October 16 was a Day of Grand Wedding in Artsakh. Under initiative
and sponsorship of a well known businessman and benefactor Levon
Hayrapetyan a ceremony of unprecedented simultaneous wedding
of 700 couples has taken place. It took place in Gandzasar and
St.Ghazanchetsots (in Shoushi) churches. But the main part of the
ceremony was conducted in the newly constructed city stadium in
Stepanakert. Tens of thousands of our citizens and guests were present
at the celebration. The leadership of the NKR, representatives of
the Armenian Apostolic Church, numerous of invitees were present
at the arrangement. A number of Armenian businessmen from Russia,
who had contributed greatly into the measure, attended the ceremony,
which has turned into a great public holiday.

The NKR President B. Sahakyan, a number of spiritual, economic,
public and cultural figures delivered congratulatory speeches.

National lively melodies were heard from stadium up to midnight.

Performance of songs and dances by singers and dancers from Armenia
and Artsakh added a festive mood to the day. The celebration ended
in a grandiose salute.

Considerable financial assistance rendered to the newly married couples
by sponsors will help them to overcome some social difficulties.

The main aim of the grand wedding is to spur marriages and to promote
the nation’s population upsurge.

Governor Schwarzenegger Announces Appointments

Governor Arnold Schwarzenegger today announced the following
appointments:

Maria Mehranian, 50, of La Cañada, has been appointed to the Los
Angeles Regional Water Quality Control Board. She has served at the
Cordoba Corporation as managing partner since 1992 and previously served
as vice president of urban and transportation planning from 1986 to
1992. Mehranian is a member of the American Planning Association,
California Hospital Medical Center Foundation Board of Directors and is
chairperson for Armenia Fund. This position requires Senate confirmation
and the compensation is $100 per diem. Mehranian is a Democrat.

TURKEY EXPLAINED VIA BOOK PUBLISHED IN 9 LANGUAGES

The Directorate General of Press and Information of the Office of
the Prime Minister has published a book with translations in nine
languages to better introduce Turkey to foreign countries.

The book, "Turkey 2008," aims to provide foreign countries with
broad information on Turkey’s natural beauty, historical and cultural
wealth, political and democratic structure, and economy along with
its society. The book also includes detailed information about events
of World War I in eastern Anatolia, which Armenians claim amounted to
systematic genocide of the Armenian population by the Ottoman Empire,
and Turkey’s long-standing fight against terrorism and the outlawed
Kurdistan Workers’ Party (PKK).

Among the other issues covered in the book are Turkey’s bid to join the
EU, its policy on northern Iraq and the country’s relations with the
US and Russia. "Turkey 2008" has been published in Turkish, English,
French, German, Arabic, Russian, Japanese, Spanish and Chinese,
and studies are ongoing for publication in Portuguese for next year.

President of the Central Bank of Armenia Arthur Javadyan and
Vice-President Vache Gabrielyan left for Washington today to
participate in the 2008 annual meeting of the Councils of Managers
of the International Monetary Fund and the World Bank.

According to the Public Relations Department of the Central bank of
Armenia, they will participate in the plenary sittings of t he annual
meetings of the Councils of Managers of the International Monetary
Fund and the World Bank, the sittings of the Development Commission
and the meeting of the Dutch Group.

On October 8 the President of the National Assembly of the Republic
of Armenia Hovik Abrahamyan received the Head of the OSCE Yerevan
Office Sergey Kapinos.

Greeting the guest, Hovik Abrahamyan noted that he is familiar with
the process of discussions and agreements with the National Assembly
during his one-year activity as Head of the OSCE Yerevan Office and
is ready to contribute to their accomplishment.

Serggey Kapinos noted that their organization is ready to continue
the training of the NA staff. He informed the Armenian Parliament
Speaker about the memorandum on organization of seminars on issued
so parliamentary control over force structures to be signed with
the Chairman of the Parliamentary Standing Committee on Defense,
National Security and Interior Affairs.

Mr. Kapinos conveyed the appreciation of his leadership regarding the
creation of the ad hoc committee to investigate the March events and
the establishment of a fact-finding mission.

Israelis, the cabinet on Sunday voted to approve the transfer of nine
acres of prime property in downtown Jerusalem to Russia.

The building and garden, known as Sergei’s Courtyard, were purchased
by Russian royalty in the 1800s and have passed through a number of
sovereign hands through the years.

For more than a decade, Moscow has been demanding that the property
be handed over to the Kremlin.

Israeli Prime Minister Ehud Olmert, in Russia this week, has told
Russian officials of the Israeli government’s decision to turn the
land over to Russia, a spokesman said/

But many Israelis are unhappy that Olmert will get nothing in return
for the "gift" that he’s giving to the Russian government.

There is a public outcry demanding to know why this step was taken,
said Jerusalem City Councilman Nir Barakat.

"I can clearly say that it’s against the interest of the City of
Jerusalem. It’s weakening Jerusalem," Barakat told journalists in
Jerusalem on Monday. "It [sets] a precedent for future demands of
other people for land in the center of the city, and I think it’s a
bad deal."

Israel considers Jerusalem to be its undivided, eternal capital.

The Russians secured the compound from the Turkish Ottoman Empire in
1858 to be used for pilgrims visiting the Holy Land. It was confiscated
by the Turks during World War I, requisitioned by the British after the
war, and passed on to Israel following its War of Independence in 1948.

In 1964, Israel purchased 90 percent of the land from the Russian
Orthodox Church. But Sergei’s Courtyard, named for the Grand Duke
Sergei Alexandrovich, the son of the tsar, was not included.

When diplomatic relations between Israel and Russia were restored in
the early 1990s, negotiations began on the property.

Foreign Ministry spokesman Yigal Palmor said that former Prime
Minister Ariel Sharon agreed to transfer the land as a way of
improving relations between Israel and Russia and restoring a climate
of cooperation and cultural affinity between the nations.

"It was a gesture meant to create goodwill" and not a deal for
which Israel would receive something tangible in return, Palmor
told CNSNews.com.

Some Israelis are trying to stop the deal from going through. The
Legal Forum for the Land of Israel appealed to the High Court this
week to stop the transfer of the property, said the Forum’s attorney
Itzhak Bam.

The legal group argues that Olmert, as the prime minister of
a caretaker government, has no authority to make such a big
decision. Olmert resigned as prime minister last month, but has not
yet stepped down.

The court is expected to discuss the appeal on Sunday, said Bam.

It’s not clear that the property really does belong to Russia,
Bam added. Russia should have taken its claim to court and not to
political leaders, he said. But beyond that, Bam said, Israel has no
business giving Russia such a gift.

"Russia plays an extremely negative role in the Middle East and
Israel. It sends weapons to Iran and Syria. The weapons [reach]
the hands of Hezbollah [and are used against Israel]. Russia is not
friendly to Israel. Russia strongly supports all the forces that
[want to] destroy Israel," Bam charged.

It is an act of "supreme stupidity" to give Russia the property as a
gift. Russia will take Sergei’s Courtyard and continue to sell weapons
to Iran and Syria. It is clear that if Russia wants to reassert itself
as a superpower in the Middle East, it will continue to sell weapons,
he said.

"[Getting the properties back] is seen by Russia as an important step
in resuming its past greatness, back to its imperial role in the Middle
East," said Bam, who immigrated to Israel as a child from the former
Soviet Union. "Israel doesn’t have to help them to make this step."

Land in the Holy City

Jerusalem is unique in the world. During its history, all the churches
tried to consolidate their hold on the Holy City by buying land. So
did the Russian Orthodox Church, said Israel Kimhi, from the Jerusalem
Institute for Israel Studies.

There was a kind of a competition between the European powers to
acquire land, he said.

A lot of land is owned by various churches here, with the Greek
Orthodox Church being the biggest owner, Kimhe told CNSNews.com. The
Italians, Germans, Russians and Armenians are among those who also
owned land here.

Around the Old City of Jerusalem alone, churches own thousands of acres
in bits and pieces. They also own lands in Jaffa, Ramle, Nazareth,
and near the West Bank city of Hebron but most of the properties are
in Jerusalem, Kimhe said.

The Greek Orthodox Church owns properties, which it has allowed
Israel to use under to long-term lease agreements. Those properties
include land on which the Knesset, the prime minister’s residence
and a Jerusalem neighborhood are built.

The Israeli Ministry of Labor and the Society for the Protection of
Nature in Israel are currently based at Sergei’s Courtyard.

Putin was so interested in this little corner of Jerusalem that he
visited the compound when he was in Israel in 2005. "It’s troubling
that an international power is looking at such a small courtyard,"
said Kimhe.

In an editorial in the Jerusalem Post on Monday, the editors wrote
that the Israeli government should be able to exercise the right of
eminent domain over the "relics of yesteryear’s imperialism" as it
does over its own local residents.

If Russia can claim to be Sergei’s heir, even though his holdings were
explicitly designated as private, then can’t Israel claim the property
that "the self-same Sergei forcibly took from 30,000 Muscovite Jews
whom he cruelly expelled from the city mere months after his Jerusalem
guest house went up?" the paper asked.

There is no reason for Israel to turn Sergei’s Courtyard into a
possible "de facto extraterritorial Russian toehold in our capital,"
it said.

"Capitulation to Moscow in this matter, apart from being unlikely to
purchase Russian goodwill on the critical Iranian issue, could well
open up a Pandora’s Box of other territorial demands," the Post said.

received today Catholicos of All Armenians Karekin II, archbishop
class of the Armenian Apostolic Church.

Presidential press service told Armenpress that the president greeted
the guests saying that he was happy to receive them few days later
after chrism blessing ceremony. According to the president, this
ceremony most rightly symbolizes the idea of unity and collectiveness
of our people.

The president said that not having statehood for thousands of
years, the church always supported our people and guided until 21st
century. "We as a state must return the debt to the church so that
it will become stronger and lead our people," Serzh Sargsyan said,
adding that the state is always ready to support the church.

Catholicos on his part welcomed the permanent attention of the state
to the issues of the church. Noting that the church supports all
the programs of the head of the country which are aimed at ensuring
progress and development, Karekin II said that they are already
notable.

The president also answered to the questions of the present and gave
some explanations over the recent events.

Rome, 3 Oct. (AKI) – Forty Iranian puppets are to dance on stage to
the music of Italian composer, Giuseppe Verdi, in a rare production
being staged in the northern city of Turin on Saturday.

The puppet show, directed by Iranian Behrooz Gharibpour, brings to
the stage William Shakespeare’s ‘Macbeth’ presented with the music
of Verdi at the Incanti Festival.

Twenty-five girls control the puppets in the theatre production. The
company previously staged an Iranian tragedy by poet Abolghassem
Ferdowsi at Rome’s Argentina Theatre using the music of Armenian,
Lori Tjeknavorian.

But it is rare for puppets to be seen interpreting a
tragedy. Gharibpour, who studied theatre in Rome at the end of
the 1970s, said there was a mistaken view that puppets were only
"superficial" distraction for children.

"Often when you think of puppets, you immediately think of children,
and when you speak about children, you think of everything that is
stupid or superficial," Gharibpour told Adnkronos International (AKI).

"Puppets and children are serious things, above all I consider children
philosophers with limited experience."

The director said unlike Europe where the tradition of puppetry was
disappearing, in Iran, China and Japan puppet theatre was a serious
act, directed at adults and to present tragedies.

Former consul for cultural affairs at the Italian Embassy in Tehran,
Felicetta Ferraro, is very enthusiastic about the Iranian puppetry
and its interpretation of Macbeth. " A true masterpiece," said the
former diplomat.

The company’s Macbeth ran for three months in Tehran to a full house.

"Macbeth is a double masterpiece," said the director. "Because it
combines a master work by a great writer like Shakespeare and a great
musician like Verdi."

the key responsibility for the final choice of the settlement formula
is laid upon Armenians and Azerbaijanis, Russia would be ready to

Ban Ki-moon.

During the meeting the parties dwelt on a number of regional issues
including the peaceful resolution of the Karabakh conflict and the
Armenian-Turkish dialogue.

The UN Secretary General appreciated Serzh Sargsyan’s "football
diplomacy" and Turkish President Abdullah Gil’s visit to Armenia,
expressing willingness to contribute to the improvement of the
Armenian-Turkish relations.
