Second A/C Loss For Carrier In Three Days

A fire that swept through one of aircraft maintenance company Sabena
Technic’s hangars at Brussels National Airport Thursday night
destroyed four aircraft, including a second Airbus A320 belonging to
Armenia carrier Armavia. That carrier is still reeling from the loss
earlier this week of another A320, that went down in the Black Sea
Tuesday night with 113 onboard.

“This was a reserve airliner. We hope this accident will not wreck
our overall flight schedule, and we will try and make up for the
losses,” said Armavia press secretary Zhasmin Vilyan in response to
the loss of the second aircraft (file photo of type, below.)

A worker at the hangar was seriously burned in the fire, but is
expected to recover. Three firefighters received minor injuries and
were treated at the scene, according to local media reports.

Sabena Technics handles maintenance for a variety of carriers
throughout Europe. In addition to the Armavia plane, another A320
belonging to International Armenia Airlines was also reportedly
destroyed in the fire, as was a C-130 transport belonging to the
Belgian Air Force.

The fourth aircraft is reported to be an A320 belonging to Cypriot
charter carrier Hellas Jet.

Before this week’s accidents, Armavia counted five A320s in its
fleet, as well as two Yak-42 trijets. All of its aircraft are leased
from other companies.

On Friday, hundreds of mourners gathered on the shores of the Black
Sea near the resort town of Sochi, and laid wreaths of blue, white,
and red flowers to commemorate the 113 victims of this week’s
accident. On Wednesday, the Russian and Armenian governments
designated Friday as a national day of mourning for those lost in the
mishap, which officials have stated was caused by poor weather
conditions. Search crews also said Friday it was unlikely that the
bodies of more than half the victims would ever be recovered.

Azerbaijan has never used the natural wealth that God granted for
political deals, Matin Mirza, the spokesman for Azerbaijani Foreign
Ministry, stated. He was commenting on the statement by Armenian
Foreign Ministry Vardan Oskanian made in the Vilnus conference on
‘Common theory of common neighborhood’ as though with its rich oil
reserves and high world prices Azerbaijan is sure it can resolve the
conflict in an armed way.

SOCHI, May 6 (Itar-Tass) — A remembrance rally for victims of the
A-320 crash and a torch procession took place in Sochi on Friday. The
jet of the Armavia Armenian airline was carrying 113 people, including
26 citizens of Russia.

“The tragedy has united the two peoples,” Armenian Ambassador
Extraordinary and Plenipotentiary to Russia Armen Smbatyan said. He
described the attitude of Russian authorities and people to the
tragedy of Armenians as brotherhood.

“One hundred ambassadors and 120 Russian officials visited the Armenian
embassy in Moscow today,” he said.

ALIYEV’S VISIT TO WASHINGTON

Opposition parties in Azerbaijan were not happy with President Ilham
Aliyev’s invitation to visit the United States and were even hostile
about the warm welcome he received from the White House. Referring to
the contested presidential election in 2003, opposition parties
criticized U.S. President George W. Bush for betraying his “freedom
agenda” and cooperating with a foreign authoritarian leader. Some
politicians even described Aliyev’s invitation from Washington as the
final humiliation for the domestic opposition. They predicted that
the visit would turn the opposition away from Western liberal values.

Surprisingly, the domestic opposition’s initially chilly reaction
toward the president’s visit has begun to thaw and refocus. Some
senior opposition activists are trying to sugarcoat the “damage” done
to the Azerbaijani opposition’s attitude toward the U.S. government
and downplay the initial criticism of the Bush administration.
Speaking to the opposition daily Yeni Musavat on May 3, Hikmet
Hajizadeh, a member of the Supreme Council of the leading opposition
party Musavat, observed, “America is busy now with the third World
War [i.e. the War on Terrorism] and just like the Second World War
brought freedom to many nations, this one can also bring freedom to
many peoples. We often seek a quick resolution of our problems, but
it is not possible. The U.S. is now trying to fight for democracy and
economic freedoms globally. No one except the U.S. is doing this and
wants to do this. Thus, we should help the U.S. in this.” Hajizadeh
also heads Far Center, one of Azerbaijan’s preeminent think tanks.

Another prominent opposition activist similarly commented that the
ongoing crisis around Iran was the real motivation for inviting
President Aliyev to Washington. Fuad Mustafayev, deputy chairman of
the opposition Popular Front, commented, “That is why I believe that
[the opposition’s] relations with the U.S. will remain the same as
before despite this invitation. The Popular Front party has never
expected anybody from abroad to come and build democracy for us here.
It is our own duty” (Yeni Musavat, May 3).

Meanwhile, other experts clearly focused on the benefits of the
visit. According to independent political analyst Rasim Musabeyov,
“for a [country the] size of Azerbaijan, such a visit and talks with
the sole superpower in the world have extraordinary implications. It
shows the growing geopolitical role of Azerbaijan in the region”
(Echo, May 2).

Another expert suggested that the visit had actually strengthened
Aliyev’s position as head of state. Echoing the opinion of some
Western analysts, Zardush Alizadeh speculated that President Aliyev
might change his mind regarding Iran should the time come for Baku to
take a stance.

Aliyev’s visit to the White House brought new dimensions to
U.S.-Azerbaijani relations. Henceforth, bilateral ties will no longer
be evaluated through the prism of oil and gas alone. Now cooperation
between the two countries has shifted to address issues of
geopolitical strategy and the global fight against terrorism, both of
which are ongoing priorities for Bush and Aliyev in the region.

At the same time, opposition parties are now focusing on the Iranian
issue more and more, trying to draw Tehran into the critical
discourse regarding Aliyev’s visit. On May 3, Yeni Musavat reported
that the United States is building a military base in the south of
Azerbaijan, which will host a radio-location station and air-defense
equipment. Such capabilities could be called into service should
Washington launch an attack on Iran.

Aliyev’s visit raised the U.S.-Azerbaijani strategic partnership to
new, higher levels, but it still left many questions unanswered.
Pundits in Baku continue to wonder what will be Azerbaijan’s role
should the U.S.-Iranian conflict intensify, and what will be the
future of the peace talks with Armenia over the disputed Karabakh
enclave. The Armenian-Azerbaijani conflict was expected to be on the
agenda of the Bush-Aliyev meeting, yet it still is unclear exactly
what they discussed and what will be the consequences of this
meeting.

Meanwhile, the co-chairs of the Minsk group gathered in Moscow this
week to discuss the ongoing peace process around the Karabakh
conflict. Azerbaijani politicians and experts believe that the
results of Rambouillet talks in February between the presidents of
Armenia and Azerbaijan are not as dead as they initially seemed. The
Day.az Internet news service reported, “At this stage, the U.S. is
taking a lead in the peace process.”

of Armavia air company, former Chair of General Department of Civil
Aviation of Armenia, Chair of the National Aviation Union, USSR
honored pilot Dmitry Atbashyan told journalists in Yerevan.

“In my opinion, based on preliminary data, the first version of the
crash is stall. The plane started falling down due to stall, which
resulted in a spin and crash,” he remarked.

Precipitation, which made A-320 wet, are a second version of the
catastrophe cause. “The resistance of a wet plane increases several
times, thus the engine traction might have been insufficient,” he said.

In Atbashyan’s words, another version may be the storm near Sochi
airport. “The airbus might crash also resulting from a thunderbolt,”
he emphasized, reports Novosti Armenia.

“All possible ways of resolution of the Karabakh conflict have already
been studied,” Azeri President Ilham Aliev declared.

“Currently the Co-Chairs are consulting intensively, different ways
of resolution are being discussed. Possibly, there will be some
novelties,” the Azeri President said, adding that a principally new
suggestion for resolution of the question may be presented.

“Possibly, some amendments will be applied to suggestions in the
process of elaboration. I do not exclude it. In this case we’ll come
closer to the resolution of the question,” Ilham Aliev noted.

assessment of the way Armenia has passed towards the European
integration, Mr. Jean-Louis Laurens, the Director General of Political
Affairs of the Council of Europe stated at a press conference in
Yerevan. In his words, there are positive outcomes these being the
consolidation of the state system, development of civic society and
Armenia’s engagement into the European Neighborhood Policy.

“The South Caucasus is a part of Europe and we are interested in
strengthening of democracy and promotion of reforms. Armenia has fixed
certain progress in the direction. The next step should be come the
bringing of the state legislation in correspondence with the reviewed
Constitution. First of all the Penal Code and the juridical system
should be reformed,” he remarked.

“The most important events both for Armenia and the CoE are the
forthcoming elections in 2007 and 2008.

It’s very important that the parliamentary and presidential election
corresponded to international standards. I cannot say what will be
next years but I hope the elections will be fair,” the CoE Director
General of Political Affairs said.

He also remarked that the conference dedicated to the 5th anniversary
of Armenia’s CoE membership is held at the time when Brussels launched
the final stage of negotiations on the Armenia-EU Individual Action
Plan within the European Neighborhood Policy. The way towards the
European Union is the same as that towards the Council of Europe, since
the tasks and objectives are the same. Armenia like the other states
should fulfill all the commitments undertaken. This refers to the
conflict settlement as well. A CoE member state that chooses military
settlement of any conflict has no right to remain CoE member. This rule
refers to all. The Council of Europe is a roof under which the states
are obliged to live in peace and friendship,” Lourens underscored.

Gayane Davtyan, Press Secretary of the Armenian Civil Aviation
General Department Head refuted in an interview with Panorama.am
the information disseminated by Russian mass media that three of the
passengers of Yerevan-Sochi plane A-320, crashed on May 3, were not
found in the passenger list.

Referring to Regnum, Russian RTR TV station told today that three
passengers were found among the victims at the place of the crashed
plane whose names were not listed in the passenger list.

“Not that people or their surnames were missing but 1-2 mistakes
were found in the spelling of their surnames. For example, instead of
“Harutunyan” “Parutunyan” was written. It is about of such errors.

In any case CAGD Aviation Security Department has checked the
information – the names and surnames of passengers, and has found
out that there were only differences in the spellings of surnames
of several passengers. That is, the number of people listed and
actually on the plane was the same – 105. Nothing can be said about
the existence of 3 extra passengers,” CAGD Head Press Secretary says,
commenting on the information disseminated by the Russian mass media.

To our question if in fact the rescuers managed to find one of the
“black boxes”, Gayane Davtyan said, “No, at the moment (11.30 a.m.) no
“black box” has been found.”

According to Regnum, 17 bodies taken out from Black Sea, were
identified as of 10 a.m., May 4.

decisive cause of the crash of A-320 Armenian plane, former chief of
the General Department of Civil Aviation of Armenia Dmitry Atbashyan
said. In his words, the weather on the night of the catastrophe was
indeed bad. “There are usually several causes of a crash, specifically,
bad visibility, lack of fuel and rain,” he remarked.

Atbashyan also doubted some details of A-320 plane crash. “Seeing a
plane fall into the water 6 km away from the coast is hard at 3-km
visibility. I do not believe this report,” Atbashyan underscored,
reports the Second Channel of Armenia.

MOSCOW, May 3 (Itar-Tass) – Russian Emergencies Ministry’s Yak-42
plane with psychologists and the commission of investigators from the
prosecutor-general’s office has left for Sochi, where an A-320 plane of
Armenia’s Armavia air carrier crashed in the small hours of Wednesday.

The plane will also deliver side-looking sonar system C-3000, which
allows to detect submerged objects at the distance up to three
kilometers.

The wreck of the A-320 plane was found on the seabed at a depth of
500-600 meters, the deputy director of the Emergencies Ministry’s
on-line control department, Andrei Legoshin, said.

“At such depths divers will be unable to work and special equipment –
minisubmarines and robots – are necessary,” he said.

Soon after the crash, a group of the Emergencies Ministry’s rescuers,
including divers, left for the site of the accident.
