Armenian Government established a tax inspection
agency for controlling large taxpayers on Thursday.

The inspection agency was established by uniting agencies for controlling
large taxpayers, VAT payers, banks, credit organizations and mining
industry.

"State tax structure reformation is continuation of the program of tax
system modernization that implies changes in tax inspection agencies",
Deputy Chief of State Tax Agency Aharon Chilingaryan said.

In his opinion, the unification of several inspection agencies into one
agency will make it possible to avoid double functions. M.V.

4 Armenian banks (ARDSHININVESTBANK CJSC, ARMBUSINESSBANK, UNIBANK и
VTB BANK) conduct monetary transfers and receipts in "Stepanakert" (the
Azerbaijani city Khankendi) by the help of the Western Union website.

Thus, the Azerbaijani city Khankendi is pointed at the website of
Western Union as a capital of the unrecognized "Nagorno Karabakh
Republic", which means that Western Union attempted to legitimate
the illegal territorial formation (see photo below).

In other words, Western Union assists to Armenian diaspora and persons,
indifferent to Armenia, to transfer money to Nagorno Karabakh. Unlike
Migom monetary transfers system, which conducts monetary transfers
in CIS and Baltic States, Western Union accounted for over 335,000
service points in more than 200 countries as of April 1 of 2008.

It should be noted that Western Union was founded in the United States
in 1851 and is a global leader on the market of monetary transfer
service. The company is headquartered in Inglewood, Colorado (US).

Most banks of Azerbaijan use the monetary transfers system and we are
sure that all these banks should review their contracts with Western
Union, if it does not introduce changes to its work.

Turkish expert Mitat Celikpala said the border with Armenia won’t
be opened ‘unless the latter abandons the Azeri territories.’

"These are not declarative announcements but Turkey’s state policy
of the. Global geopolitics clashed in the South Caucasus and Turkey
doesn’t want to lose this big game. That is why it has to open a
kind of dialogue with Armenia. But it doesn’t mean that Turkey will
sacrifice Azerbaijan’s interests. Turkish people won’t allow the
authorities to meet Armenia halfway, ignoring the interests of a
fraternal country," he said.

Commenting on Russia’s position, Celikpala said that Foreign Minister
Lavrov’s recent visit to Ankara gives something to think about and
can appear as Moscow’s keen geopolitical game.

"Relations between Turkey and Russia have improved recently. The
Russian factor is gaining weight on Ankara. I do not rule out that
the Armenian-Turkish talks were discussed during Lavrov’s visit. It’s
well known that Armenia won’t take a step without coordinating it
with Moscow," the expert said, 1news.az reports.

Due to high crop of apricot this year at the level of 70-75.000 tonnes
against 15.000 tonnes in 2007, exports of this fruit from Armenia,
following the operative data, totaled 7.183 tonnes against 772 tonnes
last year, reported Samvel Galstyan, the Deputy Minister of Agriculture
of the Republic, during the press-conference on July, 22.

In general, the Deputy Minister noted that this year Armenia succeeded
to exceed the export volumes of other crops. Following the recent data,
exports of peaches totaled 9.500 tonnes against 2.100 tonnes, plums-
398 tonnes against 6 tonnes in 2007.

"As you can see export volumes sufficiently exceed last year indices,
that is stipulated by high stably harvest this year. Last year early
spring frosts caused serious losses of apricot particularly which
harvest was too small", noted the official.

At that, Galstyan reported that Armenian processing enterprises have
purchased 6.140 tonnes of apricot this year.

According to his data, over 20 processing enterprises purchased this
fruit, among them Artashatsk and "Borodino" canneries were the leaders
having purchased more than 2.000 tonnes of apricot. The Deputy Minister
noted that CJSC Euroterm also carried out large purchases. The share
of other companies totaled from 15 to 500 tonnes.

The Deputy Minister informed that the average purchasing price for
apricot totaled $0.18-0.33/kg, at that, some private entrepreneurs
purchased apricot locally from the farmers at $0.13/kg and then sold
to the processing enterprises at $0.18/kg.

The fact that Armenia continues to raise territorial claims against
neighboring states suggests that Yerevan does not intend to give up
its aggressive policy, spokesman to the Foreign Ministry of Azerbaijan

As to the media reports on the Turkish-Armenia borders, press secretary
stated Azerbaijan takes into account the official position of Turkish
authorities who say they are not about to change their principles
regarding opening of borders with Armenia.

Turkey and Azerbaijan are friendly and brotherly countries, stressed
Ibrahim.

On the Azerbaijan-Armenia border, Ibrahim said this issue is
very difficult. Greater part of Azerbaijani territories is under
occupation. Armenia must pull out its troops from occupied territories
of Azerbaijan. After that, the full control over the state border
will be restored.

Anna Kostanian’s semi final Billiard match at the GenerationPool.com
9-Ball Championships last month vs. Xiaoting Pan was televised on ESPN
today.

Kostanian is a a brown haired beauty from Armenia who is fast becoming
one of the world’s top billiard players.

On her website dedicated to her we read that Anna Kostanian is born on
September 24th in Armenia and moved with her family to the United
States when she was a year old. Anna is only 4 feet 11 inches tall and
20 years old but is so cute and can play.

Right now Anna Kostanian is ranked 19th in the world and I am sure we
will see lots of Anna Kostanian on TV in the coming years Stay tuned
for more updates coming from this fine Armenian billiard player.

Anna’s family lived in Los Angeles until she was 8 years old, then
moved to Duke City, New Mexico. She attended Eldorado High School and
graduated in 2006.

Anna Kostanian started playing pool when she was 10 years old. It
helped that her father is the owner of a Billiard Club. She turned
WPBA Pro in 2006.

On July 15, 2008 RA Defense Minister Seyran Ohanyan received the
Ambassador extraordinary and Plenipotentiary of India to , Mrs. Rina
Pandey.

At the beginning of the meeting Seyran Ohanyan extended his deep
condolences on the death of Indian citizens as a result of the
terrorist act at the Indian Embassy in Kabul on July 7.

The parties turned to the political, trade-economic and educational
cooperation between the two countries, stressing the necessity of
launching cooperation in the military and defense fields.

Seyran Ohanyan noted that the Armenia-India ties are valuable also
because these reflect the aspiration of our peoples to continue the
historic traditions.

The Minister stressed the importance of cooperation in the
military-educational sphere, underscoring the existing broad
opportunities.

Officers of the Armed Forces of the Republic of Armenia have been
provided the opportunity to study English in India within the framework
of the technical and economic cooperation program of India.

At the end of the meeting the parties expressed hope that the
Armenian-Indian friendly relations and friendly ties will reinforce,

Dorothy "Dottie" MyersGRAND HAVEN — Dorothy "Dottie" Myers, who ran
Grand Haven’s oldest ice cream and popcorn stand until she sold the
business in 1993, died Friday.

She was 83.

Mrs. Myers, known as "The Popcorn Lady" or "The Crib Lady," ran The
Crib at 38 Washington Ave. for 43 years.

She sold the building, which now houses Mr. Kozak’s Gyros, in 1993.

Mrs. Myers’ food career began in her Grand Rapids childhood, when her
father and mother, John and Stella Mahlebashian, operated a popcorn
stand out of a horse-drawn wagon and later a truck.

She graduated from Union High School in 1944.

Two years later, she married Carroll Myers, whom she met while he was
stationed at Grand Haven’s U.S. Coast Guard station. They settled in
Grand Haven.

She operated a popcorn wagon for one year near The Barn, a popular
waterfront roller-skating rink. She then bought a small parcel next
to the Dee Lite Restaurant and built The Corn Crib.

In 1970, she replaced the original wood building with a cement-block
structure, introduced ice cream and renamed the business The Crib.

Mrs. Myers was an institution along Washington Street and would scold
teenage litterbugs and help tourists with directions.

She kept a supply of wire hangers in case tourists locked keys in
their cars.

"I was almost like a small chamber of commerce," she said in 1993.

"People would ask me directions, where they could stay or whether I
knew of any jobs."

She was a member of St. John’s Episcopal Church, where she was
involved in the Girls’ Friendly Society. She sang for 60 years with a
choir. She was also an avid jogger before being stricken with multiple
sclerosis. She took great pride in her Armenian heritage.

Her husband preceded her in death.

She is survived by a daughter, Robin, of Grand Haven; a son, Kevin,
of Grand Haven; her brother, Roger Mahlebashian of Detroit; and five
grandchildren and five great-grandchildren.

A memorial service is at 11 a.m. today at St. John’s Episcopal Church,
524 Washington Ave, with the Rev. John Laycock officiating.

Donations can be made to the Dottie Myers Memorial Music Fund at
St. John’s.

VanZantwick-Bartels-Kammeraad Funeral Home of Grand Haven handled
funeral arrangements.

The Government of the Nagorno-Karabakh Republic (NKR) made a decision
this week to allocate some 24mln drams for treatment of cardiovascular
diseases and diabetes, the press service of the NKR Government reports.

For this purpose, the NKr Government will buy Noliprel and Prestarium
Combi, m effective medications prevailing nowadays in the treatment
of diabetes and cardiovascular diseases.

The NKR Healthcare Minister Armen Khachatryan said the number of
diabetics and heart sufferers increased by 30% in Karabakh last
year. "Our objective is to reduce the risk of these diseases,"
he added.

The Minister stressed the importance of fighting untimely death. The
healthcare ministers of Karabakh and Armenia discussed this issue
