IFC HELPS ARMENIAN FINANCIAL INSTITUTIONS DEVELOP SUSTAINABLE ENERGY FINANCE

IFC, a member of the World Bank Group, is helping Armenian financial
institutions develop sustainable energy finance products, thereby
increasing renewable energy generation and lowering electricity waste
and greenhouse-gas emissions.

As part of IFC’s regional strategy to address climate change
and promote energy efficiency and renewable energy markets, IFC’s
Armenia Sustainable Energy Finance Project hosted a seminar on energy
efficiency and renewable energy financing opportunities for Armenian
banks and leasing firms. Since Armenia imports two-thirds of its energy
from abroad, developing renewable energy sources and unlocking energy
efficiency potential is a top priority for the country, IFC Yerevan
Office press service reported.

IFC experts discussed the key findings of the energy efficiency
survey conducted by IFC among Armenian industrial companies. They
also presented IFC’s approach to addressing the challenges based
on work with Russian banks under the IFC Russia Sustainable Energy
Finance Project.

"There is huge potential for energy efficiency in Armenian industry,
and tapping into that resource will be beneficial both for companies
and the financial institutions in the country," said Tigran Parvanyan,
Armenia Sustainable Energy Finance Project Manager. "Renewable energy
also plays a critical role in decreasing dependence on imported fuel
and raising Armenia’s energy security."

The Armenia Sustainable Energy Finance Project aims to establish
a sustainable market for energy efficiency and renewable energy
investments and contribute to Armenia’s energy self-sufficiency by
working with local and international financial institutions. The
project’s main goal is to facilitate at least $35 million of energy
efficiency lending and renewable energy investments, decreasing
greenhouse-gas emissions, improving the energy efficiency of small
and medium enterprises, and increasing the share of renewable energy
resources in Armenia’s energy generation portfolio. The project was
launched in January 2010 and is run in partnership with the Austrian
Ministry of Finance.

IFC has been investing in Armenia since 2000 to support financial
institutions, small retailers, and the hotel industry, among others.

It also has implemented advisory projects to strengthen the financial
sector, establish a sustainable market for energy efficiency and
renewable energy investments, and improve the country’s business
environment.

Armenians question Udall’s opposition to genocide bill

Colorado Armenians are criticizing Sen. Mark Udall for backing away
from his past support for a resolution that would acknowledge as
genocide the 95-year-old massacre of ethnic Armenians living in
Turkey.

Udall had supported similar resolutions in the past ‘ a stance that
won him endorsements and campaign contributions from Armenian
political groups. But as senator, he has refused to co-sponsor or vote
for the latest version.

`That’s a double standard from our perspective,’ said Stephan
Isberian, owner of Isberian Rugs, and a vocal member of a sizeable
Roaring Fork Valley Armenian community. About 20 local Armenian
families took out an ad in area newspapers calling on Congress to
recognize the killings as a genocide.

Udall said he still believes the atrocity amounted to genocide, but he
worries Turkey, which staunchly opposes the resolution, would block
U.S. access to a Turkish airbase, putting at risk troops in
Afghanistan who may need access to the base.

`So many of us did support him,’ said Boulder resident Pamela Barsam
Brown, who is editor of a newsletter that serves the Colorado Armenian
community. `It feels like we’ve been stabbed in the back. He’s taking
positions now as senator against issues that he had taken strong
stands on as a congressman.’

On the 95th anniversary of the World War I-era massacres in Turkey on
April 24, Udall issued a statement `commemorating the anniversary of
the Armenian Genocide,’ but it fell short of endorsing the resolution.

`As a member of the Senate Armed Services Committee, I have a special
responsibility to listen to those in our armed forces and the national
security community who have raised concerns about threats ‘ however
irrational and unreasonable you and I may find them ‘ from the Turkish
government to close our airbase at Incirlik or retaliate in other
irresponsible ways should this resolution move forward,’ Udall wrote
in a Feb. 4 letter to Barsam Brown.

Udall, a Democrat, said losing the airbase could jeopardize supply
routes for troops in Afghanistan.

Udall is among several legislators who have been reluctant to vote for
the resolution out of fear of alienating Turkey, which has actively
lobbied against it and similar resolutions.

When a House committee voted in March to approve a nonbinding
resolution calling the killings genocide, Turkey removed its U.S.
ambassador for a month.

President Barack Obama and Secretary of State Hillary Clinton, both of
whom called the killings genocide as senators, pushed to quash the
resolution.

Others though, including Senate Majority Leader Harry Reid, have
supported the resolution, but Udall said he couldn’t, `given the
national security implications for our soldiers in Iraq and
Afghanistan of any reckless Turkish retaliation.’

Local Armenians said they are disappointed in Udall’s stance. Six
years ago, he was the only member of Colorado’s congressional
delegation to support an Armenian genocide resolution. In 2008, it got
support from every member.

The current bill is stalled because of a lack of co-sponsors.

Historians estimate as many as 1.5 million Armenians were killed
between 1915 and 1923 amid the collapsing Ottoman Empire, in what some
say was the first genocide of the 20th century.

`Our families are calling from the graves,’ said Isberian, whose
grandparents were among those killed. `They’re saying, `what did you
do about this?’ A long time has passed.’

Global Seminar in the Austrian city of Salzburg, issues related to
the present and the future of Armenia-Turkey protocols, the opening of
Armenian-Turkish border and the establishment of bilateral relations,
the recognition of the Armenian Genocide by Turkey were discussed at
the suggestion of President of the Forum of Armenian Associations of
Europe (FAAE) Ashot Grigorian. Ashot Grigorian informed Noyan Tapan
that one of the peculiarities of the seminar that it was allowed to
publish the concrete answers of the speakers without giving their
names. It can only be mentioned that representatives of Turkey’s top
leadership responded to the questions of A. Grigorian. Below are Mr.
Grigorian’s questions and the answers of the Turkish side.

A Grigorian: During last year’s meetings, the Armenian Diaspora warned
President Serzh Sargsyan that Turkey’s conduct was not sincere and it
would not carry out the agreements stipulated in the Armenian-Turkish
protocols. Diaspora’s demand was the following: it was Turkey that
closed the border, so it was obliged to open it without preconditions.

Sargsyan assured them that he believed Turkish President Gul, with whom
an agreement was reached to open the border without preconditions. It
turned out that we – the Diaspora figures were correct: Turkey raised
the Nagorno Karabakh problem as a precondition, thus worsening its
relations with Armenia and straining the situation in the South
Caucasus – contrary to its statement about "zero problems with
neighbors". What awaits the protocols in the future? Is Turkey ready
to approve them?

Answer: Turkey is sincerely interested in normalizing relations
with Armenia, but it is necessary to take into account the moods of
the parliamentary opposition. For that reason there is an emergency
situation with Armenia. Any progress in the protocols is impossible
until Armenia solves the issue of Azerbaijan’s territories it has
occupied.

The negotiating process has passed from the "football diplomacy" to the
"status of silence", in other words, the negotiations will be conducted
without society’s being informed about them, but the condition is the
proposal that Prime Minister Erdogan made in Washington: to return
immediately at least two regions (Fizuli and Agdam). We apply to the
Armenian Diaspora with the proposal to support President Sargsyan
and agree with Erdogan’s proposal.

A. Grigorian: Does Turkey have the right to speak about its accession
to the European Union when it has closed its border with a European
neighbor? Do you believe that you will be allowed to become an EU
member without opening the border?

Answer: Turkey understands that it must honor its obligations
proceeding from international law, but the solution is being hindered
for the above mentioned reason.

Then the working group discussed problems of finding solutions to the
issues of the protocols and the South Caucasus. Speeches were made
by A. Grigorian and representatives of Azerbaijan. The senior advisor
to the Turkish prime minister, deputy of Grand National Assembly Suat
Kiniklioglu and others participated in the discussions.

A. Grigorian: What would you say about the inadmissibility of 2
conditions included in the protocols: first, Turkey’s desire to
call the problem of the Genocide into question and to discuss it,
and second, the inadmissibility of the Treaty of Kars by Armenian
Diaspora? After the 1915 genocide and deportations, Turkey occupied
the territory of Western Armenia in 1920. Under the Treaty of Sevres,
Turkey was to return a territory of approximately 160 thousand square
kilometers to Armenia. Instead, Turkey signed the Treaty of Kars
with Soviet Russia, under which it occupied another two provinces
in the area of Mount Ararat. Armenia did not sign the Treaty of
Kars and has the right not to accept it. This issue necessitates
diplomatic discussions, and it is possible to solve this problem
when Turkey establishes diplomatic relations with Armenia. Don’t you
believe that it is in your interests to rapidly establish diplomatic
relations with Armenia if you think about ensuring a stable peace in
the South Caucasus?

Many countries have unsolved problems, territorial claims to each
other, even in Europe, but in the 21st century no civilized state shuts
its neighbor’s border. Why doesn’t Turkey start diplomatic relations
with Armenia, just as normal democratic countries of Europe do, and why
doesn’t it solve its problems in accordance with the accepted norms?

Answer: After the Treaty of Kars, Armenia and Turkey have never
signed a document to call the Treaty of Kars into question, while
the establishment of diplomatic relations with Armenia proceeds from
the interests of both sides, and Turkey is interested in separating
its own inetersts and Azerbaijan’s interests in this issue and in
finding a solution. It will take some time. On the whole, 6-8 month
work in the regime of "silence status" is envisaged for returning
to the protocols. Turkey is in the mood to solve these issues by the
end of this year.

A. Grigorian: Turkey has occupied Northern Cyprus and calls Armenia
an occupant, while Armenia liberated Karabakh, when defending itself
against Azerbaijani aggression. After all, following the collapse
of the Soviet Union, all the Soviet peoples, including Karabakh and
Armenia, seceded from that country. In response to the referendum
held in Karabakh, Azerbaijan attacked Karabakh and a war broke out,
during which Azerbaijan was defeated and lost its territories. First,
by what authority does Turkey, being an occupant itself, call the
Armenian people’s self-defensive war an aggression? Secondly, it
was Azerbaijan that started the war and lost it, losing territories
as a result of that. Where is your objectivity, when you, being an
aggressor state, call Armenia an aggressor, whereas Armenia is a
peace-loving state committed to international norms and requirements?

Answer: The Turkish side declared that Turkey did not occupy
a territory of Cyprus, but it intervened because the change of
leadership in Greece had resulted in a very dangerous situation,
so in accordance with international norms, Turkey had the right to
intervene in order to protect its compatriots.

A. Grigorain: Under the same international law and in accordance
with international norms, in response to Artsakh referendum, Armenia
defended and continues to defend the interests of Artsakh, therefore
we declare that Turkey has no right to call what happened an aggression
and to call those territories occupied.

The final session of the forum took place on May 12, during which
a high opinion was expressed in connection with the fact that the
Armenian side was well informed about the subjects discussed, and a
proposal was made to the Turkish side to discuss these issues with the
country’s leaders and to make a decision about establishing diplomatic
relations with Armenia and ratifying the unfinished protocols. In
response to that, the Turkish side declared that in all likelihood,
the first results can be expected during two-month work in the regime
of "silence status".

HIS HOLINESS ARAM I MEETS PATRIARCH ZAKKA I IN DAMASCUS

On Wednesday 12 May 2010 His Holiness Aram I met Patriarch Zakka I at the
Patriarchate of the Syrian Orthodox Church in Damascus. The two Leaders
first held a closed session and then Metropolitan George Saliba and Bishop
Nareg Alemezian joined them.

During their meeting Patriarch Zakka I and Catholicos Aram I discussed three
issues of common concern: First the schism within the Malankara (Indian)
Orthodox Syrian Church, and the desire of the two groups to ask Catholicos
Aram to mediate. Second, decision of the Coptic Orthodox Church to suspend
its membership in the Middle East Council of Churches, following a decision
taken by the Executive Committee at its last meeting. After the visit of
Patriarch Zakka to Pope Shenouda III, the Coptic Orthodox Church was asking
Catholicos Aram who did not attend the last meeting of the Executive
Committee, to mediate and settle the issue. Three, strengthening the witness
of the Oriental Orthodox Family in the Middle East in response to rising
ecumenical and interreligious concerns.

Director of the Caucasus Research Resource Center (CRRC), PhD in
Economics Heghine Minasyan said that, according to Transparency
International, Armenia is the 120th by the level of corruption,
while Georgia is the 66th, though both countries have similar living
standards.

"First, this is conditioned by high salaries of Georgian public
servants. Second, serious improvements have been made in the Georgian
customs field. Besides, 37 000 public servants have been fired as a
result of anticorruption measures. Armenia lacks both similar pace of
struggle and similar publicity," Minasyan told journalists in Yerevan.

The economist added that in 2009 Armenia received 2.7 points out of
possible 10 points from Transparency International against 2.9 points
in 2008. Thus, the level of corruption has grown in the country.

Director of the CRRC said that, according to the results of a
public opinion poll conducted at 1515 households, corruption is
the fourth on the list of basic problems of the country, following
unemployment, poverty and general economic tasks. Meanwhile, a survey
among 400 businessmen showed that the development of entrepreneurship
is basically hindered by monopoly and corruption that are followed
by the global financial and economic crisis. At the same time,
both surveys show that corruption is specifically developed among
high-ranking officials, while the Central Electoral Commission is
named as the most corrupted institution; it is followed by health,
educational and judicial systems. Besides, only small number of
respondents believes that the Armenian government has possibility
and willingness to tackle corruption in the country.

Russian President Dmitry Medvedev arrived in Turkey on Tuesday to
broach relations in the volatile South Caucasus region and seal
several energy deals.

On his first official visit to Turkey, Medvedev was due to attend
a dinner with President Abdullah Gul after arriving from Syria,
and meet Prime Minister Tayyip Erdogan on Wednesday.

Turkish CNNTurk writes about three other principle elements to be
discussed in the frames of Russia’s Medvedev’s visit: discussing the
natural gas price – Turkish side wants it in lower price which has
been warmly accepted by Russia. The second issue is visa regime
withdrawal. And finally Karabakh conflict – Artsakh issue and
Armenian-Turkish ties are supposed to be discussed during the meetings.

During the May 11 sitting, the Central Bank of Armenia decided to
increase the refinancing rate by 0.25%, bringing it to 7.25%, the
CBA press service reported.

1.3% inflation was recorded in April as compared with March, due to
which the 12-month index of inflation reduced by 2 percentage points
as compared with the previous month, totaling 6.8%.

Given the current macroeconomic trends, the Central Bank Council
believes that the toughening of monetary policy should continue at a
slower pace to form and preserve positive real interest rates during
the entire forecasted period.

Dear faithful Armenians,

It is with a joyful spirit that we convey our congratulations to you
in Armenia, Artsakh and the Diaspora, on the luminous and bright
occasions of Victory and Peace Day and the Liberation of Shushi Day.

This year we celebrate the 65th anniversary of the great victory of
nations, whereby World War II was brought to an end. The glad tiding
of peace resounded throughout the world on May 9. The sons and
daughters of our people were also enveloped with joy and enlightened,
as they had played their heroic role in the defeat of fascism, the
struggle against violence and the securing of peace. In the struggle
to liberate many countries, and on all battlefields and front lines of
that war, our people dispersed throughout the world were also
defending the peace and freedom of Armenia – the homeland of all
Armenians. Truly, the war was a Patriotic War for the Armenian people
as well.

Reflecting today once more on the war that resulted in humanity’s
greatest victims and sacrifices, we also remember the triumphant path
of the Armenian divisions, military talent and victories of Armenian
commanders, the bravery and heroism of Armenian soldiers, the partisan
units and resistance movements which included devoted sons and
daughters of the Armenians. We recall the dedication and diligent
efforts of our people in the villages and cities, through which
military victories were achieved. Among the unforgettable memories of
those difficult and heroic days is the diligent response by the
Armenians of the Diaspora to the call of His Holiness Gevork VI,
Catholicos of All Armenians, and the fundraising efforts whereby the
quickly assembled tank divisions entered the battle at the first front
lines of the war. Our people, though few in number, brought their
great participation with all their strength to the war and sustained
heavy losses, for the sake of our homeland and for the sake of a
peaceful and prosperous world.

It is with these examples of patriotism and courage that the
liberation struggle for Artsakh was born and achieved. The hope for
the liberation of Artsakh never diminished in the soul of our people,
including during those years when the victorious commanders, valiant
officers and brave soldiers from Artsakh were fighting on the
battlefields of the Second World War. The morning of the liberation of
Shushi dawned with that same blessed hope, and today, we offer thanks
to God that our faithful people are molding the victories of their
peaceful lives in the Republic of Nagorno Karabagh. Through the
unified efforts of our people, Shushi – the tradition-rich capital of
Artsakh – is being rebuilt as well, with the constant and same
unshakeable belief that the just right of the Armenians of Artsakh to
live free will be universally recognized.

We pray today that all countries and peoples be reinforced in their
will to exert efforts aimed at establishing peace in the world, the
strengthening of collaboration and the creation of a prosperous life.
We ask for the blessings of the Almighty for the entire world and our
people, so that our goals are achieved and efforts succeed, for the
sake of our native land and its development, a secure and good life
everywhere, and for our present and future, bright with faith and
flourishing with science and culture.

Azerbaijani President Ilham Aliyev disregarded his Russian counterpart
Dmitry Medvedev’s invitation to participate in the CIS informal summit
on May 8.

`President Aliyev will attend the events dedicated to the 65the
anniversary of the victory in the Great Patriotic War on May 9.
However, his participation in the CIS informal summit is inadmissible
for Azerbaijan,’ said Azer Gasymov, a spokesman for the President of
Azerbaijan.
