These days, many are scratching their heads over the political definition of the extraordinary situation created in the relations between the parliament and the government. The parliamentary majority has declared itself the opposition, and the executive is seen as a minority government. Although quite unusual for a parliamentary system, such situations often arise in presidential and semi-presidential republics known by the term “cohabitation”.

These are the cases when the president represents one party, while the parliament is dominated by deputies of another party. It makes the smooth functioning of the state machinery extremely difficult, often creating crisis situations. The Republican Party, having the parliamentary majority, is capable of aborting all legislative initiatives of the government, and judging by the latest speeches, they do not hide such an intention.

What can the newly elected government led by Pashinyan oppose to this? Until this moment, Pashinyan imposed his will on the parliament through popular protest and uprising, which, as a manifestation of democracy, was understood by the international community. However, can he influence the parliament in the same way from now on? Obviously not, because that resource is already exhausted. It is one thing to impose one’s will on the parliament in the capacity of the leader of the popular movement, and quite another thing in the capacity of the prime minister. In this case, the international community will not tolerate such practices, because it will be seen as an act of power impermissible pressure exerted by one wing on the other, especially considering the fact that the same international community once recognized both the parliamentary elections and the parliament formed as a result of them.

Therefore, as many realize, the only way to get out of this extremely dangerous situation for the country is to hold extraordinary parliamentary elections, of course, after a radical transformation of the electoral code. However, serious complications are expected in this issue as well, because the transformation of the electoral code again depends on the will of the parliamentary majority. It should not be ignored that in addition to the motive of political confrontation, the Republicans also have personal interests, because they are not sure that they can appear in the parliament after the next elections.

Let’s hope that in order to overcome the legislative obstacles created in the matter of holding extraordinary parliamentary elections due to the existing difficult constitution, the influential political forces will show the will and common sense to find a way out of this difficult situation threatening our statehood through negotiations, dialogue and mutual agreement.

Ruling party committed to supporting May 8 election, HHK faction says

The Republican Party of Armenia is committed to its earlier statement and will support with sufficient voted the election of a Prime Minister on May 8, Republican Party (HHK) faction leader Vahram Baghdasaryan told reporters in parliamentary press briefings.

“We haven’t had discussions on other developments. We have our decision until May 8 – to support the election of Prime Minister, and after this we will discuss the remaining issues,” he said.

Baghdasaryan clarified that the HHK continues having the same concerns which their lawmakers had voiced during parliamentary debates on May 1.

“Our main concerns relate to the change of foreign policy vector. These concerns remain, and Nikol Pashinyan is aware about it. However, we, seeing the reality that our citizens who went out to rallies, the initiators of these rallies are adamant in their stances, we made a decision that we will support the candidate of the parliament’s 1/3 in the second round. For settling the situation in the country we made a political decision to support in order for a Prime Minister to be elected on May 8 because the most important thing for us is the establishment of stability in our country,” he said.

From military spending to Saakashvili’s return to Georgia – HHK lawmaker’s questions to Pashinyan

Nikol Pashinyan says he believes that the country’s military spending must be adequate to the regional situation.

Republican Party (HHK) faction MP Tajat Vardapetyan asked the candidate for Prime Minister during today’s parliamentary hearing about his views on Armenia’s military spending.

“Do I find that today Armenia has a need for increasing military spending? Yes, I do. Today Armenia has a need to increase military spending. I am convinced that we will be able to significantly increase budget revenues, which will result in significant increases of military spending as well,” Pashinyan said.

In response to the MP’s observation that former president of Georgia Mikhail Saakashvili is expecting Nikol Pashinyan’s clear attitude regarding his return to Georgia, Pashinyan assured that he didn’t have any ties and doesn’t have any ties with Saakashvili.

“I don’t personally know Saakashvili, I have never had any interaction with him. What is happening in Armenia has received a wide reaction in the world. If we now try to understand who were the ones that expressed attitude we will see that they were people of various nationalities and various orientations. This doesn’t anyhow impact on what is happening. Saakashvili’s return to Georgia is exclusively the domestic business of Georgia and Saakashvili’s business”, Pashinyan said.

Vardapetyan also asked how Pashinyan imagines the NK conflict settlement without compromise. Pashinyan answered that it is unclear for him why one of the parties should speak about compromise when the other party is announcing about intentions of capturing Yerevan.

“Speaking about compromise makes sense when both parties speak about it. I have always said that it is ridiculous when the Armenian side responds to Azerbaijan’s threats with conversations about compromise”, he said.

YEREVAN. – Azerbaijani press is flooded with the news that world and Russia champion, Armenian gymnast Sergei Azarian, also is competing for Russia at the 26th European Gymnastics Championships which are held in the Azerbaijani capital city of Baku, according to Past (Fact) newspaper of Armenia. 

“The Turks [i.e. the Azerbaijanis] cannot obstruct the Armenian’s participation, since he is representing Russia, but they constantly remind about his national belonging,” wrote Past.

The Pasadena Unified School District Board of Education unanimously voted to pass a resolution ensuring the Armenian Genocide is taught to its faculty, student body, and the community.
 
April will also now be known as “Pasadena Unified School District’s Month of Commemoration for the Anniversary of the Armenian Genocide of 1915.”
 
The important March 29 resolution also recommits board members involvement with teachers in discussions about ways to educate about genocide and also the most effective ways of communicating societial themes that run through the continuum of genocides of modern history.
 
The resolution was jointly introduced by Armenian Student Club Chairs Aram Chalikyan of Marshall Fundamental School, and Hamlet Nortikyan of Pasadena High school.
 
Alison Ghafari, a representative of the Armenian Council of America, commended PUSD for recognizing the atrocities of the Armenian Genocide and recommitting to teaching the history to its faculty and student body.
 
“The one topic that I do not recall covering in depth was the Armenian Genocide in my Honors World History class,” Ghafari said. “In a chapter of my textbook, the Armenian Genocide was vaguely summarized into one, small paragraph. My teacher at the time was also vague on the subject and showed us a short video clip of an Armenian grandma weeping and giving her testimony on the event and what she had to endure. The video could have resonated with the students within the class, but it did not. There was no discussion after that, no information further given to educate the students. No one understood its importance….I believe that it is important to learn and discuss what has happened in our history to prevent it from repeating itself. Failure to recognize the Armenian Genocide has led to many other ethnic cleansings. That is why it is important to educate our youth on the Armenian Genocide and any other crime against humanity that our education system has forgotten.”
 
The Armenian Council of America promotes the civic and civil rights interests of the Armenian American community. It hopes to achieve these goals through education, community organization, leadership development, and coalition-building with diverse communities.
 

Burger King’s alcohol license was pending approval for renewal at the time of explosion in Yerevan – investigation

Aghvan Hovsepyan, Chairman of the Investigative Committee of Armenia, chaired a consultation on April 4 to discuss the investigation into the April 2 explosion which took place in the Burger King fast food restaurant in Northern Avenue, Yerevan.

A criminal case was launched on the explosion, with a task force probing the incident. CCTV recordings of the restaurant have been confiscated.

The preliminary suspected cause of the explosion was a pressure cylinder attached to a beer dispenser. Experts are currently looking into what exactly caused the blast.

The investigation revealed that Burger King’s alcohol license was expired at the time of the incident. The fast food restaurant was granted a license to sell alcohol in 2017 November, which was expired in 2017 December. Burger King applied for extending the license after the expiration, but continued selling alcohol without receiving approval.

Chairman Hovsepyan tasked the investigators to find out whether or not Burger King had the right to continue selling alcohol while the request for extension was pending, what proceedings were launched based on the license application, and why wasn’t Burger King notified on the results of discussions of the application.

The investigation will also focus on whether or not the safety conditions were inspected at the fast food restaurant, and who was in charge for technical precautions of the device.

YEREVAN, MARCH 24, ARMENPRESS. The official inaugural ceremony of the bronze statue of St. Gregory of Narek will be held in Vatican on April 5, Acistampa reports.

The author of the article Andrea Gagliarducci writes that according to some non-official reports, the inaugural ceremony of the statue will be attended by Armenia’s President Serzh Sargsyan, Pope Francis and Catholicos of All Armenians Garegin II.

“The inaugural ceremony of the statue of St. Gregory of Narek will be another tangible sign of high-level relations of the Catholic and the Armenian Apostolic churches which further strengthened during Pope Francis’ visit to Armenia – the First Christian Nation, in 2016. Pope Francis aims at having excellent relations with the Armenian community”, the author of the article writes.

It is also stated that during the works on erecting the statue the representatives of the Armenian Apostolic church had high-level meetings in Vatican.

On March 21 Armenia’s Ambassador Extraordinary and Plenipotentiary to Vatican Mikayel Minasyan released details over the works on erecting the statue of St. Gregory of Narek.

Ambassador Minasyan said on Facebook that during Pope Francis’ visit to Armenia in June 2016 President Serzh Sargsyan gave a small statue of St. Gregory of Narek to the Pope as a symbol of his pilgrimage to the first Christian country. While handing over the statue to Pope Francis, the Armenian President expressed hope that its big version will be erected in Vatican. The Pope liked the statue, thanked the President and gave his approval.

“After a short period of time the creative team led by People’s Artist of Armenia, author of the statue of St. Gregory of Narek Davit Yerevantsi started the works. Architect Mikayel Hasratyan and project manager Vardan Karapetyan actively engaged in the statue creation works, and my friend Artur Janibekyan, who is a true devotee of spreading Narek, joined me by becoming the second philanthropist of the statue. Thanks to the hard work of the creative team the 2-meter bronze statue of St. Gregory of Narek was created in the Czech Republic and its erection works in Vatican’s parks completed today”, the Ambassador said.

In a first-ever visit to the U.S. Capitol by an Artsakh (Nagorno Karabakh) head of state, President Bako Sahakyan delivered a powerful pro-peace and prosperity message to the American people, thanking U.S. legislators for ongoing aid programs and encouraging continued U.S. leadership toward a durable, democratic resolution of outstanding Artsakh-Azerbaijan status and security issues, ARMENPRESS was informed from the official website of the Armenian National Committee of America (ANCA).

“Our people are building an independent, sovereign, democratic state and civil society,” said President Sahakyan. “We are committed to these ideas consciously. They have been inherited from generation to generation, constituting part and parcel of the Armenian civilization.”

Citing Artsakh’s democratic and economic progress over the past 25 years, President Sahakyan noted “Representatives of numerous countries, including the United States, who periodically visit Artsakh, carry out observation missions in various elections also point to our achievements registered on this path. Artsakh people have earned the right to become a full member of the international community and to be integrated into the civilized world.”

President Sahakyan concluded, noting “Washington has a tangible role in maintaining peace and stability in our region, peaceful and just settlement of the Azerbaijani-Karabakh conflict conducting its mediation mission as a co-chair of the OSCE Minsk group. Cementing and deepening ties with the United States of America have always been and will remain among the fundamental directions of our foreign policy.”

The Artsakh briefing and reception on Capitol Hill featured Congressional participation by Congressional Armenian Caucus Co-Chairs Frank Pallone (D-NJ), Jackie Speier (D-CA) and David Valadao (R-CA), Vice-Chair Adam Schiff (D-CA), and Representatives David Cicilline (D-RI), Jim Costa (D-CA), Anna Eshoo (D-CA), and Brad Sherman (D-CA). They each welcomed the President and his delegation, which included Foreign Minister Masis Mayilian, Parliamentarians David Ishkhanian and David Melkoumyan, and the President’s Deputy Chief of Staff David Babayan. They were accompanied by Artsakh’s Representative in the United States, Robert Avetisyan. Also in attendance was Armenian Ambassador to the U.S. Grigor Hovhannisian and his Embassy team.

Opening up the Congressional briefing, Rep. Pallone cited the importance of lifting artificial barriers to dialogue and travel to Artsakh. “When we were there (in Armenia) in September,” explained Rep. Pallone, “we were strongly urged by the Administration, by the State Department not to go to Artsakh, which I think is very wrong that they continue to do that. That is one of the reasons that we introduced this bill (H.Res.697) – to make it clear that travel and communications with Artsakh – even though it is not recognized by the United States – is very important.” Support for H.Res. 697, introduced in January, 2018, is growing with 12 cosponsors to date. Congressman Pallone went on to stress the importance continued visits to Artsakh as well as the continuation of U.S. assistance to Artsakh and the implementation of the Royce-Engel proposals for peace in the region.

Congressional Armenian Caucus Co-Chair Jackie Speier (D-CA), one of two Members of Congress of Armenian descent, announced that she would be leading a Congressional delegation to Armenia and Artsakh this year “to help everyone understand and appreciate what a grand and prosperous country it is and how important it is for Artsakh to be recognized as part of Armenia.”

Following the briefing, Rep. Schiff told the ANCA of the importance of implementing the Royce-Engel proposals. “That [the proposals], of course, are supported by Artsakh and Armenia but opposed by Azerbaijan, which has consistently been a belligerent and aggressor, but in the absence of that kind of deterrent, there is a grave risk that Azerbaijan may provoke a conflagration in the region,” said Rep. Schiff. “As Aliyev struggles with conflicts and unpopularity at home and spends billions on his military, there is a great temptation to use that, and we have to insist upon the peace as well as hold those who violate it accountable.”

Congresswoman Anna Eshoo (D-CA), also of Armenian and Assyrian descent and from Rep. Speier’s neighboring district, spoke fondly of her trip to Armenia last September, and of her “Armenian family” present on Capitol Hill and across the United States, all dedicated to advancing pro-Armenia and Artsakh priorities.

During the Congressional luncheon and briefing, President Sahakyan announced the awarding of Presidential Medals of Gratitude to a number of U.S. legislators, including Senator Jack Reed (D-RI), House Foreign Affairs Committee Chairman Ed Royce (R-CA) and Ranking Democrat Eliot Engel (D-NY), and Representatives David Cicilline, Jim Costa, Brad Sherman, Adam Schiff, and David Valadao. The Medal of Gratitude is awarded to individuals, organizations, and collectives for significant contribution in restoring and developing the economy, science, culture, social spheres of the NKR as well as for defending and promoting international recognition of the Republic.

After thanking President Sahakyan for the honor, Rep. Cicilline noted, “I know that the relationship between Artsakh and the United States is a strong and important one and we will continue to do everything we can to support the aspirations of your countrymen and women and be sure that they enjoy freedom and independence and self-determination.” He went on to praise the active efforts of the Armenian community in his state in support of Artsakh freedom and recognition. “Rhode Island was the first state in the country to recognize the independence of Artsakh,” said Rep. Cicilline, citing the efforts of ANC-Rhode Island leader Ani Haroian and his own staff member Lisa Sarkisian Tatarian.

Immediately after the briefing, Rep. Cicilline issued a separate statement marking the occasion of President Sahakyan’s visit, noting, “Since the fall of the Soviet Union, a new generation in Artsakh has grown up in freedom and under a democratic government of its own choosing. Artsakh has continued to strengthen its democracy, having held several parliamentary and presidential elections. Freedom House has consistently rated Artsakh more democratic than Azerbaijan.”

Rep. Sherman explained that “For 22 years I have served on the Foreign Affairs Committee – and Mr. President, this award is very important to me because one of the first things I did on the Committee was to introduce an amendment which would provide direct aid to the people of Artsakh. The State Department opposed it on the theory that it would be an implicit recognition of your independence. I thought, as they say in Silicon Valley, that’s not a bug, that’s a feature. And so, we secured $12 million to help people who needed help, who were suffering as a result of war and hostility – and we implicitly recognized the Republic of Nagorno Karabakh – now the Republic of Artsakh,” noting the important next step of explicitly recognizing Artsakh’s independence.

“It was a great honor to be the first member of Congress in over a decade to touch soil in Nagorno Karabakh and see it for myself,” said Central Valley California Congressman David Valadao (R-CA), who travelled to Artsakh in September, 2017, after having successfully spearheaded the Valadao Amendment securing $1.5 million in U.S. assistance for ongoing demining efforts through the HALO Trust. “I still remember driving around Nagorno Karabakh and seeing all the families, the kids outside their living lives. You hear on the outside of the shelling, the sniper fire and the rocket fire in such a small country but people are living their lives just like our families here. So the resilience, the strength, the courage, of so many people is amazing to see,” concluded Rep. Valadao.

“It was an honor to be awarded the Gratitude Medal by President Sahakyan today,” said Rep. Costa. We must continue to do all that we can to support the democratic independence of the Republic of Artsakh and the nation’s rightful exercise of self-determination.” On February 27th, Rep. Costa issued a powerful video statement marking the 30thanniversary of the Sumgait pogroms against Armenians. He was later joined by Representatives Pallone and Schiff in condemning the attacks and calling for justice for the victims.

President Sahakyan is on a week-long working visit to Washington, DC, where, in addition to meetings with Congressional leaders, he and his delegation will be meeting with media representatives and think tank experts.

‘We must always be ready for any Azerbaijani provocation’ – deputy FM Kocharyan on Baku’s military drills

Deputy foreign minister of Armenia Shavarsh Kocharyan says the Armenian side must always be ready for any provocation by Azerbaijan.

After today’s Cabinet meeting the deputy FM, commenting on the ongoing large-scale military exercises in Azerbaijan and the rumors according to which by this Azerbaijan prepares for war, stated: “Of course, we follow them, we must always be ready to any step by them. In this case there can be different comments as it is also a pre-election stage, but one should not explain holding these military drills only by this, we need always to be careful to Azerbaijan’s actions. We should always be ready for any provocation by Azerbaijan”, deputy FM Kocharyan said.

With the military exercises launched on March 12, Azerbaijan is clearly violating the 2011 OSCE Vienna document in terms of equipment involved by failing to notify member countries about these military drills.
