climbed up Mount Aragats.

Editor-in-Chief of "World of Sport" monthly Alexander Boyko said the
"Aragats" project was realized in the framework of "Sport and Media
2007" international festival scheduled for 24-30 September in Istanbul.

"The goal was to introduce the participants to each other and I think
we succeeded in it," Boyko told the PanARMENIAN.Net journalist. All
participants of the climb, totally 50 persons, will be given
certificates on conquering the southern peak of Mount Aragats.

YEREVAN, July 30. /ARKA/. Onik Vatyan, chief of Yerevan Municipality’s
education unit, told journalists on Monday that 99 Yerevan’s schools
will be provided with local heating systems by late 2007.

He said that Armenian government targeted AMD 4bln 370mln ($12.3mln)
for this program. This amount is four times greater than that of 2006.

Vatyan said that 54 schools were provided with local heating systems
in 2006.

Yerevan municipality is in charge of 205 secondary schools.

/PanARMENIAN.Net/ Joining the settlement talks is an issue of
fundamental importance for the Nagorno Karabakh Republic, said Karlen
Avetisyan, NKR permanent representative in Armenia. Absence of NKR
in the process transforms the opposition into a territorial conflict
between Armenia and Azerbaijan, according to him.

"Certainly, Armenia and Azerbaijan have plenty of problems needing
discussion. However, we consider that NKR’s participation in the
talks is essential to raise the issue of national self-determination
of the Artsakhi people," he said.

When commenting on the July 19 presidential elections, Mr Avetisyan
said the major achievement was the legitimacy of the vote. "It’s
important that the state is developing a new political culture, when
no one protests the outcomes and the defeated contenders congratulate
the winner," he noted.

The elections held in Nagorno Karabakh in 2007 appeared the best in
the republic’s history. Two worthy contenders were struggling for
the post, according to him.

The NKR permanent representative said he doesn’t not agree with the
opinion that the elections were "ideal" and "Karabakh doesn’t need
Yerevan’s assistance in holding elections." "I think the truth should
be somewhere in the middle. The elections were held in accord with
the law. There were some minor violations but they could not influence
on the outcomes," Mr Avetisyan resumed, Novosti Armenia reports.

Yerevan, July 26 /Mediamax/. "Migom" money transfer system, belonging
to "Eurotrustbank", concluded a partnership agreement with "HayPost"
Company.

As the statement of "Eurotrustbank" reads, the cooperation with
"HayPost" will give the customers an opportunity to transfer money
through 900 post offices in Armenia and will allow "Migom" providing
its services all over the territory of the country.

Mediamax recalls that "ARARATBANK", "Armeconombank", "Artsakh Bank",
"BTA-Invest Bank" and "Converse Bank" cooperate with "Migom" system

/PanARMENIAN.Net/ From July 28 till August 10 military maneuvers
entitled Medceur-2007 will be held for military officers from
Central and Eastern Europe in "Bulboaca" military training facility,
Moldova. The training will be held in the framework of "Partnership
for Peace" NATO program. Spokesman for the RA Defense Ministry Colonel
Seyran Shahsuvaryan told the PanARMENIAN.Net journalist that 60 medical
officers from 13 countries would attend the maneuvers. Armenia,
Albania, Azerbaijan, Byelorussia, Georgia, Kazakhstan, Kirgizia,
Macedonia, Serbia, Ukraine, Croatia, Moldavia and USA are participating
in Medceur-2007.

The goal of maneuvers is to work out actions for medical officers in
joint operations.

14 persons will represent Armenia in maneuvers, including officers,
lecturers and cadets from the Military Chair of the Yerevan State
Medical University after M. Heratsi.

It is already two years Anahit Melkonyan’s 9-member family has been
living in a cellar. They have already applied to the European Court
of Human Rights and submitted an application related to their exile
from Buzand Street.

Anahit Melkonyan states that they were offered 13900 drams at
first. Now they are offered 30000 drams or 50-square meters area in
the same place. But they can move to a new house only in two years.

"The prime minister had promised to deal with the matter. Lately I
have stopped his car. He said the matter is beyond his competence. Whom
shall I turn if neither the president nor the prime minister are able
to solve the matter?" Ms. Anahit told A1+.

The chair of the "Victims of Public Needs" NGO Sedrak Baghdasaryan
states that a few oligarchs make fortune under the gauze of public
needs. They violate RA residents’ constitutional rights.

According to Sedrak Baghdasarya the European Court is currently
considering 17-18 applications submitted by the Armenian residents.

"The Armenian Government demands that other governments honor and
preserve the Armenian cultural values in other countries. The country
which fails to solve this problem inside the country does not have
the right to demand it from others," Sedrak Baghdasaryan says.

Attempts of Azerbaijan to transfer discussion of the Karabakh conflict
settlement beyond the frames of negotiations negatively affect this
process and indicate absence of Azerbaijani party’s political will to
achieve a long-duration settlement of the conflict, acting spokesman of
RA Foreign Ministry Vladimir Karapetyan said in response to ArmInfo’s
question how the discussion of the Karabakh issue will affect the
62nd session of the UN General Assembly and who is the initiator of
inclusion of this issue in the session agenda – Azerbaijan or GUAM.

He also said that two issues concerning the Karabakh conflict have been
included in the agenda of the 62nd session of the UN General Assembly:
one of them has been presented by Azerbaijan, the other one by GUAM. V.

Karapetyan recalled that none of them was discussed as yet at the 61st
session of the UN GA and, according to the organization’s regulations,
they are mechanically included in a number of issues of the next
session’s agenda. He emphasized that the issue is considered included
in the session agenda in case if a relevant resolution or decisions
are available which, however, can be appealed by any member- country
of the organization. In case of failure of voting, the issue is not
included in the agenda.

ROME (CNS) — An overwhelming victory for Turkey’s ruling
Islamic-oriented party should be a "positive thing" for the nation’s
Catholics, said Bishop Luigi Padovese, apostolic administrator of
Anatolia, Turkey.

"The relationships the prime minister has built up with Europe over
the past years are such that it is difficult to imagine (there would
be any) fundamentalist involvement" in shaping future Turkish policies,
Bishop Padovese told the Rome newspaper Il Messaggero July 24.

Bishop Padovese said he thought "Catholics might also demand" some
of the reforms many moderate Muslims are asking for, such as greater
freedom of expression.

Prime Minister Recep Tayyip Erdogan’s Justice and Development Party
secured more than 46 percent of the votes at the end of general
elections July 22. The win gave the center-right, conservative party
an absolute majority in the new parliament, with 341 of the 550
legislative seats.

"Erdogan will continue his platform of reforms," Bishop Padovese said.

Turkey’s Constitution establishes strict controls over public
expressions of religious belief and policies, which include restricting
Muslim women from wearing head scarves and a general decree against
private religious colleges.

Bishop Padovese said if secularism in the past helped foster the
development of democracy in Turkey and "did not allow real religious
pluralism, now it is desirable that (such pluralism) be put into
effect."

He said the prevailing opinion of most Catholics and the Orthodox
and Armenian patriarchs "is support for Erdogan. He has moved toward
reforms and he offers, in this aspect, guarantees," the bishop said.

The prime minister called the victory a "triumph of democracy" and
promised the party would "press ahead with reforms and economic
development" as well as membership in the European Union, the
Rome-based news agency AsiaNews reported July 23.

Erdogan said the party would strive for national unity and respect
for "democracy and (the) secular nature" of Turkey’s government,
reported AsiaNews.

YEREVAN, July 24. /ARKA/. Toyota carmaker has won a tender for
providing cars for Armenian Traffic Police.

Armenian Traffic Police Chief Ishkhan Ishkhanyan, speaking at a news
conference on Tuesday, said the first consignment of 100 cars is
expected to be received in September.

Ishkhanyan also said that another tender will be announced soon for
lighting-sound signal, coloring design, fixing equipment and radio
communication. However, he didn’t said how much would be spent for
the traffic police re-equipment.
