ITU to consider allowing Azerbaijan to launch its own satellite

The International Telecommunication Union (ITU) will consider, in the
first half of 2008, giving a license to Azerbaijan for launching its
own satellite, the country`s ministry of communication and information
announced.

According to Gurban Abdullayev, an official at the ministry, Azerbaijan
officially appealed to ITU last year.

He said only 25 or 30 countries throughout the world have their own
satellites.

If Azerbaijan manages to put its satellite into the orbit covering
Europe, it will be able to become a transit country for broadcasting
European and Asian stations.

OSCE MG French Co-chair Bernard Fassier mentioned that proposals of
Co-chairs on Karabakh conflict settlement presented to the conflict
sides in Madrid "are positive for both sides".

At the same time he mentioned that no side can receive everything
it wants. Russian co-chair Yuri Merzlyakov stated that the work on
coordinating core principles of the conflict regulation continues."If
core principles are coordinated, agreement project will be prepared.

Separate paragraphs on the principles will be reflected in the
project. It was not possible to achieve mutual agreement and to find
satisfied version fro both sides yet. We will continue our activity
on this field. 2008 should be decisive year for the settlement of
Nagorno Karabakh conflict," he said.

I can confess that I have lived two deep and unforgettable shocks during my
years in this office — once in 1999 when the stability of Armenia was
threatened by gunmen and the second time last year when I received the call
that Hrant Dink had been assassinated. Both were attacks not on men, but on
ideas and values.

Hrant’s murder was an assault at democratic state-building – of the Turkish
state. His murderers took aim at his vision of a Turkey that allowed free
speech, that tolerated open discourse, and that embraced its minority
citizens, like himself.

We miss Hrant. He would come to Armenia a couple of times a year. In
September 2006, when he spoke at the third Armenia Diaspora Conference, his
message was that as members of the European family, Turkey and Armenia would
have normal relations, because even the unwilling in Turkey would be induced
to find a way to dialogue. That was music to our ears, echoing as it did our
own wishes.

He also addressed the "International Conference on the 90th Anniversary of
the Armenian Genocide" we held in Yerevan in April, 2005. Everyone respected
his ardent, reasoned plea for dialogue, for distinguishing between today’s
Turkish Republic and the perpetrators of atrocities nearly 100 years ago. He
recounted passionately how he had explained to Turkish authorities that
Armenians are looking for their roots – the same roots which the Ottoman
Empire slashed when it attempted to completely eradicate a people and tear
it away from its home, its culture and its traditions.

Each time he came to Yerevan, we would find a few minutes to talk. It was
important that I hear from him about the mood in Turkey. Hrant was the right
person to ask, because he was not just an Armenian living in Turkey. He was
proud of both his identities – Turkish and Armenian – and was insulted and
angered that while trying to reconcile them he was accused of ‘insulting
Turkishness’.

When he was first charged under Article 301 for ‘insulting Turkishness’, I
asked whether it would help if I wrote a letter or spoke publicly. He
responded confidently. "My thanks and gratitude, but right now, I’m all I
need. So help me God, I’m going to take my struggle and my rights all the
way to the end."

Later, he wondered how "On the one hand, they call for dialogue with Armenia
and Armenians, on the other hand they want to condemn or neutralize their
own citizen who is working for dialogue."

Hrant Dink was candid and courageous, but not naive. Still, he could not
have predicted this kind of ‘neutralization’. His honest and brave voice
was silenced. Worse, some saw in this assassination a clear message that the
danger they face lies deeper than a mere judicial conviction.

This message is just one of the dividends that this killing offered those
who contributed to the fanatical nationalist environment which colors
Turkish politics in and out of Turkey. The brutality, the impunity, the
violence of Hrant’s murder serves several political ends. First, it makes
Turkey less interesting for Europe, which is exactly what some in the
Turkish establishment want. Second, it scares away Armenians and other
minorities in Turkey, from pursuing their civil and human rights. Third, it
scares those bold Turks who are beginning to explore these complicated,
sensitive subjects in earnest.

In Armenia, we have insisted for more than a decade, that although we are
the victims of historical injustice, and although we are on the other side
of a border that Turkey has kept closed, we are prepared at any time for
dialogue with our neighbor on any subject, so long as there are normal
relations between us, so long as this last closed border in Europe is
opened, so long as someone on the other side wants to talk. We are ready.

A year ago, we were moved by the outpouring of fundamental, human grief at
all levels of Turkish society, especially by those who have been scared by
the demonstration of such violence on the part of an adolescent, and seen it
for what it is — the continuation of hatred and enmity into the next
generation.

Hrant Dink’s family, his colleagues at and around Agos, his friends in
Armenia and in Turkey, will find some comfort knowing that today and
tomorrow, Hrant will be remembered – by Armenians, who share his vision of
understanding and harmony among peoples, and by Turks, who share his dream
of living in peace with neighbors and with history.

Azerbaijan, Baku, 12 January / Trend corr. I.Alizadeh / The
Azerbaijani State will invite Armenians to participate in the NATO
Parliamentary Assembly Rouse-Router workshop which will be held in
Baku.

`Azerbaijan will send an invitation to NATO PA member-countries and
observer countries to take part in the workshop,’ MP Siyavush
Aslanov, a member of the Azerbaijani Delegation to NATO PA and Deputy
Executive Secretary of the ruling New Azerbaijan Party, said to
Trend.

The 68th NATO PA workshop will be held in Baku on 6 and 8 March 2008.

Jose Lello, the President of NATO PA, and David Hobbs, the Secretary
General of the organization, as well as delegates, who represent over
thirty countries, will take part in the workshop. Representatives of
a range of international organizations will also attend the workshop.

Azerbaijan and Armenia broke relations due to the Nagorno-Karabakh
conflict which has been ongoing between both countries since 1991.
Armenia cooperates less with NATO compared to other member-countries
of the organization.

According to the MP, Azerbaijan will invite Armenia as the hosting
country must provide participation in the workshop to all
member-countries of the organization. If Armenian agrees to take part
in the workshop, which will be held in Baku, then they will be
provided with security.

Azerbaijan has been cooperating with NATO since 1994 within the
framework of the Partnership For Peace Program. In 2004 a plan for
personal cooperation was signed between Azerbaijan and NATO. Since
2007 the Azerbaijani Army has maintained NATO standards.

Turkish premier says Armenian Diaspora seeking indemnity over 1915

MADRID (A.A) – 14.01.2008 – Turkish Prime Minister Recep Tayyip
Erdogan said Monday, "(Armenian) Diaspora continues to muddle.
Following their demarches in various countries they try to obtain
relevant or irrelevant judgments."

Turkish PM Erdogan made comments on Armenian allegations regarding
1915 incidents while speaking at a breakfast organized by Europa
Press in Madrid.

Erdogan said, "the matter (regarding the bill on Armenian allegations
submitted to the US Congress) seems to be postponed, particularly
thanks to the sensitivity of the US administration. US President
George Bush and other executives have exerted intensive efforts.
However, I would like to express very clearly that there are very
serious prejudices regarding this issue."

"I wrote a letter to [Armenian President Robert] Kocharyan in 2005
and said this (the allegations) should be assessed by historians.
Turkey has opened its archives. There are more than one million
classified documents. Turkey has also asked Armenia to open its
archives. Kocharyan has not yet responded to my suggestion," Turkish
PM remarked.

Erdogan said, "the Armenian Diaspora is in an effort to get indemnity
(from Turkey)."

"Turkey’s cause is rightful. Turkish government opened air corridors
to Yerevan and restored Armenian Orthodox church in Akdamar Island in
Van Lake. There are currently 40,000 Armenians living in Turkey who
escaped from Armenia. We have not extradited them. Armenian citizens
living in Turkey do not have problems," Erdogan said.

Responding to a question on headscarf issue, Erdogan said, "people
wearing headscarves can get education in universities in Europe and
the United States. Unfortunately, this is a problem in our country.
Overcoming this problem will also help to solve the problem of the
right to education."

January 21-25 the winter session of the Parliamentary assembly of the
Council of Europe will take place in Strasbourg.

The Armenian delegation headed by the Chairman of the National
Assembly’s Standing Committee on State and legal Issues, member of the
Republic Party faction David Harutyunyan will participate in the
session.

The agenda includes no issues immediately related to Armenia. The only
question referring to the countries of the South Caucasus is about the
accomplishment of Georgia’s commitments before the Council of Europe. A
corresponding report will be adopted as a result of the discussion.

AZERI PRESIDENT SAYS 2008 TO BE DECISIVE IN KARABAKH SETTLEMENT

[Presenter] Azerbaijani President Ilham Aliyev has named the
districts that must be liberated from occupation.

[Presenter continuing over video of Aliyev addressing a cabinet
meeting] He said at a cabinet meeting that Armenia’s nonconstructive
position and the world community’s indifference to the issue makes
the peaceful settlement of the Nagornyy Karabakh problem impossible.
Although the whole world admits that Azerbaijan’s position is right,
this support is not yielding real results, the president said. The
head of state said that 2008 will be a decisive year in the
settlement of the Nagornyy Karabakh conflict. This year will clearly
show where we are and whether it is possible to solve the issue in a
peaceful way or not. After that, we will make our own decision.

The president said that Azerbaijan will never discuss its territorial
integrity. The independence of Nagornyy Karabakh is not and will not
be subject to discussion now or in the future.

Ilham Aliyev also said that the Armenian leadership sometimes makes
false statements for domestic consumption. He said that the essence
of the negotiations is [the Armenians’] withdrawal from all occupied
territories of Azerbaijan and the return of Azerbaijani citizens to
Nagornyy Karabakh.

The districts of Agdam, Fizuli, Zangilan, Cabrayil, Qubadli, Kalbacar
and Lacin must be vacated. I listed all these districts so that the
Armenians do not make false statements for their own political
purposes tomorrow.

The withdrawal of the Armenian occupying forces from all these
districts and the return of Azerbaijani displaced persons to Nagornyy
Karabakh and Susa are the main essence of the negotiations. This is
the reality, end quote.

Saying that Armenia is a mono-ethnic state that has expelled all
other ethnic groups and lives in a closed, militarized and
anti-democratic regime, the president added that a criminal bandit
group has seized the region of Nagornyy Karabakh and a
military-criminal regime is in power there. This is a region that is
beyond any international monitoring, and no-one knows what is going
on there, what arms and terrorist forces are kept there and how drugs
are cultivated there. This is a black stain within Europe.

[Aliyev addressing the cabinet meeting] Of course, we are very
concerned about the unfair Nagornyy Karabakh problem, which is the
most painful and difficult problem for us, and its unresolved status.
We are trying to solve the issue in a peaceful way, but we can see
that it is not possible to achieve this yet. What is the reason? It
is Armenia’s nonconstructive position and the world community’s
indifferent attitude to this issue. We have to be honest about
everything. The whole world admits and states, and Azerbaijan’s
territorial integrity is supported, recognized and defended in all
bilateral and international meetings and official documents. And we
can hear everywhere that you are right, your territory has been
occupied and justice is on your side.

Georgia to host joint exercises with U.S. military in summer 2008

A United States European Command delegation has arrived in Georgia to
prepare jointly with local military a plan of the large-scale
Immediate Response 2008 military exercises.

The exercises are planned to be held in Georgia in July 2008, the
Georgian Defense Ministry told Interfax on Friday. Apart from
Georgian and U.S. military, the exercises will also involve forces
from Armenia, Azerbaijan, Ukraine and Turkey.

The delegation of 30 U.S. military will visit the Vaziani military
base and the naval base in Poti.

Serge Sargsyan gave a surprise to Geghamyan

SERGE SARGSYAN GAVE A SURPRISE TO GEGHAMYAN

The leader of the National Solidarity Party Artashes Geghamyan and
the head of his election office Alexan Karapetyan, as well as other
NS leaders, held a news conference on January 11. Alexan Karapetyan
stated that Levon Ter-Petrosyan’s political activity is the
instrument and project of the government. He explains that the media
which support Ter-Petrosyan criticize Geghamyan more than the
government. In addition, he says the criticism by the
pro-Ter-Petrosyan media appears on TV channels which are controlled
by the government.

The leader of the National Solidarity Party Artashes Geghamyan who is
a presidential candidate said Levon Ter-Petrosyan is the most
convenient opponent to Serge Sargsyan because the government has a
lot of facts against him, and if necessity occurs to reveal those
facts, Ter-Petrosyan will get into trouble. Geghamyan thinks Levon
Ter-Petrosyan is not a strong candidate, and the reporters exaggerate
his rating. As to rumors that he is Serge Sargsyan’s protege,
especially that Serge Sargsyan used to criticize him, whereas now he
praises him, Artashes Geghamyan says: `Serge Sargsyan gave me a
political evaluation, and I was pleased to hear because it gave me a
surprise. When you disregard your personal attitude, and consider the
problems of the state as primary, assess a political activist in
terms of state building and reinforcement, it means you are a real
patriot. This is the message of Serge Sargsyan’s statement. Which is
not typical of Levon Ter-Petrosyan,’ Artashes Geghamyan said.

Geghamyan’s deputy Sargis Muradkhanyan said to be dissatisfied with
the candidates of the Orinats Yerkir Party and the ARF Dashnaktsutyun
which `take for granted Levon Ter-Petrosyan’s words that except for
the candidate of the ARF Dashnaktsutyun and the Orinats Yerkir Party
all the other candidates carry out the orders of the government.’ `If
you say Levon Ter-Petrosyan said something so he had the reason for
that, maybe you should have the courage to confess that you are on
his side. It would be more clear to both people and us,’ Sargis
Muradkhanyan says.
