YEREVAN, MAY 9, ARMENPRESS: In a message addressed to the nation
president Robert Kocharian congratulated today his country fellows on
the occasion of the Victory and Peace Day, marked on May 9. Kocharian’s
message reads as follows.

‘Dear Compatriots: I cordially congratulate you on the occasion of
Victory and Peace Day.

Many of the sons of the Armenian nation made a significant contribution
to the victory in the Great Patriotic War. Conclusion of the World
War II and establishment of peace were vital for Armenia: there
were provided new, broader opportunities for the advancement and
multifaceted development of our Republic.

Victory Day acquired a new meaning on May 9, 1992 with the liberation
of Shushi. This double holiday signifies the determination and
willpower of our people to protect their dignity, security and the
right to live and progress freely.

We know all too well the price of victory and peace. And we also
see their fruits. Therefore, we remain committed to the peaceful
resolution of the Nagorno Karabakh conflict. It must be anchored
on the irreversible reality of the existence of the people of the
Nagorno Karabakh Republic.

I congratulate all of us on the occasion of this great holiday and
the 15th anniversary of the liberation of Shushi. I wish all of us
peace, which will allow us to move forward in our development and be
deserving of our historic victories.’

Yerevan, May 10. /Mediamax/. The "Russian-Armenian relations and the
Armenian foreign policy before and after the elections" conference
took place in Yerevan on the initiative of the Deputy of the Russian
State Duma, Director of the Institute of CIS States Konstantin Zatulin.

Mediamax reports that, speaking during the launching of the conference,
Konstantin Zatulin refused to name his sympathies concerning the
Armenian political forces, participating in the elections.

The participants of the conference discussed the prospects of the
development of political, economic and social cooperation of Armenia
and Russia.

The Executive Secretary of CIS Vladimir Rushailo, deputies of the
Russian State Duma Yuri Kvitsinski and Ruben Badalov, the Head of
Section of the 4th Department of the CIS states of the RF Foreign
Ministry Aleksey Dvinianin took part in the work of the conference.

During the conference, the opening of the branch of the Institute of
CIS states in Yerevan was announced.

2,285,830 citizens of Armenia have franchise for the upcoming
parliamentary elections of May 12, First Deputy Chief of Police,
Lieutenant-General Ararat Mahtesyan said this in Yerevan today,
referring to the results of the clean-up of the voting lists carried
out April 2 to May 9.

After the clean-up of voting lists the number of electors decreased
with 43 thousand. In particular, information on 9,607 dead, 26,323
citizens having changed their address and 9,097 citizens on military
service, was revealed.

ANC of Orange County Commemorates Armenian Genocide with "Walk for
Remembrance"

Orange County, CA – On Sunday, April 22, 2007, the Armenian National
Committee of Orange County (ANC OC) hosted its first annual "Walk for
Remembrance" in honor of the 1.5 million victims of the Armenian Genocide.
The event was organized in collaboration with Saint Mary Armenian Apostolic
Church and Forty Martyrs Armenian Apostolic Church.

"We would like to especially thank the Armenian Youth Federation, the A.R.F.
Badanees, the Armenian Church Youth Organization (ACYO), H.M.E.M., the
Armenian Relief Society’s (ARS) Sevan & Karni Chapters, the Forty Martyrs
Board of Trustees, the Saint Mary Parish Council, the Saint Mary Ladies
Society, the Forty Martyrs Ladies Auxiliary, Hamazkayin and all of the
participating organizations without whom the walk would never have become a
reality," said Lucy Der Yeghiaian, Chairwoman of the ANC OC.

Over 20 organizations from Orange County participated in raising funds and
awareness for Armenian Genocide Education. The proceeds from the walk will
be used to support the efforts of the ANCA in Washington D.C., to purchase
materials for the public school systems in Orange County on the Armenian
Genocide and to support the community efforts of all 20 participating
organizations.

The walk began at Saint Mary Armenian Apostolic Church in Costa Mesa, CA.
Father Moushegh Tashjian and Father Hrant Yeretzian performed a joint
Badarak joining together the parishes of both Saint Mary & Forty Martyrs
Armenian Churches. It was the first step in a day filled with unity among
all members of Orange County’s Armenian Community.

The greater than 300 participants in the Walk for Remembrance joined
together in prayer prior to beginning their journey. The 8-mile walk then
proceeded down 22nd Street to Harbor Boulevard where it turned north toward
Forty Martyrs Armenian Church.

The line of marchers stretched for over half a mile along Harbor Boulevard
carrying banners with the Walk for Remembrance logo and "Remember the
Armenian Genocide". ANC OC Police Liaison and Executive Board Member Chris
Guldjian had arranged for police escorts by the Costa Mesa Police Department
along the busiest parts of Harbor Boulevard to ensure the safety of all who
participated. Chris, along with group leaders Garo Kelejian & Tro Tutunjian
worked with their monitors to keep all participants safe and organized.

Der Yeghiayan and ANC OC Executive Board Member Nairy Cherchian worked with
the members of the Churches’ Ladies auxiliaries and the ARS Sevan Chapter to
provide food, water and refreshments at both Saint Mary Armenian Church
prior to departure and for the 500 people who attended the program and at
Forty Martyrs church upon arrival.

In a strong symbol of unity the marchers were met by more members of the
Armenian Community at Mile Square Park on Euclid Street. The group included
young students from the Ari Guiragos Armenian School and elderly members of
Orange County’s Armenian Community determined to support the marchers along
the "Last Mile".

In a heartwarming scene the Last Mile was led by Father Moushegh Tashjian
and Father Hrant Yeretzian into the Forty Martyrs Armenian Apostolic Church,
with the Armenian and American flags waving behind them and over 300
supporters marching in stride to honor the memories of those 1.5 million
victims lost during the genocide.

The marchers met with tremendous applause upon their arrival at Forty
Martyrs. Over 200 people had shown up to show their support for the more
than 300 who had made the 8-mile journey. The marchers received lahmajeun,
tahn, water and other refreshments before starting the formal program.

The program was led by ANC OC Executive Board member Ara Malazian who
thanked all who made the historic 8-mile walk. Special thanks went out to
the parish priests and leadership of both Churches for their efforts to
unite the community for this event.

Father Moushegh Tashjian spoke on behalf of the Armenian Apostolic Church.
In his speech he emphasized how the Armenian Genocide has touched the lives
of every Armenian and about the importance of honoring our heritage and our
culture.

Meline Merjian read a stirring poem written by Tamar Kesoyan about the
strength of an Armenian woman and her determination to free Artshakh for
future generations.

ARF Orange County Badanegan "Aghpiur Serop" Chapter Executive Member Nora
Gourdikian read a tremendous speech that included a posthumous letter to
Hrant Dink. In the letter she asked Hrant Dink to embrace those who had
been sacrificed before him and to let them know that they had not been
forgotten and that the fight for justice continues.

Saint Mary’s ACYO representative Aret Aranian thanked all who participated
in the Walk for Remembrance and expressed his desire to see this be the
first of many community-wide events that would bring the Orange County
community closer together.

Speaking on behalf of the ANC OC, Carin Sarkissian addressed those gathered
in Armenian and English. In her moving speech, Carin talked about how those
who marched into the deserts of Der Zor 92 years ago did so not by choice,
yet they did so united just as the volunteers had done during the Walk for
Remembrance. She reminded all of those present that there is strength
through cooperation.

The Mayor of the City of Brea, Marty Simonoff, addressed the crowd about the
importance of cooperation and participation on both the political and
activist level for the coming generation.

Keynote speaker Raffi Hamparian from the Armenian National Committee of
America-Western Region Board gave a powerful speech about the challenges we
are facing today. He talked about how a small group of Turks had gathered
at the White House to deny the Armenian Genocide and had shirts printed that
mocked Armenia & all Armenians. Hamparian talked about the importance of
the current Armenian Genocide resolution, House Resolution 106. In
addressing the absurdity of Turkish government efforts to open a "debate" on
the Armenian Genocide, Hamparian noted that the Cancer Society does not
debate with the tobacco industry as to whether or not smoking causes cancer;
the Jewish Community doesn’t sit down with Neo-Nazi’s to discuss the
Holocaust, and that the Armenian Genocide is not a topic for debate, it is
historic fact.

The program concluded with a Hokehankist performed by Father Moushegh
Tashjian and Father Hrant Yeretzian in honor of the 1.5 million victims of
the Armenian Genocide. As the marchers began boarding the shuttles back to
St. Mary Armenian Church, the remaining attendees joined together to sing
the Armenian National Anthem "Mer Hayrenik" as the sun set and a light rain
began to fall.

The Armenian National Committee of America is the largest and most
influential Armenian American grassroots political organization. Working in
coordination with a network of offices, chapters, and supporters throughout
the United States and affiliated organizations around the world, the ANCA
actively advances the concerns of the Armenian American community on a broad
range of issues.

Opposition political parties held a joint discussion today to discuss
the arrest of Alexander Arzumanyan, ex-minister of foreign affairs
of Armenia. Organized by Aram Karapetyan, New Times party leader,
the meeting was attended by National Unity, Motherland and Honor,
National Self-Determination Union, National Democratic Union, Republic,
Jarangutiun, Strong Motherland parties as well as Impeachment alliance
and Civil Disobedience movement.

The participants condemned the arrest of Alexander Arzumanyan and
rendered their readiness to engage in counter-actions. Some suggested
to set up a committee for protection of political prisoners.

BERLIN, MAY 8, NOYAN TAPAN – ARMENIANS TODAY. A group of American
Armenian attorneys plans to meet on Thursday in Berlin with German
officials to negotiate on the judicial action brought against the
German Deutsche Bank and Dresdner Bank, DPA agency states. The
attorneys also hope to meet with representatives of the mentioned
banks.

To recap, those banks hid the property deposited by Armenians before
the World War I and Genocide and hamper their compensation.

The German parliament affirmed a draft in 2005 by which it
demanded from Turkey to accept its "role" in the issue of the
massacre of Armenians, but, however, did not qualify that crime
as a genocide. German legislators called on the German government
to make all efforts for Turkey and the country parliament confront
their history, assist creation of an Armenian and Turk historians’
joint commission and open their archives.

Western politicians and media unvarying hail Turkey as a democratic
and social role model for other Muslim nations. `Why can’t the Muslim
World be more likely Turkey,’ goes the refrain in Washington.

The recent dramatic political events in Turkey should instruct us
that behind its veneer of parliamentary democracy lie unelected,
semi-totalitarian power structures that have directed this nation’s
affairs since the 1920’s.

Exhibit A: attempts by Turkey’s ruling Justice and Development Party
(known as AK) to elect its able Foreign Minister, Abdullah Gul, as
president. Under the current unrepresentative system, parliament,
rather than voters, elects the powerful president.

Gul failed to win election due to a boycott of parliament by opposition
parties and threats from the military. He withdrew his candidacy and
called for the direct election of Turkey’s president.

What Turks call their `deep government’ had once again used its
iron fist.

AK, which runs Turkey’s most popular and successful government in
living memory, is mildly Islamist. It advocates Islamic principles
of social justice, better education, some wealth distribution, and
fighting corruption. AK does not advocate imposition of Sharia law
or major social restrictions, as in neighboring Iran.

In fact, the moderate, centrist AK is quite close in outlook to
Europe’s Christian Democratic parties.

AK has enacted more beneficial reforms in human rights, education,
public finance, health,and relations with old foe Greece than all of
Turkey’s previous governments since 1945.

Prime Minister Recep Erdogan has achieved great strides in aligning
Turkey with the European Union’s laws and conventions. Today, the EU
is the world’s leader in human rights and advancement of democracy.

Turkey’s westernized elite mobilized to prevent Abdullah Gul from
replacing the outgoing president, Ahmet Necdet, a hardline secularist
installed by Turkey’s powerful military. Turkey’s ironically-named
Constitutional Court, created by the armed forces after its last coup,
denied Gul’s legitimate election. In response, AK called national
elections for 22 July.

Political power in Turkey has long been contested between the elected
parliament and the generals of the 515,000-man armed forces, NATO’s
second largest. Turkey’s military, too-powerful security forces,
courts, government bureaucracy, universities, and industrial oligarchy
are widely known as the `deep government.’ This minority has held
power since the 1920’s.

Turkey’s military and security organs closely control the nation’s
religious life and clergy, who are paid by the government. All sermons
are written by government officials and distributed to mosques for
Friday services. Islam, in Turkey, is on a tight leash.

In fact, Turkey’s state control of religion was likely directly
inspired by Stalin’s takeover and management of the Russian Orthodox
Church.

The `deep government’ has battled all attempts to alter the status
quo or abandon Turkey’s state religion, the bizarre cult of 1930’s
dictator Mustafa Kemal Ataturk, who continues as an idol of veneration
by Turkey’s hard right and westernized elite.

Turkey’s `deep government’ has not hesitated to use gangsters and
neo-fascist nationalist groups against opponents or arrest political
opponents. In Turkey’s chronically unstable political equation,
the `deep government’ holds about 60% of real power and the elected
parliament roughly 40%.

The election of Abdullah Gul to the presidency could have seriously
altered this status quo. As president, he would have been able to
appoint the military’s senior officers and bringing the armed forces,
a state within the state, under control of the civilian government
for the first time in Turkey’s modern history.

In recent weeks, Turkey’s glowering generals openly threatened to
overthrow the AK-led government of Prime Minister Erdogan. Turkey’s
military juntas have ousted four governments since the 1950’s,
including the last Islamist-light government in 1997. While mayor of
Istanbul, the highly popular Erdogan was actually jailed for reading
a classic poem that the military deemed too Islamist.

Until recently, Turkey’s military junta received unlimited American
backing. Turkey closely followed Washington’s lead and acted as
its regional gendarme. Close political, military, intelligence, and
commercial relations were established with Israel which, in return,
opened all doors in Washington for Turkey and held America’s powerful
Greek and Armenian lobbies at bay. But after recent brazen coup threats
by Turkey’s brass, the US and the EU rightly warned them to stay out
of politics.

Turkey’s `secularists,’ who have been staging large anti-AK
demonstrations, fear AK will curtail the privileges they enjoy. The
generals would cease being Turkey’s shadow government and benefiting
from arms purchases. Industrialists could lose their monopolies and
state contracts, government bureaucrats in Ankara their perks.

Many of Turkey’s westernized urban dwellers fear Islamists, even AK’s
moderate ones, might impose Iranian-style Sharia law, including dress
codes and bans on alcohol. AK supporters, many of whom have emigrated
from rural to urban areas in recent decades, support a return to
Turkey’s more Islamic culture, but hardly to an Islamic theocracy,
as claim their secular enemies.

This is the traditional open-minded, easy-going Islamic culture that
Attatuk ripped out by its roots in the 1930’s in his headlong effort
to transform Turkey from a Muslim into a western European nation.

Remarkably, almost eighty years later, the ghost of this deified
dictator, who was deeply influenced by such contemporaries as Mussolini
and Stalin, continues to hold Turkey in thrall. Ataturk’s ruthless
anti-Islamic revolution also left Turkey with a permanent case of
national schizophrenia, unsure to this day whether it is a western
or Asian nation.

Americans and Europeans who cite Turkey as a model of Islamic good
government have little understanding of what really transpires behind
its facade of parliamentary democracy. Turkey cannot become a real
democracy or modern nation until the power of its self-serving generals
and industrial oligarchs is replaced by a truly independent government,
and Turks are allowed to worship as they please.

Those nations who claim to be friends of Turkey, like the US and the
EU, should keep telling Turkey’s generals to get out of politics and
return to their barracks for good. It’s time to shine bright lights
into Turkey’s `deep government’ and end its sinister, reactionary
influence.

*No surprise in France. Sarkozy won election by a big margins,
confirming France’s desire to bring in tough, painful economic
reforms. Problem is, those who want reform, want someone else to bear
the pain. If anyone can effect substantial reform, it’s the human
buzz-saw Sarko. But he will soon be at war with France’s violent
farmers, transport and industrial unions, the bloated state and
educational bureaucracy, and all those who live off the government.

Get your riot gear ready. Another point, parliamentary elections will
be held in June. French may hand parliament over to the opposition
parties, to make sure Sarko and his conservatives do not go too far.

*Among the many smarmy neoconservatives that infested the Bush
Administration, Paul Wolfowitz was probably the most loathsome(
though Attorney General Alberto Gonzalez is a strong contender for
this title.) Photographed licking his comb, or touring a mosque in
socks with holes in both toes, this personally unclean academic was
the main architect of the Iraq War and a leading American lobbyist
for Israel’s rightwing Likud Party. Some in CIA called him a `fifth
columnist.’ An arrant fool and serial liar, Wolfie and his even dimmer
deputy, Douglas Feith, should have faced indictment on criminal charges
for the fraudulent Iraq War. Instead, he was sent to the World Bank
by Bush. Caught in a tawdry scandal over a girlfriend, Wolfowitz is
struggling to hang on as chief. He is still being backed by Bush and
Bush’s new, eager-bever sidekick, Canada’s Stephen Harper. Throw out
this creature and send him back to richly deserved obscurity.

*Learning that poor, little Jamaica and wretched Haiti have become the
world’s most crime-infested nations, and the whole Caribbean is now
a major crime zone, is really tragic. I used to live in Jamaica and
still keep its charm and beauty in my heart. Drugs have swamped the
region. It has become an entrepot between South America and the US. I
lost an old Haitian friend, Tijo Noustas, murdered by drug traders. Now
Jamaica is sinking into criminality and gunplay. A powerful argument
for de-criminalizing drugs. Bush’s so-called `war on drugs’ is doing
even worse than his botched wars in Iraq and Afghanistan.

The Chairman of the National Assembly of Armenia, Deputy Chairman of
the Republic Party of Armenia (RPA) Tigran Torosian believes that the
pre-election campaign in Armenia goes on proceeds in a `normal course’
and it is evidenced by the intermediate reports of the international
observation missions.

Tigran Torosian emphasyzed the fact that, as opposed to the previous
election campaigns, this time the political forces on the whole manage
to avoid mutual accusations and offences.

`Notwithstanding the growing tenseness, the present campaign differs
with the tolerance of the participants,’ he stated. The Speaker
refuted the accusations of the political opponents, according to which
the state employees are forced to take part in the pre-election
meetings of the RPA.

Armenia, Cambodia, Macedonia, Romania To Join Anti-Nuke Initiative

WASHINGTON, May 4 (Itar-Tass) – Armenia, Cambodia, Macedonia and
Romania have decided to join the Global Initiative to Combat Nuclear
Terrorism, the US Department of State reported on Thursday.

It is stressed in a statement of the US State Department spokesman
that the leadership in this initiative belongs to the United States
and Russia. It also says that the issue of new participants’ joining
this project will be considered at a regular meeting in Kazakhstan
in June 2007.

The previous such forum was held in Turkey in February. Aside from five
leading countries (the United States, Russia, China, Great Britain
and France), Japan, Italy, Canada, Turkey, Kazakhstan, Australia and
Morocco will also participate in the current meeting.

YEREVAN, MAY 2, NOYAN TAPAN. On the initiative of the International
Institute for Democaracy and Election Assistance (IDEA) Armenia Office,
the brochure "To Form in the Name of Society. The Best, Medium and
Unfavorable Combinations of Election Systems and Gender Quotas"
was published in Armneian.

According to the press release submitted to NT, the book presents
various types of election systems and quotas, "whose combination may be
conducive to an increase of women’s representation in parliament." "In
January 2007, the representation of women reached 30+ percent in
parliaments of only 19 countries," the press release reads.

To recap, in 2006 the RA Central Election Commission (CEC) and
International IDEA signed a mutual understanding agreement, under
which International IDEA Armenia Office is implementing the program on
stable democratic development of Armenia, improvement of the election
administration’s skills and encouragement of political participation
until 2008. The program’s total budget makes about 385 thousand euros.
