.

They don’t want to hide their identities any longer. Nor Zartonk
is against the idea of immigrating elsewhere. They also want to see
changes in school textbooks because they claim the books contribute
to hatred.

"We are a closed society, but we want to open up," says Hrant
Kasparyan, a 25-year-old spokesperson of the Nor Zartonk group. "We are
aiming to be viewed as democratic individuals who are respectful of our
differences," Sayat Tekir adds, the other spokesperson of Nor Zartonk.

Kasparyan and Tekin mention that Nor Zartonk was actually established
in 2004 but after the slaying of Turkish Armenian journalist
Hrant Dink, it become more active. They say that Turkish Armenian
youth, formerly hesitant to make themselves heard like the previous
generations, now want some changes. The two spokesmen refer to Turkish
society as "big society." For themselves they prefer to say "Armenian
society" but they refuse to be called only a "community."

"Even in the laws we are described as the Armenian community,
which is just a religious definition. But Nor Zartonk does not
agree with this approach. To label us only a community paves the
way to ignoring some of our problems. We have representation and
administration problems; for example, the only representative of the
Armenians is the patriarch.But Nor Zartonk does not agree with this

But if Turkey is a secular, democratic state, it is not appropriate
for the patriarch to show up in Parliament with his cross, crock
and frock. As Dink put it, we are demanding a civilian delegation,
which should be formed within the Armenian society, to represent
us. This delegation should be there not only for problems but also
for the management of the many common things that we share with the
big society," Kasparyan says.

To be against elders’ power

One of the main principles of Nor Zartonk is, to be against the
gerontocracy, the power of elders over youth. According to Nor Zartonk,
the gerontocracy in Armenian society is also helping foster the concept
of chosen trauma (the mental representation of an event that causes a
group to feel victimized. The group mythologizes an event and draws
it into its identity, passing the mental representation, along with
associated feelings and defenses, from generation to generation).

"In closed societies like ours, under the name of ‘respecting the
elders,’ it is widely thought that youngsters don’t know anything.

But there are proverbs also saying ‘wisdom is not from age but from
the head.’ We are aiming to establish a democratic, non-hierarchic
group which is aiming to help its members not feel like ‘strangers’
and help outsiders not view them as such. This cannot be achieved with
feudal habits. We are a youth movement which is opposing imposition of
one type of lifestyle upon us," Tekir underlines. He adds that within
the group the decisions are made by consensus after long discussions
and persuasive efforts.

Kasparyan interrupts and elaborates on chosen traumas and the
gerontocracy. "Of course it is not only the elders which make Armenian
society a closed one. The generations that came before us witnessed
military coups, the Sept. 6-7 events (attacks against the property
of minorities in Istanbul in 1955) and the wealth tax.

(During World War II mainly minorities had to pay heavy taxes or
risk be sent to work camps.) They lost their surnames because of
the Turkification policies. During the 1980s because of the radical
groups overseas they experienced further difficulties (Armenian
terror organization ASALA’s attacks on Turkish targets abroad). Of
course all these events lead to trauma," he says. Kasparyan thinks
that these traumas led to the passivity of Armenian society, which
Nor Zartong opposes.

Tekir adds that the young Armenian generation did not pass through
these traumatic experiences personally, until the slaying of Dink.

"Our elders are not defending the hostility at all, but they are always
advising us to be cautions. In boxing, if someone is attacking you,
you strike a defensive pose in order to scale down the target.

This is what the Armenian society is doing. After the slaying of Dink,
the elders were hoping for a change in the agenda of the country,
in order not to be the subject of the agenda. They were remembering
their former traumas," Tekir says.

Both Kasparyan and Tekir mention that Armenian families are frequently
warning their children to not become involved with anything. "In the
globalized world it is impossible not to be involved with anything. We
as society have to absorb the differences.

I don’t mean that big society is not absorbing us. For example within
Armenian society, there is homophobia; also women are treated as
the lowest of all beings. The only way to overcome this problem is
emergence of democratic, free-thinking individuals. People who grow
up within the Armenian society have some difficulties in achieving
this," says Kasparyan.

To hide no longer

Tekir and Kasparyan think that the Armenian youngsters face several
difficulties in taking initiative toward change. They both have had
personal experiences with such difficulties. Tekir says that he hid
the fact that he is an Armenian when he was attending university exam
courses. He says, "I learned to be an Armenian not in Armenian school
but when I go out of it, when I heard that the word Armenian is used
as a curse word."

Kasparyan adds that children who are educated in Armenian schools
after graduation feel like "fish out of water" like himself.

Kasparyan says after primary education when he was attending vocational
school, it took him some time to adapt.

The spokespersons of Nor Zartonk are aware of the fact that the
depolarization process is not only the problem of Armenian youth but
also the youth in mainstream Turkish society. They also mention that
in Turkish society, chauvinism is a very big problem among the youth.

Tekir thinks that this is all because of the 1980 military coup. "If
you destroy all the freedoms and defenders of it as well as encourage
racism, of course there will be many O.S.’s" (the 17-year-old
killer of journalist Dink). Kasparyan mentions that when he meets
with chauvinist youngsters, he does not want to speak with them. "I
choose to just ignore them," he says. Tekir adds that some youth
come to them with questions, in which case it’s easy to engage in
conversation. "If they approach with prejudices, it is impossible to
talk with them. Dink collected all the intense hate toward Armenians
upon himself and was killed. There is no one left to be killed after
him," says Tekir. He explains that he studied the same textbooks as
O.S. "The ideas in the national security textbooks made me think ‘What
an awful society I have, what we did. God damn me.’ But later I asked
myself "Why? Is it really so?’ Sometimes people are telling us that
‘it does not matter that you are Armenian, you are human beings, too.’"

Kasparyan and Tekir recalled the statement by Turkish Historical
Society (TTK) President Yusuf Halacoðlu suggesting that Kurds are
actually Turkmen and that the Alevi Kurds are actually Armenians.

They both laugh at this. "If we were saying that, we would get a harsh
reaction from the chauvinists," says Tekir. Kasparyan adds that there
are many Armenians who do not know their ethnicities or hide them.

We are nationalists of Turkey

One of the results of the survey of Nor Zartonk shows that almost
half of the Armenian youngsters, if given the opportunity, would
leave Turkey. Both Tekir and Kasparyan say that Nor Zartonk opposes
this idea. "We were born in Turkey. We are from Turkey. For us it is
impossible to think about leaving. If we were to leave there would be
a huge emptiness in our hearts. It would be impossible to fill it. We
are also one of the basic elements that gives Turkey its identity. If
you ask me now, if I am being nationalistic by saying that, I would
have to say, yes, I am. I am a nationalist of Turkey," Kasparyan says.

One of the results of the survey that surprises Nor Zartonk is the
percentage of single Armenians, at 50 percent. When asked about mixed
marriages, Kasparyan and Tekir expressed different ideas about it.

Kasparyan thinks the population of Turkish Armenians is decreasing.

"There are funerals but no weddings. Another fact is that mixed
marriages are not successful. When they have children, they are
discussing if the child will be circumcised or baptized. Anyway,
it has been proven that such marriages often come to an end within
18 months. If this is true, is such a marriage really worth it?"

questions Kasparyan. Tekir believes in love but he mentions that in
mixed marriages it is important for both parties to be able to keep
their identity.

If the two parties are speaking, the third one knows what to do

When it comes to the events of 1915, Nor Zartonk spokespersons are
very clear that the solution is to talk.

In 1915, the Ottoman Empire forced its Armenian subjects to emigrate.

Armenians define the events of 1915 as "genocide," which is not
accepted by Turkey.

"We will open the doors, people will come and we will talk. When
the two parties are talking, the thirds parties know what to do,"
Tekir says. He refers to the opening of the Turkish Armenian border.

According to him it is not the third party’s prerogative to pass
resolutions about the 1915 events.

"Third parties are involved with it, in order to show how democratic
they are. This attitude is not beneficial for Turkish-Armenian
relations. Nothing can be solved by locking up everything in the events
of 1915. If Turkish officials without using the term ‘genocide,’
say that ‘something happened in 1915 and we are sorry about it,’
this will make Turkish Armenians feel better and silence the Armenian
diaspora," Kasparyan says.

Tekir has a similar approach. "We have to show all our cards and talk
about everything; let’s talk about 1915, what Armenians did before it;
let’s talk about Hocaali; let’s talk about Karabagh; let’s talk about
Darfur. Let’s talk about everything. Let’s overcome it, but we should
not just forget about if we want to better the future of humanity."

DAYS OF WORLD ARMENIAN CONGRESS AND RUSSIA’S ARMENIANS UNION IN ARMENIA AND ARTSAKH

On October 14-17, in Armenia and Artsakh will be held Days of World
Armenian Congress (WAC) and Russia’s Armenians Union (RAU). Delegations
of Armenian communities from all provinces of Russian Federation,
also Bulgaria, Hungary, England, Moldova, Ukraine, Georgia, Iran and
other countries will participate in the events in Armenia and Artsakh
organized in the framework of the Days.

The annual Days aim to strengthen Armenia-Diaspora, Diaspora-Diaspora
relations, and give the delegations from different countries a peculiar
opportunity to get acquainted with the Armenian conditions and discuss
probable investment programs.

WAC and RAU continue the program "National Support for the
computerization of the schools in Armenia and Artsakh". A dozen
schools, where the opening ceremonies of the computer classes will
be held in the presence of the Days delegations members, will add
the number of more than 500 computerized educational centers.
