On September 11 – 13 Yan Porterfield, chief coach of the Armenian
national team and Armen Gyulbudaghyants, chief coach of the national
team under 19 will participate in the joint conference titled "2006
and future" organized by FIFA and UEFA presidents for national chief
coaches in Berlin.

The conference is aimed at discussing the highlights of the 2006
football and the 2006 World Cup with the participation of chief
coaches and making conclusions on the bases of these discussions.

Reminder: Scottish Yan Porterfield was appointed the chief coach of
the Armenian national football team on August 16.

Today Ararat Mahtesyan, RA deputy chief of the Police, was in the
Parliament. Though the deputies aroused the question of the deepening
criminal situation in the republic, none of them asked Mr. Mahtesyan
about it.

Instead of the deputies, the journalists tried to ask Ararat
Mahtesyan’s opinion on the recent tendencies of the existing
crime-generating situation.

It turns out that Mr. Mahtesyan’s opinion is based on the impression
of foreign "tourists" instead of real numbers or existing picture
but. "I must confess that today international organizations, observers,
mediators and foreigners consider Armenia to be a country of public
tranquility."

Asked whether he can say the same words to the relatives of Karine
Sargsyan, who became innocent victim during Zatikyan’s murder or
Siranoush, killed during Givoyev’s murder, Mr. Mahtesyan answered, "I
don’t think we face crime-generating situation in Armenia today. Just
on the contrary, I assume that the above-mentioned situation is under
control," says Ararat Mahtesyan.

He thinks the situation is not appalling. The police are concerned with
it and are working to reveal the recent murders "though they counter
some specific features and difficulties connected with those crimes."

Mr. Mahtesyan claims there are doubtful questions in statistic data
"but they are very little. Surely, there is certain increase of
murders but these numbers are nothing."

Asked the question how the police control the situation in the
republic in his opinion when a crime was committed by a kidnapped car
only a few meters away from the sentry post, Mr. Mahtesyan answered,
"It is conditioned by the lack of legislative order.

Suppose there are 100 and more kidnapped cars how can policemen know
of them? Should they know the numbers of all cars by heart? The car
may pass by a policeman and he may know nothing of it unless the
driver breaches traffic rules," says Mr. Mahtesyan and enumerates
all the technical means required to reveal the kidnapped cars. But
unfortunately they are too expensive.

On September 11, Mr. Tigran Torosyan, the President of the National
Assembly of the Republic of Armenia had a private talk with Mr.

Gholam-Ali Haddad-Adel, the President of Majlis (Parliament) of the
Islamic Republic of Iran, who arrived in Armenia with an official
visit. The meeting was attended by the ambassadors of two countries,
Mr. Arman Kirakosyan, Deputy Foreign Minister, as well as other
officials.

Welcoming his partner, the President of the National Assembly expressed
his satisfaction that after the independence of Armenia it is the
first time that the President of the Majlis of the Islamic Republic
of Iran (IRI) visits Armenia: also he expressed his surprise that
during the past 15 years it is the first time that the Parliament
President of the friendly and neighbouring country visits Armenia:
Both sides explained that fact with the existence of really friendly
relations, during which political, economic, cultural problems have
not occurred. Touching upon the past 15 years, Mr. Torosyan noted that
the centuries-long neighbour has been the most effective partner,
especially during the hard and difficult years for Armenia, when
the country appeared in the blockade. In connection with bilateral
relations the Parliament President highlighted the energy cooperation,
emphasizing the projects of the main pipeline and hydroelectric
station that are under construction on the river Araks, and the third
line of high voltage electric communication. The President of the
National Assembly expressed his gratitude to the President of IRI
Majlis for kind attitude towards the Armenian Iranians. Touching upon
the developments around the Iranian nuclear programme, Mr. Torosyan
expressed a hope that the further problems will be solved through
negotiations.

Mr. Gholam-Ali Haddad-Adel assessed the inter-state relations an
exemplary one saying that after the visits of the Presidents of two
countries they entered into new stage of development. He noted that
the Armenians in Iran are permanently treated with respect and the
proof is the presence of two MPs in Majlis. Mr. Gholam-Ali Haddad-Adel
considered necessary to deepen and develop the inter-parliamentary
relations, as it is an important and inseparable component in
inter-state relations.

After the private talk a meeting of the delegation headed by
Mr. Gholam-Ali Haddad-Adel, the President of IRI Majlis and
Mr. Torosyan, the President of the National Assembly, Vahan
Hovhannisyan, NA Vice President, representatives of Standing
Committees, factions and groups was held, which was attended by the
ambassadors of two countries and other officials.

Highlighting the visit of the President of IRI Majlis to Armenia,
Mr. Torosyan noted that during the last years the inter-state
relations have been activated, to which the mutual visits
contribute, and expressed confidence that the visit is a basis for
deepening inter-parliamentary relations. The Parliament President
highlighted the balanced and restrained stance in Nagorno Karabakh
conflict. Mr. Torosyan touched upon also the assiduous attitude
towards the monuments of Armenian culture in IRI, in contrast with
the other neighbour, which simply annihilates those monuments.

Mr. Gholam-Ali Haddad-Adel highlighted the friendly relations of two
states in the regional aspect, noting that though the two countries
have religious difference, but there are numerous similarities.

During the last thirty years for his country assessing the Islamic
revolution of Iran and the collapse of the USSR the most important
event in the region, as a result of which, new states were formed near
the northern borders of Iran, the Majlis President noted that the
foreign policy of his country relies on Islam, which does not allow
to form the foreign policy for the sake of a group by contradicting
with another one. He highlighted the strengthening of relations with
Armenia, the cooperation in the sphere of energy and noted that his
country is for the peaceful settlement of Nagorno Karabakh problem and
continuation of the negotiations of the Presidents of two countries.

During the meeting other issues were also discussed.

The members of the delegation headed by Mr. Gholam-Ali Haddad-Adel,
the President of Majlis of the Islamic Republic of Iran met with
Armenia-Iran Parliamentary Friendship Group in the parliament.

Welcoming the guests, Galust Sahakyan, Head of Armenia-Iran
Parliamentary Friendship Group, noted that the political and
economic ties between the two countries get strengthened, the
inter-parliamentary friendship deepens, and the Armenian-Iranian
friendly relations will get a new impetus with this visit and will
obtain new level. It was noted that the year 2006 is a fruitful
year in the aspect of cooperation between the parliaments of two
countries: recently the Armenian parliamentarians have been to Iran
with a working visit, important meetings were held, as a result of
which the inter-parliamentary relations have been more deepened and
strengthened. It was emphasized that the Islamic Republic of Iran
pursues balanced policy in the region, has always been a good neighbor
for Armenia and today all possibilities of deepening the relationship
in political, economic and scientific-cultural spheres are available.

Gevorg Vardan, Co-Chair of Iran-Armenia Parliamentary Friendship
Group, highlighted the deepening of partnership of two countries and
parliaments, noting that the inter-parliamentary ties have reached
the level of economic relations. It was noted that from now on RA-IRI
friendly relations will deepen and promote the welfare of of two
countries and people. It was noted that pursuing balanced policy,
Iran is for peace and stability in the world and region.

The perspectives of the development of the Armenian-Iranian
parliamentary relations, which will promote the deepening of
inter-state relations were discussed during the meeting.

CALIFORNIA TRADE OFFICE IN YEREVAN REACHES OUT TO INVESTORS

– California Trade Office in Yerevan to Host Trade Mission in Armenia;
ANC Professional Network to Host an Evening in Los Angeles Featuring CATO

YEREVAN, ARMENIA- As part of its ongoing efforts to facilitate trade
between California and Armenia, the California Trade Office (CATO) in
Yerevan will be hosting a Trade Mission to Armenia later this month.

The Trade Mission to Armenia is scheduled to take place from September
19-26, coinciding with the Second Armenia-Diaspora Economic Forum to
be held on September 20th. The Trade Mission aims to bring together a
group of potential investors and Californian companies to assist them
in expanding their investments in the Armenian market and help them
identify business partners and opportunities. CATO will assist
participants by arranging meetings with high level government
officials, company executives and potential business partners. The
agenda will also include a wine tasting reception on September
20th. Participants will taste California wine generously donated by
Paul and Sandra Kalemkiarian, owners of the Wine of the Month Club.

Not a great run, but a good one. I’m always paging through the
police blotter, as you know, and the last few weeks have had some
better-than-average entries.

On Sept. 1, there was yet another bank robbery, this time at the
Citibank on East 17th Street in Costa Mesa. I don’t know if NewportMesa
land is the capital of bank robberies, but we must be in the running.

I’m waiting to read about a bank robbery that happens during a bank
robbery. Has to happen sooner or later. "Yes I can read, sir, but
I’m already being robbed. Could you go to the next window? Thanks."

This one was pretty standard – man hands teller note, teller hands
man money, man leaves. It happened in broad daylight, mid-morning,
10:45 a.m., which is also standard. Most robberies go down mid-morning
or afternoon. Bank robbers don’t like long lines any more than we do.

In the coulda-beenspectacular-sure-glad-it-wasn’t folder, there was
the accident last Thursday afternoon on Newport Coast Drive.

Ever been on Newport Coast Drive? I have. Big hill, nice and wide,
really steep. Just after 4 p.m. Thursday, a fully loaded cement truck
was making its way down the hill on Newport Coast Drive toward Pacific
Coast Highway.

Bet you already know what happens next. We’ve all been there, coasting
down a long steep hill, tapping the brake pedal, wondering, "What if
the brakes gave out? What would I do?"

Very few of us have had to find out, even fewer in a fully loaded
cement truck. The cement truck in question, which was barreling
toward Pacific Coast Highway with no brakes and with Newport Coast
Drive rapidly drawing to a close, raises an interesting question:
What is the difference between cement and concrete? Do you know?

This is interesting, assuming there’s not a lot going on in your
life. Cement is an ingredient in concrete, which is a mixture of
water, sand and rock. It’s the fine powder that forms a paste when
you add water and holds the other stuff together when it dries. Isn’t
that ironic?

It wasn’t a cement truck at all that was about to roar through the
intersection of Newport Coast Drive and PCH – it was a concrete
truck. But everyone says cement truck, so why fight it. Actually,
if you really want to get technical, it’s called a "truck-mounted
revolving drum mixer."

Do you know who invented it? An Armenian immigrant named Stephen
Stepanian, in 1916. You don’t need to write that down. It probably
won’t come up again.

Anyway, when Thursday’s cement truck turned rocket sled reached PCH,
the driver was able to muscle it into a right turn, but the combination
of too fast and too heavy tipped the steel mammoth over and sent it
skidding across three lanes of PCH. Incredibly – no, miraculously
– not only was no one seriously hurt, but no other cars were hit,
although I’m guessing it really focused the senses of the drivers
coming in both directions.

The truck driver was cited for driving at an unsafe speed, although
his passenger, the only person injured, should have been cited for
RMVD – riding in a motor vehicle while dumb.

He wasn’t wearing a seat belt, which is understandable because there
was no passenger seat. He was sitting on a milk crate.

I also have a hunch the city of Newport Beach and Caltrans might be
looking into who can use Newport Coast Drive and who cannot, given
that Thursday’s near miss was the fourth cement truck accident on
Newport Coast Drive since July 2004.

With a fully loaded cement truck weighing in at about 66,000 pounds –
40,000 pounds of concrete and 26,000 pounds of truck – it’s easy to
see why hills, brakes and cement trucks do not care for each other.

Newport Beach Police Officer David Darling explained the problem of
trying to hold onto 33 tons of steel and concrete with the degree of
understatement that only police officers can master. "Any vehicle
that carries some significant weight is going to experience some
brake problems at the bottom" of the hill, Darling said.

Yeah, I guess that’s true.

Last but not least, although definitely the most loopy, was the call
to Costa Mesa police at 6 p.m. on August 31 about a man who was on
the Bear Street and I-405 overpass prying off pieces of guardrail.

When the police arrived to inquire further into exactly what the man
had in mind, they found Gary Lauterbach, 50, calmly dragging chunks
of guardrail down the embankment below the overpass and wrestling
them into his truck, which was parked behind Best Buy in the Metro
Pointe shopping center.

Lauterbach was taken in on suspicion of grand theft and felony
vandalism, which will cost about three grand to repair, according
to Caltrans.

Do you get it? I don’t get it. Let’s review. You park your car behind
Best Buy at Metro Pointe. You climb up an embankment to the Bear
Street overpass, which means you’re already attracting attention.

Then, in broad daylight with cars zooming by you, you start tearing
up guardrail.

First of all, how do you do that? Guardrail, whenever I’ve tried to
pry it off, is bolted on really tight with really big hardware.

Anyway, once you have enough guardrail, and I’m not sure how much
that is, you clamber back down the embankment, then clank your way
through the Metro Pointe parking lot to your truck, as if nobody has
noticed any of this.

I have read a lot of crime stories in my day, but when Lauterbach gets
out, I hope someone writes the saga of Gary and the guardrail. I would
love to know what the plan was, assuming there was one, which I doubt.

Just because crime doesn’t pay doesn’t mean it can’t entertain.

I gotta go.

Shavarsh Kocharyan, the head of the National Democrats Party who is
also a member of parliament, told reporters today his party "will go
to elections on a separate list." He did not rule out any cooperation
with other parties, though.

Kocharyan thinks that the society has never been so disappointed and
the opposition so discredit as today in the course of 15 years of
independence. He said the opposition is guilty of concentrating on
the urge of power-change while underscoring its own programs and aims.

Asked if he will follow the example of Viktor Dallakyan and Tatul
Manaseryan and leave Justice Block, the deputy answered, "I do not

Sixtieth Session of the UN General Assembly

Agenda Item 40, "The situation in the occupied territories of

Azerbaijan"

The Russian Federation, France, and the United States of America, as
the Co-Chair countries of the Organization for Security and
Cooperation in Europe’s Minsk Group, remain committed to promoting a
peaceful, negotiated resolution of the Nagorno-Karabakh conflict. In
this capacity, we take with great seriousness concerns raised by
either side to the conflict regarding threats to the security and
stability of the region, as well as any developments that pose new
obstacles to the negotiation process.

Accordingly, we have examined closely the information provided by the
Government of Azerbaijan regarding fires in the eastern part of the
occupied territories of Azerbaijan surrounding Nagorno-Karabakh. We
also note the report of the Personal Representative of the
Chairman-in-Office of the OSCE, who, at the request of the Government
of Azerbaijan and direction of the Chairman-in-Office, has carried
out a monitoring mission to the affected areas. We note, in
particular, that fires of both natural and manmade origin are a
regular occurrence in the region in question. The question of whether
more extensive fires this year are a cause of ecological concern
requiring international attention to their suppression is one that
can only be answered through a technical examination of the
situation.

Therefore, the Co-Chairs stand ready, together with the Personal
Representative of the OSCE Chairman-in-Office, to lend their
immediate assistance to the organization of an OSCE mission, with the
support and expertise of the United Nations Environmental Programme,
and to report to the UN General Assembly 011 the results of the
mission, as requested in the present resolution, as well as to the
OSCE.

We commend the spirit of goodwill demonstrated by both Armenia and
Azerbaijan in agreeing to cooperate to address the situation raised
through this resolution. We hope the agreement reached today reflects
a new readiness by both sides to engage in further measures to build
confidence that will advance the process of negotiations, and we will
redouble our efforts, through the OSCE’s Minsk Group, to promote such
activities.

Mr. President, we note that over the past two years, the Co-Chairs of
the Minsk Group have worked intensively with the Foreign Ministers
and Presidents of Armenia and Azerbaijan to identify core principles
of an agreement that would lead to a just and lasting settlement. Our
nations, reinforced by the voices of the Group of Eight leading
nations at their summit in St. Petersburg in July, have called on the
Presidents of both Armenia and Azerbaijan to accept now these core
principles as a basis for resolution of the conflict, and to prepare
their publics for peace, and not war. We reiterate that call today
and restate the readiness of our governments to lend full support to
the achievement and implementation of a peace agreement.

YEREVAN, September 7. /ARKA/. On Wednesday Armenian Foreign Minister
Vartan Oskanian during his meeting with the Syrian clergy delegation,
headed by Mufti Sheikh Ahmad Badr Al-din Hassuni, said that their
visit to Armenia testified to friendship between the two nations and
existence of dialogue between the religions.

Press and Information Department of the RA Foreign Ministry informed
ARKA Agency that during the meeting emphasizing high level of bilateral
relations, the sides pointed out the fact of absence of political
discrepancy between Armenia and Syria.

Al-din Hassuni spoke well of friendly relations and cooperation
between the two states, pointing out the importance of the role of the
Armenian community in Syria and its contribution to the development
of the country.

The interlocutors also touched upon regional issues; including the
situation is Lebanon, process of peace talks over the settlement of

Turkish-Armenian border

Non-governmental organizations of Azerbaijan (NGOs) voice their protest
to groups which initiate the opening of the Turkish-Armenian border,
the Forum of the NGOs told Trend.

A traditional festival with the participation of the representatives
from the South Caucasus will be held in Kars, Turkey, on 13-15
September 2006. The event with the participation of representatives
of Azerbaijan, Armenia, Georgia and Turkey participation, is held
every year at the initiative of pro-Armenian Kars Municipalities,
the Armenian-Turkish Union of Entrepreneurs.

As a sign of protest the Azerbaijani NGOs will organize conference
to protest the pro-Armenian forces and state its position on the issue.
