TURKEY TO BUILD NUCLEAR POWER PLANT

/PanARMENIAN.Net/ The Turkish parliament voted Thursday evening
to adopt legislation setting out the terms for the establishment
and management of nuclear power plants and the sale of electricity
produced by the power stations.

The law foresees the Turkish Atomic Energy Agency (TAEK) laying down
the criteria required for companies that are willing to establish
and operate a nuclear power plant. After the regulation is passed,
Turkish Electricity Trade & Contract Corporation (TETAS) will open
a tender for nuclear power plants. At the end of the tender process,
the awarded companies and TETAS will sign a contract.

The legislation had previously been passed by the parliament earlier
this year but had been vetoed by then President Ahmet Necdet Sezer. Who
had requested the parliament to give more consideration to the bill.

Turkey’s Council of Minister has been tasked with deciding on
establishing a public company to build and manage a power station,
and the terms of selling the electricity produced. Private companies
can have shares in this public company.

Under the law, the companies that will establish and/or manage a
nuclear power plant will not have to get a license from the Energy
Market Regulation Board (EPDK) before submitting their bids for
the tender.

The company that wins the tender will get the license before it starts
fulfilling the project, NTV reports.

Matevossian (81 kg) will represent Armenia at the current tournament,
the Armenian Judo Federation informed A1+. The tournament will be
attended by Marius Vizer, the President of the International Judo

On November 9 an exhibition opened at the picture gallery of
Stepanakert devoted to the International Youth Day.

The exhibition was organized by the Union of Artists of NKR and the
Ministry of Culture and Sport. 9 sculptures and 72 paintings by young
artists from all the regions of NKR were displayed.

The president of the Union of Artists Lenord Zakaryan says the aim of
the exhibition is to bring together young talents and give them an
opportunity to display their works in the capital. Lenord Zakharyan
said the best 40 works will be displayed in an exhibition in Yerevan
devoted to the Youth Day.

/PanARMENIAN.Net/ European experts will soon arrive in Armenia to
monitor state of cultural monuments in the republic. "Armenia has
given consent on conduction of monitoring on its territory," Council of
Europe Secretary General Terry Davis told a news conference in Yerevan.

"Prime Minister Serge Sargsyan said Yerevan will not prevent the
monitoring even if Azerbaijan refuses to host the mission. This step
proceeds from Armenia’s interests, since it will enhance the prestige
of the republic," Mr Davis said.

He informed that European mission will head for Armenia in the near
future. "We must thoroughly study all accusations of the sides,"
he said.

He refused to say whether the CoE will give an appropriate assessment
in case Azerbaijan blocks the mission. "If I criticize Azerbaijan
when in Armenia and vice versa, it won’t do relationship good,"
Mr Davis said, IA Regnum reports.

The settlement of the issue of Nagorno-Karabakh has been lasting too
long and it needs to be resolved at last, the CoE Secretary General
Terry Davis stated November 5 in Yerevan during the news conference
with the Armenian foreign minister Vardan Oskanyan. Davis said he
does not want it to sound like criticism against the OSCE Minsk Group
and the leaderships of Armenia and Azerbaijan. "However, it is in the
interests of people to have the conflict settled," Terry Davis says.

According to him, there are many more important things in life other
than the Karabakh conflict, meanwhile, the unresolved issue distracts
focus from those key issues. The CoE Secretary General thinks the
conflict takes not only attention but also money which could have
been used for better purposes.

The CoE Secretary General is hopeful that the conflict will be
resolved, and Karabakh will benefit from the CoE programs. In this
connection, Terry Davis made an interesting statement. He regrets
that some individuals living in Karabakh do not enjoy the right to
dispute issues at the European Court of Human Rights. Terry Davis
says physically the people living in Nagorno-Karabakh cannot go to the
ECHR, meanwhile it is highly important for a citizen to be protected
from the government, Terry Davis says. He also said turning to Vardan
Oskanyan sitting beside him that such a democratic activist as Vardan
Oskanyan perhaps would also want the people of Karabakh to enjoy this
right. Vardan Oskanyan did not react to this, either through words
or gestures.

/PanARMENIAN.Net/ Iraq warned that no one can stop Kurdish rebels in
Iraq’s remote northern border region from attacking Turkey, as
tensions over the assaults overshadowed a major international meeting
on Iraq’s future.

"It’s not in our capacity" to capture the rebels, Iraqi government
spokesman Ali al-Dabbagh said. "It’s not even in the capacity of
Turkey."

Turkey is hosting the session, which includes about two dozen nations
and organizations pledged to support Iraq’s U.S.-backed government
economically and politically.

The guest list includes Iran and Syria, two nations the United States
blames for furthering instability and violence inside Iraq. Secretary
of State Condoleezza Rice sat across from Iran’s foreign minister at
an opening dinner Friday night, but the two had no private meeting –
something Iraq and many other Mideast nations had hoped for.

Until now, Iraq’s border with Turkey to the north was not considered
much of a problem for U.S. forces or the fragile government in
Baghdad. That changed over the past month with an onslaught of attacks
by the Kurdistan Workers Party rebel group, known by the initials PKK.

The deaths of more than 40 people over the past month have pushed
Turkey to threaten a major offensive across the Iraq border unless
Iraq and the United States can neutralize the rebels first.

Rice urged calm and cooperation in a string of meetings Friday with
top Turkish leaders who insisted that Turkey will do what it must to
stop the rebel attacks.

She made a similar argument later in a separate meeting with Iraqi
Prime Minister Nouri al-Maliki, whose government has said it will not
stand for any cross-border assault. Al-Maliki agreed with Rice that
the PKK is a terrorist threat, but he does not have the forces or
political strength to do much about it.

The Kurdish rebels operate in Iraq’s semiautonomous Kurdish region, an
oil-rich sector that has Iraq’s lone fully functioning government and
sound economy. Turkey, the United States and the Baghdad central
government all say any meaningful action against the rebels must come
at least partly from the Kurdish regional government. Turkey accuses
the Iraqi Kurds of helping the PKK or at least looking the other way,
and the United States has said the Kurds are "inactive" against the
PKK.

"Iraq is ready to take joint measures … in order to isolate and stop
the threat of the PKK within the capacity of Iraq," al-Dabbagh
said. He said al-Maliki will suggest some new approaches during
international meeting.

Turkish Foreign Minister Ali Babacan sounded impatient following a
meeting with Rice in Ankara, and he offered no public promise of the
restraint Washington seeks.

"We have great expectations from the United States," Babacan said. "We
are at the point where words have been exhausted and where there is
need for action."

Many Turks are furious with the United States for its perceived
failure to pressure Iraq into cracking down on the PKK. Street
protests have urged the government to send forces across the border
even if it means deepening the rift with the U.S., a NATO ally.

Turkey’s military chief has said the country will wait until after
Prime Minister Recep Tayyip Erdogan meets with President Bush next
week in Washington to make a final decision about an assault.

Washington worries a Turkish incursion would bring instability to what
has been the calmest part of Iraq, and could set a precedent for other
countries, like Iran, that also have conflicts with Kurdish rebels.

"We all need to redouble our efforts and the United States is
committed to redoubling our efforts," Rice said in Ankara. "No one
should doubt the commitment of the United States in this situation,"
the AP reports.

complicated by three factors: the Turkey-Iraq collision, Iran’s nuclear
program and strengthening of Turkey’s role in the region. Armenia
can’t be indifferent about it," Ruben Safrastyan, Director of the
Institute of the Oriental Studies, told a news conference in Yerevan.

"There are Armenian communities in all Middle East states and the RA
Foreign Ministry should closely watch the developments. It Turkey
launches a major cross-border operation in northern Iraq it will
inevitably lead to greater tensions. The PKK is menacing Ankara. In
July 2007, the ruling AKP used Kurds for gaining a victory. As result,
1/3 of Turkish MPs are ethnic Kurds. If the situation deteriorates
AKP will lose a part of mandates," he said.

"War can deliver a heavy blow on the economy of southwest Turkey. The
commodity turnover between Turkey and northern Iraq makes $2,5 –
3 billion with 200 thousand people engaged in business. Moreover,
war would strain social problems in Turkey," he said.

"With strong anti-Kurdish propaganda, Ankara uses Kurds and war
threats to strengthen positions in the region."

The President of the Republic Prize is an annual prize awarded as
part of The Armenia Fund’s activities. The Prize is sponsored by the
Robert Boghossian and Sons Foundation (France). Winners are granted
with certificates, medals and monetary awards.

The Armenia Fund Executive Director Vahe Aghabegians noted the
significant input of the Robert Boghossian and Sons Foundation in
promoting Armenia’s cultural life. "The President’s Prize was and
is a strong supporting factor in developing Armenia’s scientific and
cultural life. Works presented to the competition are values in their
own right," Mr. Aghabegians says.

In the nomination "Persons Having Made a Valuable Contribution
to the Recognition of the Armenian Genocide" two Prizes are
awarded: one to a citizen and/or persons with Armenian origin or
Armenia-based organization, the other to a foreigner or an overseas
organization. Applications are accepted from November 12, 2007 to
February 22, 2008.

President of the Republic Prizes are also granted in the following
nominations: Natural Sciences, Technical Sciences and Information
Technologies, Physics, Medical Sciences, Arts (including architecture,
fine arts, theatre, film, photography, video art, multimedia art and
art theory), Literature and Liberal Arts and Activities Promoting
Human Values.

Applications are accepted from December 3, 2007 to January 31, 2008.

The President of the Republic Youth Prize 2007 will kick off in
December 2007. The Youth Prize is given in the Fine Arts and Film,
Literature, and Classical Music – Vocal and Instrumental Performance
– nominations.

Applications are accepted from January 10, 2008 to February 28, 2008.

YEREVAN, NOVEMBER 1, ARMENPRESS: First Lady, Mrs. Bella Kocharian and
France’s ambassador to Armenia, Serge Smessow, were present today at
the opening of the first French-Armenian forum of cardiologists.

The gathering is featuring some leading French and Armenian doctors
who will share their experience and new approaches towards treating
cardio diseases.

The ambassador spoke highly of French-Armenian cooperation in this
area saying the forum is the summary of their 10-year cooperation,
which was launched in 1996 by a joint heart surgery in Yerevan
Nork-Marash Hospital.

Later several Armenian heart surgeries had intensive training course
at the best French clinics.

Avetik Matikian, chairman of the French-Armenian Benevolent
Origination, said French authorities plan to help establish a heart
diseases center in Armenia in addition to three operating ones,
but the new one will be mainly for residents of regions.

Over 1,500 heart operations are performed by doctors of Nork-Marash
Center annually. Experts say although this kind of operations are not
affordable to many Armenians with heart diseases, prices in Armenia
are the lowest in the world.

Heart diseases are number one death cause in Armenia.

BAKU: Co-Chairs Not Contact With Azerbaijan After Returning Armenia

OSCE Minsk Group co-chairs Bernard Fassier (France), Matthew Bryza
(US) and Yuri Merzlyakov (Russia) and Personal representative of
OSCE chairman-in-office Andrzej Kasprzyk-mediators in the settlement
of Nagorno Karabakh conflict did not inform Azerbaijani side about
the results of visit to region on October 24-26, Khazar Ibrahim,
Azerbaijani Foreign Ministry’s spokesman told the APA.

He stated that Azerbaijan was expecting constructive position from
Armenia but mediators did not give any information about it.

After visit of co-chairs to Azerbaijan, Foreign Minister Elmar
Mammadyarov stated that talks cover debates on main principles and
there remained some opened issues on several principles.

"Co-chairs are seeking compromise on the issues. We are expecting
the results of talks that they carried out in Yerevan.
